It now appears that Yvette Cooper at Home Ministry stuck on the old asylum rules, Rachel Reeves stuck on the austerity period OBR assessments and making cuts in payments for Labour's base, and McSweeney with his lack of honest conviction to help Labour's base, Mandelson, were all the wrong people appointed to the wrong positions that risk's losing the base of Labour by fracturing it and sending it to Reform UK on immigration, on budget cuts to the Greens, and on a sense of lack of true conviction and sincerity to the Liberal party. ...

Germany's new president Steinmeier vigorously defends democracy and the European Union, in his first major speech after accepting the post of president. He calls for "push back together" against the foes of democracy. Passion and commitment marked the style of president Gauck, says Furstenau of DW.com, and this is true also for Steinmeier. Both also share personal conviction matched with personal experience, Gauck as a pastor in the former GDR looking for alternatives as the GDR crumbled, and Steinmeier is respected for his exceptional work in diplomacy for Germany. Both bring a striaghtforward manner but tremendous sincerity, so that the message is heard with respect from all parts of Germany. Furstenau calls him a German and European patriot. In Gauck's last speech he called for affirming Germany in the EU- "although voices may praise the fool's gold of long outdated nationalism, we will remain Germans- as Europeans, although the uncertainty of our times may be alarming, we will not flee from our responsibility." Steinmeier echoes the same message, backed up with personal conviction and long experience in serving Germany. Gauck called for a "vigilant democracy" that maintains the basic conditions for peace and dialogue, and also shows the willingness to defend the republic and the Basic Law, because " we do not want our country or other European member states to become the playthings of actors who are pursuing entirely different interests." In his acceptance speech Steinmeier called for courage, after Gauck had laid down the theme of Germans "not overlooking the potential within us.... trusting in our own strength and staying calm and composed."   ...

She says tariffs should be done in a way that do not increase cost of living for workers and families. The NYT's Scott Shane talks to residents of Baltimore and the neighborhoods where a community center and CVS store were set ablaze. Baltimore has suffered from economic decline as the city's major employer Bethlehem Steel closed its plant, and fewer industry jobs remained to sustain poorer neighborhoods. Incarceration, drug use, crime, all have taken a toll as more residents left the city for the suburbs. Unlike Detroit which has the auto industry, and dilapidated buildings are gradually being replaced with newer structures, Baltimore has only one large employer, John Hopkins University and its medical complex. Economist Basu says the loss is felt more deeply because efforts were being made to give new life to poorer neighborhoods, and because the rest of the country will now have a different impression of the city reducing outside investment.

Matt Miller, a former Clinton aide, says both U.S. parties have failed to do serious problem solving. The reason is that both are looking primarily for election advantage and are not interested in blending the best of liberal and conservative thinking. He even goes so far as to say both parties don't trust the public enough to lay out all the facts openly and explain what action needs to be taken. This is clearly true in one of many examples- the way Clinton advisor Bowles and Republican Senator Simpson took up the job of coming up with a deficit reduction plan looking at things from all angles, and laying out all the facts. Contrast that with the way a Democratic president Obama shied away from openly discussing Bowles-Simpson's closing of most tax expenditures as a key a part of a new action plan. Republican leaders Boehner, Cantor, McConnell, instead of seriously challenging the Democrats to take up the Bowles-Simpson or Rivlin-Domenici proposals, focussed their attention on defunding the government unless certain conditions were met. Serious debates and discussion that should have taken place to arrive at a consensus never took place, eroding the credibility of politicians of both parties, as Miller points out. The failure of leadership brings America back to its roots in community organizing through independent intitiative at all levels for crucial problem-solving discussion. This is the way to arrive at a consensus of what needs to be done for renewing America....

