A senior Indian diplomat, and former ambassador to China, Gautam Bambawale, says China's action in the June 15 clash at Galwan Valley was the worst violence since 1967. He sees it as a premeditated and well thought out action. His view is that India's relations with China will deteriorate further. That this was an action by the PLA to take territory to what it sees as the LAC or border. For small tactical gains he says "China has strategically lost India." This will impact trade and other relations going forward in his view.  Nothing of this sort was expected says Bambawale. All the agreements put in place since 1993, everything for tranquillity at the border, all the mechanisms, have now collapsed. Bambawale has provided a very lucid and clear account of the relations and the border issues. He goes on to say that Chinese observers have given reasons for the Galwan clash with PLA- that India should stay away from the US and other democracies such as the European Union. Some reflection shows that the opposite has happened. And further reflection would show that the same situation was repeated in the period of transfer from British Empire to Republican India, and from Nationalist China to Communist China from the period 1947 onwards. Different perceptions and different leaderships that gave the perception of gaps between the two countries. In the 1950's after the Korean War Chinese perceptions about India could have led to the incursions that brought China to the borders of India in 1950, similar perceptions of gaps in development and capabilities could have led to the conflict in 1962. From 1993 peace prevailed with India after China entered the World Trade Organization under president Clinton in 2001 following a 10 year effort. Because the focus in China was on development after a series of crises, internal sense of a widening technological gap with the US and Europe, disagreements with the Soviet Union, and the experiments with market economy, internal struggles for democracy. With that period coming to a close as the new trading relationship has led to working class losses in factory jobs in the US, China is faced with protecting its economy as it and the US look at changing supply channels and how it affects both countries. It is a critical time for China as it faces governments in US, France, UK and Canada determined to protect their own interests in manufacturing jobs, renewing supply channels, and in technological advancement. The response is similar to that in 1962 when seen from the Communist party perspective as a gap has opened up with India following China's progress in the 30 year trading relationship with the US and Europe. That gap and the difficult situation China faces today with the US and EU in trade and technology has brought forward the Galwan clash and future clashes in Ladakh and at the border.  As Mr. Jaishnkar, India's Minister of External Affairs as well as former ambassador to China,  has pointed out this is a very different aspirational India that China faces. The same kind of grassroots development that happened in China and rapid pooling of capital, human resources and technology inputs for development is taking place in India, and will continue for the next two decades, quickly bridging any gaps in modernization between the two countries. The difference between a youthful population in India and aging population in China and Japan, is likely to add another dimension. China's Buddhist culture that came from India is not likely to go away, more likely is that China will see a revival of Buddhist ideas of wellness and living more as culture than religion. The experience with British colonialism that prevailed both in India and China, and which from its base in India caused so much grief to China during the Opium wars will recede from memory. Extending borders from historical memory of Japanese incursions into border areas in Manchuria could have led leaders after 1950 in China to extend borders to remote areas in the Arunachal region of India and communist theory books may have created the perception of defensive moves. In the context of an aspirational India similar to China, and no real intention on the part of India to extend itself in any way to China's provinces in Sichuan, this extending of borders as a defensive move will be seen as stemming from memories of Japanese incursions in the 1930's, but simply costly and not relevant in any way to China's own aspirational development and progress. ...

