What Krugman makes of the $1.089 trillion dollar U.S. deficit for fiscal year ending in Sept. 2012. He points out that the U.S. can have a stable to declining debt to GDP ratio with $400 billion debt. He cites the Clinton years (1992-2000) when the debt to GDP ratio declined from 49% to 33% with steady growth. What about the remaining $600 billion. He attributes this mostly to temporary factors which are reversible as growth picks up. Of this remaining excess deficit he says $400 billion is from lower tax payments to Treasury because of the 2008 economic crisis and the recession that followed. This includes the payroll tax cut which is also temporary to keep up consumer spending in the recession. The $150 billion is from unemployment insurance, food stamps, and other aid which is also reversed once growth picks up. He places emphasis on restoring economic growth as early as possible and reducing unemployment and using the recession for business to continue to invest in R&D, productivity, and government to preserve the social fabric, invest in education, and provide incentives for growth. S&P Nov. 8 report says the net government debt to GDP ratio is estimated to be over 80% in 2013. It will have to stabilize at current levels for S&P to preserve the U.S. credit rating, says S&P executive Chambers. The higher debt to GDP ratio in 2013 and lower growth rates expected makes the situation different from the lower debt to GDP ratios during the Clinton period. Britain, France and other major industrialized nations with political parties at either end of the political specrum have also chosen to stabilize or reduce debt to GDP ratios rather than take on the risks of them going much higher. The U.S. has the added problem of health care costs out of control with an aging population and about 17.9% of GDP going to healthcare costs in 2010 expected to increase significantly, as Medicare actuaries estimate enrollee numbers jump to 80 million in 2030 from 50 million in 2012. Democrats and Republicans have largely sidestepped this underlying problem in fiscal cliff negotiations....

People in the public workforce in these small towns in rural America tend to be older and replacing them is a persistent challenge. Exxon to invest $600 million in producing liquird transportation fuels from algae- organisms in water called oilgae. Its a research effort that will take 5-10 years to bring results with large scale commercial production. The project will be conducted in partnership with Synthetic Genomics, abiotechnology companyfounded by genomics pioneer Craig Venter. Algae generated energy is apromising technology which yields 2000 gallons of fuel per acre of production each year compared with 650 gallons for palm trees, and 450 gallons for sugarcanes which Brazil uses for producing energy. Corn which has become controversial in recent years yields 250 gallons per acre with energy, and water supplies required to grow corn, and the impact on food supplies. Exxon is also showing support for the work of Dr. Venter, ascientist who is known for decoding the hman genome in the 1990's. In recent years he has done research in searching for micro-organisms that can be turned into fuel. Algal biofuel called oilgae by environmentalists is made from algae that have molecular structures that are similiar to petroleum products like gasoline, and is compatible with the existing transportation structure....

He has collected 670,000 gallons of water so far this winter enough for 700 cows in his herd for 1 month. Governor Newsom has ordered the state of California to collect storm water runoff from rain storms that happened this year following three dry years.

And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

Wisdom and common sense made Michael Boskin to suggest that trade between India and Pakistan should increase in 2012. Boskin was the elder Bush's chairman of the Council of Economic Advisers and helped setup the NAFTA, North American Free Trade Agreement. Boskin says in this WSJ article on April 15, 2012 that trade between India and Pakistan of $2.7 billion was only two thirds of the trade India had with much smaller Sri Lanka. In 2020 OEC data show it to be less than $300 million for trade between India and Pakistan,  and in the Pakistan floods year of 2022 with a third of the country below water the smooth flow of goods and products over borders never made more sense. Boskin said in the WSJ in 2012 that normally bilateral trade follows the "gravity model" of being proportional to the countries GDP and inversely proportional to the distance between them. He then cites estimates of Amrita Batra of Nehru University and Mohsin Khan of the Petersen Institute that show bilateral trade should be 20 times the $2.7 billion in 2012. This would be $50 billion in 2012 ten years ago. In 2020 this would be over $100 billion, not one three hundredth of that at $300 million in 2020 an alarmingly low level of trade between neighboring countries.   ...

