Davey and Walsh tell the story of years of mismanagement in a city that lacked proper record keeping to keep track of costs. A municipal auditor brought in a financial consultant as far back as 2005. He found an additional $7.2 billion in retiree health costs that had never been taken into account. That warning was ignored. All the time the city was losing jobs with mismanagement at the auto companies and lack of labor-management cooperation. The Kilpatrick years as Mayor were largely wasted as problems piled up. The city was unable to borrow, and its revenue base was continually shrinking. Under Mayor Bing the city had a hard time meeting payroll. Other cities had faced financial crisis before, New York in 1975. Detroit was different in that two of the three major auto companies went into bankruptcy followed by the city itself facing bankruptcy, with mismanagement of finances and lack of a good plan for the city and the auto industry that brought everyone together behind a single goal of regeneration. ...

The new government of prime minister Enrico Letta takes office in Italy in April 2013 following the reelection of president Giorgio Napolitano. Letta is 46 years old and represents a new generation in Italian politics. He is a former Christian Democrat and member of the European parliament. Letta studied at the University of Pisa, and did graduate work in international affairs. In the 1990's he was president of the European Young Christian Democrats. He was associated with Beniamino Andreatta, a Christian Democrat economist and founder of research group Arel. Letta was his chief of staff when he became foreign minister in 1993. In 1998 Letta was minister for European Affairs, and the following year Industry minister. In 2009 Letta became deputy secretary of the Democratic party. The firm European connections, a good sense of how Italians feel about the economic changes, a connection with young people, and his grasp of the needs of business and labor in improving Italian competitiveness, make him an excellent choice after the inconclusive parliamentary elections in Italy. ...

Fiat chief Marchionne on a visit to Detroit to do due diligence on its deal with Chrysler, said that no one was lining up to take the deal away from Fiat. He made it clear that the deal, in which for providing its technology in small cars to Chrysler it would get a 35% stake in Chrysler, has to stand on its own two legs. For another $25 million Fiat could raise its stake to 55%. Its only other investment would be in the plant costs for building theses small cars in the USA. Fiat will not use USA government money for Fiat's operations, and only take money from Chrysler after the government is repaid, he said. For the deal to go through everyone has to make concessions, says Marchionne. The logic of the deal may rest on US government help and labor and other stakeholders concessions. In a year Fiat could be importing cars into the USA and in 30 months Fiat could be making cars in the USA.

Even though exports are gaining in Iowa and overall it has benefitted from free trade, the wages in Iowa as elsewhere have suffered as companies pressed hard by global competition are reducing their wage. This is one way globalization is hurting workers in Iowa as it is hitting workers in other states. The two tier wage system at John Deere provides for lower wages for new younger workers. This is hurting incomes in the state. Because of these changes politically free trade is not very popular in the state and this reflects feeling acrss the country. The trend is to argue for protecting the wages of American workers by changing free trade agreements to include environmental and labor protections for oveseas workers so that this closes some of the gap between the wages here and overseas. The advantage to American workers of lower prices at a Walmart is more than offset by the lower wages as products are manufactured overseas and wage pressures are felt at home is the feeling reflected in some of the opinions expressed in Iowa....

Capital spending by oil companies after you take out the 10% inflation in the cost of most drilling epuipment and people isn't growing by much. In 2007 spending on exploration and production totaled $270 billion, increasing by 10% over 2006 with most of the increase in cost coming from higher costs of everything from rigs to labor and oil field services. And oil companies are pasing back huge earnings to shareholders in the form of buybacks and share purchases, the top 5 western oil companies will have spent an estimated $179 billion in share buybacks in the last 4 years. And the the companies are not able to replace reserves that are used up each year in production. As aresult they are basically shrinking and becoming smaller in the whole oil picture. Only in 2008 is the spending picking up a bit but only by a small amount after one takes out inflation, and that because there may be more confidence that oil prices will hold up better in the long run to justify the higher costs of finding oil....

