The Brexit issues and Tory leaders talking to their supporters has and effect on French British relations. Macron comments on UK Foreign Secretary and likely prime minister Liz Truss's recent remarks that "the jury is out" on whether the French president Macron was "friend or foe." Macron says "its not good to lose your bearings too much." He says in answering the same question "I would not hesitate for a second. France is a friend of the British people." It all goes to show how British relations with France have been affected under the Conservatives party.

China's exports were able to show year over year growth of 7.6% in the first quarter of 2012, a sharp decline from 20.3% in 2011. As a result IMF estimates of China's long term current account surplus which were about 7% of GDP in the World Economic Outlook in Sept. 2011 may now be lowered to about 5%. This would reduce the strength of arguments that the yen is undervalued. The IMF is now engaged in making estimates for current account balances till 2017. China's current account surplus peaked at 10.1% of GDP in 2007 and the IMF forecasts in 2008 were for this to remain at 10% for the long term. The situation is rapidly changing because the most recent estimates from China's State Administration for Foreign Exchange show the actual current account surplus for 2011 at 2.8% of GDP. Since the 2010 Group of 20 nations summit meeting when China was pressured to reduce its trade surplus and let the yuan appreciate, the yuan has appreciated by 8.3%.

Recession forecasts come from economists using obsolete economic theory, not looking at the situation on the ground- continuing this where US lost its industrial base, lost 5 million jobs, tens of thousands of factories, means falling behind to a point where US cannot make comeback as the largest economic power. It is the situation Lincoln faced where between 1830's and 1860 similar to 1995-2025 for three decades the US in one situation saw slavery getting entrenched, and in 2025 sees economic decline getting entrenched. Lincoln's answer was then and it speaks to us now- Fifteen decades ago A. Lincoln stated- "The dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new we must think anew, and act anew. We must disenthrall ourselves, and we shall save our country." IMF forecast of no US or world recession in 2025-2026. Earlier Chase Bank and other forecasts showed increase in chance of recession. WSJ forecast says 45% chance of recession in next 12 months but also says there was prediction of 60% chance of recession in 2022 and in 2023 which did not happen. ...

China sees the situation in Hong Kong spiralling out of control after two months of protests and leading to a loss of China's sovereignty in Hong Kong. The Chinese official in charge of Hong Kong Affairs in the State Council, Zhang Xiaoming, met with the Hong Kong government representatives in Shenzen and made it clear offering a dire assessment and the most severe since China resumed sovereignty over Hong Kong in 1997 from Britain. Zhang stated- "If the situation worsens further, and there is turmoil that the Hong Kong government is unable to control, the central government absolutely will not just watch without doing anything." He also stated that the central government had enough strength to end the unrest, that the Party center and military force if necessary is behind the Hong Kong government. Wang Zhmin, China's top official in Hong Kong gives a better view of how this is seen in the Party in Beijing. He even called it a "life and death war" comparing it to the "color revolutions" the democratic movements that unseated governments in Georgia, Ukraine and Serbia. China sees this differently than western countries. With its long struggle against colonial rule in the territory controlled by Western powers along China's coastal region, China's ruling party leaders have a very different perception of the situation than is shown in most western media, particularly during the two decades of China's reconciliation with Japan and the U.S. in its effort to catch up. In the rest of the world the perception is very different. The use of a military garrison or riot police from other parts of China would affect China's image carefully built up over two decades of a peaceful developing country working hard to catch up in living standards and technology. As the economy slows to 5-6% the damage would be to business confidence and investment, and to Hong Kong's status as a world financial center. This could also affect China's relations with the U.S., European Union and Britain. with criticism on action by China. Unlike negotiations with Japan by Mr. Lighthizer for president Reagan, when Japan enjoyed a trade surplus such as that of China today (where there were no such issues with Japan as the U.S. had offered security guarantees to Japan), negotiations with China on trade could be affected by issues such as status of Hong Kong. This could lead to a worsening of trade relations, indefinite duration of tariffs and lack of any settlement on trade, further slowing the Chinese economy and hardening positions. ...