Professor Patterson of Harvard University has some serious observations on what has happened and what could be the way forward in America as it faces the lack of opportunities for a better life for minority communities trapped in cities with a deteriorating quality of life.  Between 1985 and 2000 a higher percentage of black children, about two thirds of black children, grew up in high poverty segregated areas than in the period between 1955 and 1970, according to a Pew Trust study of 2009. This affects everything from social mobility, life chances, potential for downward mobility. Particularly so because by 2016 the gap between black and white incomes has worsened, says professor Patterson. With this segregation has become worse in America at the level of neighborhoods where people actually meet, he says, citing a 2015 paper by Daniel Lichter of Cornell University.  In some ways segregation says Dr. Patterson is worse than in the 1960's. This could be because of downward social and economic mobility. Events such as the mortgage financial crisis of 2009 with bad decisions by the banking industry disproportionately hurt the black and minority communities. The trade imbalance and shift of manufacturing overseas hurt manufacturing jobs for white and black communities. Weakness in education and health services also hurt poorer communities of all races and color. In some ways the work of presidents Harry Truman and Lyndon Johnson in the 50's and 60's may have created more hope and a sense that "a rising tide lifts all boats" in economic opportunities that may have been lost in the work of presidents after Clinton with loss of jobs in manufacturing for ordinary black and white Americans alike. The bad decisions by the banking industry and selling of bad mortgages, worsening health care options with overpricing in the medical field, all compounding the effect on  ordinary Americans. In a separate interview in the Harvard Gazette professor Patterson says de-ghettoization, moving to the suburbs is one way to better opportuntiies in the suburbs. For this to happen more moderate income housing is needed in the suburbs. A cultural change in attitudes comes with a shift to neighborhoods where communities can interact and meet. For this to happen strict zoning laws that prevent moderate income housing in suburbs such as in California and many other states needs to change. As professor Orlando Patterson says here in the Harvard Gazette and in the WSJ more Americans with liberal views need to put their money where their voices are. A stronger economy, education for changes in cultural attitudes in classrooms, cultural literacy, more manufacturing in America to create better middle class wages and jobs for Americans of all communities giving industry a role, and more of the affluent putting their money where their voices are for better integrated living in the suburbs not just for a few, are ways to bring better life for Americans.   ...

Robert Putnam a 79 year old Professor of Public Policy at Harvard answers the question what is happening now- when everything seems to be stalling and solutions offered by parties of centre, right and left are all failing to deliver for improving lives of poor white people, black people, middle class white people. Failing to deliver on health care for all, on access to medicines, access to infrastructure, on access to public services. He sees this as a result of the over focus on "I' and on the concentration of wealth in the hands of a few people in the financial world or in Silicon Valley without concern for the needs of the country or the people.  Putnam compares this to the period of the 1870's onwards in America. when for several decades the emphasis was on selfish pursuit of money and wealth with everyone focussed on individual gain. It was only after this period brought America as a nation and the people of America into hard times people was the whole culture of "I" and overfocus on individual gain questioned and repudiated. The period of "we" began with Theodore Roosevelt breaking up the monopolies and Franklin Roosevelt fighting for a New Deal for American workers and the people of the United States. Putnam sees this happening again and America at a crucial juncture of repudiating the existing culture and values in the same way as it did in the past. The change in culture in America is part of a wider trend that includes all English speaking countries Britain, Canada, Australia and India. In all these countries the shift is towards rebuilding the culture that brings opportunities and hope to the working class and middle class, to rural areas, through a new vision for infrastructure, public services, healthcare and education. Putnam brings long experience studying the development of America starting with the book "Bowling Alone" published in 2000 which described the trend to rampant and unrestricted individualism in public and business life. In 2015 Putnam's "Our Kids" covered the issue of declining upward mobility and  failing to give opportunity for young people to make improvement in their social and economic aspects of their lives. The three books have extensive research and look at a lot of data making them academic of nature but they also serve a useful purpose. Any intuitive grasp of the situation also leads one to think in the same direction that the past carries lessons for the future, that there is a better way out, and that this situation cannot go on for much longer without damaging the nation and the people, not just America, but other English speaking nations Britain, Canada, Australia and India that share the same problems of lack of development, lack of infrastructure and services, and neglect of the common man, of everyman.   ...

