Questions may relate more to how these situations affected the role of Gates and similar individuals in protecting the interests of the US, Europe, India, Latin America and Africa in health organizations such as the World Health Organization. As globalization spread governments in the West surrendered some of the essential role they played in world health organizations to individuals and NGO's, and countries lacking experience needed for such an important task. The mishandling of the pandemic is partly a result of this retreat by western governments from the role that they have played during the nineteenth and twentieth century. In the US letter to the WHO by president Trump the role of Gro Harlem Brundtland of Norway was shown in handling an earlier virus epidemic that originated in Asia so that it would not spread and could be controlled. This is the H1N1 crisis in 2003 cited in Mr. Trump's letter to the World Health Organization. Brundtland took strong action that was missing during this pandemic after the US and western nations surrendered the essential role they have played for centuries based on role in medical science discovery for maintaining public health. Surrendering this role or seeing it erode is one of the biggest mistakes of our time and a mistaken form of globalized behaviour. It is only now being corrected as the realization dawns on major nations such as US, UK, France, Japan, Russia, India and other countries about the essential stability provided by western nations knowledge, experience and resources to this task of maintaining global health. Even a nation like India has to base its role on hundred or more years of work in medical science and commitment to public health that transcends political preferences or national interest to take on and be a worthy participant with the advanced nations that have played so great and beneficial role for the world in public health. What to speak of transient interest of nations in the developing world or countries where national interest or political preferences play a part in public health of the peoples of the world. This responsibility for world's public health can never be delegated to individuals, foundations or any one country, or small countries, or a combination of these, only to the collective experience of the last 300 years in medical science discovery and the role of Europe including Russia, and the US in leading the way.  The Biden administration has the same underlying concerns as the Trump administration about this mishandling of the pandemic and the disasters that followed bringing so much death and suffering This excerpt on Brundtland of Norway is from the letter the US sent to the World Health Organization- "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." ...

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. Perry says the president has no plans to back up what he says, which hurts U.S. credibility posture. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Other experts warn of the danger of stumbling into something unprepared, and increasing the unpredictability with and adversary who is unpredictable to begin with. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

Peter Navarro's thinking is genuinely felt and genuinely thought out after 20 years  at Harvard, UC Irvine and other universities, as an economist who abhors sitting in the office with textbook theory that has no relevance to life of working families in the heartland of America. He says of these textbook theory economists and the American companies that have recklessly shifted America's industrial base to China year after year and decade after decade- “The same damn fools who supported NAFTA, China’s entry into the W.T.O., and every other trade deal that was supposed to benefit America but only benefited Wall Street and the foreign nations screwing us. Those mainstream economists need to get out more often — maybe to Ohio or North Carolina or Pennsylvania or Wisconsin or Michigan.”  He says the 70 nations including the big ones Japan, South Korea, Taiwan, India, Britain and the European Union are already neogtiating with the Trump administration. What more proof does one want. The Nation will get a better deal as it is about fairness in world trade, and an even playing field. Navarro calls it "a beautiful thing." The three dimensional unique approach taken by Navarro, Bessent and Lutnick and by Trump is working, says Navarro. Fifteen decades ago A. President Trump says Japan needs to contribute in patrolling costs for the waters in the region. Japan has good relations with Iran and has acted as an intermediary in talks between Iran and the U.S. A recent attack on a Japanese ship in the Gulf of Oman have led to Japan taking a more active role in the region. A Japanese destroyer will now patrol waters in the region as part of an effort by Japan's Maritime Self-Defense Forces.

The U.S. and China sign Phase 1 of the trade agreement in a sign of reduction of trade tensions between the two countries. Difficult issues of state subsidies under China's state enterprise model of development, and technological competition were put off for the future. China made the deal possible by agreeing to double its purchases of agricultural products, and offering to purchase about $200 billion in American goods and services over the next two years. This gives relief to farmers, a key part of Mr.Trump's support base. This also helps achieve a key Trump and U.S. goal of cutting the U.S. trade deficit with China quickly, just as happened decades ago with Japan.  See the related article and link on how for the first time in decades China's trade surplus with the U.S. is now set on a path for permanent decline. It dropped significantly in 2019 by 12.5% even though China's imports from the U.S. dropped by 21%, based on Chinese customs data released for 2019. With China increasing these imports significantly and the U.S. holding on to tariffs of 25% on $250 billon of China's exports to the U.S. which are outside the Phase 1 agreement, the downward course is set for the next few years for correction of a dangerous trade imbalance. That imbalance was allowed to develop over successive Republican and Democratic administrations. China already has the European Union as its first leading trading partner and south east Asia as its second. China plans to not be so closely intertwined with the U.S. in trade, and yet preserve its state sponsored development model and drive to compete in technology. China's increased purchases from the U.S. of $200 billon are broken down in terms of farm products- $32 billion, manufactured goods- $80 billion, energy products- $50 billion, services $35 billion. In effect the U.S. gets its goal of cutting the unsustainable China trade surplus quickly and with certainty in 3-5 years. China uses the period to transition for less trade linkage with the U.S. yet preserving its state sponsored model of development and drive for technological advancement.   ...