Eminent climate ecologist Nicholas Stern says India's commitment by 2070 demonstrates real leadership from Mr. Modi of India.The Guardian says India's commitment to net zero emissions by 2070 is realistic considering that it is decades away from its peak in economic growth and energy consumption compared to US or even China. Energy consumption is expected to grow faster than any other country in the next few years. India's population is also expected to pass that of China as the largest in the world. The Guardian says climate experts who did the modeling have said this was the most realistic scenario for India - to achieve net zero emissions by 2070. This also means India's peak energy emissions will be reached by 2030. Eminent climate ecologist Nicholas Stern says - "This was a very significant moment for the summit. This action might mean India's annual natural greenhouse gas emissions could peak by 2030. This demonstrates real leadership from a country whose emissions per capita are about one third of the global average."  Also significant is Mr. Modi's pledge to deliver on 5 commitments 1. 50% of India's power to be generated by renewable energy by 2030. 2. Increase of 500 gigawatts of renewable energy including solar by 2030. 3. Reducing carbon emissions by 1 billion tons by 2030. 4. Reduce carbon intensity of the economy by 45% by 2030. This relates to how efficiently energy is used to generate 1 unit of economic GDP. With 1.3 billion people India is the third largest emitter of carbon dioxide- at about 3 billion tons- after the US and China. In growth terms this means India is going to grow very differently from the way China did in 2000-2020 with its many highly polluting industrial plants. The head of the US Renewable Energy Agency Mr.Birol says in a BBC intervew that the cement and steel plants alone of China have more emissions than the whole of the European Union's total emissions. Much of this comes from old plants and old technologies with surplus production of steel from what is now a bygone era of excess, inefficiency and chaotic growth. India plans to bring climate change emissions and energy efficiency through renewables into its Gat Shakti master plan for the country's economic.development. ...

The Bureau of National Labor Statistics in China says China's GDP growth for 4th quarter 2008 was 6.8%. Private economists expect growth to slow to something like 5% in 2009 as the full brunt of the housing downturn and the drop in exports manufacturing is felt this year. Housing and exports were the two engines that helped China to reach 12-13% growth rates for 2007 and 2008. 2008 was also the year of the Olympics, and it now appears that by excessive growth and production capacity in many industries and increasing exports China may have created severe imbalances in the world economy. One way this happened is through the huge and ever increasing trade deficits with the US. By reinvesting the money in US Treasurys, China made a huge wave of liquidity and cheap credit possible in the US creating a bubble economy. The other is through the inflated demand in commodities like oil from the Middle East and countries like Russia, and demand for iron ore and other metal commodities from places like Brazil and Australia. This put upward pressure on the prices of commodities, creating a bubble in the price of oil. With the bursting of these bubbles the economies of Russia, Brazil and Australia and other countries are in a deep nosedive. The effects have operated in myriad ways, including a circular effect of the bursting of the credit bubble in the US leading to a collapse of demand in the US market for Chinese goods. In turn the collapse in demand for German and Japanese goods in China with declining demand, as the effects moved through the channels of the international trading system. The decline in Chinese demand also affects the US ability to make a export driven recovery....

