Camp is a good listener, refuses to engage in partisan criticism, and has the patience to work through difficult issues of achieving savings and keeping fairness in the the tax changes. Earlier efforts to achieve consensus in late 2011 failed, making it even more important to have leadership which can create productive debate and bridge the differences. The tax changes are part of the overall effort for U.S. economic recovery by reducing the deficit.

Thomas Friedman of the NYT points out the three aces held by Donald Trump in the U.S. election campaign of 2016. He could move to the centre in a campaign against Hillary Clinton and voters could give him a pass saying he only meant to start a conversation on immigration with his comment on the wall, that his comments on Muslims read carefully only means he would tighten controls on some countries, that he was acting in the way he said in his book "The Art of the Deal." A terrorist attack could change the atmosphere in the election and benefit Trump. On the opposite side of this is Trump's penchant for making wild statements that could lead to a break with his support base, especially women who are shifting away according to some recent polls in mid March. Karl Rove, advisor to President George W. Bush, and organizer behind American Crossroads political action committee, says the election will be decided by the higher support for Romney among independents and the high turnout of Republican voters. The prediction for the voter turnout among Republicans is 36% Republican vs. 35% Democratic, according to Gallup. This compares with the 39% Republican and 37% Democratic in 2004, and 39% Democratic 29% Republican in 2008. The early and absente ballot voting advantage has significantly gone down almost by half for Democrats as more Republicans cast early votes in swing states like Ohio. Closing statements and crowds also appear to confirm this trend. Rove sees this as 51% to 48% favoring the Republicans. The addition of swing states - Michigan, Minnesota and Pennsylvania also appears to suggest that a broader movement is underway that is happening right now in the final week before the election on Nov. 6, 2012. Rove focusses on the numbers. A behavioural assessment shows the importance in this campaign of the centrist position adopted by Romney in the closing months of the campaign; the selection of Ryan which gave Romney support from the Republican conservative base so that he could talk freely about his record in the liberal state of Massachusetts to independent voters and women, and most important the clear message to voters focussed on a five point plan to get the economy recovery were critical in shaping these numbers....

U.S. presidential candidate Hillary Clinton sees negative perceptions increase after media scrutiny of fund raising efforts in a WSJ/NBC poll April 26-30, 2011. The poll shows negative perceptions increased to 42% from 36% in an earlier March 2015 poll. The percentage of people who consider her honest and straightforward went down sharply from 38% in summer 2014 to 25% in this poll. Hillary Clinton still has loyalty within the Democratic base with 76% approval.

Arne Duncan describes the improvements in K-12 education in two regions of the U.S.- the District of Columbia and Tennessee between 2011 and 2013, shown by the 2013 National Assessment of Educational Progress (NAEP). The hard work of educators, parents and school officials is paying off and offers examples for other parts of the country, says Duncan. Lessons include facing the facts, not dumbing down by setting low standards. With higher standards Tennessee students were only 34% proficient in math and 45% in reading compared to the 91-92% with lower standards. Republicans followed up on the work of Democrats in the state. Soliciting feedback from critics and experts- the feedback was used to improve systems and learning to help teachers and students. Schools chancellor Kaya Henderson says improving teacher quality was critical, and so was academic rigor. Still Duncan says more needs to be done, this only shows the right direction for states lagging behind, and one should not get complacent. The other areas college enrollment and dropout rates need to be followed carefully. International PISA results still show the U.S. at 27th in math and 14th in reading of 65 countries- making this only the beginning in setting the future course for U.S. educational improvements....

Nocera says the National Labor Relations Board and the Obama Administration's action to prevent Boeing from using a North Carolina non-union assembly plant for the Dreamliner is a clear case of regulatory "overreach. Precisely the kind that is not needed as the U.S. focusses on creating jobs and building manufactuing industry. There is no "retaliation" against the union in this case because Boeing is facing long delays and needs the additional facility to meet orders. The action of the NLRB as a government agency to prevent a company from locating its plants anywhere in the country- when Boeing has added jobs in Washington state as it expands- is incomprehensible.

Changes Republican Governor Sam Brownback is making in the state of Kansas, which focus on conservative values, lower taxes, and major cuts to spending to reduce the footprint of government in the state. Kansas has a large Republican majority in the House of Representatives and strong tea party fervor, giving Brownback an opportunity to remake government in the state. Yet there is some skepticism about how lasting these changes can be with the cuts in government services. Some Republicans say the question is how much in government services do the people of Kansas want- if the cuts are too steep the people of Kansas may find too many services have been cut. Over the the last century Kansas has usually voted for moderate Republican governors, making this a major change.

Stephen Moore of the WSJ interviews Grover Norquist, head of the advocacy group Americans for Tax Reform. Republicans in Congress and other Republican leaders have signed on to the "no new taxes pledge" promoted by Norquist. There is increasing pressure on Norquist as the media, White House, and executives on Wall Street call for flexible positions from both sides on taxes and spending cuts. Norquist insists that not much has changed. He says that the increase in taxes on the rich is only symbolic and has to be followed up with increasing taxes on the middle class. He cites a Rasmussen poll that shows 75% of Americans believe this. Norquist is convinced that the Democrats with their spending plans are out to take the U.S. in the direction of European economies, the tax increase on the rich would be followed up with a energy tax or a value added tax to pay for unrestrained spending. His solution is for Republicans to pass a bill that extends the current tax rates past January after roughing it through the tax cliff date. Even the sequester option is better than increasing taxes says Norquist, letting the Defense Department make the cuts where appropriate. Norquist does not favor the option of reducing tax loopholes and deductions as a way to increase taxes as proposed by Simpson Bowles commission and Ryan-Romney in the election campaign. ...

Samuelson points out that the golden age of bipartisan harmony never existed. Yet it is true to say that with the constant chatter on cable television and stridently expressed views, the activism of the more extreme wings of both American parties, and the role of money in politics, the partisan nature of politics in America has increased. And this is happening even when the Gallup polls from 1992 and 2010 show similiar numbers for the people who describe themselves as Conservative, Liberal or Moderate, showing that the people themselves haven't changed (42-43% Conservative, 35-36% Moderate, 17-20% Liberal), but activism at the edges of both parties has. In this condition, only 7% of americans have a "very positive view" of the Republican party, only 11% of Americans have a "very positive view" of the Democratic party and only 12% of Americans have a "very positive view" of the Tea party (even though the Tea party is at the height of its mometum). The net impact says Samuelson is that the nation's important problems get neglected. There is little discussion about the expenditure of blood and treasure in Afghanistan, says Tom Brokaw, see his article. There is little discussion of the need to rebuild America's deteriorating infrastructure. Or a serious discussion on deficits or energy. All this is lost in the dysfunctional politics of the moment. This is a significant observation....