From the National Archives of America here is the letter Mohandas Gandhi wrote to president Franklin Roosevelt calling for American help on July 1, 1942, one month before the launch of the Quit India Movement. With Roosevelt's reply to Gandhi on August 1, 1942, offering his fullest support as stated in his foreign minister Cordell Hull's bold vision of a community of free nations such as India and the idea of the United Nations in Hull's speech made on July 23, 1942. Hull responds to Gandhi' call with the full support of Roosevelt.  Mohandas Gandhi writes to Roosevelt that- "I hold that the full acceptance of my proposal and that alone can put the allied case on an unassailable basis. I venture to think that the Allied declaration that the Allies are fighting to make the world safe for freedom of the individual and for democracy sounds hollow as long as India, and for that matter Africa, are exploited by Great Britain, and America has the negro problem in her own home. In order to make my proposal fool proof I have suggested that if the Allies think it necessary, they may keep their troops, at their own expense, in India, not for keeping internal order but for preventing Japanese aggression and defending China. As fas as India is concerned we must become free even as America and Great Britain are. The Allied troops will remain in India during the war under treaty with the Free India government that may be formed by the people of India without any outside interference, direct or indirect." Gandhi wrote with his proposal to Roosevelt - "It is on behalf of this proposal that I write this to enlist your active sympathy." Roosevelt wrote in his letter that-  "I am sure you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations... I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government." Cordell Hull stated in his speech "What we are Fighting For, July 23, 1942, that- "In this vast struggle we, Americans, stand united with those, who like ourselves, are fighting for the preservation of their freedom, with those who are fighting to regain the freedom of which they have been brutally deprived, with those who are fighting for the opportunity to achieve freedom. We have always believed, and we believe today, that all peoples, without distinction of race, color, or religion, who are prepared and willing to accept the responsibilities of liberty, are entitled to its enjoyment. We have always sought and we seek today, to encourage and aid all who aspire to freedom to establish their right to it by preparing to assume its obligations. We have striven to meet squarely our own responsibility in this respect-in Cuba, in the Philippines, and wherever else it has devolved upon us. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. Hit hard by the pandemic the people of Argentina, Brazil, Chile and Mexico are showing less vaccine hesitancy. This is enabling this region to catch up with the US in vaccinations. The difference is that people trust vaccinations. About two thirds of people in Chile and Uruguay are vaccinated. Supplies of vaccine are coming in from US, UK, Russia and China. Brazil is now doing 1.5 million vaccinations a day, compared to 750,000 in US daily. This report says that on a per capita basis taking into account the populations US is currently vaccinating at half the rate of Mexico and a third of the rate in Peru and Colombia, Argentina. With 8% of the population Latin America had one third the deaths making vaccination urgent and essential for this region. People are taking the threat of Delta variant seriously in the region. Astonishing as it may sound after all the publicity of deaths in Brazil this report in WSJ says 88% of people in Brazil want to get vaccinated, while 67% say this in the US, poll from Ipsos. Peru, Argentina, Mexico, Chile all top the US, says WSJ. ...

This exceptional account by WSJ's Shira Ovide on Microsoft Windows 10 looks at ways CEO Satya Nadella is changing Microsoft's culture and old way of doing business. Microsoft is changing its culture and strategy of charging for all its products. It will let businesses and individual buyers upgrade for free to the new Windows 10 product. This means $500 million less in sales revenues in 2015, but opens up new oppoortunities in sale of add-on apps and services on more devices, such as health sensors and smartphones. The failure to penetrate the smartphone business- with a meager 3% penetration for Windows in smartphones - is a problem facing Microsoft as it competes with Apple, Google and other companies. Terry Myerson describing the thinking behind this change at Microsoft puts it in a cultural perspective, saying that it should result in a more engaged user base. There is a sense that the space Microsoft is in stretches way beyond PC's to all the new computing devices now in place, including smartphones and other devices, with Windows taking up only 15% of these devices. Founder Bill Gates calls this "exciting" and is excited to see the reaction in the market....

Dr. Nancy Krieger of the Harvard School of Public Health says data on health risk -including which counties have high rates of health conditions such as obesity and other diseases- should inform targeted interventions and public messaging. This is important for administrators and health authorites in each county and state as they deal with a surge in coronavirus in parts of the U.S. which have so far been only slightly affected such as rural southern and western states. More recently places such as North Dakoa which the virus missed in the early stages are now seeing a jump in cases. This report shows counties in states such as Tennessee, Georgia, Alabama, Mississippi, North Carolina, particularly susceptible because of high rates of obesity and other health conditions. In all almost half of the U.S. population has one of these health conditions- obesity, diabetes, high blood pressure, lung disease and heart disease.  The high prevalence of obesity which worsens all other health conditions is a result of the lack of healthy food and nutrition, exercize and healthy living habits, that were neglected in the closing decades of the twentieth and early twenty first century. The shift to processed foods is only one of many bad practices that happened in these years. The lack of attention to healthy eating and nutrition, and outdoor exercize has marked this period and created conditions in which the virus could damage health. ...