Like Japan China is looking to wean its exporters away from dependence in the export markets- one of the steps agreed on at G-2- in Pittsburgh- and increase spending by Chinese consumers to buy more of the same products at home. Bicycle manufacturer Tandem has lost 40% of the American sales, now it is looking to the Chinese market as incomes are rising in China. As Tandem's general manager puts it in the US the shift is now to buying cheap things. Chinese exports after rising 20% each year for years, recorded a drop in August 2009 of 23% down over August 2008. In China urban household spending was up 9.2%. THe savings by American households jumped to an annualized $566 billion in the second quarter of 2009, quadruple the rate at the start of 2008. Batson gives this account from Shunde in Chinawhere Tandem has it head offices. He talks with managers at Tandem and sees the struggle within the company to some up with anew mindset, and organization, to sell bicycles in the domestic market where other bicycle manufaturers like Giant Manufacturing Company of Taiwan already have a large share in the high end market. Mr Tseng had to convince his fellow managers and the board that it was a good idea, as the domestic market is tough to pentetrate, kickoffs are common, and competition is intense. Tseng says Tandem will approach first the children's market where competitors haven't focussed, and treat as atoy for kids. Tandem will bring higher quality better built bikes into this market. And this is similiar to what it sells to American kids with lots of colors and funny names. Tandem managers aren't sure Chinese distributors or retailers will pay enough attention to their bicycles so they decided to open astore in Shunde and start small and scale up. Tseng says that Tandem will have to pay its tution first and learn about the market. This means it will still continue selling to America and Europe. Chinea's government is now encouraging these efforts to target the domestic market with tax breaks and coupons. But as China and Japn also become more inward looking economies and trade inside Asia increases, the domestic demand is not enough to make up for the loss in the American and European markets. The US and Europe each put in $9.5 trillion into the global economy, even at their current recession diminished pace, compared to the $1.5 trillion spent by Chinese households. The Trump Accounts for children born 2025-2028 and the Dell $6.5 billion expansion to include earlier born children may be one of the single biggest actions to rebuild the bank accounts of the next generation. It looks at the shrivelled bank accounts of today's older generation with lack of enough savings for a medical crisis and says it has got to be different from now on. The median bank account of Americans over 65 and over is $13400 which means there is little for medical health emergencies and little for needs of older Americans. Median means half have less and half have more than $13400. This is astounding for the wealthiest nation at a time when the total wealth is the highest ever in history. This report by WSJ unfortunately does not mention this at all and dwells on how this is an opportunity for banks and investment companies to get in the door to get your business. DJT as US president with a mandate from lower income Americans has designed this so that it shows the value of careful investments of small seed money. With $1000 to begin with from the government, added amounts from parents and grandparents and invested in a mutual fund that tracks the S&P 500 it will grow with the economy for 18 years, doubling two to three times on the way. It would provide funds for education increasing enrollment in higher education, increase financial literacy by showing how money grows in broad S&P 500 type index funds such as Vanguard type funds. Much of the shriveling of bank accounts for the shocking figure of $13400 median for American 65+ year olds is a result of job losses, high health care costs, wage decline  with factories outshored, hits from 2009 financial crisis caused by bank irresponsible behaviour, drug epidemics and fentanyl allowed to pour into the country, covid pandemic and stock bubbles, decline in higher education enrollment, other. With the aggressive actions taken along the 1600 kilometre border in eastern Ladakh by China's People's Liberation Army, India needs a younger soldier to protect the border at high altitudes in below freezing temperatures. The entire 3500 kilometre border in the high Himalayan regions from east to west need technology driven surveillance with soldiers fit and ready for such duty. Agnipath's goal is to bring down the average age in the army from 32 years to 26 years to better reflect the youthful population in India. A tighter better disciplined force with high tech is needed. Bringing in more and new recruits is intended. Both the 25% of recruits retained after 4 years benefit and the 75% benefit. The 25% will have opportunities to move up the ranks. The 75% who come back out of the military will have the advanced technical training and courses, certification, that would make them attractive to the public and private sector companies in 2026 and beyond when India's economy will be 50% larger than today at growth rates of 10-12%. This is already seen in the way technologically trained military recruits from World War II in the US Army, Navy and Air Force were quickly absorbed at high salaries in the high growth period of America 1950-1970, with incentives like the GI Bill. Modifications that could be discussed- The 25% retained after 4 years. There is no magic number it could be raised to 30 or 40% during these post pandemic years and then lowered to 25% as the economy grows rapidly by 2025, or kept at 30% without changes, a number of options could be open.The financial aspect of the training can be modified where the 25% retained could have these 4 years added to their years for calculating pensions. The 75% are given 1.2 million rupees and even this can be adjusted upwards so that they could start businesses as entrepreneurs or have the time to pursue higher education before taking up for example with free education to enhance their education in areas of interest as was given by the GI bill to Americans in the armed services after World War II in 1946. Ideas from the GI Bill signed by president Franklin Roosvelt in 1944- Adding one year of unemployment payments, low interest loans to start a farm or business, full tution and living expenses for college. In 2008 the Veterans Act in the US continued support for education of servicement by making eduction free at a public college or university.  The Roosevelt GI bill benefited about 7.8 million servicemen in the US armed services. 2.2 million went to college, 7.6 million took training programs. It was an impressive achievement. No scheme is perfect there are budgetary constraints such as how to manage pensions to give the armed services the best possible funding including the training and course capabilities that also need good financing and the higher pensions for armed services. Every political party  government around the world without exception will have to face these budgetary constraints and the goal is to do right by the armed services providing the income and opportunities they deserve. Was a decent effort made with the right goals set? This is how these matters of national interest for India and the Free World that includes South East Asia, Africa and Latin America, should be discussed.    ...