A number of factors hitting at the same time Chinese factories in the south, in Guangdong province and the Pearl River delta. Currency exchange rates, stricter labor laws, eliminated government tax benefits and incentives, stricter pollution laws, high oilprices, and higher wages, all have combined to make the apparel and footwear factories in the south less profitable and harder to run. In recent years about 10% of the footwear makers in the province have closed operations. Manuy are smaller operations. About 10% of the 60,000 to 70,000 HongKong owned factories in the delta region will close in 2008. Not just apparel companies making products for HP and Apple have longer term plans to shift production to othcountries. Hon Hai Precision Manufacturing Company has said it will quintuple its planned investment in Vietnam to $5 billion. Apparel makers VF corporation which owns labels like North Face and Nautica says it takes 30 days from Cambodia compared to 20-25 days from China to get product on retail shlves so the advantage of China in this respect is also diminishing...

For decades the auto companies lobbied vigorously against stricter fuel efficiency standards. NYT editorial points to this failure in policy of the Detroit automakers, and the failure of Congress to do more for fuel efficiency standards with lobbying from automakers even in the recently passed legislation. That target of 35mpg fleetwide for 2020, a low target with no stretch or imagination built into it should be revised and a higher target set. If the companies build smaller cars like Europe does they could reach a target of 50mmpg fleetwide by 2020. That would be a serious target with stretch built into it. Tough conditions have to be atttached to any rescue money. This includes firing top management, no payment of dividends, limits on executive pay, tougher fuel efficiency target, reopening labor agreements on pay and benefits to reflect the new realities. If taxpayers are going to take the risks Congress must insist on these changes or the money will be wasted says the NYT editorial. Some of these steps would be painful for workers but they are necessary....

Andy Stern, head of the Service Employees International Union, in an interview with WSJ's Matthew Kaminski. Membership at the SEIU has doubled to 2 million while other unions have gone into steady decline. In 2005, Stern took the SEIU out of the AFL-CIO preferring grassroots organization over political emphasis and emphasizing the shift to a service and global economy. He sees a new situation from the one in 1993, as the issues facing the country have changed. He lists the income inequality and stagnation of wages. He prefers the European model. Better a little more unemployment as Western Europe has done, but a lot more equality, says Stern. And as the ranks of the uninsured swell with the half a million laid off workers in November in the USA reported by the Labor Department, the first priority for the union is universal health care. With donations of $85 million from the SEIU being the largest of the total union donations of $450 million for this years elecion campaigns, the SEIU hopes to hold the new administration accountable....

About 110,000 workers, or about 20% of the number of people retiring each year in France, will be able to retire at the age of 60 in 2013 under a new presidential decree. These are workers who started to work at the age of 18-19 and put in 41 years of contributions into the state run pension fund. The decree by French president Hollande leaves the Sarkozy reform of increasing the retirement age to 62 from 60 in place, but creates an exception for these workers, at a cost of 1 billion euros in 2013, and 3 billion euros in 2017. This could also be a way to get labor union support for public spending cuts to reduce the deficit which are expected.

Andrew Lownie's book provides glimpses into the lives of the Mountbattens, Edwina and Dickie. Mountbatten was the head of the British government in India in 1946 as negotiations were started with Nehru, Gandhi and Jinnah for independent India. The Cabinet Mission (including Cripps) plan of 1946 was  to setup a federation in India with provinces in A, B, and C categories. A being the Central Provinces, United Provinces, Bombay, Madras and other parts of what is now India, B being the Punjab, Sind and what is now Pakistan, and C being the region of Bengal, what is now Bangladesh and West Bengal.This was rejected by Nehru, Sardar Patel, and the Indian National Congress, leading to  Jinnah's call for action, a civil war, and the partition of India 9 months before the plan date of June 1948, in chaotic circumstances, in a hurried manner. The legacy of that two year period is with us today in the upheavals in Afghanistan, Pakistan and Bangladesh, drawing the U.S. and western nations also into endless wars. The period 1939-1941 is covered when Edwina's rather aimless life upto that point changed completely with service to war wounded and for the Red Cross. She also visited the U.S. in 1941 when Mountbatten was given command of an aircraft carrier at Norfolk, Virginia, visiting 28 states. Edwina made up for he aimless years by relentlessly pushing herself to be an equal to her husband in the war effort. This has given the couple their fascinating character. It was also a period of great change as the Labour party under Clement Atlee winning a post war election made the decision to end the British Empire in India. The war had depleted British wealth and Britain lacked the resources to continue the Empire in India. The job of managing the transition went to Mountbatten, a naval officer in the Royal Navy, coming in the tumultuous years of 1946-48 with the quick partition of India under Mountbatten in 1947. Mountbatten stayed after independence in August 1947 as the first Governor General of India.  Edwina and Dickie Mountbatten struck a friendship with Jawaharlal Nehru, and this review in The Hindu shows Jawaharlal, Edwina, Dickie and their daughter Pamela having tea at the residence in Shimla, 1946. Nehru's rejection of the Cabinet Mission plan leading to the appointment of Mountbatten as Viceroy was partly based on his idea that priorities for India post independence was modernizing the economy and reducing poverty. Seven decades later the priorities are still the same, following the experience of Japan, South Korea and China at modernizing the economies in east Asia requiring a greatly accelerated effort.    ...