And Philippe Bernard in Le Monde points out that writing is a critical skill for reading comprehension, as we read what we write, and ask ourselves is it written to get our ideas across, how coherent is it, and can we present a complex idea in words as we write and rewrite what we have written? Chats, social media, messages are shrinking the amount we write so that it is becoming a forgotten skill. Which is why Sweden has chosen to go from screens to binders that contain pens and paper to write with and learn to organize one's thoughts for children in its schools. It is a project that fits in with Lyrarc's Movement for Global Literacy. And we need for more countries to join this effort that Lyrarc is promoting in the interests of the children of the world and of adults.

Tough talk about shutting the border with Mexico from Biden. President Biden fully supports the bipartisan deal being negotiated by the Senate to shut down the overwhelmed border. Biden says- "It is the toughest and fairest set of reforms to secure the border we've had in our country."

Biden added that-"It would give me, as President, new emergency authority to shut down the border when it becomes overwhelmed. And if given that authority, I would use it the day I sign the bill into law."

After the debt swap of old bonds for new bonds with private bondholders for an estimated 53% haircut, the IMF's March 2012 report on Greece says a lot remains unresolved. It predicts a "disorderly exit from the euro" without further help. The April 2012 elections may result in a dilution to committments to austerity policies in Greece, as these policies are highly unpopular in Greece. Greece is still "accident-prone." Harry Kane and coaches Tuchel and Scaloni Explaining England's defeat against Argentina with only 5 minutes left and England leading 1-0 World Cup Soccer July 15, 2026. All agree England just stepped back and defended after fighting hard the first 60 minutes of the game following the English goal by Gordon to make it 1-0. That led to wave after wave of unrelenting attacks from Argentina till the ball went through. Between the time Gordfon scored the goal in the 75th minute and the end of the game England possession was only 12%. It had never been more than 40% for most of the game. This caused a serious imbalance in the play. In the last 15 minutes of the game Tuchel pulled out Declan Rice and James, two of England's outstanding players, within minutes Argentina scored its 2 goals. This substitution appears to be an error that Tuchel himself says he accepts having made. Harvey Kane says- “Just gutted, gutted for the boys, gutted for everyone: the team, the staff, the fans.” “We played well for the vast majority of it. Once we went 1-0 up we just seemed to try to hold on which, at this level, is not enough. After the goal, whether it was them putting more men forward or us being able to match them man for man, it just was wave after wave and we were just trying to hold on, put the blocks in, but in the end it wasn’t enough.” England coach Thomas Tuchel says- “We decided to go to a back five because the gaps were far too open.”  “Argentina played with more risk, played with more rhythm and played with the feeling maybe that they had nothing to lose any more, which freed them up and pulled us back. Because we obviously played suddenly with a feeling that we had a lot to lose. Of course the responsibility is on the coach and if it doesn’t go well it’s easy to say it was wrong.” Substitutions can make a difference when the players are tired or to try something new in the last 4-5 minutes of a game. Players can make a difference going in in a minute or two. But coming in in a game with Argentina relentlessly attacking and the game having shifted Declan Rice and James who were already defending for this long had a better sense of this Argentine team's style of play for defending than two substitutes who had no time to get started. Lionel Scaloni, Argentine coach says-  “This team plays best when they are facing adversity.” “We had a challenging situation, there was blood in the water and we went for it. We had six or seven chances and the ball wouldn’t go in but the team fought until the end. After they scored, we really proved ourselves – it shows what football means to us and it goes beyond tactics.” ...

The IMF's own stress test of U.S. banks shows that the banks would need $76 billion to create the capital cushion needed. In particular regional and smaller banks have an exposure to commercial real estate loans. In an adverse scenario these banks would have to raise $8 to $13 billion. The IMF review pointed to the issue of coordinating action for the bank regulation, with the Fed, FDIC and state regulators needing to coordinate action. The CFTC and the SEC need to coordinate for regulating futures markets. The IMF's Christopher Towe says Congress failed to provide clear regulatory authority and left the system with overlapping authority.
