The FBI and Defense Intelligence Council scientists were not called in to see the president. Scientists on the DIC Council section on the Virus were not given a chance to share views or join the meeting by the Director DIC Scott Berrier who had his own theory on the virus, says WSJ. These scientists had done genomics research that showed a spike protein part of the virus that enable it to enter human cells was constructed in a lab, says WSJ. The WSJ investigation says the investigation sought by president Biden in a 90 day sprint was done with the National Intelligence Agency officials under Avril Haines, a State department official who joined the agency after the 90 day sprint, and James Murphy of the NIC who headed it's WMD section. WSJ report says the heads of Defense Intelligence Agency and NIC believed in what is called the zoonotics theory that the virus was of natural origins and simply transferred from animals to humans. A Lancet article in Feb 2020 by a group of scientists including Daczak of EcoHealth Alliance that supported coronavirus research at Wuhan had supported this theory in the interest of global cooperation to fight the virus but called any alternative explanations conspiracy theory, says WSJ, politicising something that should never be politicized.     ...

Italy's Five Star Movement is gaining in popularity before national elections in March 2018, because voters are fed up with the old political parties and the old political system. A Five Star Movement member Virginia Raggi is Mayor of Rome. Even though this has not led to improvements in tackling Rome's problems such as urban decay, garbage collection, and weak transportation, this is acceptable with angry voters who want to send a message to the traditional political parties that ran the government for 50 years. About a third of these voters who support the Five Star Movement are from the right, a third from the left and a third young people who never voted before, according to Italian pollster Pregliasco of You Trend. Recent polls show the Five Star support at 28% and the leading party. The anti-politician message really resonates in Italy with its lack of growth, and a sense that things will not change under politicians of the old system, right or left. As in France with the En Marche movement bringing in younger and new faces in parliament and in government, Five Star Movement is bringing younger faces to the forefront. As young as 31 years for the party's candidate for prime minister, Mr. Di Maio. As a result older politicians in their fifties from the established parties are running against younger people in their twenties and thirties, a situation seen in France in recent elections that brought new faces to parliament and new ways of governing.   ...

The State Budget Crisis Task Force is co-chaired by former Fed chairman Paul Volcker and Richard Ravitch, a former lieutenant governor of New York. The Report of the Task Force says rising pension expenses and healthcare costs for public sector employees and Medicaid costs are severely reducing the ability of states in the U.S. to fund essential infrastructure improvements, education for low income students and other services. The report said there were six major threats to the fiscal situation of states- including Medicaid spending, underfunding of retirement, "budgetary gimmicks" to address the short term needs, and uncertain tax revenues. Ravitch told a news conderence: "It will be a hell of a lot more expensive to deal with theses problems in five or ten years than to deal with them now." The report focussed on California, New York, New Jersey, Illinois, Virginia and Texas. Apple CEO Cook's blue collar roots in Alabama. He says he has worked at an aluminium factory in Virginia and a paper factory in Alabama, and grew up spending a lot of time in factories. Cook was hired by Steve Jobs to fix Apple's manufacturing operations after Jobs rejoined the company in 1997. At that time Apple's manufacturing plants had serious quality problems and high levels of rework in plants, and Apple had high levels of inventory. Cook was largely responsible for the new manufacturing setup at Apple. Jobs did not get it into the details of manufacturing- being more interested in the design aspects of the product- and people close to Apple say Jobs rarely visited Apple plants. This gives Cook greater credibility as Apple tries to change the way its products are made in China. Under Cook Apple has joined the Fair Labor Association and initiated FLA inspections of Foxconn plants making Apple products.

