The DW.com's Christoph Strack says its a good sign that chancellor Merkel of Germany is opening up and showing emotions. She was decisive in the way she presented herself and what she has learned in the past 12 months since the refugee crisis erupted in summer 2015. She expressed her sense that she had "an absolutely sure feeling" that Germany will emerge out of all this better "than when we went into it." The remarks at Konrad-Adenauer-Haus for thirteen minutes were unusual and open in sharing how she felt. She said she is "fully committed" to making sure that the situation of 2015 never happens again. Don't count Merkel out, says Strack, she is down but not out, because she is going through the weaknesses in her policy, weakness in communication, and reflecting on her mistakes. And she has shown defiance and resolve, as she prepares for 2017, and its for everything she believes in.

The Economist says working age young people arriving as migrants from war torn areas such as Syria should be welcome in the EU, because the EU's society is aging. As the labor force declines in the EU, it will need younger workers to make up for the declining labor force and the large number of pensioners to be supported. Fears of terrorism could be overcome by having a strong screening process, and cultural assimilation can be speeded up by providing free language education and access to the university system, as in Germany. This would turn the Syrian refugee crisis into a plus for countries such as Germany, which have a large program for newcomers. The war in Syria is so deep and widespread, and emigrants have made a long and perilous journey, making asylum a credible reason.

Syrian refugees number 1 million in Germany and Austria. In Turkey 3.5 million, in Lebanon 800,000, Jordan 600,000. 6-7 million Syrian refugees all over the world. The figures are large for displaced people and refugees worldwide. About 60 million displaced, over 30 million refugees and about 6 million asylum seekers. (UNHCR figures). Some are in transit as one report in The Times shows 800,000 entered Greece in 2015. It was at the time of the financial crisis in Greece and other countries, putting a great strain on resources. Even as illegal migration is criticized in many European countries, the fact that Europeans have given refuge to so many at risk of strain in their social systems is also something the says a lot about the goodwill and resilience in European societies after two world wars. A similar show of sentiment is appropriate from these countries in the Middle East and Africa, from the diaspora, and needs to be translated into action by looking at better models of managing the economies and government of these nations so that mistakes of the past are not repeated and there is a place for all. ...

A meeting of European leaders from Germany, France, Spain, and Italy with African leaders from Libya, Chad and Niger, comes up with priority steps to take for reducing migration from African countries to Europe. Steps include aid to countries with high flow of migrants. The EU gave $10 million to Niger to fight illegal immigration. The French president Macron suggested setting up hotspots from where migrants could apply for legal migration. Chancellor Merkel cautioned that this applied only to humanitarian refugees and not to economic refugees. The presidents of Chad and Niger point out that the cause is poverty, and smugglers need to be diverted to other occupations such as commerce or farming. During 2017 to August 125,000 migrants have come across the Mediterranean on boats. Smugglers put people on small boats leading to many deaths and rescue efforts.

Germany and the European Union are improving their defenses as the conflict drags on. The US position DJT has articulated is to bring an end to the war to end the daily loss of lives on both sides. Looking back was it worth loss of hundreds of thousands of lives on both sides and the damage to the economy, to housing from bombing, and the millions of refugees many older people, just for the Association Agreement with the European Union in 2013-2014. This has been completely mismanaged by all sides, the EU officials responsible, the governments in Europe including Russia and Germany, and Ukraine's political parties and their appeal to the people, and by the administration of Obama in the US. DJT and administration officials have long made it clear that they don't want this war, the war in Ukraine. A conflict that has been going on in some form or other between parts of Ukraine in the west and Russian influenced regions in the east as governments changed before and after protests in Kviv in 2013 over an agreement on association with the European Union long before the current war; some favorable to Putin and some not like the current government. So it is surprising that Medvedev would make remarks about DJT and the US to draw a confrontation between the two powers US and Russia in this way in X, remarks DJT calls "inflammatory."  Especially when the US is trying its best to negotiate and end to the war by pressuring both sides. It's defending of Ukraine only to stop the missile attacks on it's cities to give peaceful resolution a chance, not to aggravate the conflict.   ...

