The tariffs are 270% on milk, 245% on cheese and 298% on butter, according to the CBC. These tariffs are designed to protect the dairy industry in Quebec. In Canada the tariffs are referred to as "supply management system."  Canadians in the western provinces are used to paying higher prices on dairy products than prices in the U.S. Canadian prime minister Trudeau has declared that he is "100 percent ready" to defend these tariffs. Mr. Trump has brought this up in his talks with Trudeau.

The mistakes  and the right action done in Italy that the world can learn from as Italy tackles the coronavirus. The coronavirus is a dangerous pandemic yet there is one part of it that can be used to take the right action. The timeline of countries affected early in January and February and early March with information from these countries on what worked very effectively and what did not work with bad results is available. The mistakes were made in Bergamo, a town in Lombardy region of northern Italy with the highest number of infections and deaths in Italy. Bergamo had limited testing, no rigorous attitude for quarantining those who had come in contact with people testing positive, and lack of contact tracing. In Vo another town in northern Italy the situation is a complete contrast with resort to mass testing and isolation of clusters which has reduced infections to zero and made it a safe place. Vo is a small rural town 85 miles east of Bergamo in the Veneto region. This was the method used in South Korea, China, Taiwan and other Asian countries that have overcome the virus. Bergamo is an example of what failed in Italy with the worst number of fatalities. The health crisis worldwide has shown this  method of first general quarantine to buy time to build capabilities for testing  and preventing things spiralling out of control,  then mass testing, contact tracing and isolating the people who test positive, and repeating this process again and again till infections are way down,  is the only way to control this crisis. In the early days massive quarantine or stay at home strictly enforced is the best solution till production of tests accelerates to permit mass testing and isolating the clusters of infections. This mass quarantine buys time for accelerated production of tests and building up the capabilities of labs to process these tests, including use of a central national lab centre with national data on computers for microbiologists to monitor the entire country. This was done in South Korea reports in WSJ show. This is vital for everyone involved in the effort to control the virus to understand based on the experience of  countries that have successfully overcome coronavirus. It is the experience in South Korea and Italy that the U.S. White House response coordinator Dr. Brx is looking at and learning from as she and the White House team in the U.S., governors of all 51 states, health officials including CDC, are looking at as they execute their action plan in phases.  ...

A disservice by DW.com to conservative Julia Klockner  when Europe and the US are moving in a conservative direction, and people have lost patience with illegal migration and lack of integration in society. Julia Klockner is Bundestag president and is close to chancellor Merz. She is a senior politician of the CDU, from Rhineland Palatinate. Her father is a wine grower in that region. She started out as a journalist and from 2010 -2022 led the CDU in her home state. She has taken a position on the destabilization of German politics by the AfD party after Merkel's failures in illegal immigration that has stretched public resources. Similar to the premier of Denmark Mette Fredericksen, a Social Democrat, Klockner as a Christian Democrat understands that illegal migration is bad for social cohesion in Germany. Klocker and Merz both understand that the public's patience has been tested to the limits by millions of illegal migrants as in the US. Her view early on in Merkel's cabinet was that legal immigrants have to be integrated into German society. She sees no need for AfD, when the CDU/CSU conservatives in Germany and in Bavaria can prevent illegal migrants from entering the country. She says-"You don't have to vote AfD for what you want. There is a democratic alternative: The CDU."  ...

