U.S. Federal Reserve governor Daniel Tarullo tells the Council on Foreign Relations that so much remains to be done four years after the financial crisis. The law firm of Davis Polk says 67 percent of deadlines were missed for new rules required to be set in place by the Dodd-Frank legislation, including the Volcker Rule. Tarullo said: "It is sobering to recognize that more than four years after the failure of Bear Stearns began the acute phase of the financial crisis, so much remains to be done." Tarullo fears that crucial momentum may be lost because of the long delays stemming from resistance by the banks. Tarullo met with bank CEO's in April 2012. Banks have protested that Fed stress tests have not revealed the parameters for the testing. Tarullo's response given at a recent Fed conference in Chicago were that this would let banks game the exercize by running the Federal Reserve model and not improving risk management and capital planning, making this a mechanical compliance exercize. Banks have particularly opposed a requirement that limits the risk in business between two banks to 10% of their credit risk....

In Germany's consensus based politics the term flip flop does not have the negative meaning it does in other countries. Chancellor Merkel is adept at presenting changes in policy as coming from careful thought and analysis. She has remained Chancellor for the longest period since Chancellor Kohl, doing this by co-opting the positions of other parties including the SPD. On refugees, atomic energy, same sex marraige, and other issues Merkel has adopted positions that reflect the majority of people.  As the magazine editors of Der Spiegel told Merkel in an interview she is the best chancellor the socialist SPD party ever had. Merkel has the unique ability of doing this and still sounding genuine in a way few leaders could. This may be the result of her background and life as the daughter of a pastor in East Germany who professed socialist ideals and yet was part of the opposition to the GDR regime and reflected changes in Germany as the Berlin Wall came down in 1990. Merkel joined the Democratic Awakening just as the German people in the east gave up on the communist regime. Merkel first major change was on the nuclear energy policy after the Fukushima disaster in Japan. Yet looking at it one can see that Merkel could present her change in belief as sincere. Under Merkel Germany has shifted away from nuclear energy and coal in a way no other nation has. It is now considered one of her most positive achievements in Germany. On the refugee crisis she also shifted her views on the need for enhanced security and on putting in place controls in an agreement with Turkey, addressing the causes of migration in home countries. As a result Merkel now has over 60% support in polls before this weeks election in Germany in September 2017. Contrast this with the sharp decline in support for Sarkozy and Hollande in France, Cameron and now Theresa May in Britain, and for other leaders in the U.S., and one can see how Merkel is different. It has much to do with sincerity and authenticity as a politician. Her favorite soup is potato soup, she drives a VW Golf small car, and lives modestly, shopping in the local grocery store. When it comes to protecting ordinary German people in what Germany owes in bailouts to indebted countries she could be tough with bankers and politicians. All this makes people of different political views see something valuable and to be respected in Angela Merkel, particularly at times like this. ...

The inaction of the first President Bush during the Shia revolt in Iraq in 1991 is deeply embedded in the Shia psyche in Iraq. It is seen by the Iraqi Shiites as the original event of the Arab Spring, ten years before before the democracy movement in Tunisia. What is less known is that the revolt in Benghazi, Libya, faced the same fate of inaction by President Obama, and his administration. It was saved only by the decisive and early action of France and Britain, with French president Sarkozy leading the way. He sees this as the beginning of a fallback of political Islam, with the protests of secularists in Turkey, the shift to a moderate candidate Rouhani in Iran's presidential election, the shift of the Emhada Islamist party in Tunisia to work with center-left parties in writing the constitution, and the election of a western educated political scientist to lead a coalition government in Libya. In each country the secular and liberal leaders and the young people felt the revolution was being stolen from them by Islamist parties and are asserting themselves to gain a voice in government. The Islamist party in Egypt has older leaders, an authoritarian structure and hierarchy, which failed to incorporate liberal and other opinion in writing the constitution and in forming the government. A more tolerant and open Islamist party needs to be part of a broad based government with other parties, which can focus on the economy, unemployment, infrastructure and public services....

France's foreign minister, Laurent Fabius, has sounded a warning about a nuclear agreement with Iran in the past. In 2013 he warned the West not to get drawn into a "fools game." In an intervew with the WSJ on May 31, 2015, he says without proper verification which includes military sites a nuclear agreement with Iran is meaningless. He points to the dangers of other countries in the region saying the agreement lacks clout and opting for developing nuclear weapons.

The British parliament defeated a measure put forward by prime minister Cameron for military response to the chemical weapons attack in Syria in August 2013. The vote against British intervention was 285 to 272 with members of his own party and Liberals voting against the measure. The case put forward by Cameron was based on humanitarian grounds, and to prevent the use of chemical weapons in the future. Under pressure from politicians from all parties Cameron decided to put this to a vote in parliament following a debate on Aug. 29, 2013. In calling for the vote Cameron said he was deeply mindful of the deep concerns about Britain's intervention in Iraq in 2003.

The U.S. and Japan sign a new security agreement in 2015 which removes a geographical constraint on Japan participating in joint action with the U.S. in protecting vital global interests. The agreement is called the Joint Defense Guidelines. The agreement will enable Japan's Defense Forces with the permission of its parliament to participate in such action. Earlier agreements limited action to the defense of Japanese territories. A new alliance coordination mechanism will be established with officials from diplomatic, defense and military departments of the two countries. Consultations between the U.S. and Japan will take place through this mechanism in peacetime and in emergency situations. The new guidelines also include joint development of weapons systems and sharing of military technology, and cooperation on cybersecurity, missile defense, reconaissance activity. Japan's reinterpretation of its Constitution will now be discussed in parliament in the context of this agreement, to clarify what other activities Japan can take on....