Improving business conditions and lower unemployment are helping president Macron of France recover from a drop in popularity following the yellow vest protests. Macron tackled the crisis by changing his style of governance from top down to a listener style with regular town hall meetings and meetings with people who were critical of his government. Recent poll from Elabe shows 33% approve of the French leader compared to 23% in December 2018 at the height of the yellow vest protests. The yellow vest protests were from people who felt left out at the lower end of the wage scale who were protesting increasing inequality. Macron also offered minimum wage earners billions of dollars and shelved his economic agenda till he had a better grasp of the French public's opinions. The recovery in the economy means Macron has more flexibility in taking up priority items in the national agenda. The French pension system is fragmented with about 43 different plans, with some plans for transport workers offering generous retirement by age 52. The system is also likely to go into deficit of 10 billion euros in 2022. Brazil has run into major economic crisis from generous pension plans taking up a major part of the budget. Macron wants to increase the number of years people work before they collect pensions, not just increase the retirement age of 62. Most major European countries are at 65 years retirement age, the U.S. is at 66 years. Transport workers paralysed the nation's transport system including subways and bus systems recently to keep their generous benefits. Macron sees himself as promoting a national agenda similar to India for GST, and other countries tackling shortfall in pension systems by increasing the retirement age, even though in the short run people who benefit from the old system oppose it. By addressing grievances at the lower wage levels and tackling glaring issues in the way benefits such as pensions are distributed Macron can win enough support to offset the opposition of entrenched groups. Lawyers will see their pension contributions double for lower benefits and are opposing the pensions overhaul. For decades workers in different groups or sectors took to the streets in protest making any changes even if well thought out and in the national interest hard to make in France. By taking on entrenched groups tactically and first letting the groups express their sentiment before announcing top down changes, and by being an empathetic listener, Macron is showing that he has learned a lot from the past year without losing his sense of what is best for France. It just maybe that in the short run there is an offset gaining some support from neutral groups and losing support of entrenched groups. Yet in the long run when the dust settles there is more overall support particularly through empathetic listening and carefully planned flexible approach to making changes that improve the economy and reduce unemployment. ...

US Senate increases debt limit increase to $5.1 trillion from House 3B Tax Cuts Bill debt limit of $4.1 trillion in 2025. The Big Bold Beautiful Bill as the president calls it will also make the debt limit increase permanent to avoid the brinksmanship of earlier administrations. Republicans will pass this as they assume the mantle of working for the average middle class and working class household. Republicans have taken up the cause of small businesses in the US who are supported by this bill. The bill in the view of Treasury Secretary Bessent helps growth of the economy through its 100% expensing provisions, so that the capital expenditures spending of small and large businesses on equipment and buildings that is now held up will take place  rapidly in the coming year. The 3B Tax Cuts Bill does decrease the taxes of the higher income households, yet it also decreases the taxes of small business owners, and of people in the middle income range. Similar bills in the Reagan period led to a larger share of national income going to a majority of the population, and increasing growth and investment. This bill's expensing provisions goes a step further to release capex energies. During the Carter period before Reagan and the Biden period before Trump's second term the lower income classes were cheated out of their income's propensity for a better standard of living by inflation. Republican administration of DJT has focused on inflation to help working class people and focused on capital investment to generate the growth that will increase jobs. ...

Japan's regulatory structure for the nuclear power industry is weak because of the dual role played by the regulator- Japan's Ministry of Economy, Trade and Industry. It regulates the nuclear power industry, and also promotes Japanese nuclear technology in Japan and overseas. The tasks are separated in the U.S. The Nuclear Regulatory Commission supervises nuclear plants in the U.S. It is independent of the Department of Energy which does research and promotes nuclear power. An earlier effort to correct this dual role arrangement in Japan failed, when an independent Nuclear Safety Commission was created under the cabinet. This body was never given the authority to inspect companies and mandate changes. A body that supports the commission has 4000 scientists and staff. It does research in nuclear technologies, but it has ended up becoming nothing more than a think tank, in the words of a former commission deputy chairman. What makes this situation worse, is the practice of amakudari, or "descent from heaven," a practice in Japan where senior Ministry officials retire young and take up positions in the private sector at companies like Tokyo Electric Power Company. In recent years most of the retired officials have taken positions in the energy sector. In fact Japan's Bar association investigated problems after a 2007 earthquake that shutdown a TEPCO nuclear plant. It recommended an independent regulator. The Democratic Party of Japan supported this idea before taking power in 2009. ...

