The Fed's interest rate policies to fight inflation have increased the return on US assets vs overseas emerging market countries such as Brazil and India. US Treasurys now offer 2% return after inflation. This means investors shy away from emerging markets as the extra yield offered by emerging market country bonds is diminishing. This reduces inflow of investment into countries from Turkey to Brazil. Higher rates also increase the value of the dollar vs other currencies including that of China and India, Brazil, Mexico. This means it is costlier for other countries to buy goods priced in dollars (India, Mexico)  or service dollar denominated debts (Argentina or Turkey). Where countries had raised rates to fight inflation this means central banks have less room to cut rates to stimulate their economies. This also happens as China's growth of 5% in 2023 as it has high debt and little room for stimulus measures, reduces any growth in countries in Latin America or Africa that export commodities from copper and iron to other materials. ...

One Big Beautiful Act will generate $64 billion from fees and Medicaid savings. It will reduce incentives for migrants to enter the US by imposing fees on migrants entering the country for economic reasons yet using asylum laws meant only selectively for humanitarian purposes. In past American history in the 1930-1954 migrants entered the country only for agricultural activities, for the first time in 2000-2024 asylum laws intended strictly for a limited number of thousands for humanitarian reasons were being used by millions of migrants from Asia and Latin America. 

The new fees in the One Big Beautiful Act are $5000 for entering the country illegally and another $5000 for not attending a legal proceeding. The social safety net will apply only to American citizens.

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

A former president Alan Garcia was found dead having shot himself to prevent arrest by police in Lima, Peru. Alan Garcia was one of 4 Peruvian presidents involved in a vast Odebrecht scandal involving construction contracts, alongside Pablo Kuczynski, Ollanta Humala, Alejandro Toledo.

A judge in Lima ordered Kuczynski be on preventive custody in a money laundering investigation. PPK or Kuczynski led Peru until 2016 until resigning in March 2018 after moves to impeach him over links to Oderecht. Garcia served as president for 2 terms 1985-1990, and 2006- 2011. In Brazil the Odebrecht scandal and the scandal in oil company Petrobras led to a change in government after elections that led to a win by Mr Bolsonaro over the ruling Workers party that governed Brazil for over a decade.

Peter Hotex of Baylor Medicine in the US is a pioneer and leader in getting low cost traditional vaccines to billions in Africa, Asia and Latin America.  Here Peter Hotez of the Baylor College of Medicine Tropical School is interviewed in The Hindu. He talks about how the new mRNA vaccines are "shiny toys" pushed forward in the US in 2020 under innovation drives, and that the vaccines made by traditional methods are just as effective and provide lasting protection. Without vaccinating the entire world population including the billions of people living in Africa, Asia and Latin America, there will be no end in sight for the pandemic, he says, and the best way to do this is through vaccines made by traditional methods, methods used by Bharat Biotech for Covaxin and Biological E for its vaccine. He said mRNA is a brand new technology  and "it will take years to scale it up to make 9 billion doses" of vaccine for poor countries. Baylor has developed the vaccine technology using traditional methods such as yeast fermentation expression technology used for Recombiannt Hepatitis-B vaccine. Its been around for 40 years. Baylor will transfer the technology to Indonesia, India, Bangladesh, all over the world. He says in terms of virus neutralizing anti-body immune responses it is as effective as the mRNA vaccines. Hotez is critical of some pharma companies- "the rest of them want to bicker about patents. we're not going to go down that direction." Baylor is providing its technology for manufacture to companies to fill the need in poor countries, without patent protection or quibbling about legal things such as indemnities, says Hotez. Hotez also thing recombinant protein technologies vaccine with its traditional approach could also overcome vaccine hesitancy, a key factor for unvaccinated in Europe and US which have stuck to mRNA vaccines. The newer technology behind mRNA could make parents hesitate to vaccinate their children with these technologies, and also be a part of the mental attitude of unvaccinated adults having hesitancy.   ...

