After the first round of elections Mauricio Macri threw his support to Milei. Macri was president from 2015 to 2019 when pro-market reforms led to unrestrained borrowing from overseas investors. It failed leading to high inflation and turning to the IMF for loan of $57 billion. Any time there is a drought or agriculture in Pampas fails reserves dry up as in 2016 and again recently. Macri was ousted in the next election and replaced by Peronist Fernandez. The problems persist with a return to Macri and Milei who was just elected president turning to dollarization when the country lacks the $9 billion needed to convert pesos to US dollars. Argentina has net reserves of $20 billion, borrowing from China of $17 billion and net reserves of  negative $10 billion.

Sternberg points out that China's banking system lacks the experience in consumer credit and consumer finance products that would provide the impetus to a surge in consumer spending in China for imported products from the US or Europe. Outstanding consumer credit in China is only 13% of GDP, according to a 2009 study by McKinsey and Company, compared to 48% in Malaysia and 70% in S. Korea. China has lost a decade or more he says in allowing foreign banks to develop a consumer-finance market, and Chinese banks have little compettitive pressure to serve lower income consumer borowers. The Dutch PPF Group was allowed into this field for the first time in November 2010 to introduce in-store financing for durable goods purchases, something available to consumers in Brazil and other developing countries for many years. Large banks have an entrenched mindset to lend to businesses, and especially to state owned enterprises which have the collateral and government guarantees and support to obtain this lending. Risk averse banks in a financial system that lacks the kind of credit ratings system for consumers that the US and Europe have, prefer to lend to make loans to state owned enterprises where the government guarantees the loans. Interest rates on deposits are low and the government deliberately allows a wide spread for the banks so that they can ensure enough earnings to pay for non-performung bad loans, both from the last decade and from the binge in stimulus lending in 2009-2010. This reduces consumption by reducing the earnings on savings for consumers and households. These problems can only be solved gradually if the government and leadership want to change course, but this oddly enough is not happening. Other problems are that China's export factories are part of a global supply chain in which other countries do the product development, logistics, marketing, and retailing. Chinese firms lack the experience in these areas to shift to domestic consumers. As a result, says Sternberg, to lose a foreign customer can mean going out of business. Without government leadership and new direction through large scale re-allocation of capital and labor to the small scale businesses that serve consumers in the domestic market, all the talk of rebalancing will be just that, talk only and no real rebalancing....

The former president's claims on crime up when it is actually down by 15% according to FBI. On inflation and cost of living the inflation peaked at 9% is now down to 3% in 2023 with cost of living actions by Biden and Powell. The former president's solution to "Drill, baby drill," would only affect gas prices a bit, and do nothing for the principal causes of inflation in housing, in rental of apartments, in prices of automobiles and auto repairs, and in cost of drugs, student loans. Only a concerted action on all fronts as Biden and Powell have done would work, along with large investments in American manufacturing and jobs, which can only be done if no tax cuts are made for the wealthy not in the Republican platform. This means the hundreds of thousands of job creation each month happening now will stall and inflation from supply chains in China will be harder to control especially with a 60% Trump proposed tariff on Chinese imports. ...

Chief of TechMet a company in mineral resource development says that it will take years to dislodge China's dominance in rare metals mining and development for metals critical to technologies in car batteries, wind turbines, cellphones. This includes nickel and cobalt for car batteries.Last week president Trump signed an executive order declaring a national emergency and authorizing use of the Defense Production Act to speed development of mines. The U.S. imports 80% of its rare earth elements from China, with further supply coming indirectly from the country. For 14 of 35 critical types of minerals the U.S. has no domestic production. Gallium for light emitting diodes in cell phones is one of these metals. Half of Barite a metal used in hydraulic fracturing for shale oil is imported from China. To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

Chinese leaders including Xi Jinping have frowned on the accumulation of wealth and the IPO pay day, says this report in the WSJ. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a world where supply chains are being redone, and following the pandemic, there are questions about how businesses that were created in the period before the pandemic should operate in a different environment. ...

