Lack of vaccine supplies and differences between the European Union Commission in Brussels and the German, French governments is slowing the vaccination drive in both countries. The lack of a national concerted effort with the whole country, local and federal governments in agreement, is restricting the effectiveness of the vaccination drives. The failure to contract for more vaccine supplies adds to the problems. By contrast India has coordinated its drive for vaccinations, with the local and federal governments in agreement, and the whole population largely behind the effort to vaccinate. Very critical for a population of 1.4 billion when one includes Bangladesh which has received 2 million doses of vaccine. India has gone one step further with supplying of vaccines to Brazil, Morocco, and other countries. BBC says India has exported 60 million vaccine doses to 76 countries. This is an amazing story and much credit goes to the concerted government effort at all levels local, state and federal and public support. Germany and France can gain by looking at the Indian experience in vaccination drives, just as India has gained by looking at the vaccination drive in the UK, Israel and the US. ...

Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. Rep. Wesley Hunt is flown to Washington from campaigning in Texas to get the vote in the US House of Representatives to 215-215 on a War Powers Resolution on the president's action in Venezuela. He was driven directly to the House with escort from the Washington Dulles Airport by Capitol Police. Such is the drama in the House nowadays as Democrats look for ways to restrict the president's action in the international arena on the Monroe Doctrine. The resolution if passed would require Congress to authorize the action to deploy troops. The Venezuelan action was taken quickly in a few hours bringing Maduro to the US. The US set a naval blockade of the country which has fallen apart with high inflation and mismanagement, corruption and drug trafficking after Chavez entered Venezuelan politics with a military coup in 1998 and set up an authoritarian government. When he died the power was handed to a person who lacked experience tackling a complex oil economy and inflation reached 1000 percent destroying the economy. The Monroe doctrine had fallen into disuse since 1824 and its revival in 1904 by Teddy Roosevelt which made it difficult for the US to take action in the interests of peace and security in its neighborhood free of European colonial powers. Russia withdrew from Venezuela after the Trump administration set a new start for US Russia relations based on "respect" for Russia as a power in Northern Europe. In 1824 the situation facing Venezuela and other South American countries blocked by president Monroe was intervention by France, Spain to collect debts.  President Teddy Roosevelt affirmed the Monroe Doctrine during his term 1900-1909 to ensure fairplay, democratic governance and good governance in the western hemisphere free of European powers. In 2026 much of this is being misrepresented in a torrent of what TR called "mendacity." The issue of Greenland and security for the Eastern seaboard of America from foreign powers is also getting the same treatment by the US and European press with no mention of Admiral Perry's discoveries in Greenland for the US Navy in 1890's, and Denmark as a colonial power which had no belief in representation of local people having transferred its colonies in Asia and other parts of the world to other nations for payment or in exchange of territory. The entire population of Denmark of 6 million is smaller than the Houston area and the entire population of Greenland of 50,000 would not fill a baseball stadium, and yet it seeks to block US security for the entire eastern seaboard of  North America from foreign powers in 2026 after it did so in 1947 when Harry Truman offered $100 million for Greenland, as the Cold War intensified in Eastern Europe. ...

French parliamentary elections on June 11 and June 18 for 577 seats follow the May 7, 2017 presidential election. The Republican Party plans to contest all the seats, and its representatives say that its ideas are well accepted in France, that only the candidacy of Fillon was not successful. The Socialist Party also plans to contest the election. Analyst Krumbmuller of OpenCitiz consultancy says local connections matter, that the two mainstream parties have established local connections and should do better than candidates put up by Macron's En Marche movement. Macron has little time to prepare effectively for the parliamentary election, making it likely that in the end a cohabitation agreement between a prime minister from the Republican or Socialist parties and a president from outside these parties would take place.

In China's state banking system larger banks will get more state support than the smaller banks. Smaller banks such as Everbright Bank and Bank of Nanjing have 20% of loans made to local government financing vehicles, this compares with 6-7% for larger banks such as ICBC, Bank of China, China Construction Bank, and Agricultural Bank of China. Because of the poor asset quality and high risk of such loans the smaller banks are likely to be the first to face trouble in a financial crisis.