Former German chancellor Angela Merkel and foreign minister Steinmeier are singled out for their policies that likely emboldened Russia into its invasion of Ukraine. The DW.com says Merkel's tenure now shows deep seated flaws in leadership with her policies with Russia having gone too far in the other direction and leaving Europe in a vulnerable position. Merkel saw herself as continuing old policies from the period of SPD chancellor Willy Brandt of engaging with Russia, then called the Soviet Union. Yet looking at it closely the policy of Brandt was to reach accomodation with the eastern half of Germany, called the GDR, not to weaken Germany's position. By distancing herself from the US Merkel was in sense out on her own. Consider says DW.com that in 2014 Germany imported 36% of its gas from Moscow, by 2022 when Russia invaded Ukraine it was 55%. The SPD under Gerhard Schroeder and Steinmeier following Schroeder share responsibility with Merkel for this dependence.    A similar integration of the German economy with China's economy happened under the 4 term administration of Angela Merkel. This can be seen in the port of Hamburg. This may have similarly emboldened China in its relations with neighbors in the Indo-Pacific region and with Taiwan. German chancellor Scholz is by one report reading Cambridge historian Brendan Simms- "Europe The Struggle for Supremacy 1453 to the Present." This historical account of the relations of major European states in the 5 centuries before the present period shows the Balance of Power as critical to the liberty and freedom that Britain and Netherlands as well as other countries were able to keep. Sweden was attacked in 1700 with sign of weakness, Britain faced challenges from France in 1700 and in 1800, and allied with the Hapsburgs and German states to maintain its democracy and way of life. Merkel of CSU and Steinmeier of SPD may have failed to realize this when they ignored the history of Europe. The WSJ report on the miscalculations on the German and French side with Sarkozy, Hollande and Macron show that all these leaders failed to grasp that by leaving the issue unsettled of Ukraine's NATO admission they had created the situation that was bad for both Russia and for Ukraine, creating seeds for serious differences that could lead to future conflict and war. By not respecting and giving room to the lessons of history these leaders in Western Europe have created the conditions for the very opposite of what they intended to do.  ...

Forget Macron who is simply following French policy in the manner of De Gaulle, says Greg Ip in WSJ. The European Union has already set its policy to decouple its relationships in the supply chain from China, it just calls it something else -"de-risking." The EU he says is even tougher about this than the US. The EU's Leyen has stated: "The Chinese Communist Party's clear goal is a systemic change of the international order with China at its center... We need to ensure that our companies capital, expertise and knowledge are not used to enhance the military and intelligence capabilities of those who are also systemic rivals."  Mikko Huotari, the head of the Berlin based think tank Mercator Institute for Chinese Studies says that the US and the EU arrived at this through a process that went on in parallel. In fact the Scandinavian countries such as Sweden and Denmark, and the Baltic countries came across this much earlier before Biden became president because of acrimonious relations with China. This is also true of countries in Eastern Europe such as Czech Republic.  Germany's position is based on finding a transitional period for decoupling to reduce the impact on its economy. And even China is aware of this situation and looking for a transitional period for decoupling. More significant is the attitude of companies says Greg Ip- companies such as Tesla, Apple and even Airbus that have continued investments in China with little change. And it is this that president Biden is seeking to change with US policy positions. Another less observed aspect of this is the realization of both the US and EU, that the clear and obvious mistake of overconcentration of the supply chain in China was made under Merkel and the Bush-Obama adminstrations. China too realizes that it would have been better off - less recrimination from workers in the US,  and less costly damaging growth that led to climate change- if there was not this much overconcentration of the supply chain in China. In short it benefitted no one, and happened simply because companies sought to take advantage of attractive offers of building in China offered by local governments in China with subsidies from the Chinese government, and the manufacturing capabilities that kept expanding in a virtuous circle as better infrastructure and logistics were built over time. It goes to show that unless governments are vigilant and aware of these risks the unintended can happen with different consequences including destabilizing the social fabric and the political structure of western democracies.  ...

