For instance Ontario would trade with Vermont and New Hampshire and New York near its borders. Instead the dairy industry in Canada operates in competition with the US and sends product east to west. Washington and Oregon are not trading normally with neighbors British Columbia instead shipping product back to eastern Canada. For years the US allowed Canada and Mexico benefits in trade that hurt is own auto industry. This report in the Washington Post uses Frequently Asked Questions to give readers an understanding of the India China border conflict. The roots of the conflict lie in  China's claim to Tibet based on Chinese troops going to aid Tibet in 1792. This based on the Qing dynasty sending troops to aid Tibet after a Nepalese invasion of Tibet. Tibet and Nepal are neighboring countries in the Himalayan mountains,  Nepal has a border with Indian state of Bihar, and Tibet is north and northeast of Nepal, all in close proximity of several hundred kilometres from India but four thousand kilometres from Beijing near Korea and Japan. The Sino Nepalese war, called the Gurkha war in Chinese, was the result of a dispute between Nepal and Tibet over debased silver coinage supplied by Nepal to Tibet and Tibet's demand for compensation, as well as a dispute about salt supplied by Tibet to Nepal. Chinese forces were repelled by  the Nepalese Gorkhas, and eventually the conflict was settled with a peace treaty between Nepal and Tibet with Chinese mediation for the Tibetan side. When the British East India company intervened in the region in 1815 China was not present, and when Nepal and Tibet had another war in 1855 China was not present.  For the first half of the twentieth century Tibet printed its own stamps and was an independent country negotiating treaties with Britain. China's brief intervention in 1792 is the fact cited by China for its claim to Tibet. Crossing the high mountains to get to Tibet from China's western frontier was for most of history and during this 1792 intervention, a journey that took 3 or 4 months with yaks and mules. Because of the sheer logistics China was present only in a symbolic way in Tibet or Nepal, both regions far more autonomous and remote from China than say a Finland near Russia. It takes 5 hours to go from Helsinki to St Petersburg in Russia. This is about the distance between the border with Nepal in Bihar, India, to Tibetan border with Nepal. By contrast it takes four thousand kilometres journey from Beijing to Tibet and over steep mountain ranges and rivers which would took months of journey with mules and yaks all the way into the twentieth century.  Finland was part of Sweden till 1809 when it became part of Russian Empire, till 1917 when it became an independent country. The Soviet Union invaded Finland one more time before World War II and was repelled, but this is attributed to Russian fears that Finland could be used as a base for an invasion of Russia. Tibet was a buffer between the British Empire and China. Chinese Nationalists party and Communist party thinking may have changed after Japan's invasion of China in the thirties, making extending China's western frontiers to the borders of India as part of the new nationalist idea.  How else can one see Beijing in East Asia throughout its history suddenly at the border with India after its takeover of Tibet in 1950. The period in 1950 when India was just coming out of the partition and tackling millions of refugees on the border with newly created Pakistan.      ...

Zelensky admits something that was evident for the last year that Ukraine could not take back Crimea and Donbas. Zelensky's own popularity is down to 20% in December 2024 and he is not seen as providing a solution to Ukraine's problems for securing a peaceful settlement. The Russian border regions in the east of Ukraine had voted for pro-Russian parties before the invasion by Russia. They share Russian language and culture. This makes this a situation that requires close understanding without generalizations that prolong the war. Crimea also has a different history till it was made part of Ukraine. Russia faced a military bloc such as NATO only during the Cold War with Eastern Europe under the influence of the Soviet Union 1950-1990. The shift of Eastern Europe to be part of the European Union and some parts in NATO put NATO forces close to the Russian borders. The invasion of Ukraine by Russia created a situation objected to by the EU and US, where a large power invades a neighbor. Yet the other facts above remain which presents the Russian view that NATO and the EU were too close to its borders given Russia's history of invasion from France in 1812, and from Germany in 1914 and 1940. A settlement can come only by both sides recognizing the overall facts in Europe so that all sides feel secure for peaceful coexistence under different forms of culture, government and economic structures. ...