Under Mette Frederiksen immigration which reached 21,000 in 2015 was down to a little over 1000 a year. She is a strong fighter for workers and families and labor rights and yet tough on illegal immigration. She has been proven right about this as Britain and the US under Biden are seeing illegal immigration as a threat to workers and labour, are seeing the risks of distraction from illegal immigration doing a serious disservice to workers and families by making it hard to fight for workers and families on wages, cost of living and other issues.  Even with a strong record of fighting for workers and families, Frederiksen was one of the first European leaders to see the dangers of illegal immigration to society. It gave parts of the political spectrum that had no interest all along in workers and families doing well, an issue to run on that would come to cause grave harm to workers and families. This turned out to be the error of Angela Merkel a CDU leader brought up in Communist East Germany, who had no idea of the risks of her approach for open immigration. As Merkel let this chapter unfold it created fissures in Europe, with Tories and Nigel Farage taking Britain out of the EU and laying waste to its economy for 5 years till Labour's Starmer adopted a tough immigration policy and became prime minister in 2024. That danger then spread to the US in 2016 which also suffered as Republicans and Trump did the same in the US around rhetoric but without serious action on immigration till the Lankford- Biden legislation.  That bill would have closed the border with Mexico and ended immigration as an issue forever if passed into law in December 2023, as Senator Lankford says would have happened. Ending immigration as an issue forever alongside foreign wars as an issue, so that a concentrated effort could be made on improving badly damaged lives of workers and families. And on rebuilding badly damaged manufacturing in the US, rebuilding collapsing infrastructure, and competing with better education and healthcare with the large Asian countries China, Japan/ South Korea, India. ...

In this WSJ report a top American Defense Department official before resigning says- "I have no problem with feeding China or trading with China. I have a problem with arming China." Advanced or sensitive manufacturing technology is still being approved for export to China says this report in WSJ, even as the US perceives this to be a national security threat. Experts say the Commerce Department report approval process needs overhaul and the US needs close coordination with the European Union on this process. Of the total US $124 billion in exports to China in 2020 only half of one percent needed a license Commerce Department data reviewed by WSJ shows. Of that small fraction of one half percent Commerce Department approved 2562  applications or 94%. This even includes array of semiconductors, aerospace components, artificial intelligence technologies that could be added to China's military. This means that even towards the end of the Trump administration with its talk about national security threats, through the four years 2016-2020, nothing much happened in this important field.  The difficulty that the Trump administration faced and America faces is putting company and business interests first or American security interests and retaining competitive technological advantage interests first. American administrations and business have consistently failed to follow what plain ordinary Americans understand by America first. Even when it is clearly evident that America is handing over sensitive advanced technologies with very little in return, and creating out of nowhere competition that poses serious risks for the national interest, business and administrations operate indifferent to the national interest. Even right into the period when this is making the world a riskier and more dangerous place.   This is the state of affairs today, and the situation is not about Congressmen visiting Taiwan or ships going through the seas in that region, or international law. All that is American policy  and is well known and well understood. What is missing is the right action and the right determination behind other action that is sending a different message at the same time -that the US is oblivious to its own interests. That administrations, even those such as the recent Republican one under Mr. Trump, see a higher priority in following American business wherever it goes in pursuit of individual company interests alone, even if it does not accord with the national interest. Lobbying groups distort what policy should be in the public interest and in the interest of both countries, leading to a breakdown in the whole process itself whenever governments surrender their role of protecting the public interest.  Outshoring manufacturing was bad economically at the level of communities across the US, leading to divisions that weakened the country in the last decade, it was also bad for the economy of the country with loss of the best manufacturing jobs, beyond what economists in their ignorance of the big picture sought to show was the consumer- often the same person who lost a job or stopped seeking work- paying less. It was bad also for China as it created the hyper growth that rapidly contaminated land, air and water and created an inherently unstable relationship in trade with destruction of jobs at a pace that America had not faced with Japan and with which it could not cope. Could a pace that worked for both nations have worked? At the root is the notion that business knows best even if it is in plain sight to every plain American that the country's most advanced technologies are being shipped out. Governments do not fulfill their responsibilities and fail when they fail to tell business what rules are in the public interest, as it was never in the first role of business to protect the public interest. That the European Union has simply followed the US in this has created a problem for both the US and the European Union of deviating from what plain Americans or Europeans see as abundantly clear.  Even in plain dollars and cents business and economists fail to grasp the true cost for the whole country or whole people compared to the benefit for an individual or an individual company. The cost of wars even small wars can be be trillions of dollars which are borne by the whole country or people, and most of it by the middle and less economically well off classes in a country. Creating a belligerent competitor in world affairs and the risk of conflict and war is to lose trillions of dollars when the benefit to an individual, groups, or individual companies is no more but a tiny fraction of that trillion dollar cost, not including what all the plain people pay in human lives. It is not that anyone benefits as the people in the belligerent competitor country follow the same pattern of loss that would happen in the US. One should ask is it not a loss for China also? The example of Imperialist Japan is not so far off in time for Americans or Asians including the Chinese and Japanese people who suffered so greatly to forget. Business remains oblivious to the public interest not just for America but for the world, individual companies do not see it as their role beyond that of pursuing individual company interest. Is it not then for the government to set the rules. Is it alright for government to not fulfill its responsibilities? Even when this pushes the world faster to into conflicts as technologies take the place of exercise of wisdom in conflict, and even when there are unmet challenges such as climate change that affect the whole planet.  ...

