Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. Tax changes include Biden's plan to increase the corporate tax rate to 28% from 21%, and raise the minimum tax on US based companies foreign profits to 21% from 10.5%.  ...

Mike Pence on DJT and the Republican Party in 2025. Mike Pence puts a score on the First 100 Days of the DJT administration. The WINS- The Border- Mike Pence says border crossings are down. Crossings were 140,000 in March 2024 under Biden, a year later they were 4000 or 3% of the previous crossings. A video of gangs was shown at the DJT rally in Warren, Michigan, the Linken Riley Act and other efforts to put spotlight on victims of crime- this is doing what even legislation would take time to produce results, putting into effect a democratic mandate and the rule of law, this is not arbitrary or by force. US military capabilities- Mike Pence points to the attention to defense, yet makes no mention of the US Navy. How can the US build when it has stopped building ships to the point that it takes 6-7 years to build simple frigates in the US by European companies, when 55% of shipbuilding is done in China with ships built in 1-2 years. How is the US without restoring its industrial base going to build its Navy? This is a question Mike Pence, the Conservatives in the Republican Party have to answer. Or if they do not take on this question are they using a playbook that is obsolete, was obsolete for a decade, and is now dangerous as if this opportunity to rebuild is not taken USA may lose its leadership in the world. Foreign Investment coupled with US and US Government investment- Mike Pence and Conservatives in the Republican Party, Wall Street interests say the US is losing foreign investment through its tariffs program, and faults it for targeting Europe, Canada, India, America's allies. DJT includes these countries because it makes it easier to come to an agreement with China that offers to abide by the original rules of fair trade when it is not singled out. It is to convey beyond a doubt to China that the US intends to play fair and expects the same from China as one of China's friends throughout its struggle with British and Japanese imperialism and colonialism. The move is one DJT made on his trip to Saudi Arabia in May 2025. DJT signed agreements that let the Saudis (and UAE, Qatar) have access to US made AI chips in exchange for $1 trillion in investments in US AI infrastructure. This is the only way the Saudis can access AI technologies in the US. For the US and for Saudi this is a way to efficiently utilize funds that go from the rest of the world to the Saudis for oil, much of it being wasted on foreign wars not development and science in other oil producing regions. To do this DJT rescinded the Diffusion prevention rule made by the Biden administration to not let even allies have a way to invest in American AI and have AI chips exported to allies.

One result can be seen in the 73% growth in Nvidia's data center sales in 2025, which makes AI chips, even after a $4.5 billion charge for DJT administration rules blocking sales of AI chips to a competitor China.

Joe Biden was about 78 when he entered the presidency. Reagan ended his presidency at age 79 in 1989. It is about 35 years since Reagan, and advances of medicine are making it possible for people to work longer with retirement ages extended to age 65 in many countries. Mr. Biden looks healthy and brings much experience from his decades in the Senate of the US. His 36 years in the Senate are the longest for any president. Turning 80 should not be a hurdle in that sense if one is healthy and the country needs this experience. During a foreign affairs crisis with China and Russia this experience of 12 years as ranking member of the Senate Foreign Relations Committee is invaluable. More so as Biden reflects America's values. During his 36 years in the Senate he put forward the Violence Against Women's legislation in Congress. As Vice President he continued to advocate for working class and middle class and for families. One has to go back to Harry Truman to sense this kind of fervent and resolute action for workers and families, and for the American people. As president he passed the $1 trillion legislation for Workers and Families and to fight Climate Change. Building America Back Better is one of its goals and further investment in America and its people is being pushed forward.  Mr. Biden is living at a time when there is a struggle for the soul of the nation and he believes in his role in this struggle which gives him the energy he needs for his role in 2024 for continuing the work he has begun. ...

Alexander Freund of DW.com looks at the BRICs conference in Xiamen, China, and says its members are all facing serious problems at home. China's growth has slowed, and it faces problems with large debt, need to reorient the economy away from dependence on exports, and a bubble in real estate markets. Russia and Brazil are both hit by drop in oil and commodities prices, and Brazil's ruling elite faces corruption charges. South Africa's economy under president Zuma faces problems of mismanagement of the economy and corruption. Only India says Freund, is the bright light in this group. The Modi government in India is working on removing barriers to growth such as bureaucratic hurdles, unification of tax scheme through the new unified GST for the whole country, and efforts to attract foreign investment. In many ways the BRICs has become a thing of the past as China focusses on its own Belt and Road Initiative and tackles its internal problems. The border dispute between India and China at the time of the BRICs conference in Xiamen shows a lack of policy agreement on economic and development priorities between the two major countries in that group. Zhu Changhong plays a key role in investing China's $3.5 trillion dollars in foreign reserves. He is part of the management at China's State Administration of Foreign Exchange or SAFE, a division of the central bank. He maintains a low profile, yet he has played a critical role in shifting investment into Japanese and U.S. equities and bonds issued by the European Financial Stability Fund, reducing the risk exposure to U.S. Treasury's as the U.S. Federal Reserve changes monetary policy. From 45% of China's foreign reserves invested in U.S. government bonds, or $1.11 trillion, in June 2010, SAFE under Zhu's guidance reduced the allocation to 35%, or $1.14 trillon, in June 2012, according to a Wall Street Journal analysis. He has an interesting background. Coming from Anhui province, he studied physics at the University of Chicago, then shifted to life as a trader in financial markets at Allianz's PIMCO investment firm. After spending 20 years in the U.S., Zhu returned in 2009 as chief investment officer of SAFE. He was drawn back to China by another expatriate Yi Gang, a SAFE director who was an economics professor at Indiana University- Purdue University, Indianapolis....