Ford making plans to put 2 plants one in Nanjing, China, and one in Thailand with about $1 billion investment combined suggests Ford is looking at GM's strategy and planning for a new era in automobile production, one that makes more cars in high growth regions of Asia. The demand is expected to grow largest in India, China and the rest of Asia. And these cars will have to cost a lot less than they are today for the lower purchasing power of Asia's new middle clases and lower middle classes which are growing in numbers. Meantime the costs in the US are still high even after reducing the health care burden through the health care trust that GM negotiated with the UAW. The UAW agreement with GM reduces labor costs for new workers but existing workers costs continue to be at the levels from before. And non assembly new workers not all new workers get paid at lower rates than the existing rates. So the progress in labor costs is still short of where GM or Ford needs to see it to compete effectively worldwide. Meantime the automobile markets continue to change and grow worldwide. The American car companies cannnot wait, they have to make decisions based on the labor situation in the US and their response is to build new capacity in the Asian markets, even while maintaining labor peace at home so as not to have upheavals in the domestic markets in the USA. New product and designs can still be handled in the USA so GM could agree to make commitments for manufacturing new product at plants in the USA, while at a minimum getting the UAW to agree to take over health care responsibility and agree on the playing field in labor costs for the future, which would have to take into account global competition and not just a labor social contract from another era. Ford's 2 investments are in alliance with Mazda, of which it owns 33%, and which generated $168 million in profits in 2006. Of the product in Thailand 80% will be exported to the rest of Asia excluding China and India, and also to S. Africa and Australlia and New Zealand. It will make about 100,000 cars. Currently Thgailand exports about 650,000 vehicles out of production of 1.25 million vehicles. About 70% of exports are pickup trucks....