A Kyodo News poll shows about 60% of Japanese want the Olympic games cancelled. Japan faces another wave of the pandemic with a surge in Osaka and other cities. The government's handling of the pandemic is disapproved by 71% of Japanese in a Kyodo News poll. Over 80% are unhappy with the slow vaccine rollout.   India faces a surge in cases public dissatisfaction that is similar to Japan and other countries in Europe. France and Germany have a slow vaccine rollout. In India vaccination drive is affected by a lack of supplies as in France and Germany with shortages of vaccine. The European Union in April signed contracts for over a billion doses with Pfizer and India has plans for ramped up supply of its Covishield and Covaxin vaccines to 2 billion doses by December 2021. This shows how difficult it is for advanced countries and major pharmaceutical producing countries such as as India to vaccinate their populations quickly in the initial stages of the vaccination effort. In July the vaccine effort would be in its 7th month and vaccine supply constraints are expected to ease as a result of aggressive action by governments in EU, France, Germany and India. From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. Lenovo's efforts to increase sales in India and Brazil. Lenovo is the largest PC company in India with 15.8% market share in the first quarter of 2012. It has only 3.6% market share in Brazil and is planning to increase its market share in the Brazilian market. Its market share in China is 30%. Slowing sales in China is increasing the focus on growth in Latin America. Lenovo's head of Asia-Pacific and Latin America, Milko van Duijl says Lenovo will have to build a manufacturing presence in Brazil to be successful there. African continent debt reached $1.1 trillion in 2024. About 900 million people live in African countries where interest payments on debt exceed money spent on healthcare and education. In Nigeria external debt is $40 billion, in Kenya $35 billion and Uganda $12 billion.  Take Nigeria with 220 million people. 40% of the revenue collected goes to meet interest payments on debt. For many African countries there is zero per capita income growth for a decade. During the 2010 crisis as interest rates reached new lows US and European Reagan era intellectuals including Democrats encouraged African countries to borrow at low rates and banks loosened restrictions putting more African countries into debt buildup borrowings. As interest rates went up the cost of paying the debt accumulated required more loans at higher interest rates. Nigeria paid a premium over that of 10% for a loan of $2 billion just for interest payments. The debt crisis means African currencies depreciate reducing purchasing power.  With war in Ukraine and Covid prices of food and energy rose. Only the strong and disciplined leadership and rapid industrialization provided breathing room as with Modi in India, Jinping in China, the African continent and Latin America lacked this and are feeling the pain. ...

Allyson Chiu and Emily Wright show how inventors in India are working on more efficient residential air conditioning units that cool single rooms. About 1.2 billion units are there across the globe, billions more may be needed to replace the old ones and to meet surging demand in Asia, Latin America and Africa. International Energy Agency estimate is for these AC units to triple by 2050 what they are now, adding 2.4 billion AC units. Using the existing technology and emissions would mean putting 2 billion metric tons of emissions from these older AC units into the atmosphere in 2050 or what 476 million cars put out, says IEA.  The Indian government, RMI, a global coalition including Gree of China, and Daikin of Japan are doing the research on new AC units. In 2015 about 5% of India's 300 million households had such AC units. 8-10 million units were sold in 2023. This would rise to 1 billion units sold and installed by 2050 says IEA, that would emit 25 gigatons of cumulative emissions in 2050, or what a staggering  6 billion gas powered cars emit. ...

A new survey of senior lending officers of 45 emerging market banks by the Institute of International Finance is similiar to surveys done by central banks in U.S., Europe and Japan. The IIF is an asssociation of large global banks. The IIF's chief economist says the survey shows strong demand for loans in these countries. Emerging market banks are becoming cautious, but its difficult considering the strong demand for loans. In China and Brazil, banking authorites are trying to cool the huge increase in loans as asset bubbles are developing. The IIF's first survey shows strong demand for loans aross the board, especially in Brazil. Similiar information from Turkey shows strong loan demand. An index of loan demand for consumer loans in emerging markets- with a score of 50 indicating expansion of loan demand and below 50 contracting loan demand- is at 64.1. Similiar indexes for the U.S. are at 50.1, for Europe 49.8, Japan 48.5, according to the recent surveys by central banks. While 56% of emerging market banks say corporate loan demand has grown in the 1st quarter 2011- the similiar number for the U.S. is 35% in the Fed survey, and 28% for Europe in the ECB survey. The IIF survey looked at the bank's lending practices and found banks in emerging Asia were tightening standards while banks in Eastern Europe, Latin America and the Middle East were lowering the standards. 25% of emerging market banks tightened corporate lending standards, 16% relaxed standards, and the remainder left things as they were. A similiar Fed survey for the U.S. showed no banks tightening corporate lending standards, and 16% relaxing standards. And an ECB survey shows more banks tightening standards than relaxing them....