For 2025 US stocks S&P 500 returns 19%, foreign stocks in Europe 36%. An extraordinary year for foreign stocks with Germany's big investments in the economy. Actually the average S&P stock was down 3.7%. It was the large investments in AI that propelled the US stock markets S&P 500 to the 19% gain.  AI investment may take a long time to be profitable and some companies may lose money yet the building of data centers creates demand for construction activity, and tariffs are bringing larger investments into the US economy. Media skeptical about tariffs led to many missing the surge in stocks. It was the same overseas after years of Merkel and limits placed in the constitution on needed spending, and the SPD coaltition struggling to get through FDP obstruction to investment spending. Chancellor Merz of CDU joined the SPD to make a big $1 trillion investment in German infrastructure and defense, and removed the constitutional brake on investment Merkel had unwisely put in, with so much of Germany's infrastructure and digital in bad shape. This pushed up European stocks that had languished under the austerity logic of Cameron/Johnson-Merkel. This also was missed by many as the old logic was suddenly and quickly taken out with Russia emboldened in Ukraine taking over much of the eastern Ukraine's Donetsk region. Defense is now a rapidly growing part of the German economy. 2025 was a year of sudden and rapid change in the world economy with tariffs, US investment deals, and Germany taking on defense and infrastructure, which few could predict. Gao Xiqing, vice chairman, president of China Investment Corporation, told a panel discussion during meetings of the International Monetary Fund, on September 24, 2011, China cannot be expected to provide solutions to the eurozone debt crisis. Xiqing said: "We're not saviors. We have to save ourselves." The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Efforts are being coordinated with South Korea. Janet Yellen says the IMF has overblown the effects on the world economy from the US decoupling from China. IMF reports have also in addition presented India incorrectly as a non aligned country, when it is a close partner of the US. In 2023 US is the largest trade partner of India.The US position is to limit flows of technology in sectors considered vital, and continue world trade in other areas with China. US is committed to friendshoring to India, Vietnam and other countries. Germany's three parties CDU, Greens and SPD are reversing close trade and technology links with China. This is also the policy of the Modi administration which seeks close trade and technology ties to US and EU. The shift is in response to what is really an overconcentration of the supply chain in China that happened as business in the US and EU and the Merkel and the Bush-Obama-Trump administrations failed to see the risks of overconcentration. And carried out misguided policies in trade and investment that are now being reversed by US president Biden, Kishida in Japan, and Modi in India. ...

German chancellor Merkel says after a meeting with U.S. Secretary of State Kerry, after disagreements over NSA spying activities- "Mutual interest will be the motor for finding common solutions step-by-step. We talk about such questions of NSA openly even when there are differences." In the first address to parliament as head of the new CDU-SPD coalition, Merkel said mass collection of phone data by NSA only led to mutual mistrust and in fact diminished rather than increased security. Germans are even more sensitive than the U.S. about such spying after traumatic experience under Gestapo and Stasi secret police during 1931-2090.

China's strategy appears to be to allow the transfer of TikTok ownership to an American consortium and focus it's efforts on renegotiating the 30% tariff on China and China's response of 10% on the US. China is making an effort to protect industries in China that have surplus production. China wants DJT to meet Xi for a Summit in Beijing instead of South Korea as the US has suggested. And Xi  offers to make a visit to Washington DC to improve relations. Scott Bessent and the USTR Greer in negotiations  with the Chinese trade negotiator Vice Premier of Economic Policy, He Lifeng, in Madrid, have come up with an agreement. The US COngress has passed legislation requiring the sale of TikTok to US owners because of sensitive information issues. China now reversed its policy in April when it opposed this as it now sees little advantage in that policy and can concentrate on better trade terms from DJT. A stumbling block is the flow of fentanyl for which DJT imposed 20% of the 30% tariff on China, the other 10% being standard for all countries. ...

