Krugman points to some striking data in a U.S. Federal Reserve study, showing 47% of Americans do not have the money to meet an unexpected expense of $400 without selling something they own or borrowing. The is the 2nd year of this Federal Reserve study. It shows alarming information about the condition of retirement savings- about 30% of nonelderly Americans say they have no retirement savings or pension, and reported going without some kind of medical care because they could not handle the expense. About 25% say they or a family member experienced financial hardship this year.

More flexible attitudes about how lives can be lived and independent attitudes are leading to more people in Japan doing things alone on their own. For people to travel, go to concerts or events alone, and take part in other activities alone, is becoming more acceptable in Japan, a country where doing things together was once the only way. About 50% of people in Japan now do things independently, as society changes and demographics adds another factor of single people in retirement. The term used for this is ohitorisama in Japan. There is even karaoke for one person on his own, and eating by oneself at a restaurant or at work is now ok, quite acceptable.

Britain lifts the lockdown quickly after the Business Secretary and the Finance Minister warn of possible loss of 3 million jobsin the hospitality sector if it remains closed over the summer. Much of the job gains in the U.S. in April came from surprise additions of jobs in the hospitality sector.

Britain will now relax planning controls to allow pubs, restuarants and cafes to open outside areas for business. Outdoor weddings will now be permitted, with indoor weddings of upto 10 people allowed by early July. Places of worship, churches, open June 15, as do non-essential shops. 

The R rate has risen slightly yet it remains between 0.7 and 0.9.

The Japanese Consulate in Lithuania is about to close in 1940. Jewish people from Poland have moved to Lithuania. As the Germans move across Europe the vice consul in Kaunas, Lithuania says he has to do something to help Jewish people to get to safety. Ministry of Foreign Affairs in Japan had authorized issue of visas to applicants. He uses this authority to issue 2100 visas, one visa sufficient for each family. 

It will be an extraordinary journey. From Lithuania to Vladivostock, Russia., and from there by boat to Japan. In Kobe the Jewish community there gets the 10 day transit visa extended so that a final destination can be planned. The journey then begins to to other parts of the world.

A report by the Longevity Science Panel for the UK says the life expectancy gap between the richest and poorest neighborhoods in England has increased since 2001. In 2001 this was 7.2 years, by 2015 this increased to 8.4 years. The government points to cancer rates, the Longevity Science Panel report authors say income inequality was the main factor. To do this report LSP looked at data from the Office for National Statistics for 2015, which divided England into 33,000 residential areas and rated them on factors ranging from income levels, health, education and crime. This report points out that men and women from the bottom fifth were 80% more likely than the top fifth to die in any given year.

After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. Comment by a former Tory leader, Sir Ian Duncan Smith, on negotiations with the European Union's Ursula Leyen, show how much the term sovereignty has become the word on which everything depends. Smith said on December 10 about the EU demands that Britain adhere to EU environmental and other rules after leaving the EU, "either Britain is sovereign, or it is not."  The word sovereign is discussed in this context in this Times analysis. The word comes from the old French word "sovereinete" during the period when the King's authority was being contested by feudal lords in 16th century France. The Oxford dictionary defines it as the authority of a state to govern itself, and to do this without outside interference. Tory leaders such as David Davis and others including Smith see this as meaning making your own laws. For the European Union to insist on its laws being primary and British law asked to conform with EU law making it secondary, would not only be outside interference, but also divided authority. Older French and British political philosophers Hobbes and Rousseau see this as divided authority. Even though the meaning has changed in modern times, the essential definition in the Oxford Dictionary remains undivided authority. Which is why these Tory leaders insist on the original definition as the right one. Behind the wrangling there is the sense among Leavers that Britain could do better in economic terms by setting its own direction, and doing business its way. How would a new economic power in India by 2030 affect Britain, would it create many more opportunities for Britain to grow because of its history and cultural ties. Could the relationship with the U.S. provide more opportunities for growth? What about French indifference and even disdain of Britain, does Britain have other options? Isn't the European Union merely a Franco-German alliance led politically by France and economically by Germany, and propelled by their three wars since 1871, with a bunch of European countries added in, and what has Britain got to do with it? Closer to the negotiations with Leyen there is also the question - isn't France trying to make certain with its demand that Britain not violate EU law, that Britain's ingenuity and free wheeling spirit outside the European Union does not let it grow faster than France? Where one gets Boris Johnson's immediate reply that Britain is better off not being stuck inside "EU's regulatory orbit."   At the other end of the world you have India with "Atman Nirbhar Bharat" calling for a self-reliant economy and taking the time for transitioning out of the trade relationship with China, at short term cost and long term advantage. Britain is closely watching India as it makes big strides in developing infrastructure, in renewable energy, and setting a bold vision for the future. Even France is mapping out a pathway to self-reliant economy as it looks at ways to bring production home after the pandemic. The pandemic has only reinforced the drive to be self-reliant. ...

