After an emergency cabinet meeting and a vote in the Spain's Senate prime minister Rajoy imposed direct rule on Catalonia, dismissing the government of Mr. Puigdemont in Catalonia. He set local elections in Catalonia for Dec. 21. Rajoy was responding to a vote in the Catalan parliament with 70 in favor, 10 against and the rest abstaining, in favor of independence. As the BBC points out Catalonia has 16% of Spain's population and generates 25% of exports, 20% of foreign investment, leading to a feeling among Catalan people that they are sending resources to other parts of Spain. The vote was still far short of the large majority that would show Catalans overwhelmingly support Mr Puigdemont's move for independence. As the reality of the consequences of such a move- when the EU and other parts of Spain have shown little support -begin to be felt it is possible that new elections could bring a result like that in Scotland where the Scottish Nationalist party lost ground to the Conservative party in the recent British parliamentary election. It is significant that the BBC cites a recent poll which shows 41% of Catalans favor independence, 49% opposed. Particularly now that Catalans may have time to consider carefully the difference between redressing a grievance and making a complete break into an uncertain future outside the European Union. Also relevant is that Catalonia enjoys a high degree of autonomy, and that other parts of Spain including Mr. Rajoy's home region of Galicia also suffered under the Franco dictatorship. Even the Basque region has come to terms with the past from the period under Franco and has opted to be part of Spain. ...

This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. Mead on Greenland and DJT at Davos- he says in WSJ that Europe and US have a lot in common. From the way the media handled it it played right into Mette Frederiksen of Denmark's effort to portray the US in a colonial light when the colonial power on record is Denmark which followed the British, the Dutch and the Spanish in setting up colonial empires, but just failed to compete and sold off its colonies one by one to the US or traded it for territory. Denmark has along dispute with Germany on Schlewig-Holstein. Germany's Merz avoided the rhetoric and his foreign minister Wadephul emphasized importance of Greenland for security of Europe and indirectly of the eastern seaboard of the US. Germany and Italy meet Feb 12 and both coungries will work with the US. Britain's Starmer joined the Nordic countries in protest with its own colonial record providing some of the darkest hours for China during the Opium Wars. Farage and Conservatives see Greenland would be best in US control for US and European security. This means much of Europe is still with the US on the Greenland issue though misrepresentations of the US position by Denmark and many Democrats continue because of a certain inveterate opposition to DJT, with no mention of Admiral Robert Peary's discoveries in north of Greenland in the 1890's (for US Navy), and Democrat Harry Truman's offer of $100 million for Greenland in 1947, going back to Secretary of State Seward's effort to add Greenland to the Alaska Purchase in 1867. ...

A fellow Christian of Pope Francis who distributed food and blankets to remote villages in the Andean mountains of Peru driving his white pickup truck is the man chosen to lead the Catholic Church in the third decade of the 21st century. He is Robert Francis of Chicago, an American who first came to an Augustinian mission in Peru near the Ecuador border in 1985. In 1988 he returned to Peru, this time to the Augustinian seminary in Trujillo, Peru, where he taught canon law and was a judge in the regional ecclesiastical court. He spent 13 years in Peru before returning to the US in 1998. He was appointed by Pope Francis of Buenos Aires, Argentina, as apostolic administrator of Chiclayo in 1998, then Bishop in 2023 and Cardinal in 2024. In his speech from the Vatican Pope Leo XIV- Robert Francis- switched to Spanish in the middle of his speech. We now have not one but two popes from different parts of Latin America from the Atlantic coast Buenos Aires to the Andes mountains of Peru, knowing that Mexico, Chile, Argentina and Brazil ar Catholic countries, so is Central America and part of the US that is Irish and Italian, Spanish and French. It includes Spanish colonies in Asia such as the Philippines, and Portuguese settlements in Africa. ...

The Spanish government says it will prevent a referendum from taking place. In a symbolic poll that took place 3 years ago in 2014, only 2.3 million of 5.4 million Catalan eligible voters took part. Sentiment is in favor of self-determination but only among less than half of Catalans, as most Catalans would not come out to vote. The Spanish government says the referendum would be a violation of the constitution.

This wonderful report in the DW.com looks at what may be the defining game of the Nations League Soccer in 2020- the Germany loss to Spain, Spain winning with 6 goals. It shows pictures of moments for each of 6 goals by Spain and detailed descriptions of each. Coach Joachim Low's strategy for his players of sitting deep in his half so as to remove the possibility of inviting space backfired says DW.com. Toni Kroos of Real Madrid team who was one of the few seasoned players on a new team for Germany put together by Low, says that they tried both being more aggressive in the second half after sitting deep in the first half, and both approaches failed. The Spanish team was well coordinated, faster and tougher throughout the game.  At key moments the Germany defenders were nowhere near the Spanish players as they moved the ball one way and quickly the opposite way the next moment. Ferran scored a hat trick with 3 goals and some of his goal kicks were very quick and fast. As it says here Ferran reacted faster than anyone to score. In three consecutive moments Germany was slow to react to the speed of the Spanish players. For most of the game the Spanish players controlled the ball with pinpoint passing in the midst of many of the German players. It was not that Neuer the German goal keeper was not quick enough, he was beaten by the speed and angles, and the movement of the ball from different directions with Spain's rapid passing. For Spain Ramos, Morata, Ferran, Koke and Rodrigo, Olmo, played a critical role with a German team not looking like this since the 1930's, even though coach Joachim Low had put together a new German team. This could be a formative moment for Germany and coach Joachim Low as the German team looks for its form that eluded it completely this time.  ...