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. The shift now is to a more self reliant economy in industrial production making "local more vocal."  During the lockdown the large rail network and postal networks with their millions of employees, IT technology driven banking with Aadhar identification for direct deposit to hundreds of millions of the most needy citizens, and farmers, proved to be the most reliable and supportive. ...

What the US wanted in the initial hours- use of Diego Garcia base and RAF base in Haverford Gloucestershire. UK's Keir Starmer first denied use of the bases and till he could verify US attacks were within international law. When Iran responded with a a barrage of drones and ballistic missiles 840 drones and 340 ballistic missiles and attacked the British base RAF Akrotiri in Cyprus, suddenly Starmer saw the opportunity to justify US use of British bases on defensive grounds. DJT called the British response "very disappointing." Starmer told parliament-  "To be clear, the use of British bases is limited to the agreed defensive purposes; we are not joining the US and Israeli offensive strikes. The lessons of history have taught us that it is important when we make decisions like this, that we establish there is a lawful basis for what the United Kingdom is doing. That is one of the lessons from Iraq, and that there's a viable thought-through plan with an objective that can be achieved or has a viable prospect of being achieved.That is the principle that I applied to the decisions that I made over the weekend. This government does not believe in regime change from the skies." The situation Starmer faces domestically is that voters for Reform UK and Conservatives support full use of the airbases. Voters who vote for Liberals, Greens and Labour do not support use of the British airbases. Local elections in which Labour is seen losing a large share of its 2024 vote to Greens and Liberals is one factor the premier had in mind, in addition to issues in the war in Iraq.  Another is the consideration that Britain has a large presence in the Gulf from the days of the Empire when they were British colonies.Already in 24 hours 100,000 Britons have registered for help in the Gulf region. Britishers run much of the tourism, airlines and other business in the Gulf region as the Gulf states are small in area, with small populations and a large population from South Asia for certified migrant labor, and British managers at the higher levels. When Iran attacked UAE, Bahrain, Qatar, and Saudi Arabia with drones and ballistic missiles it was clear that Britain was also being attacked though the attack on the RAF base in Cyprus was cited. ...

DW.com says Greenland has some of the largest mineral deposits in world. Greenland is an island in the Arctic region that was first extensively explored by US Admiral Perry in the 1890's. In 1867 it was a planned American acquistion of Seward with the Alaska Purchase. Harry Truman planned acquisition of Greenland in 1947 after the War. The Nazis had planned to use it in the War.  Yet the BBC, Wash Post, NYT, and other media simply ignore this and take what Denmark has to say and present Denmark's view as something thought up at the White House. Clearly Denmark was a colonial power and acquired this territory totally averse to the interests of local population of tribes in the period since 1800. It acquired it in negotiations with colonial powers including Britain, Sweden, and Norway through the Treaty of Kiel in 1800 during the Napoleonic Wars. There is no legal basis for Denmark's colonization of Greenland. Germany and Britain understand this for whom the main interest lies in US being able to protect the eastern seaboard of the US from hostile nations who would also be hostile to Europe. Denmark's role in this is zero and it is totally useless for Denmark. It has less than the size of the NYC police department in Greenland and the population of Greenland would easily fit into a baseball stadium in the US. The US Navy with Adm. Perry discovered the North of Greenland from the southern part by dog sleds for the first time in the 1890's. It is hundreds of times the size of Denmark and covers the eastern seaboard of the US essential to US security since its founding- it is of no value to Denmark as Truman's Commanders in Chief pointed out in 1947, when after Seward in 1867 US moved to acquire it. Climate change and loss of 140 billion tons of ice over decades means it is becoming a navigable waterway- and poses risks for the security of the US requiring the US to take action in the interests of both the US and Europe, on which Denmark has ineptly chosen to misrepresent or obscure the facts as the facts can easily be researched. ...