Intel CEO Andy Grove in the 1990's wrote about his experience with the Japanese competitors in semiconductors, about the unlimited access to funds from the government, mysterious workings of Japanese capital markets that provided endless low cost capital to export oriented companies. These subsidies enabled Japanese companies to underprice Intel as he wrote in his 1996 book "Only the Paranoid Survive," and revealed an internal Japanese sales memo. It said: "Win with the 10% rule ... Find AMD and Intel sockets... Quote 10% below their price...if they requote, go 10% AGAIN... Don't quit till you WIN."  Peter Coy of NYT interviews Pat Gelsinger, CEO of Intel Corporation, on the effort with the help of the Biden administration to regain leadership in chip manufacturing technology. Biden, Gelsinger and American companies with such experience have no illusions about the competition. Intel plans to do this with $100 billion investment over 5 years in manufacturing and research and design of advanced chips, with projects in Arizona, New Mexico, Oregon and Ohio. Zhou Xiaochuan, is head of the People's Bank of China since 2002. For a long time Zhou has tried to convince party leaders in China to make financial sector changes. The new leadership of Jinping-Li Keqiang has now adopted most of the road map and priorities drawn up by Xiaochuan. The first is bank deposit insurance, which would especially protect small depositors and provide a basis for new private banks to compete with large state owned banks, creating competition in the financial sector. By supporting creation of privately owned banks impetus could be given to loans to the private sector to rebalance the economy away from state owned banks and state owned enterprises. This is a key goal in the road map drawn up by the think tank Development Research Center (DRC) which has the backing of premier Li Keqiang. Competition from new private banks would let banks compete to offer higher rates to depositors, another goal. In a September article for the Communist Party Seeking Truth magazine, Zhou pointed out the pressing need for " supporting private capital to set up private banks and guide them to position themselves in serving small and micro companies." These new companies especially in tech and information technology fields can be the new drivers for growth in the future as the burst of infrastructure building generated growth slows down. The one area Zhou faces resistance is his idea of opening up China to foreign capital inflows and outflows. Here critics,including younger economists, say this protected China in the Asian financial markets crisis of 1997, and would protect China in the event it faces outflows of the type that are happening in India in 2013 after the U.S. Fed's plan to withdraw from its quantitative easing. Xiaochuan sees the flow of foreign capital as another way for capital to flow to new private companies and balance away from the state owned enterprises, and for China's savers to be able to obtain more attractive returns. Zhou says his plan would include the option for China to reintroduce capial controls in a crisis. As China's debt to GDP ratio is set on a trajectory to approach the levels reached in Japan before its banking crisis there is greater awareness from party leaders about the need for prudence. Xiaochuan has worked with party leader Jinping's key economic advisor Liu He for years, and has the support of He and Jinping for introducing deposit insurance as a top priority. President Jinping and Premier Li Keqiang see the need for Xiaochuan's experience and foresight "as a talent who can be counted on," as the sense of importance of changing the economic structure has deepened in 2013. Mandatory retirement for Xiaochuan at 65 was set aside to give him a third five year term, and his road map long ignored by former premier Wen Biao, is now at the top of China's agenda. ...

The auto sector has an outsized effect on economic growth that is not easily grasped. The IMF sees a fifth of slowdown in growth of global gross domestic product and a third of world trade coming just from low demand for autos. The auto sector feeds into demand for steel, aluminium, copper, plastic and electronics, so it feeds into other sectors. Aging populations, stagnant incomes, ride sharing, and economic headwinds on trade for China, slower demand with lower economic activity in India from bad loans and low credit in the finance sector, all have cut into growth. Tariffs from president Trump and tit for tat tariffs increase costs and cut into profits. In Europe there is added factor of mandated drop in carbon dioxide emissions by 20% by 2021. The new technology will increase costs of autos by 800 to 5000 euros and add 5-11% to the selling price, reducing sales by about 5%.  A fast growing market is India but companies such as Ford and GM have moved out as it slows down. Higher emissions standards in India for 2020 are likely to increase prices in a very price sensitive market. Lower availability of credit in China and India have led to drop in sales of about 15% in both major markets for autos since mid 2018.   ...

Ashwani Lohani, head of the Railway Board for Indian Railways says the bullet train is creating a paradigm shift in how people travel in India. That the distance from the city where Mahatma Gandhi had his Ashram to Mumbai is covered in less time than it takes to travel by air is a huge shift for India. Some media reports have incorrectly stated that the money used for the bullet train could have been used for improvements to the railway system. Lohani says it is important that people understand that the money for the bullet train is coming from Japan and would not be available if the bullet train was not built. It is also at interest rates of 0.1% and a moratorium period of 15 years making the loans almost free. The advantage of the project is also that it has a demonstrative effect showing that a lot can be done in bringing Indian Railways into the pattern of rapid rail travel prevalent in Europe and now in China. China has shown the way by developing its rail system and also developing the technology for bullet trains using Kawasaki technology from Japan and building on this. It is imperative that India do this and modernize its own system. This is an aspect of infrastructure also that has a massive impact on people's lives. When trains can travel at bullet speed between city centres in India it also creates a new energy for bringing the rest of the system to higher technology standards.     ...

