The effort to impeach US Homeland Secretary Mayorkas fails in the House of Representatives with a vote of 216- to 2014 with 4 Republicans voting with all Democrats. Constitutional experts say there are no grounds for impeaching Mayorkas and no cabinet official has ever been impeached before. The WSJ Editorial Board also says there are no impeachable offences. A Senate bipartisan effort to change asylum and parole laws to end the migrants flow over the US border with Mexico with president Biden's support to close the border the day it is passed is now stalled because of Republican opposition. The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Boris Johnson, Donald Trump and Vladimir Putin have each in their way created new surge of interest in EU and the parliament in Strasbourg, says Caroline Gruyter from her conversations in France, Switzerland, Netherlands, Czech Republic. Today 74% of EU citizens polled say they support the European Union. Similar numbers even in the UK as Labor party is about to come back in a big way.  What happened? The war in Ukraine, Russia and NATO, US and NATO, the UK drift back to EU in sentiment, Italy's conservative parties called Right wing are supporting the EU under Meloni. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

Former Chinese foreign minister Wang Yi (2012 -2022) and its senior official makes these comments at the Munich Security Conference on US shooting down Chinese spy balloons. Yi says it was "absurd and hysterical." He says China is going to put out a paper on Ukraine that would underline the principles of territorial integrity and sovereignty. For China its crucial relations with Germany, trade with Europe are critical for its economy and growth. Germany's coalition government itself is divided on investment by China in the port of Hamburg, with the Greens not supporting that decision by chancellor Scholz. The issue for Biden is not simply the balloons. As The Guardian points out the US is pushing for China to withdraw or at least make conditional its support of Russia in its invasion of Ukraine that is a clear violation of the UN Charter that China says it supports.

In the current situation France- with Germany sharing a border with Russia and a difficult history- it is France that is responding to the challenges of NATO and Eastern European states. In 1966 De Gaulle took France out of NATO. In 2007 Nicholas Sarkozy brought France back into NATO and integrated with the armed forces command structures of NATO once again, yet keeping its nuclear deterrent separate from NATO. In 2024 it is Macron who is responding to the Russian advances in the war in Ukraine saying France and NATO will "support Ukraine for as long and as intensively as needed." This means the EU and Western Europe will build the capability and prepare for situations to defend Eastern Europe on their own. There is also unanimity between Scholz, Macron, Meloni, Sanchez on this issue for Germany, France, Italy and Spain, the original founders of EU.

Biden sends Yellen and Blinken to Beijing in April 2024 to meet with premier Li Qiang and foreign minister Wang Yi to improve relations with China. Xi says China and the US can work through their differences including on Taiwan. As tensions increase in Europe with Ukraine and with another election cycle in the US, it is essential that the US, China, India and the EU work though differences on Taiwan and the Indo-Pacific, and plan ahead for a future peace settlement in Ukraine with the support of all nations, especially ones with which the US and EU, have a strong trading and economic relationship. China needs export markets as its construction industry stalls and increases investment in manufacturing. The US continuing strong investment in manufacturing in the US, continuing to trade with China on a level playing field. Both sides have economic interests, and interests of the world to advance peaceful cooperation.

Half of the 17 percentage points of lower investment in Britain between 2016 and 2023 came from administrative barriers with EU and of Brexit. Britain had deindustrialized and hoped to get growth from so called "clever industries" such as finance, media, and higher education. The Tories party led by Johnson and then Sunak painted a rosy picture for Britain leaving the European Union and doing better without it by working with China and the US and connecting to global supply chains. They ignored the actual facts of the globalization cycle reversing itself leaving Britain exposed in the storm.The slump in investment from Brexit hit Britain hard, the Ukraine war meant higher prices for energy imports from Norway and the US. The result is that only about half percentage point of 2 percent cumulative GDP growth in Britain between 4th qtr 2019 and 4th qtr 2023 came from jobs growth compared to about 3.75% in the EU economies. Eurozone growth at 4% was twice that in UK, and the US with higher productivity and job growth was growing at four times that in UK and twice that in EU at 8% over this period. ...

