Egyptian president Morsi appoints a new defense minister and two leading generals are asked to retire and continue as advisers. Because Gen. Tantawi was 76, and the new defense minister who comes from the military body the SCAF is 58, it appears to observers that this is a shift to a new generation within the military. In the background is the situation in Syria with the Assad military regime at risk of falling in a civil war, and the focus of Sunni nations in the Middle East and the U.S. on Iran, which could have led to a U.S. effort led by Secretary of State Panetta during his recent visit to mediate between the different factions for a rapprochement. The rapprochement would benefit the retired generals and the military to continue operating businesses that constitute about 25% of the economy, a younger generation in the military better able to adapt to the changes in the Middle East to assume control under civilian leadership, for the Muslim Brotherhood and other political parties the reversing of military decrees subverting the election results, and for the U.S., Sunni nations in the Middle East and European allies better able to focus on the situation with Iran. The Obama administration's proposed budget for fiscal 2013- for the year beginning Oct. 1, 2012- shows the budget deficit for the year at over $1 trillion. It shows new revenue of $1.7 trillion over 10 years mostly from ending the Bush period tax cuts on families earning more than $250,000 a year, restoring the estate tax to the 2009 level and limiting subsidies for oil and gas companies. It proposes raising the tax rate on dividends from 15% to as much as 39.6%, for households earning more than $250,000 a year. This measure is expected to generate $206 billion over 10 years. The budget also offers "principles" for future tax reform by proposing the Buffett rule replace the Alternative Minimum Tax (AMT). The AMT was not indexed for inflation so it has the weakness of putting more middle class taxpayers into AMT, leading to temporary solutions by Congress. The Buffett rule would have people earning more than $1 million pay a tax rate of at least 30%. Many wealthy Americans like Mitt Romney paid lower taxes using deductions to lower tax rates- Romney's tax disclosures show he paid effective tax rate of 14%. The White House says the budget will reduce the deficit by $3 trillion over 10 years through the new taxes, and small changes to Medicare and Medicaid and other spending cuts. This is in addition to the $1 trillion in spending cuts agreed to in a deficit reduction agreement in 2011 between Democrats and Republicans in Congress. The budget proposal proposes investment in education and transportation projects of $137 billion, and continuing through Dec. 2012, a tax break for businesses to increase investment. It includes mandatory spending of $2.7 billion for new community college programs, $6 billion to modernize schools, and $1.8 billion to make homes more energy efficient. It also increases the resources of the Securities and Exchange Commission and the CFTC (two agencies overseeing the banks), $26 million for a new Interagency Trade Enforcement Center to counter unfair trade practices, and cuts U.S. postal delivery to 5 days a week. The result is a program designed to be balanced in terms of economic fairness, making modest investments in the future for education and energy, continuing policies to stimulate growth, and extending the date for bringing the deficit under control to 2018 instead of 2014 as planned earlier....

In August 2008 Russia invaded Georgia and established the independence of the 2 breakaway countries of South Ossetia and Abkhazia. Georgia tried to enter NATO that year but the French and the Germans objected, and the U.S. did not want to commit deep in the Caucasus region. In the 2012 election the anti-Moscow government of Mr. Saakashvili was replaced by a government that sought friendly relations with the West and with Russia. There are still no embassies between Russia and Georgia. A special representative to Russia was appointed in the new government of Mr. Bidzina Ivanishvili, a billionaire who made his money in metals and banking in Russia. Saakashvili is now a Ukrainian citizen and is a governor of Odessa province, on the Black Sea, with separatist influence. Russia's trade ties with Georgia, a destination for Georgia's exports including wine, are gradually being restored after a trade embargo imposed in 2006. The trade embargo was lifted in 2013. The representative to Russia says its no use keeping the illusion of NATO membership even though it is an objective, as Georgia has to defend itself, the consequence of being in a difficult region. The strident anti-Russian rhetoric is now muted, as Georgia rethinks its relationship with Russia and the West to live in a difficult neighborhood. Ukraine went through some wild swings with the Orange Revolution, and the change in government to a pro-Russian government that jailed the earlier leader for corruption, leading to the protest movement calling for close relations to the West, the collapse of the elected pro-Russian government followed by the election of Mr. Poroshenko, and the Russian intervention in Ukraine in 2014-2015, leading to western sanctions on Russia. The sanctions end in Jan 31, 2016. The situation in Ukraine may stabilize where the NATO readiness force and German chancellor Merkel's call for "a persistent NATO presence in the Baltic states," lead to a situation where Russia determines the best course is cooperation with its neighbors, and trade, economic relations....