Jay Powell, a former US Treasury official, now a scholar at the Bipartisan Policy Center, says the fears of budget problems in US states are survivable, even though they will be difficult and painful. He does not see widespread defaults, the way Meredith Whitney has predicted. Kenneth Rogoff of Harvard University, says a major default would cause serious macro-economic dislocations. It would have impact beyond the US, in the European economies with serious budget problems such as Greece, Portugal and Spain. Analysts cite the following reasons why a widespread debt default by states and local governments is unlikely. Municipal bonds are held mostly by individuals, who own about two thirds of US municipal bonds, directly or through mutual funds. Most state and local government debt is long term, and does not rely on short term borrowing the way a Lehman Brothers did in the recent financial crisis. The states can raise revenues, as Illinois did recently. With the economy improving state tax revenues were up 6.9% in the fourth quarter of 2010, compared to a year earlier, according to preliminary data from the Nelson Rockefeller Institute of Government, Albany, New York. That said, the following reasons show that life will be difficult and painful for states and local governments. State budget gaps total at least $125 billion, as they look to the coming fiscal year, according to the Center on Budget and Policy Priorities. And no federal help is in the works, as it was in 2009. Far less of newly issued muni-bonds are insured today - 6% compared to 57% in 2005- according to the Bank of America Merrill Lynch. Insurers are still recovering from losses in the recent financial crisis. A massive supply of new bonds has depressed the market just as Dec 31 expiration of a federal program, Build America Bonds, which provided help to states that were borrowing. Investors withdrew $23.6 billion from muni-bonds mutual funds since November, 2010. Moody's Investor's service has listed the states that will need to issue bonds to fund current operations. California will borrow billions to cover cash flow needs, and Illinois is considering an $8.75 billion 'debt restructuring bond' to pay past due bills, and a $3.75 billon bond for contributions to its pension system. Because banks have only 1.3% of assets in muni-bonds any defaults will not affect their ability to lend. But the impact will be felt in the US economy and overseas. In the event there was a default, some analysts believe the federal government would find it hard to say no when the federal government said yes to AIG....

Moody's senior analyst based in Beijing, Yvonne Zhang, says China's National Audit Office's estimate of the banks loans as part of China's total local government debt of 10.7 trillion yuan ($1.65 trillion) is understated. The Audit Office estimated bank loans to be 8.5 trillion yuan. Moody's says this is understated by 3.5 trillion yuan or about $540 billion. Moody's sees the delinquency ratio of these loans between 50 and 75%. With these figures it sees 8-12% of bank loans in China's banking system as non-performing loans.

This WSJ report on developers and home buyers in Tianjin show how the government policy of controlling speculation in housing prices affects ordinary home buyers when prices drop. A homebuyer from Hebei province hoped to find a better life in Tianjin, better education for her children. She used her entire savings and borrowed from relatives to pull together funds to buy an apartment for 1.5 million yuan. She is desperate paying the mortgage of 3700 yuan, works several part time jobs, and is mortified at the drop in price of the apartment, in this report. For decades housing prices were going up, now the government has sent clear messages that housing speculation has to stop and home prices for the first time are moderating to increases of about 4% a year and are falling in some cities including Beijing, Tianjin, and Guangzhou. The governments message is that people should use apartments for living, not for speculative price increase and profit. Local governments have their own reasons to prop up this speculation as they have for decades now depended on land sales to meet economic growth targets, a situation unique to China, which has financed a lot of the local infrastructure including overspending. ...

Su Liping, professor at Tsinghua Unversity, says there were 180,000 protests, riots and other incidents, protesting economic injustice in 2010. Most of the incidents were against land grabs, corruption and abuses by local officials, and unpaid wages. Inflation has hit the poor, migrant workers and people with low incomes hardest. Food prices were up 13.4% in August over the same month prior year. Pork prices were up 52.3%. Other problems are now meshed in with inflation. Local government debt in China, according to the National Audit Office, was 10.7 trillion yuan in June 2011. The National Audit Office estimates 23% of this, or 2.5 trillion yuan, depends on land for repayment. Analysts say China's local government made repayment in 2010 using the 2.9 trillion yuan in revenue from land sales. The same amount of land has to be sold in 2010 to make repayment. At lower prices even more land may have to be sold. The danger say Orlik and Jie, is that inflation and the pressure to acquire more land- and consequently more land grabs- will pose severe risks to the social contract in China....

