Wang Xiaofang is a former bureaucrat and writer who documents real life stories of corruption in China's bureaucracy by using fictional characters. A similiar approach by another Chinese writer Mo Yan in literary novels led to him being awarded the 2012 Nobel Prize for Literature. Censorship in China has not affected writings using fictional characters and literary novels of this kind. It may be seen by the government as a way to let the public ventilate some of its frustrations with corrupt bureaucrats and communist party officials in China. It also shows how widespread the problem has become and is a serious matter for the future of the Communist Party. Wang tells the Beijing Bookworm Literary Festival after he entered the official bureaucracy he felt the desire "not to be spiritually crippled." Wang is the author of the Civil Servant's Notebook, which is described as a guide for the 1.4 million people taking the civil service exams in China each year. This suggests that China's new leadership sees this as one of the ways to give right direction to young people joining the civil service, and comes with a new focus on corruption. Wang is also part philosopher in his musings when he says China has lost its traditional culture and cannot adopt western culture, and so it remains confused at a crossroad. This leads to his idea of operators in China's official circles as people who have lost their faith and spiritual home. ...

Kristof of the NYT says the narrative about Hillary Clinton being dishonest is clearly overdone and inaccurate. He says the gaffes about the use of personal email server have unfairly created a distorted narrative. On changing positions on trade and minimum wage- this happens frequently with all the candidates. Some are glib enough for not being noticed, Clinton not a natural politician drawing attention. On Libya, and on Syria, Clinton is blamed for the President's errors and not given credit for pushback in league with Panetta, Gen. Kean and Gen. Jones, that has influenced changes made in 2016, and the president accepting blame for errors. In this instance Clinton has been far from shifty by publicly allying herself with Leon Panetta's position in "Worthy Fights," and Gen. Jones's remarks. Far from having erred on Libya and Syria policy, Hillary Clinton, like Chuck Hagel and others in the administration including Joe Biden, showed exceptional patience in dealing with the president, national security advisor, and McDonough in policy matters- when they were right but the country was weary of what were seen as futile global engagements in remote areas setting too high a bar for any action. Clinton rightly described this as a pendulum swinging too far in the opposite direction after the Bush/Cheney years. On young women and being "progressive" Hillary Clinton is from a older generation that experienced the kind of discrimination that young women fail to grasp, according to a recent analysis of University of Massachusetts polling survey results cited in the Washingon Post. A PolitiFact Pulitzer winning fact checking site shows 50% of the Clinton statments are either true or mostly true, compared to 49% for Bernie Sanders, 9 percent for Trump, 22% for Ted Cruz, and 52% for John Kasich. ...

Italian born Canadian Sergio Marchionne, a former tax consultant turned auto executive who joined Fiat in 2004, planned the acquisition of Fiat in 2009. GM's payout to Chrysler following a decision not to acquire Fiat, and the U.S. government's need to merge Chrysler with another auto company after a bailout, gave Marchionne the opportunity to acquire Chrysler on favorable terms. Hard bargaining with the government led to acquiring Chrysler for free, using the $2 billion from GM to show the government that it would make the needed investments to bring Chrysler back from bankruptcy. This decision, the bringing in of outside talent, and the revival of the auto industry following the bailout, has led to the success of Fiat Chrysler.  Sergio Marchionne had the right instincts to persuade the government that Fiat with its small cars including the Fiat 500 was the right company to run Chrysler, and supporting president Obama's fuel efficiency goals gave him the right credentials with the Obama administration. A chain smoker of cigarettes who also gulped down espressos, her was a workaholic sometimes carrying 5 smartphones. He passed away at the age of 66 from health complications. Ironically the Dodge Dart was presented as the car that would get 40 miles per gallon. Other efforts at fuel efficient automobiles have not happened in the way it was envisioned by the Obama administration. The Dart did not become popular. Only the redesigned Fiat made it as a hit in Europe. The plan to import small Fiats to the U.S. remained only on paper. As the auto industry revived Marchionne canceled plans to make nearly all of the Chrysler cars and shifted production to more popular Jeeps and Dodge Ram, a move followed by Ford and GM. Fuel efficiency issues from the bankruptcy period are still alive today with the decision to leave small car manufacturing to Japanese and German carmakers, and the efforts of the Trump administration to turn back the Obama administration fuel efficiency targets.  ...