The problem was tackled by closing the border with Biden taking executive action, after the law closing the border cleared the Senate in February but was held up in the House by Mr. Trump. Trump hoped to benefit from the Border issue to get elected in November 2024 held it up. That law was negotiated by Republicans McConnell and Lankford and Biden. Kamala Harris says the first thing she will do if elected is to pass that law. Republicans like the Tories in the UK are now seen as pandering on the issue to keep power, not keen on resolving it once and for all. As we show from the example of Mette Frederiksen in Denmark and her far sighted thinking it is possible to be good for workers and families, and tough on immigration that hurts workers by creating like foreign wars a huge and unnecessary distraction. Why for instance must workers and families live from paycheck to paycheck because of misgovernance in Asia or Africa or Arab world ,or deliberately created wars to empty countries of population as in Arab lands. Taking the issue up in the countries themselves with whatever action is needed was the right answer from the beginning, and lost on Merkel and other leaders in the US and Europe. Donald Trump, has consistently tried to capitalize on the changing demographics and economic conditions in the country during the primaries by embracing a neglected white working class on issues such as trade, wages and jobs. He now has taken on the issue of law and order. In his acceptance speech Trump once again used a canny ability to sense the public mood, in the summer following the Orlando shootings, the Nice attacks, and the Baton Rouge police shootings, by calling himself "the law and order candidate in this race for the White House." He touched on the police shootings and terrorism by making the centrepiece of his speech- "Our convention occurs at a moment of crisis for our nation. The attacks on our police, and the terrorism in our cities, threaten our way of life."  The speech ended by Trump saying "I am your voice." By embracing the major issues in a way a skilled politician would do using his years of experience on the Apprentice television show with catchy slogans and phrases; long before the other candidates had caught on, and using the language of ordinary people, on trade, wages, jobs, terrorism, Trump has galvanized this portion of voters. He also made an appeal to Bernie Sanders voters. The distance between working class voters and other candidates who feel neglected on issues of wages and jobs, and are also most open to issues of law and order and terrorism, was the story of the Republican primaries. Whether this carries over to the broader electorate- as less than 20% of the eligible voters in the Republican primaries voted to give Trump wins in the primaries- and how well Hillary Clinton has held onto traditionally Democratic white working class voters that Trump is appealing to, will affect the 2016 elections. As this piece in the Guardian points out Trump has it well on touching on all the right buttons for which he has a canny ability, but will the American voters look for more in terms of experience and other factors, and Hillary's own fighting spirit, may affect this unusual election.   ...

Biden goes to Brownsville, Texas, on the same day that Trump goes to the Texas border with Governor Abbott. Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. This opinion in the Hindusthan Times points out that prime minister Modi's speech at Kozhikode following a militant attack in Kashmir in September 2016, reflects a long standing policy since the late 1970's of Congress party and BJP or Janata party administrations. The idea is to encourage cross border exchanges to reduce tensions. The emphasis in back channel talks between India and Pakistan also emphasize the idea of CBM, cross border movement. The prime minister of Pakistan, Nawaz Sharif, has also expressed in the past the importance of cross border movement and trade as ways to improve the economies of both countries. The idea of building up trade and increased exchanges between the two countries is supported also by the U.S. and other western countries. The example of Ireland and Northern Ireland where trade and cross border exchanges are considered important by all parties after Brexit, is an example of how important this is.

Russia's approach to settle its concerns about Ukraine joining NATO on its borders was to exclude European Union and deal with this entirely as a US Russia issue. For Europe turning to the OSCE emphasizes Europe's role to solve disputes in its own backyard. This opens up ways to bring all parties to the table for talks. This is because the US position remains firm not conceding on the point of Ukraine choosing its own future and foreign affairs, in effect preserving the right of all of Eastern Europe to choose its own future, something gained after the fall of the Soviet Union. The US approach is also to use an information war of sorts to deter invasion by saying an invasion is imminent. This places the ball right back in the European court in this war of nerves. ...