Adly Mansour, a judge with the Supreme Constitutional Court in Egypt, is appointed by the military as president of Egypt. He was to take office as Chief Justice before the June 2013 protests in Egypt intervened to delay this. On July 3, 2013 he was sworn in as president before the Supreme Court. Mansour is one of two judges selected by president Morsi. He is a graduate of Cairo University, and studied public affairs and management in Paris before joining the judicial sytem in 1977. His decisions as judge went against both Mubarak and Morsi, showing his independent position as a judge on the Supreme Court. The judiciary is now taking an important role in Egypt similar to the role it has played in Pakistan, another Muslim country adopting democratic forms of governance after decades of coups and military rule since the 1950's. The larger Muslim countries in the Middle East, Turkey, Pakistan, Iran, and Egypt are faced with the challenge of balancing the demands of modernization with tradition, the demands of educated urban population with the more devout Islamist rural population, and creating stable transitions in democratically elected government. Islamists such as president Erdogan in Turkey who described western democratic forms of government as a train to get to a destination have still to take in to account the need to incorporate opposing secular views in governance. In this sense Turkey is not the model for governance as it once appeared for Egypt, Pakistan Iran and other Muslim countries. A new consensus in society needs to develop that respects all aspects of democratic governance including respect for the role of the opposition in a democracy, the role of an independent impartial judiciary, and the role of independent media. This will take time to develop just as it took time to develop in Europe and North America....

Chrysler reported second quarter 2012 income of $436 million, compared with a loss of $370 million in the prior year quarter. The prior year quarter included charges for repaying U.S. government loans. First quarter 2012 income was $473 million. Fiat reported a loss of 246 million euros for the second quarter 2012. The combined operations Fiat-Chrysler reported aloss of 103 million euros. This shows how the effort by Sergio Marchionne to takeover Chrysler and turn it around have proved to be a very successful move for Fiat. With a relatively small investment Fiat is now a majority owner of Chrysler having invested mainly its management knowhow and leadership.

Defense spending under the new Obama 2012-2013 budget for the fiscal year starting Oct. 1, 2012, is $525 billion, and an additional $88 billion for Afghanistan. This is $6 billon below the $531 billion budget for the 2011-2012 budget of $531 billion approved by Congress, $22 billion less than the Obama administration's proposed budget. An additional $115.1 billion was for Afghanistan. In a move to bring financial discipline to additional appropriations for foreign conflicts, the Obama administration is proposing in the 2012-2013 budget proposal a limit to "overseas contingency operations" appropriations. The total proposed is $450 billion for fiscal 2013 to 2021.

Jane Perlez of the NYT describes the efforts of China to draw the new South Korean president Moon Jae-in away from close defense ties with the U.S. Moon Jae-In won the South Korean election in 2017 and favors better relations with China and North Korea. China's goal is to reduce deployment of the Thaad missile defense system the U.S. has installed in South Korea, which is seen as reducing China's nuclear deterrance because the system also protects against missiles launched from China. Economic ties are also affected in the dispute as China has promoted a boycott of South Korean cars, televisions and other products, and fewer Chinese now visit South Korea.

What happens if the executive power has a former President and a newly elected President in the White House. He says that question was resolved in favor of not having this kind of plural Presidency when James Wilson of Pennsylvania's argument that executive power could best be checked with accountability in one individual as President was accepted by the framers of the Constitution. A slight shift in American opinion favoring a deal with Iran is shown in a WSJ/NBC poll in July 2015 compared to the poll in April 2015. Support for reaching a nuclear deal with Iran remains stable at 36% in both polls, the opposed drops by 6 percentage points to 17% from 23%, and the percentage of people who say they do not know enough to formulate an opinion goes up to 46% from 40%. The intricacies of a nuclear technology deal and the sites involved lead to a high percentage of don't know enough to give an opinion. Factors hindering a deal include inspection of military sites, and Iranian intentions. Factors favoring reaching a deal now is the risk that this would mean Iran would go back into isolation and the opportunity to work with moderates might be lost. The Rouhani administration was an effort by voters to elect a government that could ease or remove sanctions to improve the economy and living conditions- its failure would lead to Iran losing an opportunity to open up to the world. The pressure from the U.S. Congress and Israel served to push for a verifiable and effective agreement to control development of nuclear technology for weapons systems. Behavioural factors involved are the very young population in Iran which has no memories about the period before the revolution in 1979- 70% of the population of 74 million are people under the age of 35. This group is eager for ties to the outside and could change Iran's outlook and policies int the future towards moderation. Risks in not reaching a deal also include the possibility of the Saudis developing nuclear technology and nuclear proliferation. Winners from a deal because of the flow of Iranian oil to world markets and a period of extended low oil prices are the U.S., Europe, China and India. Germany gains new markets to replace the growth in the Russian market after sanctions. Lifting of an arms embargo, an added risk in the last days of the talks, would be mitigated by making the lifting of that embargo very gradual....

The 2010 census reveals significant changes in the population mix in the U.S. The number of Hispanic people increased significantly, especially so in the under 18 age group. The Hispanic population went up by 43%, increasing to 50.5 million in 2010, compared to 35.3 million in 2000. Overall Hispanics make up 16% of the U.S. population of 308.7 million. One of the striking facts in the change is that children under age of 18 make up one third of the Hispanic population compared to one fifth for the white population. Texas by itself added 979,000 people under age 18, with 931,000 being Hispanic. 92% of the population growth since 2000-of 25.1 million- came from minorities of all kinds. And mixed race is another major category with nine million people. Asian American population also increased, especially in major cities such as San Francisco, San Jose and New York. Overall 63.7% of people identified as white, 16.3% as Hispanic, 12.2% as black, 4.7% as Asian, 0.7% as American Indian or Alaska natives. New York and Washington saw black populations decline. Detroit dropped out of the top ten cities replaced by San Jose. Chicago's population declined, New York's went up by 2% to 8.2 million people. ...
