German chancellor Merkel announces steps for a new lockdown to tackle the second wave and infections daily of over 30,000 in Germany, critical levels for ICU beds in parts of the country. Stores, schools and daycare centers will close till January 10, to prevent spread of the virus during the Christmas period. The action was taken in consultation with 16 state leaders.

Stores now include hairdressers. Parents are given paid holidays to look after children as day care centers are closed. The merger of Siemens Mobility and Alstoma who produce long distance ICE and TGV trains in Germany and France was blocked by the European Commission, because "it seriously reduced competition." The merger would have created a rival to China's CRRC in high speed trains. The European Commission stated the rail signalling systems market as a principal reason as the two companies could raise prices because of their size in that market.

Scientists say 6out of 9 global climate resilience boundaries have been crossed. It is based on 2000 studies and published in the journal Science Advances. Broken boundaries means the systems have been driven far from the safe and stable state that existed, from the end of the last ice age 10,000 years ago, to the start of the Industrial Revolution, says Damian Carrington in The Guardian. We are outside of safe operating space say scientists. Prof. Johan Rockstrom, is head of the Stockholm Resilience Center, who developed the boundaries framework. He says more worrisome than all the extreme climate events we are seeing is the dwindling planetary resilience. For fresh water in lakes and rivers and soil it was crossed earlier in the 20th century. Synthetic pollution from plastic waste in 2022. Nitrogen and phosporous, according to FAO 3 times safe levels added every year. For air pollution it was crossed in South Asia and China. In central Switzerland the Trift  Glacier is nowhere to be seen. In its place is the Trift bridge, a valley and a lake that is a popular destination for hikers. Like thousands of glaciers elsewhere it has melted away with climate change. Switzerland's 1500 glaciers and melting ice generates hydropower that powers 60 percent of the country's electricity. More melting ice means an increase in hydropower generation by 4 percent. Yet this is temporary. Eventually the melting glaciers from climate change mean fewer glaciers and less hydropower. The Alps have the most glaciers in Europe and provide the bulk of Europe's hydropower. A rare look inside the hydropower that produces 16% of the world's electricity, that is now endangered. Researchers at the Federal Institute of Technology in Zurich have a solution- to use the topography created by the melting glaciers including new lakes and areas that can be made into reservoirs that would be used to generate electricity. China and Nepal differ on the exact height of Mount Everest. Nepal says is measurement shows it at 29029 feet or 8848 metres above sea level. China calculates it to be 8844.3 metres. Nepal uses as sea level the Bay of Bengal, China uses the Yellow Sea. It varies whether the rock base is used or the variable level of snow and ice at the top. There is more climbing activity on the Nepal side than the Chinese Tibetan side. The mountain is always moving even if it is minutely. Seismic activity has raised it 5 metres. In 1856 Andrew Waugh, Surveyor General of India stated that the peak 15 of Everest was 29002 feet or 8840 metres high. A fascinating look in DW.com at pictures of an iceberg 158 kilometres long and 48 kilometres wide, on its way to hit the British territory of South Georgia in the South Atlantic. The island of South Georgia is known for large populations of penguins and seals, albatrosses, and humpback as well as blue whales. Prior to its splitting up the iceberg was even larger about the size of Luxembourg. The iceberg is a few hundred metres thick. The iceberg has already travelled for 1600 kilometres, and will reach South Georgia in 10-20 days.

Antarctica is the most southern region in the world, with 99% covered with ice some 5000 metres thick, 1.3 times size of Europe. Lowest temperature at -99 degrees centigrade, windspeeds can reach 155 mph. On it there are 4000 scientists in summer on research stations of 30 countries.

The Arctic contains about a fifth of the world's undiscovered oil and natural gas, according to a report by the is US Geological Survey. It is about two thirds of the oil and gas reserves of the Middle East and 90 billion barrels of oil. It will come on stream only gradually because of the Arctic ice and difficult terrain, though climate change and melting ice makes it less formidable. Countries bordering the Arctic, Canada, Russia the USA, Denmark and Norway, will benefit with Russia holding most of the valuable natural gas resources.

A new once daily ICE train takes one from Gare de'l Est in Paris to Berlin Hauptbahnhof in 8 hours leaving at about 10 and in Berlin by 6 pm. It goes through Frankfurt South, Karlsruhe, and Strasbourg. The cost ranges from $26 to $104 one way. It is run by SNCF and Deutsche Bahn. Deutsche Bahn known for delays with only 60% of it's trains on time plans to do better in 2025 with a goal of 75% on time performance. The train brings the two nations closer.

Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. The mood in Europe is of frustration with the slow vaccination drive and the failure to procure enough vaccine supplies and to approve vaccines in time. The US and Britain have vaccination drives that are moving rapidly leading to a reduction in cases and deaths. In Europe new cases are rising since mid February 2021, and there is the spread of the new variant first detected in the UK.  The variants make up 70% of new cases in France says Health Minister Olivier Veran. ICU's in France are 80% full. Elections in France in 2022 and in Germany in September 2021 are leading to government reluctance to impose tighter restrictions. The government strategy is now being questioned. Only 30% of Germans now have confidence in chancellor Merkel's ability to make competent decisions. The CDU's partner in the government, the SDU socialists have even less trust with SDU getting less than 10%. There are signs of a third wave of coronavirus in Germany resulting from variants of the virus, slow vaccinations, and reopenings. ...

Britain's Chancellor of the Exchequer, George Osborne, says "the integrity of the City matters to the economy of Britain," as he takes strong action to safeguard financial benchmark rates set in the City of London. Following the manipulation of LIBOR for which banks paid heavy fines this is a major issue. New legislation will make it a criminal offense, punishable with 7 years in prison. Manipulation will be determined based on the intentions of traders to place trades or share information so that their interests are served above a client's interest. Not just LIBOR, other benchmarks such as London foreign exchange benchmark rate, key gold and silver rate, ICE Brent index and Sterling Overnight Index Average (Sonia), ISADFix, are also included in this legislation.

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

Ford may be preparing for a bigger loss in 2008 than the $2.7 billion loss in 2007. Sales of the Expedition and Explorer and the F-150 truck have dropped significantly. These sales have dropped nearly 30% through May of this year over last year for Expedition and Explorer, and dropped 19% on the F-150 truck. One anlayst says Ford has $7-9 billion after all its other obligations as a cushion so the automaker is on thin ice. GM faces similar problems.

When even the NYT, or the host of CBS television Face the Nation does it poorly, how are independent voters, and voters leaning Democrat or Republican, or leaning not vote, to have a clear idea of policies?  This review of Trump statements about Harris statements on red meat, ICE, law enforcement, fails to get down to the policies she has stated at Wake Tech in North Carolina and in other places before this. It also does not address the Trump plan to end tax on Social Security which would lead to about $550 going to seniors but lead to a cut of 25% in Social Security in 2032, defunding Social Security and Medicare. Immigration- the first thing Harris would do as president is to sign the legislation written by Republicans Lankford, McConnell with the backing of the party and agreed to by president Biden that will in effect close the Border with Mexico and fix the asylum policy, not done in three decades. Cost of Living- Harris policy on price gouging is for taking the action that companies follow and play by the rule on pricing, so that they do not take unfair advantage of the public. It is not about passing a law or fixing prices. This has been done in Texas and in Kentucky, other states. Restrict rent to 5% increases and increase the supply of new houses by building 3 million new homes, $100 billion to be allocated for fixing housing supply shortages.   ...

This report in NYT suggests that coronavirus in New York is becoming endemic. Endemic means chronic instead of the acute crisis situation in 2020. This is because hospitalizations are not filling up ICU's the way they did in 2020. The burden of the coronavirus pandemic is now on people who are unvaccinated and people under 45 years.  New York has a higher rate of vaccination than the rest of the country. About 76% of people ages 12 and over in New York are vaccinated. Yet the 24% of younger people who remain unvaccinated is a part of the population that has fears about getting vaccinated which are harder to overcome. As many of these younger people also spend more time outdoors, and are part of the community, more likely to be in contact with families, relatives and friends indoors in winter, and less likely to wear masks and follow social distancing the pandemic, one could see another surge in the winter of 2021.  Another problem could be that some portion of the population of vaccinated has not taken booster shots by the middle of winter which would create a population of a third of the people even in cities such as New York that remain unprotected. The emergence of another difficult variant could also be a complicating factor. In this way chronic or endemic may still be elusive where masking, social distancing and other preventive actions are not taken. For the community as a whole there will be the risk to upward mobility from the people who risk losing jobs because of fears of the vaccine.     ...

Forecasts show global oil output exceeding demand by 630,000 barrels a day for the fourth quarter of 2012. This is partly the result of extra oil supplies coming in from Saudi Arabia to counter the situation with Iran at the same time as oil demand is slowing with the economic slowdown in the U.S., Europe and China. Prices of crude declined to $85.73 a barrel on the Nymex, and $107.85 for Brent crude on the ICE Futures Exchange on Oct. 24, 2012. Goldman Sachs cut the 2013 price forecast for Brent crude to $110 a barrel from $130. Earlier the QE III monetary easing by the U.S. Federal Reserve had rallied oil prices because of a weakening of the dollar.