Rosa DeLauro of Connecticut secured spending on child care and education programs- a 9% increase in Child Care and Development Block Grant, and a $275 million increase for Head Start, $120 million for cancer research.For the Border the spending bill puts in a 25% increase in funding for technology at the southern border, 8000 more detention beds (Congress funded 34,000 beds), 2000 new Border Patrol agents. Shalanda Young, Janet Yellen and Jared Bernstein of the Biden economic team went before a Appropriations committee in the House. Rep. Steny Hoyer said the Congress that passed the Inflation Reduction Act, the Science and Chips Act and other Biden legislation to aid the economy was the best he has seen in 40 years in the US Congress.

And here’s what that border security bill would have done. It would have put 1,500 more border agents at the border. Let me tell you, those border agents are working around the clock. It would have just been about giving them some support and relief, which is probably why the border agents actually endorsed the bill. It would have allowed us to stem the flow of fentanyl. And I’m looking at people from all over the country here. So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. Mr. Zelensky of Ukraine makes his first official visit to Warsaw, Poland in April 2023. He was welcomed in Poland with an outpouring of support. About 10 million Ukrainians have crossed into Poland since the war began in February 2022. Of this 1.5 million Ukrainians have settled in Ukraine, the rest have gone to neighboring countries or returned to Ukraine. Poland has also opened its market to Ukrainian grain causing unrest among farmers because of lower prices. Poland has a population of 38 million, Ukraine a population of 43 million. These two nations are now the countries that are in the frontlines of the war after Russia's invasion. Other countries that have seen Soviet invasion such as Finland in 1939, Czech Republic in 1968, are now part of the NATO alliance force that faces Russia across a long common border. The Finnish border with Russia stretches for 830 miles through vast forested regions. The US is building a vast warehouse complex in Warsaw that will store US and NATO tanks. As the war continues a year later the resolve of the US and of Ukraine and Poland remain undiminished to the Russian invasion. This is unlike the events of post 1945 when Europe as a whole had seen the effects of 5 years of war and America faced the Soviet expansion into war ravaged Eastern Germany, Poland, Hungary, Czechoslovakia, and Greece. In 2023 the economies of the US and European Union have survived the economic effects of the war and the US is embarking on a huge plan to rebuild its infrastructure and its manufacturing capacity. The US and European Union through NATO remain united to reject any nation changing borders with impunity by force- the issue they see in Ukraine and in Taiwan. On the issue of Taiwan the US, EU are joined by Japan, Australia, Philippines, Vietnam and India. The issue of impunity and allowing borders to be changed by force will remain a strong one for the US and EU, on which there may be little room for concessions because of the principle. In his History of Europe- The Struggle for Supremacy 1453 to the Present, Cambridge historian Brendan Simms has shown that no nation by itself or with its allies has been able to use its dominant position to exercize power with impunity without meeting formidable combined opposition of other countries  in Europe. Over 500 years of history France, Russia, Austria-Hungary, have in turn had to agree to give up claims after meeting a formidable opposition of other countries in Europe. This Russian invasion does not appear to be any different.  ...

In Orissa percentage of tribal is over 25%, in most of the northeast it is at least 25%, and in borders areas with China Arunachal 70%, Sikkim 34%, Jammu & Kashmir 12%. In key states of Madhya Pradesh 20%, Gujarat 25%, Rajasthan 13%. The strategic nature of the decision for the unity of India can be seen on how the tribal communities are critical parts of the northeast, the border areas,  and even of the central, eastern and western regions of India which most people are not aware of. Bringing in the tribal communities through respected leaders is part of the unfinished work of Mohandas Gandhi in getting the delivery of services to the last man in the line, and the tribal communities are a forgotten part of this.   ...