Arvind Panagriya, Prof. of Economics at Columbia University, points out the key initiatives of the Modi government in its first four years which will show results in future years for development of the country.  He mentions the Swachh Bharat Mission and cites results that show rural households with toilets are now 84% up from 38%.  By 2019 the whole country will be defecation zone free on the 100th anniversary of the birth of Mahatma Gandhi. The Dhan Jan Yojana DJY accounts opened for rural households are up to 316 million. Aadhar cards for identification are up from 650 million to 1.2 billion. The Aadhar and DJY work together to enable direct transfer of benefits to poor households, eliminating the leaks in benefits transfer and ghost accounts of the period since independence in 1947. Not mentioned by Panagriya is the Health Insurance scheme for lower income households that enable families to survive a sudden medical expense that could put them in dire straits.  These efforts work in a way to change India from the ground up from its villages and rural areas as envisioned by Mahatma Gandhi in the struggle for independence. The land acquisition law amendments were put on hold till farmers concerns could be better accomodated, an area of concern for industrial development cited in an editorial in the Hindu newspaper. Fiscal consolidation and inflation targeting have resulted in an average inflation rate of 4.3% for the 4 years of the Modi government. Inflation was over 9% in the last 2 years of the previous Congress UPA government with GDP growth dropping to 5.9% for the last two years. Average GDP growth for four years for the Modi government is 7.3%, even after the changes to implement GST taxation for one national tax eliminating state barriers in interstate commerce and demonetization to fight corruption and black money. Rate of GDP growth should be higher after the gains from the initiatives and the new GST integration of the country are felt, with increase in investment and FDI, after infrastructure improvements and land acquisition arrangements are made. Transportation infrastructure modernization initiative pushes ahead with the first bullet train in the pilot project for Ahmedabad- Mumbai set to start in 2022. This is a $17 billion project financed for $13 billion by the Japanese government at 0.1% loan for 50 years, moratorium on repayments for 20 years, using E5 Shinkansen series technology. Implementation of this project on a sound financial basis should lead to transformation of the Indian rail network, raising the level of technology implementation across the entire Indian rail system. Such an achievement would rival the first introduction of railways into India in the nineteenth century under the British. A new bankruptcy law is intended to free up capital for investment by putting behind the large number of non performing loans in the Indian banking system. Changes made by the central bank RBI are designed to speed up this process so that loss making enterprises are absorbed, consolidated or shut down, a legacy from the earlier period.     ...

This article in Zeit Online emphasizes that the deep sense of unease and anxiety about the future among working class white people is behind the shift in American politics. This shift has a lot to do with the basic identity of the U.S., the borders, and  the ability to generate decent jobs at decent wages. The populous states of the midwest in Pennsylvania, Michigan and Wisconsin helped tilt the outcome to Trump. It is pointed out that this shift is not simply a result of tax breaks for wealthy people and corporations. It goes a lot deeper than that- a growing anxiety about identity, borders and decent wages with decent jobs is what worries non college educated people who make up a larger proportion of voters in some midwestern and eastern states. Democrats also put themselves in an unsustainable position by pushing trade agreements such as TPP as an Obama legacy- even in the face of strong evidence that core working class Democratic voters, unions, and other working class groups had fervently opposed it. It is not that there are fewer liberals today- about 21% in 2012 and the same in 2016. Simply that the anxiety was too high about issues such as borders, identity, and manufacturing jobs that Democrats lost sight of. ...

Questions abound about Steven Chu, is he a scientist who handled administrative positions, like being vice chairman of the Physics department at Stanford, and head of the Berkeley Lawrence Livermore Laboratory, with its $600 million budget and 400 staff? Because running the Energy Department means running a place with 114,000 employees and a budget that has doubled under the Obama administration. And he has to disperse $39 billion in Stimulus money without it being wasted. And the priorities are just as big and important- ending America's dependence on fossil fuels, rebuilding the nation's electrical grid, and addressing climate change. WIth so much to be done, answering questions in Congress and handling the media may not be the hardest part, even though its the stuff that he likes the least. Its making things happen with the right investments in place for the new technologies that would help break the dependence on fossil fuels, and address climate change. Right now he has no Deputy secretary. He has brought in Matt Rogers an energy expert at McKinsey & Company. Matt and Chu's brother Morgan provide insights into his character. Says Matt Chu is kind and nice but he is not patient. He likes to see things move muuch quicker than things are done around the Energy Department. Chu himself talks about this. He says the bureaucracy in Washington is a place where Newton's law of motion does not work. Once things are set in motion you have to apply force or the bureaucratic atmosphere gets it derailed and it stops. His brother Morgan points to Chu's inclination to challenge established dogma. ...