It took 75 years for a British prime minister to visit Gandhi Ashram on the banks of the Sabarmati river in Ahmedabad. George Bernard Shaw, the English writer, in a handwritten note at the Nehru museum in Allahabad after meeting Gandhi says "ask somebody 100 years hence" about Gandhi's contribution to the world. Today it is more clearer than ever. Mohandas Gandhi wrote Hind Swaraj on a ship from South Africa to London in 1910 after negotiating with the British government on behalf of Indians in South Africa. In 1915 Gandhi returned to India and used his savings to buy 110 acres of land for the ashram on the banks of the river Sabarmati in Ahmedabad. By 1923 Gandhi was questioning the expenditures of the British government that did little for the development of the country and a budget that was focused on military expenditures, in his magazine Young India, with nothing for developing the country except for railways and transport. Gandhi launched his non cooperation movement for self-rule or Swaraj from the Ashram. By 1937 elections were held and the first provincial assemblies were set up in an experiment for self-rule. In 1930 the Salt March for noncooperation in the British salt monopoly, salt seen as the common man's right, was launched from the Ashram. In 1942 the Quit India movement was launched in the middle of World War II. In 1945 after Labour party's Clement Atlee won the election in a landslide against Winston Churchill the path opened for Britain to start negotiations with Gandhi for independence. In 1947 India was free. Why 75 years for a British prime minister? Much of the period after 1950's was lost in the recovery from partition, wars on Kashmir, China's entry into Tibet and the invasion of India. The non aligned movement under Nehru and Indira Gandhi and successor governments to 2000 appearing more as voicing a grievance for being left out led to an ambivalence of the US and UK towards India, and reflected a period when India was small in economic terms and lacked the opportunity to find its place in the world as a country with the largest population in the world. Which today with with Bangladesh and Indonesia sharing a common history of Hinduism and Buddhism represents 1.6 billion people. In the Nehru home museum in Allahabad there is a hand written note by British writer George Bernard Shaw who visited India and the Nehru home. It says it would take maybe 100 years before the world realized the significance of what Gandhi had done and only at that time would the world truly understand Mr. Gandhi. Mr. Boris Johnson's effort to make up for 75 years that went by without UK prime minister's visit to Gandhi Ashram in Ahmedabad is one such moment that George Bernard Shaw had seen coming.  George Bernard Shaw's handwritten not at the Nehru Museum in Allahabad says- "What is the place of Mahatma Gandhi in political philosophy? France's rail strike goes into its second day with large stations such as the Gare de Lyon deserted, stations empty, platforms deserted and millions of travelers unable to get to work. French unions are testing the French government's effort to change the generous benefits granted in a different era for rail and other workers. Workers at SNCF France's rail system can retire in their fifties even as workers now live longer lives, as early as at age 52.  Workers are hired for life. Pensions are given at the highest salaries and housing is subsidized. SNCF is $68 billion in debt. Costs are much higher to run the system than in Germany. The unions are intent on preserving these benefits from a different period.  This issue came up in the election debates about how the pension system can be put on a good basis with proper funding. Macron has taken a firm stand and the centrist parties in parliament see this as a symbolic fight to changing the future of French society and the economy. The reforms will raise age for pensions, and affects only future hires not the current ones. Yet the unions have chosen to fight this.  Everything depends on how the public and commuters see this. One sign of the changes this time compared to successful strikes by unions in the nineties is that the percentage of employees of SNCF declined on the second day from 33 percent to 29 percent. Polls show a small majority of the French sees the strike as unjustified and Macron's popularity ratings going up slightly. The prestige of the labor union CGT and its strategy is also at risk. Macron's view is that overprotected entities in the French system- the "Statutory Society" referring to the Statute of Railway Workers from a different era- block changes in social and economic life that would increase social mobility. This and France's future is being put to the test.   ...

The Trump administration released its framework for NAFTA negotiations. The framework is designed to reduce the U.S. trade deficit and promote "Buy America" provisions. It will challenge Mexico on labor and environmental matters, which is likely to win the support of Democrats. A mechanism for preventing countries from getting unfair advantage through currency manipulation is part of the framework, yet less of an issue with Mexico and Canada. It will also work to protect U.S. trade interests in an effort to appeal to workers who supported Trump in the 2016 election. Overall it does not deviate much from established U.S. trade policy, according to the WSJ. For this reason the new guidelines were welcomed by the Mexican and Canadian governments. Mexico and Canada also see this as an effort to modernize the agreement to reflect changes in technology and commerce since NAFTA was signed. Under fast track trade promotion authority the president's Trade Representative Mr. Lighthizer can start negotiations in 30 days. One of the matters up for change is the Chapter 19 dispute settlement mechanism which makes it easier for Canada and Mexico to avert trade sanctions. Mexico's economic prospects have improved as the NAFTA renegotiation avoids the sharp rhetoric of the election campaign. The Mexican peso which traded at 22 to the dollar in January 2017 following the U.S. election, is now trading in July 2017 at 18 to the dollar.   ...