Prof. Brandon Garrett of the University of Virginia, School of Law, says the $2.6 billion settlement of Credit Suisse with the U.S. Justice Department does not provide accountability for the financial crisis. The settlement comes with an agreement to protect Credit Suisse from U.S. regulatory agencies such as the S.E.C. The Swiss bank will be allowed to conduct business as investment advisor, something not allowed if it is indicted for a criminal offense. And the focus of the investigation on secret Swiss bank accounts is unresolved, as the names of these account holders will continue to remain a secret for Swiss banks. Protess and Greenberg say if this was intended to burnish the image of the Justice Department and Attorney General Holder, after its lack of prosecution to hold individuals accountable following the 2008 financial crisis, it is not clear how long this will happen. The Hispanic vote counts for crucial vote margins not only in the southwest but in places like Pennsylvania and Virginia where they are 5% of the voting population. About 10 million Hispanics voted up from 7.8 million in 2004 accounting for 8% of the voting population. That is an increase of 2.2 million voters and abig part of grass roots efforts to get them to register both by Hillary Clinton, and Obama. This grass roots effort was crucial. And mobilized by immigration policies of the Republicans and by the economic downturn and by a new generation of younger latino voters they voted nationally 66% to 32% for Obama over McCain. In Florida the older generation of Cuban Americans were eclipsed by new younger Cuban American voters and South and Central American immigrants giving Obama 57% to 42% edge over McCain. In Colorado the Latino vote was 17% of the vote with 73% of Hispanics voting Obama. Newly registered voters were 35% in Colorado, 34% in Florida.

Sometimes humor tells the story- and Kristof does this using a story of a surgeon president Trump in the operating Room trying to address the concerns of the patient Janet, as he keeps telling her she needs a new heart with great benefits, great benefits, before she implodes or goes down failing. Flat out take the old heart out even if a replacement hasn't been found, believe me great benefits the surgeon tells her, just that the patient just isn't getting convinced as its happening to her. The analogy is with replacing a health care plan, not just the Obama plan, any plan without something to take its place. For a few days before this article by Kristof, the Republican effort to repeal the Affordable Care Act without having a replacement was presented as a good idea. Janet is like the three Republican women- Collins of Maine, Capito of West Virginia, and Murkowski of Alaska who wanted to keep the heart they had till a replacement was found, against the surgeon Trump's advice. In a way it is about politicians in the last decade who never had any discussions as they rushed through with their own agendas, as the Republican and Democratic health care plans were rushed through Congress with relatively little participation and debate to hear all viewpoints. ...

San Francisco and Washington D.C. are the exception in housing markets- hundreds of America's midsize cities like Roanoke are seeing smaller rates of household formation leading to a decline in demand for single family homes and fewer homes being built. This accounts for a large part of the smaller growth in U.S. GDP. There are he points out about 2.3 million missing households as a result of a significant change in home buying patterns that is reducing demand for new construction of single family homes. During the period 2001-2006, before the 2008 global financial crisis, the rate of new U.S. household formation was about 1.35 million annually. This dropped to 569,000 in 2007-2013, as the effects of the crisis were felt in a deep recession. One result is more young people are postponing buying a house and living with their parents. Faced with large student debt- the total U.S. student debt passed $1 trillion for the first time recently- purchases of homes are becoming more dfficult. Of 18-34 year olds 27% lived with their parents before 2006, according to Labor Department data. This went up to 31% following the recession. Lack of good jobs is another factor. In 2014 March only 63% of 18-24 year olds had jobs. Even young people older than 24 with jobs felt it necessary to save money by living with their parents. More retirees too are moving into apartments....

All were concerned that there should be no repeat of the mess that happened for the G-7 communique when at the last minute president Trump refused to sign on, leading to derisive comments about Canada's Justin Trudeau. It was seen as critical to preserve the sense of unity in the U.S. alliance with Europe. This time there was no disruption even though Mr. Trump acted unpredictably in Brussels. ...