What is liquidity, Roche the author of "New Monetarism", asks. And points to all the credit that was created and moved off the bank's balance sheets and onto the balance sheets of nonbank financial intermediaries. This changed the very nature of credit as in this manner a theoretically infinite amount of credit could be created. Credit that is not supported by real money, because as credit soars real money remains the same or grows slightly. The whole traditional notion of liquidity had changed. What is suggested is that central banks can do litttle about it because whats on the balance sheets of the financial intermediaries is not going to go away and Citigroup in fact put that back on its balance sheet after Vikram Pandit took over at Citigroup. And this means that banks will be lending much less from now on and setting aside money for the bad loans as well as for any new loans they make shrinking the pool of available money to lend significantly in 2008 and beyond. Significantly China is mentioned as the next place to watch as the bubble that might pop with bad effects for the global economy. The exchange rate in China keeps Chinese goods from costing more and the US consumer bubble kept soaking up imports from China both of which will now go in reverse. And the Chinese stock market bubble is also something to watch that might pop....

This is not just offering something to every group, it is rebuilding the middle class when seen in the larger context of rebuilding America's industrial base and taking  it to new heights after losing it to China under Bush-Obama 2000-2016. Under MAGA Trump inequality is tackled just differently from the way Democrats tackled it under Biden. The tax break for auto loans, interest on auto loans is deductible for taxes, is part of the new Tax Bill to appeal to auto workers. It is only applicable to US made cars and this promotes US made cars over foreign factory made cars such as the Germans and Koreans and some Japanese auto makers did before 2025. Reagan scrapped this tax break, it is back under Trump as the Republican base now includes auto workers and the now back to growth mode middle class. The deduction in local and state taxes increases to 30,000 to benefit small business owners. There is also the tax on tips which is removed. Retired people get an added $4000 deduction and not elimination of taxes on social security benefits entirely because of the Bryd rule that prevents changes to retirement with a simple majority vote not the 60 votes in the Senate.  ...

Chinese companies are building railways, power projects, airports and other infrastructure in East Africa. This report looks at work in Uganda building infrastructure projects and exploring for oil near Lake Albert. Chinese state owned banks provide access to financing for projects and other infrastructure companies build projects using about 60% of labour from China, on low interest rates but with payment over shorter periods than with World Bank projects. The U.S. lags far behind in investing in African infrastructure which badly needs modernization. 

The drawback of debt load is being balanced by exploring for oil in Uganda and keeping the debt load manageable. CNOOC is exploring for oil near Lake Albert. Uganda received $1.4 billion from 200 to 2014, in 2015 another $1.9 billion for 2 dams, and now $2.2 billion loan for new railways.

WHite children born in 1992 fared worse in income levels than white children born in 1978. The reverse is true for black children- the income gap narrowing for black children born after 1992 and widening for white children born after 1992. In this unusual twist lies some of the angst about social divisions in America in 2024 where income mobility is a major issue. The Biden administration has achieved a lot with bipartisan legislation such as the Inflation Reduction Act, cancelling student loan debt or reducing it, creating 16 million jobs, bringing supply chain disruption inflation down from 9% to 3%, and yet more action is needed. Inflation in housing that for 25% of apartment renters takes 50% of household income is a challenge. Biden proposed a 5% cap on rent raises, Harris proposed capping rent payment at 30% of household income and  government aid for amounts above 30%. By contrast Trump program promises little to help with housing costs, and economic policy is limited to tax cuts heavily skewed to wealthier households. ...