Mines sending trainloads of northern white sand are now sitting  idle in Wisconsin , hurting jobs and local revenues to finance budgets of local government. Mines have closed in Wisconsin for this sand that is blasted into silica and used for shale oil production. This has cost jobs in a rural area near the Mississippi river which borders Wisconsin, Minnesota, Iowa and Illinois. Even though these areas do not produce any oil and gas. Companies supplying trucks, lubricants and drilling tools are also affected all the way into Youngstown, Ohio, which provides pipe to the oil fracking areas in West Texas. Frackers blast a mix of sand, water and chemicals into fossil fuel bearing rocky areas. Sand called northern white was considered very good for crush strength to prevent plugs and there is a lot of it beneath western Wisconsin topsoil. Once used by glassmakers and cranberry this became a useful source of supplies from 2015 onwards. Demand surged till 2018 when new supplies were found in West Texas which would reduce costs of transportation. Wages in these mining jobs were about $8 higher than other jobs for people with less education. After 2011 financial crisis and the loss of manufacturing jobs to China this provided a new source of higher paying jobs for less educated workers and paid for local government to provide services including in one town a new swimming pool for the recreation complex. This has proved to be temporary with many mines closing in 2019 and in 2020 after the pandemic. ...

The US president tells the King it was special that all members of Congress stood up for a standing ovation many times- something that in recent years rarely happens. The King "has shown his class" in the last 24 hours says BBC, it is now up to Starmer and the British government, DJT and the Americans to make it count. Notable DJT sharing that the King agreed with him that Iran should not have a nuclear weapon. The King also talked about the NATO alliance and its role in keeping the peace for 80 years in the world. In the King's words-  "the international rules that have allowed us to trade and have kept power in balance for 80 years." Adding that the US should not go it alone- "The challenges we face are too great for any one nation to bear alone." However the King is only doing what his is role as monarch to present British interests, and it is important to recall that Britain's interests were once colonial interests around the world, that opposition to these colonial interests led to the Declaration of Independence by Jefferson and Washington in 1776. And caution in Washington's advice to America in Annual messages when it comes to these Empires. Right after 1945 when NATO was created- as it was throughout its Empire in Asia  in 1750-1950- Britain opposed Russia and was the most vocal opponent of Soviet Russia in 1950's and saw NATO in this mission. Times have changed with the emergence of Russia after 1990, China in 1950 and again in 1990's, and America as a world power is best following Washington's advice not to get involved in or inherit the British anti-Russian attitude as it has interests in the Western hemisphere and around the world that require cooperation with other world powers such as Russia, China, India, and Germany to create a peaceful world  and not the kind we have today that puts Russia and China on the wrong side just for opposition, as no powers have any interest in drug and people trafficking in the western hemisphere form places like Mexico and Venezuela, or creating small wars in other parts of the world. A situation NATO as seen by Britain in 1950 as Anti-Russian creates for the US- Lord Hastings Ismay first Secretary General of NATO set British goal for NATO (not the US interests or consistent with George Washington's advice to distance from) in 1949 as "Keep the Russian Out, the US Involved, and the Germans Down." ...

China's fishing fleet off the Peruvian coast puts pressure on local fishermen in these waters. On Peru's northern coast fisherman in Paita are now switching to other occupations- working on farms or driving taxi scooters. Overfishing of squid is a major problem for Peruvians on the coast in waters rich in fish nutrients. China says it is fishing in international waters. It is a source of employment for millions of Chinese working in distant waters and also a source of food for a population of 1.4 billion people.

The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

See graphs of the household income over the 75 years under Conservative and Labour governments, which shows slower growth in household income over the next 5 years. Healthcsare and Education are growing at 4%. The growth of 6-10% is for local government spending, housing, communities and local government, work and pensions, Justice, HM Revenue. The slow rise in household incomes to 2030 is the result of trickle down economics which is sold vigorously by some groups as economic orthodoxy including the largest corporations paying little in taxes. This is true also of the US. FDR called it Tory policies and policies that say trickle down economics works when it doesn't. FDR said at DNC in 1932- "And we thought the Tories left in 1776." Today this is why UK household incomes show slight growth to 2030, and even this Labour Government is hesitant to boldly question this economic orthodoxy.  For Britain the debacle of Brexit turning some legitimate questions of immigration into isolation from economies of mainland Europe adds to the problem.     ...