Pop and Troinanovski look at the tough negotiations ahead for Brexit and describe Theresa May as a experienced negotiator. Belgian Interior Minister Jambon says she has "a lot of policy knowledge" and moved in the direction of European cooperation. Germany Interior Minister Hans-Peter Friedrich says May has a very clear idea of her objective, uses clear language, and is consistent. Yet much depends on other factors including elections in Germany and France in 2017. For France and Hollande the issue becomes particularly filled with implications with the need not to give the far right and Marie Le Pen any advantage by making concessions in the negotiations. German chancellor Merkel is also very clear from her perspective on migration and free movement in the European Union, a point on which she was tested by other Eastern European countries during the refugee crisis. Merkel made this clear that it was Britain's choice of direction in future relations- "Whoever wants free access to the European single market must in return accept all of the basic freedoms, including the free movement of people." Because of domestic politics in Germany and France and in the rest of the European Union, these negotiations could drag on for a very long time. The only positive sign for both sides is that May is known as a responsible politician after 6 years as Britain's Home Secretary, holding one of the top positions in the cabinet. As Merkel's popularity has recovered with about 55% popular support and the decline in the support for the AfD in recent poll cited by DW.com, Merkel may be prepared for a long negotiation to keep the original idea and spirit of the founders of the European Union alive and strong. ...

Alexander Van Der Bellen, a pro Europe independent candidate supported by the Green Party wins Austria's presidential election with 53.3% of the vote. The anti immigrant Freedom Party candidate Norbert Hofer wins 46% of the vote. Van Der Bellen is for an open Europe and is pro Europe. The election is seen in Germany as "lifting a great burden off of our shoulders," in the words of Sigmar Gabriel. This is important for the future of Europe as France, Netherlands and Germany face major elections in 2017.

In new developments German chancellor Scholz visits London and European Union president Von der Leyen visits Bucha and Kviv in Ukraine. Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. Leyen writes " It was important to start my visit in Bucha. Because in Bucha our humanity was shattered." ...

The National Front of Marie Le Pen sees immigration as "a mortal threat to France" and won about 25% of the vote in France in the 2014 European parliament elections, a first for a anti-immigrant party in Europe. It did very well in rural areas and small towns of northwest France and southern France. The debate on immigration is now dominating headlines in Europe, including Denmark, Norway, Germany, France, Rumania, Hungary, and other countries. The Syrian refugee crisis has exacerbated the situation.

Stanley-Becker of the Washington Post looks at the story of Horst Kasner, Lutheran pastor in East Germany, Angela Merkel's father. In 1954 when Angela was born, her father moved the family to East Germany, then called the German Democratic Republic. The family settled in 1957 near the town of Templin in the Brandenburg countryside. He had an idealism based on the Lutheran faith and believed at the time that it was possible to build a East German Protestanism that reconciled with the professed socialist ideals of the GDR. Over three decades that faith was tested and by 1990 Kasner was known for his dissent to the state repression practiced by the GDR limiting free expression and religious beliefs. He worried about the domination of economic thinking even in the churches after the reunification.   Angela Merkel was close to her mother, Herlind Kasner, who joined the Social Democrats after reunification. Her brother joined the Greens. Merkel joined the movement called the Democratic Awakening in 1989, which merged with the Christian Democrats after reunification. Horst Kasner died in 2011 about 6 years after Merkel became chancellor. Speaking at a church in Templin in 2014, Merkel said what she believes- "God created every human being. We should strive for perfection. But we can make mistakes." To some Merkel remains inscrutable, hard to make out. This may be because she retains some of the thoughtful way her father meditated on what life was about and how best to live it.  ...

The German government has taken notice of hate speech on social media and social bots. The Justice Ministry convened a task force on hate speech on internet. Justice Minister Heiko Maas promised legal action against social media like facebook and twitter if it violated laws of libel and inciting to violence. Chancellor Merkel is bringing in a data science expert Professor Simon Hegelich of the Technical University of Berlin for consultations in Dec. 2016. Only AfD of the main parties, with its anti-immigration stance, has not come out in favor of not using social bots or paid trolls in the 2017 elections. Hegelich in talk with DW.com says it is hard to legislate on this because the whole phenomenon has not been fully understood. Article 5 of the Constitution provides for free speech. Hegelich also says the state of technology moves faster than legislation, and being international sites like facebook, twitter and others pose additional issues. He does not say laws cannot be helpful but that its not clear how best to do this. Thomas Jarzombek is a CDU member of parliament and digital media expert. He says social bots are more likely controlled by foreign countries, and fake news sites are more of a domestic problem. Making this worse is the incentive for unemployed journalists to do blogging of the crude and aggressive type to make more money. Jarzombek sees the need for the press to do more in its role for the democratic process to function properly, by functioning in the role of "enlightenment" and "awareness."  Jenna Behrends, a law student and CDU local politician for Berlin-Mitte, says it is necessary for good bots to be used to fight bad bots, in an article in Der Spiegel. Major mainstream media would then have to launch social bots themselves to fulfill their role of providing the public with correct and fair information free of excessive bias and distortion of the bad bots. One example of this is shown explicitly here of German chancellor Merkel's picture with the words " Guilty of betraying the people," with links to "Drain the swamp," and "Brexit." A more complex question is one of how to let people vent out frustration about the mainstream media itself being biased in favor of the established views and not doing enough or giving enough space to reflect alternative views, so that these can be debated without inflammatory language and deliberate distortion. A whole range of tools and modifications of behaviour may be necessary ahead of next years elections in France and Germany, now that the phenomenon is better understood following a vote in the Anglo-Saxon countries.   ...