The benchmark price of U.S. crude oil dropped to $31.41 a barrel on January 11, 2016, as oil prices continued to drop sharply following a slowdown in China, appreciation in the U.S. dollar and no cuts in production from Saudi Arabia. Analysts expect a crisis for energy producers that is deeper than ones in 1986, and five plunges in oil price all the way back to 1970. With the oil prices at $30 and expected to drop below $30, the companies that took on a lot of debt have no choice but to keep up production. In the process many may find themselves in bankruptcy. Private equity with capital of $100 billion is likely to come in at this point to buy cheap assets without the debt, say analysts. U.S. banks energy portfolios are small, with Wells Fargo energy exposure only 2% for oil and gas loans in the third quarter of 2015, or about $17 billion. Loans that are rated "sub-standard. doubtful or loss," are projected at 15% of loans to energy producers, about $34.2 billion, in a biannaual review by banking regulators. The unusual aspect of this energy price slump is that production is not declining with falling prices- oil production in the U.S. was estimated by the government at 9.2 million barrels a day in Jan 2016- 1% higher than at the beginning of 2015 when prices were over $40 a barrel....

Russian economy is faltering under the strain of the global financial crisis. The stock market is plunging, with the RTS Index down 19% on October 6, 2008, and the market down 60% since the high in May, 2008. Construction spending is winding down. Th economy growth rate was 8.1% in 2007 but its slipping. If oil prices hit $50 and they were already at $78 on October 10, 2008, then says Anders Aslund at the Peterson Institute for International Economics in Washington, there will be a sharp decline in the growth rate. Moscow analysts say the growth rate could drop to 4%. For Americans Russia may seem remote excpt for investors. But in a global economy there are connections to emerging markets and Russia is one big emerging market, next to China, India and Brazil. When General Motors shares dropped 31% and Ford's 22% on one day on October 9, 2008, the news that spooked the markets was ofcourse a credit watch and questions about liquidity from Standard and Poors rating agency, but alsoimportant was that the one bright spot for GM and Ford in Europe and in Russia in particular was disappearing as GM sales declined in Europe and in Russia. In the prior 12 months GM had seen sales jump by 40% in Russia giving it 10% of a car market that passed Germany recently as the largest car market in Europe. Couple of important things about Russia. Russians today are big spenders, savings are small and Russians do not trust their banks so bank deposits are very low. Household deposits are equivalent of 17% of GDP, compared with 45% in the USA. Only 4% of Russians trust commercial banks according to a poll by National Financial Research Agency in Moscow. So Russia depends on the outside world for much odf the cash flowing through its financial system. Foreigners purchased two thirds of the $170 billion in bonds isued by Russian companies and foreign banks put up half of the accumulated $900 billion in bank loans including almost all longterm debt estimates Moscow investment bank Troika Dialog. With global credit markets in a lockdown mode Russia is simply running short of cash. The government has $560 billion in foreign exchange reserves from years of high oil prices plus $160 billion in two sovereign wealth funds with most of this money in fixed income securities abroad as a rainy day cushion should oil prices tumble. On October 7 the governmet announced $36 billion in emergency loans to Russian banks following earlier pledges in September of $150 billion in loans and relief for Russian companies in danger of defaulting on international debts. One danger here is that about 55% of outstanding corporate loan are of maturity less than 1 year. One of Russia's largest developers Mirax Group is putting 50 projects on hold as bank financing for developers has almost ceased. On the other hand Russia's financial sector is relatively small and the credit crisis cannot hurt Russia as much as it will USA ad Europe. Bank loans account for 10% of corporate finance and the bond market is only a decade old, so about half of all capital investment by companies comes from retained earnings. And Russia has huge needs for investments in infrastructure after years of underinvestment, a stable political structure, an educated workforce, and an economy that is just getting started. As Secretary Paulson answered questions after the G7 meeting October 10, this was another point on the minds of the secretary and questoners, the hope that emerging markets like Russia, India, and China would continue to grow though slower than before, even as the US and Europe slipped into a long recession, and provide a little cushion to the global economy....