The University of Michigan Transportation Research Institute said the average fuel economy of all new passenger vehicles purchased in January 2012 was 23 miles per gallon, up 0.8 or 4% from December 2011. This includes cars, light trucks, minivans, and SUV's. Professors Sivak and Schoettle of the Institute also released a U.S. Eco-Driving Index, or EDI, which estimates average monthly emissions of individual U.S. drivers for Nov. 2011 at 0.86- this is down 14% from October 2007. The need to reduce reliance on imported oil for the U.S., Europe, China and India, the high price of oil, and the need to reduce automobile emissions to improve air quality, make improvements in average fuel economy and emissions per driver absolutely critical.

The effort to get the first US big new lithium mine into operation is part of a broader effort to  build a US supply chain for the ultra light lithium metal that is highly conductive. In fact the modern lithium mining industry started in the rolling hills of the Piedmont region in North Carolina. At that time in the 1950's it was needed for nuclear bombs. Today China mines 10% of world's supplies. Abermarle Corp of the US based in Charlotte extracts lithium from mines in Australia and Chile which have large deposits of lithium. President Biden has signed an executive order calling for a review of supply chains for critical materials, including lithium as the US looks to build its own supply chains and become independent of supplies of metals from China. The lack of such supplies has become a strategic vulnerability for the US.  The growth of the electric vehicle industry and the efforts to reduce climate change emissions means higher demand for lithium. ...

Women can now drive in Saudi Arabia. As the role of religion is being reduced in Saudi public life women are now free to live more normal lives. Under new rules women will be able to drive motorcycles and trucks. The Tehran police chief has issued instructions that women be no longer detained if they do not wear proper hijab head covering in public. The two countries are competing with each other to show it is more modern to the international community, say some commentators. Others see the changes in Iran for hijab head covering not strictly enforced as part of the difficulty of enforcing these rules in court, as more younger women do not follow the rules strictly as in the past. Iran now substitutes educational classes in its enforcement, showing the gradual changes in Islamic societies. ...

Steinhauser, Walker and Stevis provide an exceptionally good account of the events leading to the March 25, 2013 EU 10 billion euro bailout of Cyprus, with the closing of one bank and the downsizing of another bank. The Cyprus government of president Anastasiades bluffed and lost. That Anastasiades and the Cyprus government would do this in serious negotiations with the finance ministers of Netherlands, Germany, France, the EU, ECB and the IMF at the headquarters in Brussels, in negotiations that ran to midnight on Sunday March 24, 2013, is simply astounding. Charles Dallara representing European bankers tried to do this with German chancellor Merkel at EU headquarters in Brussels during negotiations on Oct. 27, 2011, on an earlier confrontation over bondholder haircuts, bluffed to the last minute and lost. The way Cyprus handled the negotiations surpassed that. Right down to the last hours the Cyprus president waffled- backtracking on earlier agreement to close Cyprus Popular Bank. Calls were made by German finance minister Schauble to Merkel and by French finance minister Muscovici to French president Hollande to give a joint Franco-German response. Finally Anastasiades was told to pack up and leave on Sunday, March 24. The Cyprus government was not defending small depositors as its earlier plan was to tax all deposits at the two largest Cypriot banks 6.875%. Merkel saw this as an error as this would hurt small savers. The final agreement shut down Cyprus Popular Bank but protected insured deposits under 100,000 euros. Another disturbing sign for the ECB and the EU was Cyprus allowing several hundred million dollars to be wired out of the country even though banks were closed and an offical freeze on ouflows existed. A serious mistake in negotiations was when Cyprus finance minister kept EU finance ministers, the IMF and the ECB officials in the dark by not returning calls for 16 hours on Thursday March 25, 2013, while he tried to negotiate a deal in Moscow with Russia's Putin. This destroyed Cyprus's credibility leading to the ECB's warning to cut off liquidity to Cypriot banks which would put the banks into instant bankruptcy. By Friday morning, March 22, 2013, Merkel was angrily briefing her CDU party lawmakers on the negotiations, telling them the Cyprus government and Anastasiades did not get it, that the whole Cyprus model of outsized offshore banking sector- catering mainly to Russian investors - had collapsed. Cyprus unlike any other member of the EU was trying to face down Europe. Negotiations with Greece had been tough and street protests everpresent, yet negotiations went on in a responsible manner and in good faith, something missing here....