African continent debt reached $1.1 trillion in 2024. About 900 million people live in African countries where interest payments on debt exceed money spent on healthcare and education. In Nigeria external debt is $40 billion, in Kenya $35 billion and Uganda $12 billion.  Take Nigeria with 220 million people. 40% of the revenue collected goes to meet interest payments on debt. For many African countries there is zero per capita income growth for a decade. During the 2010 crisis as interest rates reached new lows US and European Reagan era intellectuals including Democrats encouraged African countries to borrow at low rates and banks loosened restrictions putting more African countries into debt buildup borrowings. As interest rates went up the cost of paying the debt accumulated required more loans at higher interest rates. Nigeria paid a premium over that of 10% for a loan of $2 billion just for interest payments. The debt crisis means African currencies depreciate reducing purchasing power.  With war in Ukraine and Covid prices of food and energy rose. Only the strong and disciplined leadership and rapid industrialization provided breathing room as with Modi in India, Jinping in China, the African continent and Latin America lacked this and are feeling the pain. ...

As Russia expands its intervention in Ukraine in Feb. 2015, a former Deputy Treasury Secretary in the Clinton Administration, Roger Altman, points out the importance of the response of global financial markets. Financial markets have downgraded Russian debt, and the ruble continues to lose value. With $200 billion in foreign currency reserves available to tackle the financial crisis caused by $150 billion in capital flight and 50% loss in ruble value, and a business sector with large dollar debt, Russia, he says will have to take into account its weak financial situation. Arms aid to Ukraine to which Russia can respond is not a good option compared to stronger economic sanctions, says Altman. Altman points out- what president Obama has also pointed out- Russia has a GDP the size of Italy, a population of 140 million, with its budget and economy overly dependent on oil exports, and an economy connected to the global economy and dependent on global technologies. It lacks the economic strength to continue with its more aggressive policies, and cannot ignore world opinion indefinitely or isolate itself from the global economy. This is true of any country in the global economy, and especially for any emerging market dependent on foreign capital, foreign investment and foreign technologies, making it important for Russia to play by the rules of fairness in the international community in the postwar global order of peaceful cooperation. Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

Lt. Gen. Frederick "Ben" Hodges is the U.S. Army Commander in Europe. He describes the threats facing the U.S. in an interview with Sohrab Ahmari of the WSJ. Hodges says Russians are preparing for a conflict five or six years down the road, and should have capabilities built up in 2 to 3 years. The U.S. military remains stretched with 9 of 10 division headquarters committed to some requirement, and new crises popping up unpredictably, such as Islamic State and Ukraine in 2014- a situation not faced even at the height of the engagement in Afghanistan and Iraq. The budget sequestration cuts continue to limit the army's capabilities just when additional resources are needed. Hodges calls for depth in resources as the only way for the army to be there to counteract bad actors in Europe or the Middle East, or some other place. With further budget cuts the army will have to drop down to 420,000 personnel from 500,000 today, just when the number of crisis areas are increasing, hurting preparedness and modernization....

Peter Magyar says-  "You performed a miracle today, Hungary made history today." Magyar's party needed 133 seats in the 199 seat Hungarian parliament to reverse some of Orban's more controversial policies on the judiciary and on government. Magyar's party Tisza won 138 seats and 57% of the vote compared to about 38% for Viktor Orban's Fidesz that has ruled Hungary from 1998-2002 and 2010 to 2026. Magyar likens the win to the Hungarian Revolution of 1956, a spontaneous uprising against Soviet rule, and an earlier revolution in 1848. Voter tunout was the highest it has ever been at 78%. The city on the Danube river Budapest was lit up, parliament was lit up as Hungary celebrated a win for reintegration into Europe. For 400 years since 1600 the Hapsburg dynasty helped push back the Ottoman Turks invasion of Hungary and Vienna, and was one of the major Empires of Europe, with Britain, France, Russia, Prussia competing for influence. The Hapsburg  base was in both Vienna and Budapest and reflects the history of Central Europe from the Renaissance to the Scientific and Industrial Revolution. Magyar's first visit is to Poland. He will join European leaders from France, Britain and Germany, Italy, as they formulate policy on Ukraine and the future of the European Union. Under Orban Hungary was the lone dissent or combined this with Poland's Law and Justice Party government in the European Union. In 1923 the Law and Justice Party was defeated, in 2026 Fidesz is defeated, and the European Union is now able to speak with one voice in its opposition to Russia. As the US moves away from NATO the new European Union is in a better position to take on responsibilities for its defense. ...