This report shows an alarming trend in China which is fueling a real estate bubble similar to the one that Japan, and more recently the U.S., experienced. State owned companies are actively speculating in real estate, and are buying real estate from local governments eager to profit from the real estate boom. Local governments obtain land and build infrastructure on it to raise the price that they can get for it in an auction. In many cases one state owned company outbids another state owned company from different sectors such as oil, chemical, military, telecom and highway. Land records reveal that 82% of land auctions in Beijing in 2010 were won by state-owned companies up from 59% in 2008. The National Bureau of Economic Research in Cambridge, Massachusetts, has estimated that land prices leaped by 750% from 2003, with half of this happening in 2008-2010. In many cities housing prices have doubled in the last 2 years. The National Bureau estimates that on average these state owned companies paid 27% more for the same piece of land than other bidders. China's $586 billion stimulus and its aggressive lending program by state owned banks may have helped in other ways after the 2008 economic crisis, but in this area it has fueled a real estate speculation boom, with the local government and state owned companies being the key participants in this speculation. Local governments earned an estimated $230 billion in land auctions in 2009. The demolition of older neighborhoods and poorly compensating residents are all part of the effort by local governments to profit from this speculative boom. The implications for the banks are serious. Local governments use other companies created for the purpose to engage in this investment in land. And off-balance sheet accounts create the danger that China's state owned banks may have enormous amounts of debt that is not showing up in the regular accounting. Analysts say that the $1.4 trillion in loans made by state banks in 2009 was twice that in 2008, and a large portion of this was diverted into real estate speculation with records set in land bids and booming prices. All this is happening as China's Ginni coefficient has deteriorated rapidly. And the simple fact remains that even as apartment prices exceeded $200,000 in Shanghai, the average disposable income is about $4000 per year. Prof. Shih of Northwesten University has followed the investment companies of the local governments closely and comes to similar conclusions about the size and implications of this real estate bubble in progress. The new agreement reached through the OECD in Paris, replaces the fixed fees with charges that follow prevailing interest rates. The previous subsidy deal in 2007 has been updated in this way. Airlines use the export credit financing to lower their cost of borrowing and increase their access to loans. Participating governments, including the US, the EU, Japan, Canada and Brazil, aim to approve the deal by Jan 20, 2011. Investors in China fear that the overheated economy and property bubbles, may see a sharp turn with excessive tightening of monetary policy. China rebounded quickly after the 2008 crisis, but did this with a huge stimulus and by encouraging excessive lending levels. Some of this local government lending is suspected to have gone into low quality projects with the danger of bad loans. Inflation was 2.8% in April, and as lending tightens the Shanghai Composite Index has fallen 16% in the last month. The crisis in Europe, the extremely short 2-3 month horizon of mainland Chinese investors, the excessive supply of shares- attempts to raise $74 billion in share issuance in mainland and Hong Kong markets and an IPO of $30 billion for Agricultural Bank of China- all put pressure on stocks. OECD index of leading indicators for March 2010 show a drop from February, and the Chinese economy grew 11.9% in the first quarter 2010.

Now China is ramping up coal generation as it needs to provide stimulus to a slowing economy as trade relations with the U.S. worsening.  In 2017 the trend reversed with state backed loans to help economic growth and surge in provincial permits.  China is now moving forward with plans to add coal fired power equal to almost the total U.S. capacity, according to Coalswarm, which tracks power plants worldwide for coal use. This would push coal fired production to above the cap of 1,100 gigawatts China has set and its current cap. Its current production is already about half of the world's total coal fired generation and quadruple that of the U.S. In 2017 China made up one fourth of total CO2 productions.  Canada is missing its emissions targets and is not likely to meet 2020 targets say experts. In the EU members reliant on coal power energy oppose EU parliament efforts to end subsidies to the most polluting plants by 2025, seeking delay of one decade. At the climate change talks in Katowice, Poland, these changes are facing opposition. As a sign of how the situation is changing since the 2015 Paris Accords, the protests in France by yellow vest protestors started in opposition to a carbon tax intended to meet France's climate change targets. That tax increase is being withdrawn by president Macron. Families struggling financially had a different perception of the increase in the fuel tax and even young people who support meeting emissions reduction joined the protests, as reported in the New York Times and The Times. India's economy has overcome the challenges posed by demonetization and the implementation of the GST tax that slowed growth to 5.7% for much of 2017. The growth rate increased to 7.2% in the last quarter of 2017. The GST tax change that created a single market is likely to increase growth. Growth of 8-10% matching China's growth rate in the last two decades is possible. Faster economic growth is needed to meet the need for more jobs, as 1 million new job entrants enter the job market each month. Indian Railways received 20 million applications for 100,000 new jobs showing the need for new jobs cannot be met at current growth rates. A major problem is the condition of the banking sector with bad loans affecting ability of banks to lend. A planned bailout of the banking sector and a new bankruptcy code are efforts to address this problem. Governance in the banking sector is also a problem that needs to be addressed. The price of oil is now up to $65 a barrel, increasing the cost to India which now faces a larger oil import cost.   ...