Kansans come out at a town hall meeting in rural Palco, Kansas, setup by Senator Moran, to say they have serious problems with the healthcare bill in a Republican Congress. Kaplan of the NYT says few Republicans in Congress have setup town hall meetings to hear the views of people in their constituency because of the strong criticism from older Americans hurt by the bill's provisions. Rural Kansas is affected by the bill. Senator Moran says of the bill that he is from rural Kansas and wants to hear what people think. Senator Moran is one of the few Republican Senators who have come out against the bill. Kansans are realizing that policy matters after the experience with actions taken by Governor Brownback to cut taxes and spending. Now Kansans are also realizing that there is a cost to being ideologically driven in coming up with solutions whether from the right or the left of the spectrum. Senator Moran after all is in the mainstream and led the 2014 effort to give Republicans control of Congress. It is also the state of Dwight Eisenhower, whose hometown was Abilene, Kansas, known for being moderate on issues, a descendent of down to earth Pennsylvania Dutch families, and for saying- "a people that values its privileges above its principles soon loses both." Here Moran does exactly that, listening to how the Republican healthcare bill affects rural Kansas, without getting muddled up with the politics on the issue. ...

Senator Schumer the Majority Leader in the Senate has shown a unique ability to bring together Republicans and Democrats in bipartisan efforts that would have been daunting to lesser men. He was a key driver of the efforts to bring Republican and Democrats together to invest in the country's aging infrastructure. This is a win-win situation for both. He did this again when at Minority Leader Mitch McConnell's suggestion at the end of October that action on the border be an essential part of aid to Ukraine, Schumer  did not say no, he struggled with it talking with his staff till he says an epiphany sort of lightning strikes. He realized it was needed to be tough on the border and to do it right was a win-win situation for both supporters of Ukraine and getting the border situation under control. Because so many Democrats were for Ukraine they would vote for a good border security bill. This report shows him making calls even on Christmas Day.  Only someone of Schumer's dedication, ability to talk and persuade others, and hard work could have done this. As in getting bipartisan support for infrastructure bills he had Democrats who had good relationships with Republicans to persuade Republicans that Democrats were sincere about taking strong action on the border. It is to the credit of president Biden and shows that his decades spent in Congress were worth it for America that he supported Schumer and worked with Republicans. It is this sincerity that made it possible for 22 Republican Senators nearly half of Republicans in the Senate to join Schumer in the new aid package for Ukraine, after a former president shut down the earlier bill that combined the border action with Ukraine. Many in the media and in the country have not grasped the meaning of the way some of the most senior members of Congress including Mr. Biden who was one of the longest serving senators in history are working together showing courage and wisdom in the face of many distractions and factional differences on the fringes of different parties. ...

Lee says India started fom alower base but has made greater gains for the rural poor.India's urban-rural income gap has steadily declined since the earlier 1990's. And in the last decade economic growth in rural India has outpaced growth in urban areas by almost 40%. Rural India acccounts for almost half of the GDP, up from 46% in 1993. Lee points out that in the period of Deng's reforms right upto the Tiananmen Square massacre China made 80% of th poverty reduction, but since 2000 poverty and illiteracy have doubled in China, while they have been halved in India. DOmestic consumption as apart of GDP has fallen to 35% from around 60% in the 1980's. Lee is a foreign policy fellow at the Centre for Independent Studies in Sydney, and avisiting scholar at the Hudson Institute.

How a small Kansas town of Grinnell in America finds a way to deal with the rural-urban divide and covid anxiety generated in the tumultuous years of 2020-2021, is the subject with pictures of this report in the WSJ. Grinnell is heartland America and its residents find a way to set Kansas and America in the right direction. One one side some resident worried they would end up like Minneapolis or Portland with protesters. An incident of drivers along Highway 70 emptying shelves of toilet paper in neighborhood stores is seen negatively by some  Grinnell residents and leads to forming an Emergency Preparedness Group to prevent outside agitators from creating problems. Others like the Enlightened Ladies Group try to calm things down. Gene Tilton, 84, and his son 63 years, whose family arrived in Kansas in 1880's did'nt see the need for forming some sort of vigilante group. He raises cattle and crops on a 10,000 acre farm. Michael Machen who practiced medicine in Gove County for 35 years also felt the same way and believed law enforcement could tackle the problem if there was one. Sheriff Mesch attended the Gove County emergency Preparedness Group public meeting by invitation in January 2021. This about the time when the Capitol in Washington DC was stormed by protesters and the country was divided after the election. At that time after 19 months of coronavirus deaths, racial unrest and political violence America was on edge, communities all over America were struggling with the idea that the immediate threat they faced was from other Americans not foreign adversaries. The sheriff told everyone at the Emergency Preparedness Group's public meeting where he stood- law enforcement could handle any threat and he didn't anticpate anything his deputies could not handle. He told the Emergency Preparedness Group that he appreciated their sentiment though, if he needed help he would ask, yet concluded that is the only way. From that rebuff by the sheriff the Group paused its activity and shifted its message to offering to help anyone deal with the deep cold spell in February, to cope with snow, tornadoes, fires, rattlesnake bites and similar hazards.