It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

Although the Russian economy has weathered the Ukraine war with 3.6% growth estimated by Rossstat and 3% by IMF in 2023, this comes with the economy dependent on heavy military spending. Military spending on defense budget increases to $119 billion in 2024, and increase of an astounding 90% from 2021. It has boosted wages in construction and aided certain industrial regions near Moscow and St Petersburg, and boosted manufacturing with more products made at home. The oil and gas revenues decreased by 23% in 2023 over 2022. After 2 years of war and particularly after contraction in 2022 the Russian economy is recovering and has surprised most forecasters. The problem with military industrial complex growth is that it leads to uneven growth with negect of some areas. In Russia the reduced access to western advanced technology is compensated by increase in technological capacity of countries such as China. A bigger problem is the loss of human resources during the war in Ukraine, and Russians who left the country seeking better lives in other countries.  ...

US under the Trade Agreement with EU US plans to send $750 billion in LNG exports to the EU. A Sustainability directive by EU for climate goals puts Qatar at risk of penalty of 2.43 billion euros according to DW.com. Qatar has said it may discontinue exports of LNG to EU in response and shift to Asian buyers. Since the Ukraine war and shift away from Russian gas pipeline supplies German economy Minister Habeck negotiated the deal with Qatar for LNG.

Russian president Putin tells Russians at an annual news conference on Dec. 17, 2014, that the West wanted to deprive Russia of its natural resources. He says steps taken by the central bank and his administration were proper, including avoiding capital controls, except that the decision to raise interest rates to 17% in mid-Dec. should have been taken earlier. He deflects criticism that the sanctions and the decline in the ruble were "payment for Crimea" (Russia's takeover of the Crimea) by saying it was "payment for our independence, our sovereignty." Putin expressed unease with the expansion of NATO to Russia's borders. He told Russians to expect that the crisis will last for 2 years and during this time the Russian economy will adapt, in particular shifting its heavy dependence on oil exports. During the 10 years of the Putin administration since 2004, Russia has not made a vigorous effort to diversify away from oil dependence. Progress was made primarily in better integrating the economy with the European Union, entry into WTO, building a sovereign reserves fund, until the crisis in Ukraine. The Putin years may be seen in the future as the transition years towards a more diversified economy, and may lead to a shift away from the kind of management of economic and foreign policy by a single leader that may have led to the disruption in relations with Germany, a critical economic partner for Russia. Chancellor Merkel said Germany would continue to support sanctions as long as Russia opposed the right of self- determination of people in Europe and European values. Germany continues even now to maintain dialogue with Russia through Social Democrat Foreign Minister Steinmeier, which is why Putin continues to refer to it as "our partners" and cites the differences with our partners, very different from the Cold War period when no such close relations with Germany existed. ...

The European Union goes forward with $39 billion for Ukraine aid. The aid is backed by interest from the $300 billion in Russian assets in Europe frozen when war began. Another $15-20 billon is expected from the US when legal questions about frozen Russian assets are resolved- the US asking for a 36 month review of sanctions to replace 6 months in place in 2024. The European Union offices in Brussels have done a poor job of communicating how the EU is  aiding Ukraine with its own resources. Lyrarc.com had to point out that Ukraine aid from EU was about twice that of the US at about $200 billion compared to about $95 billion for the US. Former president Trump stated that this was just the opposite the US spending twice what the US was spending. Media in today's world means little or nothing because it operates highly fragmented and organically outside the control of any particular source online, television or print. And established sources apart from bias are spread so thin many important matters for the betterment of people's lives or giving a true picture from which to make observations, are left to wither or distort. The highly formal  corporate environments of the EU are impervious to the outside so that institutions such as the ECB, European Union headquarters are out of touch with the people worldwide.  ...

