The reason for this is the mismatch in qualifications and the speed with which industries are downsizing, and the shift to new industries and fields away from banking, retail, construction and autos. This makes new initiatives in retraining and government cost sharing to enable companies to hire and retrain super critical. Germany has some initiatives lkke this.