When Whitmer in Michigan said "FIx the Damn Roads" that is exactly the kind of language people wanted to hear. Harris and Walz should do the same. They should take up Border Security in a big way face the issue head on. President Biden has already used executive action to cut migrant flow at the border. The next step is take up the issue and defuse it for good. It was evident in Arizona today when Harris said she would sign into law the legislation negotiated by Republican Senator Lankford that passed the Senate and was held up by Trump for making it an election issue. Lankford says in today's NYT August 10 interview shown in this page that the bill would have passed in December 2023, once Trump became the nominee in February 2024 he realized it had no chance. Harris needs to repeat that at every rally "We will Pass the Lankford -Biden Immigration Bill" "Smash the Gangs" that is the message Starmer took from Labour Together think tank paper "Migration and Insecurity." Keir Starmer studied the issue of immigration carefully and told the public he was different - he would tackle illegal immigration head-on. He said he would "Smash the Gangs" benefitting from illegal migrants. In his first week the setup the Border Security Command. Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

Senator John Thune of South Dakota who had the support of Senators Daines and Mullin, and of retiring Republican Minority Leader won in a 3 way race against John Cornyn of Texas and Rick Scott of Florida. Scott of Florida had support of the MAGA allies of DJT. His liability was the way he had run the party as head of the Congressional campaign of 2022 with poor results. DJT stayed aloof from the race only saying he expected the Senate leader to defer to his policy for Ukraine.

Thune won 29 votes to 24 for Cornyn. His way of running the senate will be more open than Mitch McConnell's, getting more feedback from Senators, and more open to amendments. Priorities are securing the border and reauthorizing the tax cuts.

Thune seems a good choice so that the president gets to hear views of all members in the Senate and is well informed to make decisions.

Mexican president Nieto's poll numbers are at all time low of 24%, according to Reforma newspaper. He took office in late 2012 and has been hurt by human rights scandal of the murder of 43 students in the state of Guerrero, corruption issues, and failure to improve the economy. The invitation to Trump to visit Mexico left even people close to the president surprised, and was criticized widely inside Mexico. It is not clear what Trump or Nieto gained from the trip. As Trump continued his talk about building a wall on the Mexican border and having Mexico pay for the estimated $23 billion it would cost. He did this in a speech to supporters in Pheonix on the same day he met Nieto, showing the use of teleprompters and prepared script was not his way of campaigning. Just as the message to black people that Democrats take them for granted cannot resonate without the basic message delivered with compassion and understanding- such as done by the presidents Bush and Reagan- so also the message to Hispanic people is suffering from the same lack of empathy. Recent polls show only 3% of blacks support Trump. McCain and Romney gained only 4-6% in the U.S. presidential elections of 2008 and 2012. The message of the wall is also baffling as an election strategy. A Gallup poll in July 2016 shows only 15% of Americans opposing a pathway to citizenship for illegal immigrants, and only 24% of Republicans. There is another problem in the strategy. The rhetoric about walls and mass deportations, and the Trump temperament combined with handling of nuclear weapons is not winning college educated women in the suburbs with polls showing Trump lagging behind Clinton by about 20 points or 4 million voters with this group. It is hard to undo the damage done by this kind of rhetoric used in the primary elections as it gains distrust of voters. It would require a bad economy with illegal immigrants taking local jobs, and handling of immigration seen as weak, for such a message to gain some national traction. Both are absent for the most part with a steadily improving economy since 2012, lower unemployment, a tough enforcement policy on deportatons under Obama that exceeded that under Geoge W. Bush, and the talk of a wall comes with illegal immigration having declined steeply since the 2008 financial crisis. The real culprit appears to be elsewhere, the triple hit taken from hollowing out of the manufacturing economy that hurt the Conservatives in Canada, the insecurity created for older whites from the job losses and hits to net worth from the 2008-2009 financial crisis, and the increasing loss of access to health care and educational opportunities with high  costs. About 62 million households or the bottom half of the distribution in the U.S. have a net worth of about $10,000, a quarter of this group having zero net worth, according to the Federal Reserve's Janet Yellen at an Inequality Conference in Oct 2014. Problems no wall is going to solve, problems that built up over 2 decades, problems that will take a generation to fix.  It shows the tech miracle of the last 2 decades as a mirage for quality of life of the middle and working class.