A major shift in foreign investment may be taking place as the 2014 St. Petersburg International Economic Forum takes place in May 2014. Russian policy in Ukraine and tensions with the U.S. and Germany could lead to a shift in investment to other emerging market countries. China's tensions with Japan could lead to a similiar shift of Japanese foreign investment. At the same time India has elected a new government with an absolute majority and an overwhelming mandate from young people to accelerate development. The new government under the BJP party's Modi has a decade of experience attracting foreign investment in western India. Indonesia, Vietnam, Africa and other emerging market countries, could benefit from the shift in investment. Investment could also return to the home countries with lower labor costs in Southern Europe, lower labor/energy/transport costs in North America. For Russia the debate at the St Petersburg Economic Forum was about pursuing one of three policy paths with some riskier than others, or some combination also risky and uncertain- depending on state banks and oil windfall funds, increasing ties with Asian countries, continuing on the current path with lower foreign investment and continued capital outflows. The failure to use the time wisely to diversify the oil based economy which could have been better accomplished in an economy not overly dependent on crony capitalism and centralized economy, both current characteristics, will affect future progress. A key weakness for Russia compared to China is the centralization under one person Putin, more so in the third term. In China the two man team Keqiang and Jinping is part of a larger team chosen by consensus and negotiation and part of a rotational scheme. It has senior leaders who initiated the changes to a market driven economy in the nineties determined to see China on track....

US trade deficit of $46 billion with India and DJT call to buy oil and gas from the US, to shift away from purchases of $50 billion of oil from Russia, of 2 million barrels a day. India only imported $1 billion of oil from Russia in 2020 and this is a call from the US to India to stop financing Russia's increasing air attacks on Ukraine in August 2025. For India this oil came at $70 a barrel when prices were around $90-$100 a barrel in 2022-2024. In 2025 oil prices are at $60 a barrel, and even if prices increase to $70 a barrel India can make the shift. US and Germany, the EU, Britain which seek negotiated end to the war in Ukraine will continue to pressure India in 2025. Russia could shift some of the oil to other places but the huge demand from a country India's size will not then be seen as a factor in prolonging the war. India needs to think ahead for the next 20 years and its goal of modernization by 2047 like China has done in 2000-2020. And not get into a nationalistic mode that may not be in the best interests of the Indian people seeing that this may serve the interests of all nations including Russia to phase out this European war. ...

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. The US may just move on to other priorities if both Russia and Ukraine cannot come to terms on a ceasefire, says Marco Rubio, US Secretary of State. The crux of the problem from the beginning were eastern regions of Ukraine that are more Russian in culture than western Ukraine. On the Russian side it was a loss of respect from the capitalist states US, UK and Western Europe compared to its historical importance in Europe, as everything was measured in GDP terms. The last straw was NATO and Ukraine with its Russian connected history joining it. By drawing eastern Ukraine into its orbit Russia was responding to actions by US and the EU support for Kiev, ignoring Russian perspectives. On the Ukrainian side the issue came down to Ukraine being able to decide its own future. Because of corruption and mismanagement, poor governance what could have happened with a clean governance and efficient growth oriented leadership working with Russia and the EU never happened. The result was veering from a pro-Russian to a anti-Russian government following the Maidan protests in Kiev in 2013. Enter China by 2019 with support of US companies shifting almost the entire US industrial base to China. Putin was handed a rare opportunity to act with China's tacit support to push back the US and EU and their defense arm NATO. He decided to take it thinking this would end quickly with Ukraine capitulating. The loss of hundreds of thousands of young Russian youth in the land war led to Russia getting entrenched into this war. As has happened before Russia with it's greater population and resources has prevailed in Eastern Europe over centuries of warfare. This is the situation in 2025 when DJT seeks to end the war and bring peace to Ukraine. ...