It may come as a surprise that even a conservative Republican Senator Lindsay Graham of South Carolina, talked recently on CSPAN television about the US needing immigration in an organized manner to meet the growing shortage of workers in the coming years in the US. This report by Alicia Caldwell in the WSJ looks at the city of Topeka, Kansas, home to University of Kansas in nearby Lawrence, which is trying to attract immigrants who are allowed to work to meet 6600 worker positions that remain unfilled. Mayor Michael Padilla of Topeka is a cross between a liberal Republican and a conservative Democrat as are many immigrants from countries in South America. The Greater Topeka Partnership is looking to attract Spanish speaking people to fill these jobs, because of stagnant population and a lower unemployment rate than the US average. This effort in Spanish language has resulted in 10,000 resumes submitted. Another effort for Uniting with Ukraine has brought 160 Ukrainians to Topeka. These efforts are happening since 2019 and in some cases the city has offered $15000 a person for relocation costs. Citywide the effort is being welcomed including the business community. Topeka, a town of 126,000 is home to 17% Spanish speaking residents. Molly Howey who heads Go Topeka and the Greater Topeka Partnership is shown here, and says Topeka had already had success with its Spanish speaking population when it started welcoming new immigrants.  The rapid recovery of the US after the pandemic and its resilience for growth over the next decade is creating a recognition among Republicans as well as Democrats, among economic planners and business of the need to fill shortages of workers as the US invests trillions of dollars in its economy in coming years in infrastructure, manufacturing and and new technologies. It is an effort that is unprecedented since the post war effort to build a modern economy in the 1950's. ...

Italy and Spain get Germany's chancellor Merkel to agree to direct recapitalization of eurozone banks by the European rescue fund instead of the government having to ask for rescue funds as happened for the $125 billion aid request from Spain. The condition is that a European banking regulator with wide powers to regulate eurozone banks has to be setup first. This means Spain will have to provide the initial funds to recapitalize its banks but can reduce the stress this places on its debt by letting the banks get aid directly from the European rescue fund later this year. This is one of the short term measures needed to restore market confidence. Italy pushed hard for the rescue fund to be allowed to buy Italian or Spanish bonds in the private markets to reduce the high yields on Spanish and Italian government bonds, which reached 7% for 10 year Spanish bonds in June 2012. Merkel agreed to this with fewer strings attached. These are the immediate short term measures which were very important for Spain and Italy. Through marathon 14 hour discussions described by Monti as "hard and tense," the Italian and Spanish governments stood firm on these short term measures, and at one point indicated their willingness to let the talks collapse if Germany did not agree. France's president Hollande stood by Italy and Spain in the negotiations. Other long term fixes such as a European authority for country fiscal policy review and a detailed road map were left for future meetings in October 2012....

Le Monde asks what is the role of religion in the founding of the US from the time of Mayflower Compact 1620 by Calvinist preachers? Two books published after the failure of the Spanish Armada naval invasion of Britain under Queen Elizabeth in 1588 set the stage for an alternative colonization of America and Britain's effort to contest the Americas against the Catholic monarchs of Spain. Agnes Delahaye, Prof of American Civilization at Lumiere University Lyon 2, in France, describes this in an interview in Le Monde. Her book is Adventurers, Puritans, Pilgrims, Amerca's Founding Myths. The first book in 1583 that set the stage for English exploration in the Americas is- A Short Account of the Destruction of the Indies by a Dominican missionary, Bartolome de las Casas, and says the Spanish solders tarnished and ruined their Christian duty. The second in 1584 was Discourse of Western Planting by Richard Hakluyt showed Queen Elizabeth with the true religious conviction and practice against the Spanish "black legend," of conquest, and unChristian treatment of native Americans. The Pilgrim Fathers and the migration on the Mayflower and other British ships came through this movement. The settlers around 1600 came from small Calvinist congregations under Brewster and Robinson. Mayflower Compact was the constitutional document in 1620 setting forth their aims. ...

In the 1990's one could go to Madrid and freely walk out of the Puerta de Atocha main train station there with little traffic. Over the years after the financial crisis Madrid and Spain suffered. Under PM Pedro it has recovered. Yet it is not the same with international tourism from China, India, US having made visits crowded and less friendly. There is the garbage can index for tourism that tells you something is wrong when garbage cans are overflowing- it happened as tourism jumped to France in the last 2 decades- with garbage overflowing outside Notre Dame before renovation. (After 1993 Japan removed all garbage cans from streets.) About 100 million tourist visited France in 2024 and 80 million to Spain. It brings $100 billion in tourism receipts to Spain and about $80 billion each for France and UK, so that it is a key source of revenue for countries. How to make trips that avoid the rush - careful planning for season and month, finding the right places depending on one's interests nature, history, science, or other, and avoiding tours as there are plenty of resources to do it on one's own, finding right places to stay and visit, using local transport, tram and speed trains in Europe, giving enough time for each place, talking to locals and taking a lesson on Rocket languages online which uses locals and practices word pronunciation so you sound like a local. ...

Luis Enrique has given PSG a new mentality compared to star centric days when Mbappe, Neymar, Messi played at PSG when team play was secondary.  Luis Enrique says about the game that he"decided a long time ago to stay calm and try to enjoy it because you need luck to win on penalties. I think we were great in terms of the quality of our kicks and also the goalkeeper. It’s amazing [to retain the Champions League]. Maybe today both teams deserved to win, but the way we played the whole season, I think we deserve it. We’ll try to do it again next year. Why not? The match started in the best way for them, scoring after a lucky action.