To outsiders in US and Europe it is all about power in China, to insiders in China it is about China making it through the 100 years since the 1901 revolution and the tumult, the chaos of the first 100 years, and now a period of modernization and growing incomes,  the need to create jobs, tackle climate change, ensure a good future for the Chinese people. 2300 party members representing millions of party members in China attend the gathering. New appointments and retirements take place at this Congress. Of this there are 200 elite members of the Central Committee with voting rights. This central committee is responsible for electing a 25 member Politburo, of which the seven most senior persons are appointed to the Politburo Standing Committee. Xi Jinping is the General Secretary, the most senior position in this hierarchy. Age related retirements are at 68 years and a new Politburo standing committee is announced at each Congress. After the Bo Xilai effort to take power and take China in a new and unknown direction, and the gradual loss of the party's respect from corruption and abuses of power by local officials, Xi Jinping sensed problems in the future and conducted a anti-corruption campaign. Most of the system of government set up during the Deng and Jiang Zemin years after 1980 remains in place with Jinping calling for a revival of China, the next stage of modernization, under the banner of the CCP. The result of the anti-corruption campaign and a third term assumed by Xi including lifting of a term limit for heading the CCP, gives Xi Jinping an opportunity to shape the future for China as Deng did after 1980. Jinping in the manner of Deng sees the CCP as the organization that can continue the modernization and growth of China. The model set by Deng and Zemin of local autonomy for economy and centralized overall direction continues under Jinping who is General Secretary since 2012. China has made rapid growth during the period 2000-2022, but faces challenges of reorienting its economy away from dependence on a tight economic export oriented relationship with the US and EU, as supply chains are being shifted after the pandemic. This means more unemployment and need for careful economic planning and investment to create jobs in other sectors, and to meet the challenges of unequal distribution of wealth in China after hypergrowth that hurt China in some ways, and in the climate change effects of use of coal other fossil fuels. As focus of interest is on Jinping externally, within China it is these three challenges that must be uppermost in the minds of the 20th Congress members. Much of this stems from the tumult of the century that began with the 1901 revolution through Japanese invasion and upheavals in the 60's and 70's, leading to the rare period of stability and growth in the last 20 years. Jinping like Deng and Zemin has personal memories of the anguish of this period and the tumult, the chaos of the 20th century for China, and the yearning for stability with modernization.   ...

FDR said this  on October 31, 1936, it could also be president Biden.The current Media and Hollywood efforts to choose presidential candidates of their choice runs contrary to "We the People," contrary to views of ordinary Americans, of voters, workers and families. President Kennedy was told he should not take the nomination because he was too young. Kennedys' response was that it was he not Humphrey that went to state after state and won the votes in the primaries, no one else made the effort to run in the primaries in each state. President Biden has the support of 14 million in the primaries. George Chidi from Atlanta reports that undecided voters number about 1 million in the swing states and most are much older than the average. Most may feel insulted by talk about age when they are in the same category.  A 102 years old Lockheed engineer in Atlanta suburbs says he is a Republican but will not vote for Trump. There is also the women's vote in Georgia and Atlanta suburbs with abortion ban as the issue as it was in Kentucky and Kansas. How many vote will also be a factor, making energizing the base a key factor. The idea that one party is doing better than the other is refuted clearly by some of the people in Georgia shown here, and the age factor does not get the prominence the Media have given it, as long as the government is functioning well. Media has failed to look at the policy details of each candidate in a colossal failure that calls for alternatives. Older voters who are the major part of the 1 million or so voters in swing states that are undecided also say that the fact is that with both the candidates- as it is with administrations that are led by young presidents seen as too young to lead (JFK) the opposite of today- many of the decisions are made with an experienced group of advisers around the president. Many if not all also realize that the vast experience of an older president is also an asset. Much of Biden's legislation for chips science, infrastructure, the Inflation Reduction Act have not happened in Germany, France or the UK, and would not have happened in the US without the ability of president Biden to get the bipartisan support from being the one with the most experience in Congress in a long time. The result is the hundreds of thousands of jobs created each month and a growing economy, inflation down from 9 to 3% as the first step to further cost of living action to support ordinary workers and families. Only LBJ comes close and he signed landmark legislation for Medicare and Medicaid, and for civil rights into law 60 years back. By removing America from the wars that Reagan and Bush started and Obama and Trump failed to end president Biden has given the US an opportunity to inspire and lead the free world in a way that has not happened in many decades and build a growing economy, a bright future for the Nation. ...