It is not a story that most people grasp or understand- the long term effects of the US immigration surge of 2023 and its source mostly from Venezuela. The  US Congressional Budget Office says labor force in 2033 ten years from now will be larger by 5.2 million people and younger as a result of the immigration surge in 2023 from about 1 million immigrants each year in the 2010's to 3.3 million. About 2.5 million crossed the southwestern border in 2023. Much of it the result of the collapse of the Venezuelan economy and its middle and upper classes leaving the country. This was worsened by the US sanctions on the Maduro government including under president Trump, say experts in an adjoining NYT article on the 7 million people who left Venezuela to go to Colombia, Peru, Ecuador and Chile since 2012, then making their way up the Darien Gap to the US. Something that could have happened under a Republican president if the US Congress could not reach bipartisan agreement on correcting asylum and parole policy. As a result of this surge US Gross Domestic Product  in 2033 will be 3% larger. When the large Asian economies are seeing a aging workforce, Japan for the last decade and China now following Japan, the US labor force will be younger than it would be without this unusual surge in immigration of the last 2 years. The federal deficit will be smaller at 6.4% instead of 7.3% in 2033 as immigrants will pay taxes on income. Another aspect of this larger infusion of immigrants is that after the pandemic shut down immigration entirely there were severe shortages in the hospitality and restaurant, construction, healthcare industries. And with the trillions of dollars in investment that the Biden administration is making with more factories - this will absorb most of the immigrant surge by 2033. With some positive effects in the competition with rising Asian economies China and India. Particularly consider with the younger demographic India of 1.4 billion people. It will mean more factories can be built in the US and there will be workers for these factories in the US at wages that keep the US economy competitive years from now in 2033. This is a sobering aspect of the current situation viewed from what will be seen by America's younger generation. And under the bipartisan compromise in Congress correcting asylum and parole policy that was shut down by the former president, Republican senators understood very well that the immigration surge of 2023 would have some constructive effects for the long term, while its effects on the short term would be mitigated by Biden's commitment to close the border in 2024. This did not happen, yet the future for America's younger generation is bright under the Biden plan for massive investment in manufacturing and jobs in the US, and with the millions of immigrants needed to fill the jobs that investment will create by 2033. It will make America with a younger work force than Europe or China, only India having a younger workforce in 2033. ...

President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. It made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed." Working level discussions will be held before the Kim- Moon summit meeting and a hotline phone connection will be setup between the two leaders. A recent report in the WSJ shows China for the first time tightening sanctions on the North. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...

In exceptional reporting from Seoul, WSJ's John Lyons shows how the opinion has shifted in a matter of months in South Korea over installing the anti-missile Thaad system provided by the U.S.  Gallup South Korea polls show that since the election campaign earlier in 2017 opinion has shifted sharply, from 52% supporting Thaad to 72% support after the July 28, 2017 North Korean launch of an ICBM missile recently. When he took office president Moon halted installation of 4 addition Thaad anti missile launchers, now Moon supports installation. and it is moving ahead.  Anti-war activists earlier protested the installation at a golf course in Soseong-ri, and formed a group supporting Moon. Now only a few protesters are to be seen, says Lyons.