Most of the reporting on Ukraine follows the war. Questions are asked how will this conflict end? This report in Der Spiegel is one of the rare reports that looks at the Ukrainian economy with images and reporting from the ground that answer that question. If the Ukrainian economy is surviving in 2023 then Ukraine will continue long after a peace settlement is reached. It shows for instance that supermarket shelves are well stocked. It shows energy from half a million generators keeps the lights on and companies working in Ukraine. The steel industry is mostly destroyed yet the software industry continues to grow. Unemployment is 30% even after hundreds of thousands of younger Ukrainians are at the war front. Of about $62 billion promised by US and European countries about $31 billion has actually been transferred to Ukraine. The IMF has created an exception for aid to Ukraine with offices in Kviv and Brussels. All defense needs are covered from the Ukraine budget. Before the invasion in Feb 2021 defense took up 9% of the budget, now it takes up 42% of the budget. Another 16% for public security. For social benefits 16%, and another 26% for other expenditures. By having an economy that is functioning and life even in light from generators and solar energy, with supermarkets well stocked and providing office space for workers, with aid mechanisms working. Ukraine has already emerged as part of Europe, tried, tested and come through adversity of the worst sort. It is supposed to join the European Union, yet Der Spiegel says it is already tightly integrated into the EU. Its power grid was integrated with the EU power grid before the war, and nuclear power was sent to the EU from Ukraine before Russian attacks on the nuclear plant. Then transmission lines brought energy to Ukraine from the EU. The EU takes in 80% of Ukraine agricultural exports compared to 20% before the war. Even at the risk of lower prices and hurting farmers in Poland, the Polish government has allowed large imports of agricultural products into Poland. The close links with countries of the EU that share a border with Russia have increased. The problems now are that Ukraine after this war will have severe shortage of manpower. Already with the fall of the Soviet Union Ukraine lost about 8 million people and population was 44 million before the war. About 8 million people moved to Ukraine in the one year following Russian invasion. Of this 1.5 million stayed in Poland, the rest went on to other countries in the EU or returned. The countries such as Germany, Finland, Czech Republic have labor shortages of their own and encourage refugees to stay. Rebuilding is estimated to cost $131 billion. Yet as is evident in Poland after most of the damage from the second world war in Poland it was rebuilt using modern technology. Ukraine survives, its life goes on, is the message from Der Spiegel. In this way the war's outcome is already evident. Much of it comes from the European Union having sensed that attacks made with impunity would endanger all of the European countries when made by any dominant power. This is also what Cambridge historian Brendan Simms has shown about European history for the past 500 years in History of Europe- The struggle for Supremacy 1452 to the present. No one country says Simms was able to act with impunity and pose athreat to its neighbors as all other countries in Europe rallied to prevent this. This war is no exception.   ...

Tempelhof airport is chosen as place for additional housing space for thousands of refugees arriving in Berlin in 2015. Berlin is expecting 40,000 refugees under the quota system. Housing space is hard to find to accomodate refugees arriving in large numbers in September 2015. The airfield has been preserved by conservationists as a place for children to play frisbee and as outdoor park space. Now the hangars at Tempelhof can be used to create housing space as winter approaches and tents become inadequate. During the Berlin Airlift 200,000 flights by the air force of U.S., Britain, Canada, Australia, South Africa, participated in sending food and medical supplies to the people of Berlin when the Soviets blockaded Berlin on April 1, 1948 till May 12, 1949. It was lifted when it was clear as much in supplies were delivered by air as before the blockade. As this time Germany takes on a similiar humanitarian challenge the memories of that period provide inspiration for the effort.