India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

Yi says it is more important to focus on what actions are to be taken between now and 2030. Here he says China has outlined concrete steps that it will take that the world media has not covered in its coverage of COP26 Glasgow. Yi says China is making changes to its entire system not only its energy sector, across the whole society and the economy. Yet he says "nobody knows this." The working guidance document for carbon control China has put out says it will peak coal consumption by 2025.  Yi says it is unfair to ask China to close all coal powered plants, saying that if these plants with a life of 10 years were closed now who will pay for stranded assets and who will hire the laid off workers. He called attention to western nations failure to provide climate finance to China, India and developing countries. And he called attention to the the plans that by 2030 Chinese investment is to have 1200 gigawatts of installed solar and wind energy, more than the entire installed electricity capacity of the US. When shortages of wheat following the war in Ukraine are causing a crisis in some countries such as Egypt and Africa, there are other unusual changes  as emerging market currencies such as the Brazilian Real and the Chilean Peso, South African Rand are increasing in value. Even with the strengthening of the US dollar the supply chain disruptions are benefiting exporters of soyabeans such as Brazil and Argentina, and copper such as Chile with strengthening of their currencies. The Brazilian Real has strengthened by 13%. The WSJ calls it the sharpest commodities rally in modern trading history. One analyst says this is unusual how emerging market currencies could rally in the first quarter of 2022 with war in Ukraine, supply chain disruption, strengthening dollar reaching almost parity with the euro.  Today this is a positive sign for the Free World in Latin America. Currencies weakening are ones in countries exposed to a sharply slowing Chinese economy and rising energy costs such as Thai Baht and South Korean Won.  Brazil's central bank is also increasing its lending rate to the highest level in 5 years. Other American allies in Eastern Europe such as Poland which has taken in 3 million Ukraine refugees are also seeing a strengthening currency in this new situation. The National Bank of Poland increased its key lending rate by three quarters of a point to 5.25% which has attracted investors to the Polish currency the Zloty. ...

That 30% of Americans read zero books is a clear warning sign for Democracy in the idea of "We the People," and the Economy benefitting all, in the US. The use of libraries follows political, income and demographic patterns is shown in a You Gov poll research. There is a gap of 10% between the 30% library use at incomes over $100,000 vs 20% at incomes below $50,000. The gap widens with political inclination to 13% when party preference is considered with 30% Democratic and 17% Republican- not a good state of affairs for the Nation.  In general the top 50% of the population gets to libraries split evenly between frequent and less frequent users. The bottom 50% with rarely using or no use at all. This is the crux of the problem- literacy of all kinds should correlate with the use of libraries and books and digital use.  Digital use happens with iPads and laptops searching Wikipedia and knowledge sites such as Lyrarc.com outside of libraries, and this is part of the picture. What library use gives is not a full picture yet one with these wide variations an indication of how the political life of the Nation should be turned in constructive ways for broad based participation in a knowledge society. ...

As exports and manufacturing decline, China is continuing to maintain high rates of fixed asset investment with the focus now away from factory construction to infastructure like roads, bridges and rails. The National BUreau of Statistics reported that urban fixed asset investment expanded 26.5% in Jan-Feb 2009, compared to 26.1% growth rate for 2008. Fixed asset investment was 42% of GDP in 2008, according to JP Morgan strategist Jing Ulrich. Now it could go up higher to 45%. China's growth has been off-balance say experts, now it is becoming even more so. As long as factory construction as fixed asset investment a lot of new jobs were being created in the manufacturing sector, now these jobs are not being created. China's small and mid sized companies that generated about half of the 4.42 trillion GDP, like GenTech of Mr Yu profiled in the other linked article in WSJ, and which created 90% of the new jobs, are now contracting. With smaller private consumption, and the efforts to improve the safety net and provide universal medical care inadequate and coming late, domestic demand will not help balance the economy and boost manufacturing. Private consumption is only 35% of GDP in China, a much lower percentage than India. The comparable figures for the US are 71%, UK 64%, Australia, Canada, France, Germany and Japan 57%. The balance is now heavily skewed towards government spending. Investment spending from HongKong and Taiwan, the home bases of industrialists with made for export industries inceased investment by 1% in Jan-Feb of 2009 from the year earlier, compared to 17% growth in all of 2008. And foriegn funded companies have comparable figures of 2% for Jan-Feb 2009 compared to 15% growth in all of 2008. Real estate investment growth also fell to 1% for Jan-Feb 2009 compared to 21% for all of 2008. In short the other pillars of growth in housing, and investments from Hong Kong, Taiwan and the West are declining. ...