The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

From 4% of steel production, this went up and up, passing the U.S. in 1993, past Japan in 1996, and in 2018 producing three times the steel of U.S., Russia and China combined, producing 923 million metric tons of steel in 2018, or more than half of world production of steel. With steel China was able to build its automobile industry, shipbuilding, bridges, infrastructure, high speed rail network. This was done using global demand, subsidies from the government, cheap loans and tax breaks. Markets worldwide were affected by substantial excess production in China. From Baosteel the spread of the steel industry to all 23 Chinese provinces led to China accounting for 25% of world exports. By 2016 5 million workers mostly from the agrarian countryside were employed in the steel industry, helping China transform itself into an rapidly urbanizing and modern economy. It was a period when the rail network was tripled between 1975-2017, with shipping companies that ensured access to Australian coal and Brazilian iron ore. From 2011 to 2017 Chinese steel dropped global prices by 57% triggering closure of steel mills in EUrope and the U.S. About a third of trade complaints since 2001 by G20 countries against China are about steel. After entry into the WOrld Trade Organization Chinese steel exports rose to 8% of GDP from 2%. Subsidies, cheap energy, and shift of agrarian workers to cities. U.S. investigations around 2006 showed Chinese steelmakers subsidies covered 30% to 45% of the subsidized value of steel pipes exported overseas. China's steel prices were set 20-40% lower than the U.S. China responded to complaints saying it was trade protectionism. The WTO rules call for full disclosing of all subsidies. This was disclosed 5 years after joining WTO in 2001, and only for central subsidies. Local government subsidies were not disclosed till 2016- the U.S. says 15 years late. Still the Bush and Obama administrations failed to take action. In 2018 Mr. Trump seized on this as a campaign issue that resonated with American workers in manufacturing communities across the U.S. In 2018 November president Trump announced a 25% tariff on imports of Chinese steel. A six month probe by U.S. officials had already shown 40% of sales value came from subsidies for corrosion resistant steel from China. The U.S. Trade Commission imposed tariffs of its own from 39% to 241%, with the Trump tariffs of 25% coming as an additional tariff to tackle the trade surplus with China. Meanwhile in China the government is closing uncompetitive smaller steel mills and in 2016 it combined baosteel with Wuhan Steel to create a larger company, and consolidate remaining companies. Baosteel now provides the steel for CIMC to dominate the steel container business, and to make ship to shore cranes, and make the San Francisco-Oakland Bay Bridge.  It also goes to show what can be accomplished from small beginnings for countries in the developing world from Asia to Africa and Latin America, with government and industry focussed on development and growth.   ...

The 25% auto imports tariff goes into effect April 2nd 2025. How much will it increase prices in the US for automobiles? The average is about 10%, say some experts cited in WSJ. This includes price increases on higher priced brands such as German brands BMW's and Audis, Mercedes Benz, and VW cars made in Mexico to ship into the US. It also includes European car makers including Stellantis that make cars in Europe and Mexico to ship into the US which could lose market share to American car makers who make most of their cars in the US. Ford makes 80%, GM 60%.  Overall US international Trade Commission in 2024 looked at the 25% US tariff in a study and showed 5% increase in auto prices in the US. President Trump's call to GM and Ford asking for restraint in pricing may be coupled with the government returning some of the money in tariffs revenue pool to American or foreign manufacturers investing more to make more cars in the US including to Hyundai which announced a $21 billion investment. More such investment decisions are expected from Japanese automakers. For example Subaru has capacity for 450,000 cars in Lafayette Indiana plant and sells 650,000 cars in the US. One would expect it to increase the capacity of the plant or add a new plant in the US. The Japanese government and Japanese business will have additional incentives to invest in the US because of the US support for Japan in the Asia-Pacific, US openness to give trade benefits to Japan in the post war period, incentive to make the Republican DJT plan for tariffs to work as a united Japan-US effort. This would include restraint on pricing.  Toyota is in much better financial shape than VW and has a large market share in the US which it will work protect with pricing restraint and more US investment. Only VW and German luxury car makers BMW, Mercedes may not cooperate. Yet VW sells only 300,000 cars in the US compared to 2.3 million for Toyota. BMW and Mercedes sell luxury cars where buyers could absorb the additional luxury brand cost without impacting inflation overall. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...