Hubbard and Erdbrink report on U.S. president Trump's visit to Saudi Arabia to begin a new chapter in relations with the Gulf nations and the Saudis. Under president Obama the U.S. distanced itself from the Saudis and the Gulf nations, preferring to pursue a policy of closer relations with Iran and signing the Iran nuclear deal. This included a policy of staying out of Syria to the point of turning down a decision to deploy U.S. airpower to maintain no-fly zones to protect refugees. Syrian government forces fighting rebels were supported by Iran. The new policy is dictated by the new conditions in the Middle East. The U.S. has sought since the presidency of Reagan to balance the power relations in the region. With the nuclear deal signed and Iran respecting the deal according to independent reports, the U.S. allied with Iran in the battle against Islamic State in Iraq,  a shift was needed to balance the support provided to Iran by Russia which worsened the refugee crisis in Syria. The Republican party and Mr. Trump were critical of the Obama Iran policy during the nuclear deal negotiations. The safety of Israel is also a factor as non-state actors were supported by Iran threatening Israeli security. For these reasons the shift is an effort to rebalance the relations in the region. The arms deal in its size and president Trump's statement that Iran had "fueled the fires of sectarian conflict and terror," can be seen as this rebalancing. A business aspect of the large arms deal is that it will promote job growth in the defense industry in the U.S.. Other countries including Germany have seen growth in their defense industry. This is not the best way forward for the Middle East, yet it is a way the U.S. and nations in the region are adjusting to realities- the collapse of the Arab Spring from within and without the help from outside, the sectarian conflict arising from the Shiite pushback from Iran following the Baathist and Sunni control of Iraq which collapsed with the U.S.invasion, where the majority of people are Shiite yet with a strong Sunni presence. Elections brought Shiites in power, leading to a Sunni response in the form of Islami State caliphate move into Mosul, Iraq's second largest city after Baghdad. A decade of conflict and the efforts by the Bush administration ended in failure and sectarian conflict, resulting in the U.S. policy of rebalancing in favor of Iran to negotiate the nuclear deal. In this sense the arms deal does not solve anything. A similar rebalancing under Reagan by arming one side, followed by arming the other, led to involvement with ground forces under president Bush. It only leaves the region poor after years of sanctions against Iran to the point where a NYT reporter was not sure whether it was safe to fly from Tehran to Mashad with Iran Air because of the lack of spare parts for the airline. War torn, with millions of refugees in Syria and Iraq, the region remains broken in many ways, waiting for a sensible non sectarian view to prevail in the interest of the people in the region. The election of Rouhani in Iran by 57% of the vote is only a sign that young people in the region given a chance would opt for a different course in future. The rest of Asia has moved forward and shows a path that can be followed. ...

The Soviet threat actually receded after 1964 when Brezhnev became head of Soviet Union till 1982. During that period in the 1960's till today the face of NATO as today was from a series of heads of governments of Dutch Stikker in mid 1960's or other small European states such as Norway Stoltenberg and Rutte Netherlands again in 2025. It could be said that none of these leaders  of small EU countries represented US interests- or even European interests- a point the DJT administration is trying to make. First NATO head UK's Hastings Ismay's NATO for "keeping the Russians out, the Americans in and the Germans down" is more British Imperial policy of 1904 -1940's as the Indian Viceroy's Assistant, not US policy or in America's or even Europe's interest in 2025. It hurt the US in Venezuela as Russia propped up a regime which led to millions of refugees entering the US illegally. And it hurt Europe as Russia propped up the Syrian regime with millions of refugees entering Germany and destabilizing its political structure. Going back if a new defense institution was set up to replace NATO by the Europeans in 1970's this would have been the right step which would have not led to Russia propping up regimes in the Americas or the Middle East. A goal that is being discussed with Russia by the DJT administration to refocus American efforts in a new direction and pause not just the Ukraine war but also put the US  and Russia in a new direction with the new competition from 3 billion people in China and India changing everything we know about the world. ...

The inflation worse than Germany in the Great Depression, and the collapse of the economy made worse by US sanctions of Democratic and Republican administrations on Venezuela's Maduro regime has led to the largest migration in the history of Latin America. About 7 million refugees leaving a country of about 28 million people or a fourth of the population in a large oil producing country. Socialist Policies of Bolivarist military leaders promoting populism such as oil at pennies a gallon led to the collapse spiralling inflation, and as relations worsened with the US and its oil sector was neglected. US sanctions played a part by 2012. Yet the economy worsened with further deterioration and stronger sanctions under the Trump administration by 2017.  The situation is such that even the US and both parties had never anticipated this, and not the middle and educated, or the working classes in Venezuela. Such a massive failure has never happened in Latin America in its whole history in the twentieth century. Considering the scale of this disaster, actions of all parties in Venezuela, and the political parties in the US have at every step exacerbated the situation. Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...