A critical part of the Affordable Care Act is the setup of marketplaces or exchanges to let people without insurance buy individual health plans. Some states setup their own exchanges, and some states let the federal government step in and run them. To help the lower middle class and poor the Act provides health subsidies to buy insurance in the exchanges, and 85% of customers in the exchanges qualify for this benefit. The U.S. Supreme Court voted 6-3 in 2015, compared to a tight vote in 2012 on the Affordable Care Act, to maintain the health subsidies. Justice Roberts wrote the majority opinion, saying "Congress passed the Affordable Care Act to improve health insurance markets, not destroy them." Justice Scalia dissented calling it "interpretive jiggery-pokery." Justices Clarence Thomas and Samuel Alito Jr. dissented. Voting in favor were Justices Anthony Kennedy, Ruth Bader Ginsburg, Stephen Breyer, Sonia Sotomayor, Elena Kagan, Justice Kennedy dissented in the 2000 case. The challengers petition to the courts was based on a reading of phrases in the Affordable Act which had not occurred to the writers of the law. The reading suggests only people enrolled in state setup exchanges are eligible for subsidies. If the Supreme Court ruled in favor of the plaintiffs the 6.4 million Americans who are enrolled in the federal exchanges would lose the subsidies provided under the law and lose health insurance. And the economic foundations of the Affordable Act would be undermined with insurance companies required to provide insurance to all regardless of pre-existing conditions and subsidies removed, leaving the companies with sicker pool of customers resulting in destabilizing the exchanges and higher premiums. The court ruled in favor of an interpretation that is compatible with the whole law and the intentions of the statute to help the middle class and the poor buy health insurance. The chaos in the insurance markets that would result in going with the plaintiffs because of a careless writing of a phrase, was uppermost in the majority's mind. Chief Justice Roberts emphasized this, saying- "The statutory scheme compels us to reject petitioners' interpretation, because it would destabilize the individual insurance market in any state with a federal exchange and likely create the very 'death spirals' that Congress designed the act to avoid." This case originated with 4 plaintiffs from Virginia who challenged the IRS regulation that said subsidies were allowed regardless of whether the exchanges were run by the state or the federal government, arguing that this was at odds with the particular phrase in the law that was ambiguous about federal exchanges eligibility for health subsidies. Judge Roger Gregory of the Fourth Circuit Court of Appeals in Richmond, Virgina, ruled that the phrase was indeed ambiguous, but the IRS was owed deference in its opinion. Chief Justice Roberts made it clear that this was not a case for the IRS, saying "it is instead our task to determine the correct reading." ...

Diana Hasuly of Ashburn, Virginia, says the debate was an opportunity to see two men's perspectives about the future of America, and the Post had done a great disservice to America, as have the NYT, WSJ and the Media in general, by not spelling what each man was offering America for the future. To take just three Climate change, manufacturing investment and jobs, infrastructure spending, Biden is getting so much done and has the plan for 2030, the former president has none, simply none and did not talk about this. Mark Parkhurst of Silver Spring, Maryland, says of the June 28 front page in the Post that the Post uses "falshoods" not "lies" when a lie needs to be called a lie from the former president. The new EPA rules for auto emission standards were setup under the Obama administration in 2012. The rules are a major part of the effort to meet the challenge of pollution and clean air. The Trump administration and EPA chief Scott Pruitt plan to reverse the higher standards. The new standards which had the support of automakers when enacted require that average fuel economy be doubled to about 54.5 miles per gallon by 2025. This would cut oil use by 12 billion barrels over the lifetime of the cars and reduce carbon dioxide pollution by about 6 billion tons.  The EPA under president Trump does not say how much the standards will be rolled back. This also leads to one more tension between California and the Trump administration. California plans to vigorously oppose the rollback. Under the Clean Air Act of 1970 California has historically made its own rules and was followed by 12 other states making up one third of the car market in the U.S. If the Trump administration is able to to this it would create two markets for automobiles in the U.S. which is not in the interest of automakers who are having second thoughts about the change. Amazingly a suburban Virginia Chevy dealership has vigorously opposed being used as the location for the EPA under the Trump administration making an announcement on this issue. Chevy dealerships are saying the Trump administration does not have the facts, that the auto industry has done very well in the last 4-5 years. Chevrolet and GM do not want to be associated with the politics on this issue. California has historically acted as a pioneer in automobile standards with the rest of the nation following. The Trump administration move would be an effort to break this precedent.  ...

This Washington Post editorial says vice president Biden's comments that "I guarantee you, flat guarantee you, there will be no changes to Social Security. I flat guarantee you," made to a voter in Southern Virginia, is downright disheartening. It points out that this is not the conclusion of the trustees of the Social Security Fund, which includes the secretaries of Treasury, labor and health and human services of the Obama administration. The April annual report of the trustees says that the disability portion of the trust fund "becomes exhausted in 2016," and the overall fund "becomes exhausted and unable to pay scheduled benefits in full on a timely basis in 2033." Actions suggested by the trustees include: raising the payroll tax, tweaking the inflation calculator, reducing benefits, or some combination of this. It is clear from polls that the U.S. voter does not want either party to touch Social Security, but the reality is something different. The idea of a flat guarantee in the light of facts that all can see is seen by the Post as going too far, trying to win votes at the cost of postponing necessary decisions which will become harder and costlier if not addressed early....