Vance says he is skeptical and inherently mistrustful about the constructive influence of Silicon Valley on America, on the broader economy in all parts of America, and on education expanding opportunity for all. Vance says of his stint in Silicon Valley starting in 2013 when he moved to the Bay Area after graduating in law from Yale to 2022 when he ran for the US Senate from Ohio, that it taught him something about the influence of venture capital on America. He is skeptical about its constructive influence when seen from the American heartland, from the Kansas prairies of Eisenhower to his own rust belt state of Ohio and the hinterland of Appalachia across the eastern US from New York through Tennessee to Mississippi. Vance says: "I've certainly personally been very close to the technology sector. Because of that experience, I inherently mistrust it or worry about its influence in the broader economy." WSJ's Angel Au Yeung calls it short lived but it stretched for 10 years and Vance returned to Ohio for Narya Ventures, worked with AOL founder Steve Chase on Revolution to look at what could be done in places such as Chattanooga, Tennessee, in the south and midwest with these venture concepts. This is enough experience just to understand its effects on all parts of America. Realizing in the end that it failed to support education or expanding opportunity for all. Even Apple's much touted iPad succeeds as a potentially useful tech device but fails when one sees what little interest or effort Apple put into developing its educational potential to expand opportunity for all. The reasons are that that was never the intended goal to subordinate public interest to profit, when education is inherently public interest. And because tech tools alone cannot do the work of educating minds. Only human beings and knowledge, ideas in books can do this, as they have done in all of America's and Europe's past. ...

This BBC report shows the staggering sum of $44 billion taken out of Saigon Commercial Bank. The report says 93% of loans  given by the bank went to Truong My Lan who set up the bank by merging 3 smaller banks, and shows the brazenness and the scale of the corruption. My Lan started with a market stall during Vietnam's shift to a state driven market economy in 1986 like China, and gradually acquired hotels and other property. Nguyen Phu Trong is the General Secretary of the Communist Party since 2011 and president 2018-2021. The risks to the Communist Party of such corruption have become evident and Nguyen Phu Trong as leader of the Communist Party in Vietnam started his campaign against corruption in 2016 after pro business prime ministers of the past had led to Saigon's economy being left unregulated after 1986 in then Doi Moi reforms. It is Vietnam- and China's- lack of familiarity or experience with the market system that has led to tolerance of outright corruption in the past. In no way does a market system need any corruption of any sort to function that damages the credibility of the system with the people. As it is insidious and can affect the whole economy it requires vigilance, oversight and regulatory checks. ...

Douthat offers insights into U.S. president Obama's thinking when he said at a National Prayer Breakfast, that Christians also had committed bad acts in the name of religion and reminded listener of the Jim Crow days when blacks were oppressed by church going Christians. The Crusades were a long battle against an advancing Islam over several centuries and many regions, says Douthat, and do not quite compare with the actions committed by an individual organization such as Islamic State in 2014-2015. The Jim Crow reference comes from personal experience during the fading days of racial discrimination. Yet says Douthat this reference to Christian culpability does little to bring the criticism back to self that the writer Niebuhr, Obama's role model, suggests, because it does not take the criticism back to self or political party to serve as useful introspection. It is almost like saying Christians are just as bad,(so why act?) without distinguishing from Christians and Muslims who respect tolerance and peaceful coexistence from those who do not. It also encourages one to remain a bystander in foreign and defense policy, leaving a younger generation with any future consequences. Ike does better by bringing self-criticism home to his own party and ideological wing by talking about the military-industrial complex and the problems it will create....

Women have one of three positions in senior management in the federal government compared to one of six in corporate management. Women make up 41% of management positions at the Government Accountability Office, a federal agency that has women friendly policies including family friendy culture, daycare site at the Washington headquarters, flexible relocation policy, telework policies, and advancing women to positions even as they balance their professional and personal lives such as needs of children. It is not necessary to work 70-80 hours a week to advance to senior positions as in law firms. Susan Poling is a senior executive supervising 156 lawyers, and says in the beginning she was able to work part time to spend more time with her son and still have great things to do and be given higher responsibilities.