Two years after it was launched the Jal Jeevan Mission to bring tap water to every household in India has made significant progress. Only 17% of all rural households had tap water in 2019, today even with covid disruptions 41% of rural households have tap water. 48 million more households have tap water connections added. The goal of Har Ghar Jal (Every home tap water) is now seen as achievable by 2024. Financing in 2021-2022 is increased from 115 billion rupees to 500 billion rupees, quadrupling the financial resources dedicated to providing water to all of India's people. The Swach Bharat Mission Director General, Akshay Rout, shows how this mission for water is moving as as quickly as the open defecation free ODF mission  under SBM. A household in ODF saved Rupees 50,000 a year from cleanliness and medical costs according to UNICEF. A WHO study shows 200,000 diaorrhea deaths prevented. JJM is decentralized, demand driven and community managed. Rout says that setting a deadline and aiming for saturation that leaves on one behind is a good way of tackling critical problems such as hygiene, sanitation and water. He says shoddy implementation or product can be prevented by robust monitoring and supervision systems. By 2019 India had made big achievement in hygiene and clean India campaign with ODF open defecation free achieved under this approach. ...

Days after the collapse of the Francis Scott Key Bridge in Baltimore's outer harbor, a key part of the industrial and jobs infrastructure in Maryland, this WSJ report shows 8 other bridges in the same dilapidated condition and at risk of collapsing. The eight bridges are- The Verrazano Narrows Bridge  NY-NJ,             The George Washington Bridge NY-NJ, The Golden Gate Bridge and the Oakland- San Francisco Bridge in California, the Chesapeake Bay Bridge in Maryland, the Tacoma Narrows Bridge in Washington state,  the Lewis and Clark Bridge and the St. Johns Bridge in Oregon. Note that all but one are older than Scott Key built in 1977, and all have "fracture critical" elements according to their WSJ report, meaning that even the failure of one steel component in tension could cause a collapse. Jennifer Homendy, chair of NTSB safety authority doing the investigation into Scott Key says that there are 17,000 bridges in the US that are fracture critical, showing how much of US infrastructure is aging and in need of investment that is today being sucked up in mad sprees of venture capital investing in startups, and in misallocation of capital, that contribute little to the ease of living, to jobs and essential infrastructure for the American people.                  ...

Ryan served as vice presidential nominee and became Speaker in October 2015 eight years before Mike Johnson in a similar situation where his job depended on different factions. Mike Johnson's view is that he wants to be seen as listening to all members to kind of decentralizing things. Yet as more experienced members of Congress say the only way to get things done is for the Speaker to take action on his own accord and let the situation rest there having done his best. This situation is happening today in the House as about half of all Congressmen in the House of Representatives have not served in Congress before January 2019, says The Washington Post. ...

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. When there are wars there are ripple effects- in this case all the way to North Africa.  ...

The FDA has handled the importation of masks from China badly says this report in WSJ. During the shortage FDA let 3500 Chinese manufacturers selling products of wide variations in quality to send masks to the U.S. Millions of these N95 masks are now available imported from China but their reliability is uncertain. The FDA even has the same manufacturers on approved and revoked approval lists creating more confusion. The FDA gave then revoked approval for products that failed quality standards.  The WSJ found that some of the companies given approval early were just weeks old and had not completed quality review by FDA. The WSJ reports that more than 60% of foreign made masks nearly all Chinese made failed basic U.S. government quality tests that reviewed 22 brands according to regulatory data. About one fifths of the makers were just weeks old and others made claims that were simply not correct. The FDA acted in a crisis situation so bad actors could take advantage of the situation say experts.  What happens now. The states of California,Washington and Texas are now checking their supplies of N95 masks to see if all the makers are on authorized lists and not revoked. Many doctors and hospitals are going through much anxiety because of the safety of their N95 masks in close contact situations in eyecare, dental care and other care, is now uncertain. ...