Both the Bidens, Joe and Jill, come from working class families in the northeastern U.S. Mr. Biden's life is marked by a single event that has affected his whole life the death in a car accident of his first wife Naomi in December 1972 when he was running for U.S. Senator in Delaware. He won that election becoming the youngest senator in U.S. history. The family retained high ambitions for Joe, hoping that he would become president. Jill met Joe Biden during this campaign and she married Joe in 1975. Jill had spent 13 years of her career teaching English in secondary schools, and the past 27 years teaching in community colleges, including the eight years when Biden was Vice President. Along the way she studied for 2 Masters degrees and a doctoral degree. Her dissertation for the doctoral degree was on the topic- Student Retention at Community Colleges: Meeting Student Needs. Student dropout rates are high about one in three in community colleges dropout.  It is a sign of the misplaced priorities of today that Dr. Biden takes pride in her degree and many do not think this is important enough a topic for a dissertation. Not only her education and hard work studying for advanced education makes her a unique asset, there are other parts of her character that make her exceptional and right for the times. Jill Biden entered a family that in some ways after Naomi's death was broken. The were two children surviving the fatal car accident in 1972, Beau and Hunter. This story shows how she handled this in a way that required extraordinary serenity and composure. There was the ambition of the family. There was the memory of the accident and Naomi. There was the cynicism about her passion for education in fashionable Democratic party circles out of touch with the roots of the national character in education and in libraries starting with Ben Franklin and Jefferson. With president Biden entering office at a time when the U.S. as a country is broken by the very neglect of education, healthcare and working class Americans, Jill Biden at 69 years has the experience, vigor of spirit and character needed today.   ...

BW says the health insurers like United Health, Aetna and Wellpoint are already winning through clever and effective lobbying of Congress. Former Senator Tom Daschle works as aconsultant for United Health. Senator Conrad who has led aeffort to replace the public plan with nonprofit medical cooperatives, which would be a weaker competitive threat to insurers, is also influened by the insurers. United Health's CEO Helmsley and its person working with Congress on healthcare Simon Stevens met with Conrad on June 4. When lawmakers in Congress cite consulting group Lewin Group, that 88 million or 56% of those with employer provided coverage would desert private insurance for a government run program, they are quoting acompany owned by United Health. The Congressional Budget Ofice says these numbers are too high. United Health has used savy presentations on how to cut costs, and help Blue Dog and other Democrats articulate their positions, to gain influence in shaping the plan to their interests. United Health thus counts a lot with Matheson, and Mike Ross of Arkansas, who are prominent with the 52 Blue Dog Democrats. and with Senator Mark Warner of Virginia. And United Health put together an effective lobbbying group, even hiring the chief of staff of House Democratic leader Steny Hoyer. ...

Eric Cantor is the senior Republican leader in the House of Representatives. He is a key figure in the negotiations with the Obama White House over the budget, deficit reduction, and raising the debt ceiling. Cantor and House Speaker Boehner are leading the negotiations on the Republican side. Cantor rejects any compromise on tax increases. He told reporters: "I think behind this notion of 'We want shared sacrifice' that they continue to say means 'We want to raise taxes,' and we don't accept that we raise taxes in an economy like this." Cantor is a lawyer and a former state legislator from a district that covers the Richmond, Virginia, suburbs. He was elected in 2000. Through his "Young Guns" program Cantor recruited many of the 87 new Republicans who were elected in 2010. Responding to critics that say a compromise is needed from both sides in the talks, Cantor says- "I don't think the White House understands how difficult it is for fiscal conservatives to say they are going to vote for a debt-ceiling increase." In the current round of negotiations Boehner pulled back from "a grand bargain" which included tax increases, after consulting with Cantor....

Closest to president Biden in 2024 is Ted Kaufman who sat next to Biden on these trips from the US Senate to his home in Delaware over three decades in Amtrak trains. Ted Kaufman 82, was Biden's Senate chief of staff from the early days when the youngest senator at 32 years started his 5 term Senate run in 1970. He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. The other two who are in their late sixties are Ron Klain who was Biden's chief of staff at the White House till 2023. And Mike Donilon 69 years, who is the closest to the president today in his day to day work. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy.