Prime minister Theresa May's Conservative party needs the 10 seats of the Democratic Unionist Party of Northern Ireland to have a slim 3 seat majority in Britain's 650 seat parliament. Yet many members of May's Conservatives oppose an agreement with the DUP which is seen as not similar in social views. The DUP is the party of Rev. Ian Paisley which was in conflict with the Irish nationalist Sinn Fein party in Northern Ireland for many years. Former Conservative prime minister John Major says an alliance with the DUP would be in violation of the 1998 Good Friday Agreement that brought peace to Northern Ireland. Under that agreement the UK and Irish governments stated they would have "rigorous impartiality" towards all the different groups in Northern Ireland. Sinn Fein sees a new Conservative government with DUP support as preventing the power sharing agreement with DUP that brought peace to Northern Ireland. Complicating this further is the vote on Brexit with 56% opposed and 44% in favor in Northern Ireland. And the DUP wants a "frictionless border," an open border with Ireland so that it would not affect the way of life Irish people have enjoyed since the peace agreement. So that even as talks are supposed to begin this week on Brexit with the EU, Brexit is looking more and more in doubt. Negative impact on Britain's economy through increased uncertainty and rising prices, and increased participation of young people opposed to Brexit in the parliamentary election leading to the vote for Labor party of about 40% of voters, also contributes to this sentiment. Spain provides 14 public holidays that are mostly Catholic holidays, and an additional 22 vacation days, which is similiar to the the EU average. Unlike the practice in the U.S. and Britain to have these holidays fall mostly on Fridays and Mondays, in Spain many of these holidays fall in the middle of the week. This disrupts productivity as Spaniards use bridge days or puentes to create long weekends during which many offices and factories are empty, disrupting productivity. Most companies cannot plan for meetings and work because counterparts may be using the bridge days during these holidays, and working with international clients is difficult and hard to explain. Spain's new prime minister is determined to increase Spain's competitiveness, and bring Spain to the level of competitiveness of countries that do well in this measure, including other European and Asian economies. He describes this in his book "En confianza. Mi vida y mi proyecto de cambio para Espana." ("In confidence. My life and project of change for Spain") In his inauguration address he said Spain should correct "the work calendar to make the rights of workers compatible with the competitiveness of our companies." Vacations are a sensitive issue in Spain because tourism generates 10% of GDP and employs 10% of the workers. Alberto Nadal, who addresses labor issues at the main business association in Spain, says a change of mentality is needed in Spain, and doing away with bridges shows Spain is grasping the idea that things should be done differently for the eurozone community of nations. This also shows some of the differences in the Iberian peninsula countries of Spain and Portugal, where the countries are embracing the change and there is less unrest even with high unemployment, as compared to Greece. In Greece the changes are being resisted by politically connected groups, where political parties enjoy little support and there is much unrest, making the project difficult. Mariana Rajoy, Sarkozy and Merkel are from centre right parties in Spain, France and Germany, and have had a close association for years before Rajoy was elected- during EU meetings of centre right parties, as is evident in Rajoy's book. The problems Brazil faces with a sea of liquidity from developed countries with low interest rates going to emerging market countries with higher interest rates. Brazil is taking steps including a recent cut in interest rates to stem the flow. But interest rates at 12% are still too high not to attract business people in the carrying trade who borrow at low rates in the U.S. and Europe and invest the money in Brazil. The foreign direct investment has also increased. The result is an artificially overvalued currency- by as much as 36% since Jan 1, 2009 according to analysts- which hurts exporters and job creation in Brazil, as it becomes cheaper to import products than manufacture at home. Workers from VW recently protested in Sao Paulo as imports of cars are up significantly and there is a fear of job reduction at VW plants in Brazil. Brazil's automakers association estimate is for car imports to make up 25% of all cars sold in Brazil in 2011. This compares with 5% of cars sold being imported in 2005. It also shows up in production statistics. Brazilian industrial production declined by 1.6% in June 2011 from May. The cost of inputs are increasing rapidly for labor, raw materials, transportation, making Brazil a costly place to do business. The cost of living is now higher in Sao Paulo than in New York city. Cynthia Benedetto, the CFO of Embraer, a large Brazilian aircraft maker, says she always thought since she was a little girl that Brazil was the place of the future. But its deceptive now that the future is here, because this euphoria of progress could be shortlived. Embraer is investing in technology to reduce labor costs and is opening factories overseas. Bombardier, one of Embraer's competitors from Canada recently announced plans to build a manufacturing plant in Mexico. Brazilian president Rousseff is aware of this, and told Latin American leaders in Lima, Peru: "we have to defend ourselves against this immense, fantastic, extraordinary sea of liquidity that finds its way to our economies in search of returns that it can't find in its own." At the same time Rousseff has election promises to fulfill that require larger spending and for which the capital inflows are convenient but could prove erratic- for social welfare projects, and for infrastructure spending in advance of the Olympics. Turkey is seeing a similiar situation with booming consumer credit sustained by capital inflows even as its manufacturing competitiveness has remained weak. ...