The Indian prime minister reviewed progress of the vaccination drive. On July 26, in the last 6 days about 38 million doses of vaccine have been adminstered in India. In a separate affidavit to the Supreme Court the government laid out its plan for making enough vaccine supplies to vaccinate the entire population over 18 by December 31, 2021, over 940 million people requiring over 1880 million doses.  "Out of this requirement for 1880 million doses 516 million doses will be made available by July 31, 2021, in about 34 days. The remaining 1350 million doses for complete vaccination to the eligible population" says the government information provided to the Supreme Court. The breakdown of vaccine supplies manufacturing is also given to SC. Of the total of 1350 million vaccine doses the following is how it will be manufactured in India in the next 6 months. Covishield  vaccine     500 million Covaxin vaccine          400 million Bio E Subunit vaccine  300 million Zydus Cadila DNA vaccine  50 million Sputnik V  vaccine          100 million The government told the Supreme Court that the procurement of Bio E Subunit vaccine and Zydus Cadila DNA vaccine will be subject to approval that is expected in the near future. For 51 million seniors over 65 years the $4000 added deduction in the Big Beautiful Bill 2025 would take the standard deduction for married to $40,000 a year in 2025 and $41,100 in 2026.This is in lieu of eliminating the tax on social security benefits entirely which was originally considered but could not be done under the budget reconciliation rules used to pass this DJT budget. For married taxpayers it is phased out after reaching $250,000 of income. What does $4000 provision over 65 years cost? It costs $66 billion over 3 years, and needs renewal in 2028. Eliminating taxes on social security benefits entirely would cost $1.4 trillion over 10 years or over 3 years $420 billion with a lot of it going to income earners with income over $100,000 or $150,000. It makes sense that this was avoided, and the political appeal being still in place for an ideal situation where when it comes to social security where middle class incomes of $200,000 are not taxed-as consider that it costs that much to just have a middle class life in these costly times.  ...

These relics are seen to be the most honored in Christendom and are installed in the Notre Dame Cathedral.The most significant is the crown of thorns which he carries into the cathedral barefoot in 1239. He build Sainte Chappelle 500 metres away in the Isle de Cite. The year 1594- The Wars of Religion tear France apart. Henry IV is caught in the midst of the Wars of Religion between Catholics and Protestants from 1562 to the Edict of Nantes in 1598 . It is at Notre Dame that the King Henry iV asserts his power against the Catholic League by attending a Te Deum. Notre Dame is again used as a symbol of recapture in 1918 and on Aug 26, 1944 with the Magnificat for Liberation. 1708- With Louis XIII comes the dedication in 1638, the Vow of King Louis XIII putting his kingdom under the protection of the Virgin Mary, and August 15 as celebration day. 1844- Viollet le Duc emerges as the builder of the renovation of the now aging structure of Notre Dame. This report in the WSJ by Peterson and Hackman shows how the American Health Care Act proposed by Speaker Paul Ryan provides less financial support and allows premiums to go higher for seniors approaching retirement in the 50-64 year age group. Premiums are allowed to go up 5 times that of premiums of young people in the Ryan House  plan compared to 3 times in the Affordable Care Act. Subsidies in the form of tax incentives provide $2000 to younger people going up by age not income to $4000 in the Ryan House plan. By contrast someone 60 years old making $20,000 a year can get Affordable Care Act credit of $9874, and making $40,000 a credit of $6752, according to analysis by Kaiser Family Foundation. The Ryan plan makes health care costs lower for young people in an effort to bring more young people who use less services into the system to support its overall financial condition. Another feature of the Ryan Plan is that it allows only for CPI index +1% even if health care costs are rising faster. Deep cuts to Medicaid affect lower income seniors on Medicare. As a result the AARP organization representing seniors has come out in opposition to the Ryan bill. The GOP plan wants to reduce premium costs yet in the process it makes vulnerable seniors with lower incomes pay more, which is likely to hurt Republicans who won by winning a large part of the senior vote. ...

The Bank of Japan's plans to buy 100 trillion yen of Japanese government debt in 2 years to fight deflation is having a positive effect on the eurozone economies. Japanese investors are buying eurozone sovereign debt. J.P. Morgan estimates the increase in investments for overseas bonds by Japanese investors in 2013 at 45 billion euros. This is lowering the yields on the sovereign bonds of France, Netherlands and Austria to record lows and lowering the yields of sovereign bonds of Italy and Spain. The 10 year yields on Italy's government bonds declined to 4.326%. Yields on 10 year Japanese government bonds was 0.514% on April 8, 2013.

Prices dropped in 2019 from 2018 by over 30% with subsidized Turkish agricultural exports. After years of difficulty getting government to listen U.S. producers can bring fair competition issues to Washington D.C. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said.