Weiner calls Franklin the "Least Dead" of the Founding Fathers of America. "Least Dead" for whom? Of pop cultures, TikTok, Facebook, social media and the rest? Benjamin Franklin is one of the founding fathers who was most revered, and who with his diplomatic activity secured French support for George Washington, Thomas Jefferson and the American cause in 1776. It was the French cannon, and the French Navy that made it possible for Washington to move his armies north and surround the British at Yorktown, Virginia ending the War of Independence. Weiner writes that Franklin is the most approachable one of the founding fathers, one you can talk with, one you would most likely want to have a beer with. Franklin is also the most interesting. Franklin's experiments with electricity are the earliest pioneering efforts of the scientific revolution of the 19th century that set Europe apart from Asia, and the scientific revolution of the 20th century that set America apart from the rest of the world. Franklin is not just a founding father, he is the founder of the US Post Office which was the radio and internet of its period making communication possible over long distances. Franklin was the first Postmaster General in 1775 and set up the US postal system. Franklin set up the first circulating library in 1731 and the University of Pennsylvania- the first fire department in Philadelphia. He was president of the state of Pennsylvania after Independence. There is a great deal of ignorance about the founding fathers no less in places like the entrance to the Smithsonian institution in Washington DC of all places, where no mention is made of Franklin as an Abolitionist, quite the reverse- Franklin's scientific mind and his modern thinking had no place for the European institution of slavery in the 1500-1800 period. Franklin was the president of the Pennsylvania Society for the Abolition of Slavery. Eric Weiner, is author of  "Ben and Me- In Search of a Founder's Formula for a Long and Useful Life." This is the second article in a series by NYT on America's 250th Anniversary for the Declaration of Independence. Weiner travels from Boston to London, and from Philadelphia to Paris along the sea route taken by Franklin to the Brittany coast in December 1776 with his 2 grandchildren, one of 7 voyages crossing the Atlantic. By 1781 Franklin had his first meeting with French King Louis XVI at Versailles. The US Mission and Franklin's home was located in the hillside village of Passy a few hours from Paris, where the clean country air and water helped revive him. He crosses the Atlantic again in 1783 when the Peace Treaty is signed by Franklin. Weiner is 70 in 2026 and writes that Franklin grew more serene with age even with some ailments, was loved in France, and returned to America for his final voyage home with his 2 grand children in 1785. A life well lived something for all Americans to aspire and emulate, and loved by his country. ...

Frugal savers are now paying off home mortgages and using the savings to reduce debt.  As interest rates rise saving at banks with CD's has the prospect of becoming a viable option, which was taken away by the policies of central banks during financial crises of such as in 2009 of cutting interest rates to zero. The US returns to the more normal environment for savings growth and interest income that prevailed during the period after the 1950's.

Was Merkel right in setting an amendment to the German Constitution to limit the structural budget deficit to 0.35% of GDP. It is called the Schuldenbremse Amendment. It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. Like the Republican party in the US which calls for tax cuts and no walk the talk for infrastructure investment, the CDU/CSU and FDP, have a mindset opposing investing in Germany. Investment that the Greens and SPD promised but could not deliver with the FDP in the Scholz /Habeck /Lindner coalition over 4 years. ...

Jens Spahn, CDU leader and minister in Merkel's government says it is OK for Germany to leave the European Commission for Human Rights if it is slow to grasp that refugee status is about protection and also about how many asylum claims the people of a country are comfortable with. Migration to Germany slowed but has picked up again. The mood for migration and for illegal migration has soured in Denmark, Netherlands, France and Germany. A series of attacks by migrants in UK, France, Germany has soured the mood for migration. A recent attack this week killing 2 National Guardsmen in Washington DC continues this trend in the US and has soured mood in the US and Europe for migrants.  The UK Home Office says-110,000 sought asylum in the UK Jan to Sept 2025, and  36,000 are temporarily housed in hotels up 2% from 2025. This is a big issue in the UK tying up state funding for illegal migrants in hotels and creating a climate of uncertainty in UK neighborhoods where such hotels are located. Nor is this an issue in which the Conservatives Party acted firmly as there were 56,000 migrants housed in hotels in September 2023. Labour Party entered government in July 2024 and has adopted the policy of Denmark under Shabana Mohamed as UK Home Secretary to stop and remove migrants from the UK. ...