The US economy expected to grow 1.5% in 2008 down 0.3% from estimate in October 2007 World Economic Outlook after taking into account a recent update in the model that lowered all forecasts 2005-2008 by half a point. Of this about 0.2 or 0.3% may be the impact of the stimulus package which is included in the estimate. Is this a bit on the high side? Its expectation of growth suggests it does not expect a recession or that it will periodically revise its estimate downward based on new information and the extent of consumption, housing and investment deterioration it sees unfolding in the months ahead. For the European economy it has taken its earlier estimate of 2.1% down to 1.6%. This suggests that it sees the US crisis having an impact in Europe. China's rate of growth will be 10% down 1.4% from 2008 and the Middle East growth about 6% unchanged from 2007, Latin American growth 4.3% down from 5.4% in 2007. This suggests global growth outside USA will remain healthy. However its not clear what would happen if the idea of a recession in the US becomes likely with new information in coming months, and if this is introduced into the model how much would growth in China and the Middle East and India come down in that event. This is the kind of scenario that should also be available from the IMF to know the downside and whether the global growth would sustain till the US recovers from the housing and credit crises in years beyond 2009, given that it would take some time for the excesses there to correct themselves....

The personality based governance under Carlos Ghosn is seen as a problem now that Mr. Ghosn is in a jail cell in Tokyo and under investigation by Japanese prosecutors. Mr. Ghosn faces charges that he under reported his deferred pay over a five year period to 2011.  The Economist magazine points out the other problems that might have led to to the authorites being informed about the failure of Nissan to make the internal audits. This relates to the activities  of Mr. Ghosn to arrange a possible takeover by Renault through a merger. Nissan owns only 15% non voting stake in Renault, and Renault by comparison owns a 43.4% ownership in Nissan. The French government has a 15% stake in Renault and efforts were made by Mr. Macron, as Economy minister, to secure double voting rights for long term shareholders such as the French government. This leaves the Japanese government and Nissan reluctant to see the move to Renault's takeover. The French government left with suspicions on the reasons for Mr. Ghosn's removal now less likely to cede control over the joint venture. The jet setting high flying ways of executives such as Mr. Ghosn with the company's identity being defined by their activities are also coming under much criticism. The CEO of Chrysler Mr. Marchionne was gravely ill at 66 following a decade of deal making, with chain smoking, leading to a severe illness. Renault under Ghosn rescued Nissan in 1999, Fiat under Marchionne rescued Chrysler in 2009 with U.S. government help. The Economist magazine points out the Nissan alliance with Renault is now tarnished by another high flying executive.   ...

Russia's exports to the USA only 3% of total exports, 21% to China, 19% to India, and 16% to Brazil. But does this suggest the Russian economy is insulated It exports natural gas to Germany, its largest trading partner. Are oil exports from Russia to the US so insignificant that they constute only 3% of total exports? This needs to be verified. Russia built the $478 billion reserves based on oil exports. If prices drop this will affect future increases in these reserves and affect foreign investment in the Russian economy, investment it badly needs to modernize. Russia is less affected relative o other countries, but its stock markets dropped 20% after the global markets reacted in cascading effect in January 2008. There is some insulation but not really that much and the case is overstated. Russia is starting out with a smaller manufacturing economy. It badly needs to build this up and the effects of a global slowdown will mean reduced investment than would otherwise occur.