The Chinese government is concerned that lack of a safety net, fears about a general access to health care, and lack of other assistance for the farmers, elderly, rural poor, lack of unemployment protections and welfare, all are making Chinese to cramp up and spend less. Chinese households save a quarter of their income in normal times, now unless the government steps in a big way, which it has done only in small faltering steps, savings will increase even more in response to fears about the future. Lu Mai, secretary general of the China Development Research Foundation, says China has reached a point where it has to make a big decision, does it spend more on security and the police or on social benefits. He put out a report last week which estimates the government needs to spend 2.6 trillion yuan or 380 billion dollars by 2012 for the first phase of a social safety net. With a further spending of $838 billion dollars by 2020 to complete the improvement of health care, education, pensions for the elderly, low income housing, disability benefits, unemployment protections and welfare for the poorest. And these estimates may be low depending on the assumptions made, as the situation has taken a steep descent from the time these estimates were probably made. In the last few months tens of millions have been added to the jobless, and the severe drought has created a difficult situation on the farms in rural areas, even while millions of migrants return to these rural areas as businesses dependent on exports collapse in cities in coastal areas. What is the government allocation at this time? A target for health care overhaul of $124 billion was set recently. But the actual stimulus package is heavily skewed in favor of infrastructure and investment in construction. About 1% of the big stimulus package that was announced goes to health care and 7% to public housing. Says Zhuang Jian, an economist with the Asian Development Bank, this excessive investment in infrastructure, heavy industry and manufacturing will cause serious problems, if there is not strong consumption to match it. And Eswar Prasad of Cornell University, who was head of the China division at the IMF, says that an ambitious agenda is needed for higher social spending to take away the fears of average Chinese about the future. Chinese premier Wen says the government needs to do more, but the instincts of China's planners, and decades of development with built in incentives for promoting investment in construction, infrastructure and industry, have left China with huge unsustainable underinvestment in basics like education, health care and social benefits....

Questions are raised after a 16% drop in Faniie's share price and 18% drop in Freddie's share price whether the common equity in both will have any value left once the housing crisis has taken its toll. If capital raining by Fannie and Freddie do not get done at the right size which could be upto $46 billion of capital for Fannie and $26 billion for Freddie according to a Lehman Brothers report then the government may be forced to do something like takeover Fannie and Freddie leaving shareholders with pennies.

Democrats are on a rapid schedule, and would like to pass abudget resolution by April 3, 2009. Democrats were generally enthusiastic about the first budget, and say they plan to move it quickly through both Houses of Congress. Democrats may have an easier time passing the budget than other legislation, because under Senate rules the key steps in the budget process can't be filibustered, and Democrtats have significant majorities in both chambers of Congress. Another good sign is that Democrats like Rep. Jim Cooper of Tennessee, aprominent Blue Dog in the fiscally conservative Blue Dog coalition, had high praise for the President's budget blueprint, saying it got rid of the gimmicks of previous years like not including the cost of the wars in Iraq and Afghanistan. Under Bush the wars were paid for in socalled supplemental bills. "This is more honest than any budget in many, many years. That means its also ugly. I welcome the honesty. I think its time for Americans to grapple with fundamental problems, and not pretend that wars are free and things like that." He praised the courage to make an accurate diagnosis, and he likes the fact that the deficit is projected out for 10 years. What is not not as copnspicuous is the use of optimistic assumptions in the projections out over 10 years as the economy is assumed to recover quickly which no be the case....

Mike Pence showed he understood the sacrifices of the founders and soldiers who fought for the Union against the British Empire and what it means to "secure the Blessings of Liberty on Ourselves and our Posterity."

Rebuilding in Ukraine is focused on destroyed bridges and infrastructure as Russia continues to destroy apartment blocks, and targets the electricity grid.  Many of the apartment blocks destroyed outside Kviv in Irpin in this story are hard to rebuild because of the constant attacks most recently with hypersonic missiles that are hard to detect. A couple fled from Donetsk, settled in Irpin in a new apartment only to have to flee again after a Russian missile attack left their apartment building in ruins. How do you build in the midst of a war is the question Ukrainians ask themselves every day. About 150,000 apartment buildings and half the electricity grid is destroyed, so also 1500 schools and 20,000 kilometres of roads. It would cost $350 billion to repair. It would require policy decisions on what quality of building materials and how many to apartment buildings to build and how quickly.