Nikki Haley is doing what has happened before, fighting for principles in her party and showing that a fully significant 40 percentage points of her party believe in the old conservative ideas, of the Republican party. That of the country club type, the everyman who happens to be conservative the core of the party, small and large business owners. The situation is analogous to the intraparty struggles that beset the Democratic party after the abrupt end after 1000 days of the John F. Kennedy presidency and administration. Since the 1920's and two periods of rising inequality accompanied by technological change from the 1870's that ended with the Great Depression, the US had experienced a great revival under Franklin Roosevelt, Harry Truman and Eisenhower. In 1960 a new future was articulated by Kennedy of the new world that lay ahead, one he had seen upfront in Asia before, during and after the war. How would we bring the post colonial world of billions of people into the modern world. Since then both a modern China and now modern India are part of this change. "Today our concern must be with that future. For the world is changing. The old era is ending. The old ways will not do." Acceptance speech for the Democratic nomination for President, July 15, 1960. It was interrupted after the intraparty disputes that began in 1968, Robert Kennedy challenging LBJ, leading to Richard Nixon, and Edward Kennedy challenging Jimmy Carter leading to Ronald Reagan. John F. Kennedy had articulated a vision that still is alive today based on an understanding of how America's needs fit into all humanity's needs.  In some ways the situation after 2024 or 2028 still goes back to the vision of a new order of the world with emerging nations in Asia with 3 billion people, and additional billions of people in Africa, Latin America. The Arms buildup promised by Reagan in 1980 has yielded little about 50 years later, not even the fall of the Berlin Wall which today has been replaced by another struggle in Eastern Europe in 2024. Truman tackled the Berlin Blockade,  Eisenhower had faced upto Soviet tanks in Budapest, Kennedy had faced the Berlin crisis in 1963 his ich bin ein Berliner (I am Berliner). What purpose would an orbital weapons program serve- and could the US ever be or even want to be  "only one superpower in a safe world," with an orbital weapons program as Reagan and Weinberger went out to do and failed completely. America faces a situation analogous to 1920's with increasing inequality and weakness in the social fabric, as a result of four decades of rising inequality accompanied by technological changes, and misguided Reagan programs that diverted from John Kennedy's vision that the "old era is ending, the old ways will not do."  The vision put forward by John F. Kennedy has more relevance today for the future. That vision he articulated in the First Inaugural Address in which he also said that this work may not be accomplished "in our lifetime on the planet." It is important to remember that John F. Kennedy connected his vision to FDR when he said in his State of the Union Address to Congress in Jan. 1961- In the name of a great President whose birthday we honor today, closing his final State of the Union Message sixteen years ago. "We pray that we may be worthy of the unlimited opportunities that God has given us." This is the vision that stands before America even today in 2024.   ...

