Efforts by the Obama administration to persuade the credit ratings agencies not to downgrade the credit ratings on U.S. Treasury securities. As deficit reduction talks stalled in July 2011 credit ratings agencies considered a downgrade. John Chambers of S&P says political leaders must agree to reduce the deficit by $4 trillion over 10 years to be sure there will be no downgrade. Cuts less than that could lead to a downgrade, according to S&P.

Rebekah Brooks, the former chief executive of Rupert Murdoch's British newspapers, was arrested on July 17, 2011. Sir Paul Stephenson, head of Scotland Yard resigned the same day. Stephenson says he did not reveal information to No. 10 Downing Street that Wallis, a former top editor of News World, was also on Scotland Yard's payroll as a special advisor. Stephenson said: " I did not want to compromise the prime minister in any way by revealing or discussing a potential suspect who clearly had a close relationship with Mr. Coulson." Britain's prime minister Cameron hired Coulson from News World as his communications advisor.

A proposal for deficit reduction from the "Gang of Six" in the U.S. Senate gains support from Obama, Boehner and Cantor, as other proposals languish for lack of support in both Houses of Congress. The efforts to pass a balanced budget amendment and deficit reduction in the House is now seen as a concession to newly elected conservatives in the House by Boehner even as other options are being pursued to meet an August 2, 2011 deadline. The efforts of credit rating agencies to reconsider the credit ratings of certain states and the U.S. is also putting new pressure on getting some sort of serious deficit reduction now as opposed to putting it off for discussion between now and the end of the year, as proposed by the McConnell plan.

The moon landing by Neil Armstrong on July 20, 1969 after takeoff on July 16 and a 195 hour journey. Armstrong said as he stepped out on the moon: "That's one small step for man, and a giant leap for mankind." The last nine miles of descent in a spacecraft that separated from the Apollo 11 lunar module with Aldrin and Armstrong were the most risky. Armstrong manually guided the craft to its landing spot during the last couple of hundred feet.