NYT looks at Judge Tanya Chutkan, the judge in the January 6 trial in the US, the first federal trial of Mr. Trump beginning March 4, 2024. She is a former public defender and civil litigator. Her strong presence in the courtroom reflects her extensive trial experience and her upbringing in a prominent Jamaican family, says NYT. Her great grand parents came to Jamaica from India to work on the sugar plantations during the British colonial rule and her father was selected to go to college on a scholarship. She no longer rides the 5 miles to the federal courthouse in Washington DC on her bicycle, she jogs different routes with US marshals and they drive her to work. On some days she can be seen toting a bottle in Lycra shorts and tennis shoes after a jog entering the courthouse with US marshals at her side.

It ranks much higher than Brazil in many respects- higher investment as a fraction of its GDP, technical education, an easier place to do business, less regulation, better management talent, more industrialized. In 2010 Mexico had $400 billion of business with the U.S. With rising Chinese wages Mexico is an attractive place for foreign investment, with a hardworking and educated workforce. Mexico suffered badly during the 2008 recession in the U.S. It is trying to reduce its dependence on exports to the U.S in key areas such as the automotive industry. Exports to the U.S. by the automotive industry are now 65% of the total, and the auto industry association in Mexico is working to bring this figure to 50% by exporting to Latin America and Europe. Economic growth was 5.4% in 2010, and expected to be 4-5% in 2011. Drug violence may have reduced the growth by one percentage point according to some estimates. The think tank, Mexican Institute for Competitiveness, estimates that economic growth would be 2.5% percentage points higher if labor market and competition laws are changed, and the oil industry is opened up to foreign investment as happened in Brazil. A study by OECD and the Federal Competition Commission (CFC) of Mexico has shown that 31% of Mexican household spending goes to products operating in high price monopolistic or oligopolistic markets. The bottom ten percent spend even higher proportion of incomes, around 38%, for products supplied in such markets. This includes pharmaceuticals, airline travel, banking, and electricity. Taking on these cartels is a difficult task. The CFC is beginning to take the first steps in this direction, in what will be a long road to fair prices for Mexican consumers. Banking was opened to Wal-Mart. The collapse of Mexicana was an opportunity to auction landing slots to other airlines. An auction system has been developed by CFC for drugs. A new competition law sets penalties for collusion in pricing, with upto 10 years in jail. And Carlos Slim's telephone monopoly was fined $1 billion for its telecom monopoly practices. About 30 rail routes in Germany will be renovated under a massive renovation program of Deutsche Bahn that begins July 15. Repeated delays and cancellations of an antiquated rail system is causing frustration for rail users in Germany. Deutsche Bahn's deficit is euros 2.4 billion and the debt euros 34 billion. It paid 133 million euros just for delays over 60 minutes to customers last year, up by 43%. Germany is not investing in the rail system as it should because of a culture that has spread since the 1990's that investment in public infrastructure and public services is not essential. The CDU party and the FDP have adopted this culture as their own, and the people have not voted this out as the FDP is part of the currrent coalition of the Socialists and the Greens under Scholz and FDP's Lindner controls the Finance Ministry. This is the challenge facing Europe and the US, dismantling a culture step by step that does not believe in investment in public services and infrastructure for far too long allowing it to fall apart when financial markets invest and waste capital in dubious projects. In the US inventing a new golf ball gets 100 million dollars in this dysfunction in financial markets in the EU and US, the list is endless which adds up to tens of billions of dollars.  ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. It is well known that rail has a smaller carbon footprint than automobile travel. The why is Amtrak suffering neglect for so long in the US when it is well funded in Europe, Japan, China and India? It is because of deliberate neglect by many administrations and by the US Congress through lack of funding for new trains, new technological investment, and investing in its infrastructure. President Biden is changing all this with investment of about $66 billion. He used the Acela fast train service for decades from Washington DC to Wilmington. WSJ shows how a new Amtrak is emerging with many new routes, new stations,  and none of the delays that freight railroads imposed on Amtrak for decades. Amtrak is now fighting the freight railroads in court and has the support of the Biden administration.