As long as free and fair presidential elections do not happen migration from Venezuela will continue said this report from CSIS in 2023. a clear warning to the US, to Latin America and the world. This is relevant to the actions taken by the Republican party and by DJT to make the immigration an issue in 2024 elections and as shown alongside in the action by DJT to revoke the Chevron license because of Venezuela's failure to take in deportees quickly and the failure of the Maduro regime to allow free and fair elections to let Venezuelans decide their future.  Eight million Venezuelans have left the country because of mismanaging the economy, runaway inflation, repression, and failure to honor free and fair elections. Taking the 2015 population of 30 million this is about 25% of the population with millions fleeing to Colombia, Peru and the US. "If no indication of regime change seems in sight and the 2024 presidential elections are not free or fair, upticks in migration should be expected, as Venezuelans will continue to leave the country in search of better opportunities. Therefore, it is critical not to overlook this migrant crisis nor normalize it, as it is evidence of the persistence of the democratic and economic breakdown in this country, which continues to be a threat to the stability of the region and the world." Foreign investment in the auto industry is having a significant impact in the growth of Mexico's middle class. VW has plants in Puebla, General Motors in Silao, Chrysler in Toluca, Nissan in Aguascalientes. Production increased by 24% in February 2012 over the prior year. The growth is likely to continue. Facilities in Mexico have high productivity and are technologically equiped comparable to plants in the U.S., Europe and Japan. Nissan plans a $2 billion investment in a plant in Aguascalientes. Because of the lower cost of living, with food, transportation and health care costing less, even though household appliances cost more, workers at a Mexican plant earning $4 an hour in pay and benefits or $130 a week can still have a decent standard of living. Foreign investment is likely to grow with Mexico's emphasis on technical education - about 130,000 engineers graduating each year according to Mexico's president Calderon- the work ethic of young Mexicans joining manufacturing plants, the productivity of these lower cost plants, and a growing market in Latin America. Nissan plans to produce 1 million cars in Mexico with an investment of $2 billion in Aguascalientes. Nissan has succeeded in taking over from VW as the preeminent manufacturer in Mexico, and has 32,000 workers in the Aguascalientes area, once a small town but now a thriving city of 700,000. Drug cartels have no interest in places like Aguasalientes, which is why foreign investment continues to come into Mexico. The lack of economical credit- interest rate on car loans is about 10%- and the flow of about 600,000 used cars each year into Mexico from the U.S. has restricted growth in Mexico's automobile market. Jose Munoz, Nissan's senior executive for Latin America sees this changing as more credit including Nissan's new financing center in Aguascalientes make lower cost credit easily available to a growing middle class....

For the first time in three decades US economic growth will be much faster than China's. Second quarter 2021 growth in the US was 12.2% compared to 7.9% in China, and will continue to be much higher for five consecutive quarters. This report in the WSJ says it is the result of the US response to the Covid pandemic. The US vaccination drive, massive fiscal stimulus and near zero interest rates have helped, including the confidence generated by the $1 trillion infrastructure investments planned for this decade. Over the longer term Capital Economic estimates China's GDP around 2030 will drop to 2% growth with demographic decline, just as the demographic factors favor Indian growth to levels that China has seen in the last two decades. This was the plan and vision set out by the Indian prime minister for 2047, on the 100th anniversary of independence. For the future government help has helped US households accumulate $2.6 trillion in excess household savings, which Moody's estimates is 7 times that in China.  In the longer term gaps will have narrowed between Asia and Europe, the US, which is a good thing. More will need to be done in Africa and Latin America. Much of the talk about who leads ignores the local needs in cities and towns across all parts of the world for a better quality of life, better education, better nutrition, better healthcare, meeting aspirations of young people, and supporting hope for a better future. ...

A look at the Palestine conflict from 1947 to 2023. The British Mandate for Palestine gave Britain a role in administering this part of the Middle East after it took control of the region from the defeated Ottoman Empire in the First World War 1914-1918. The League of Nations set up the Mandate with intention to take the people in this territory to independence. The UN in 1947 gave about 56% of Palestine to the Jewish people and 44% to the Arab people. When the Arab people rejected this UN settlement and Arab neighbors Jordan, Egypt and Syria invaded in 1947 about 70% of the territory went to the new state of Israel. There have been repeated conflicts almost every 7 years since and there are factions within Israel and inside Palestine Arabs who have protracted the dispute, including over holy sites in Jerusalem, without seeking the kind of settlement that won peace for Ireland after hundreds of years of British rule and discrimination. The world with its billions of people in China and India who seek development and billions of people in Africa and Latin America who seek a way out of poverty, has no interest in prolonging small conflicts that distract from the importance of tackling climate change, infrastructure development and education, healthcare, ...

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

Telefonica offers part of its dividend in shares to conserve cash and considers IPO listings for operations in Germany and Latin America. Earnings decline by 54% in the first quarter of 2012. Shares have lost over 30% in 2012. Net debt is 57 billion euros, larger than its market capitalization and forecast at 2.7 times Ebitda. JP Morgan estimates show that sale of call center Atento for 1 billion euros, and stakes in in China Unicom and O2 in the Czech Republic could bring an additional 6 billion euros, which would bring debt down to 2 times Ebitda.