Did a major U.S. chip maker Advance Micro Devices give away advanced computer chip technology in deals that saved the company as it faced a downturn in business. In Jun 2019 the U.S. Commerce Department issued an order that bars several Chinese companies from getting American technology. In the meantime Chinese versions of AMD chips are rolling off production lines in China, according to this report in the WSJ. It shows that AMD's partner in China, a military contractor, already used those chips to build what could be the world's fastest supercomputer. The AMD deals gave China access to state  of the art x86 chips made only by AMD and Intel Corp. Here the WSJ says AMD's CEO in October 2014 Lis Su, faced AMD's financial difficulties when she joined, with lack of cash, large debt, and declining revenues. Some analysts predicting bankruptcy protection. The deal for China's company Sugon to manufacture the x86 chips included $293 million in licensing fees, and $371 million for selling an 85% stake in its two factories in China and Malaysia to China Integrated Circuit Industry Investment Fund Co, a state backed financier. The U.S defense Department tried but failed to get AMD to submit the deals to Cfius, the committee on foreign investment in the U.S. that has people from Treasury, Defense, Commerce, Justice and Energy. The Treasury Department ruled in AMD's favor in the closing months of the Obama administration. Defense Department officials say the deals were structured to sidestep U.S. regulations through two interlinked joint ventures. The first venture focusses on R&D and production controlled by AMD, the second on design and sale controlled by AMD's Chinese partner. The second company venture enables China to show that the resulting product was developed locally in China. In another development Sugon publicly announced that it was using the AMD x86 chip to advance China's chip technology advancement just as it had done for high speed trains. Making indigenous an imported technology, designing it at home, absorbing it, and then innovating to make China a leader. By mid 2017 this information reached General Spalding at the Trump White House. Lawmakers wanted to give Cfius committee new powers. By August 2018 Defense department submitted the Sugon deal for review a second time. After the Defense Department's deputy undersecretary for Research and Engineering criticized the whole deal publicly in front of industry executives, Commerce Department stepped in and on June 21 it asked for the unwinding of the deal with Sugon,  imposing new export restrictions to limit access to U.S. technologies. For AMD the cash infusion from China enabled it to get back from near bankruptcy. China gained x86 technology in its bid to make the fastest supercomputer, the U.S. faced with another loss in technological edge, and AMD shares jumped 80% to $30 per share recently. President Trump reiterated his threat to place tariffs on $300 billion of Chinese goods in addition to earlier tariffs on $250 billion in goods.  The problem China faces is that it China imports less, far less than the U.S. does. China has only $10 billion in U.S. goods to place tariffs on. This is after placing tariffs on $110 billion in U.S. goods, mostly agricultural products such as soyabeans in retaliation for U.S. tariffs on the $250 billion of Chinese goods. China could place a ban on imports from Boeing or restrict the access for U.S. companies to the Chinese market. U.S. companies have invested billions of dollars in the China and employ about 2 million Chinese in well paying jobs. Concerns about unemployment would be uppermost to prevent these jobs being affected. Other concern for China is the loss of foreign investment as relations deteriorate. Already supply chains in some products such as clothing and consumer products is shifting other countries in Asia. In automobiles the regional hubs are expected to shift with India as a potential hub for Asia, and Mexico preserving its place as a North American hub following renegotiation of NAFTA. In media the dispute is leading to a shift from Chinese consumers buying Adidas instead of Nike and Huawei smartphones instead of Apple.  For an already slowing economy this hurts China more than the U.S. which is why the U.S. is pushing China to settle with an agreement that the U.S. can trust to bring down China's trade surplus. For the U.S. as most of the loss in exports is in agricultural products the solution has been to provide government aid to farmers, and for Mr. Trump to use the issue to point out that he is fighting for U.S. interests and for fairness. This is why the trade dispute poses more problems for China. Because the surplus is so wildly skewed in China's favor after the inaction of many U.S. presidents just as it was for Japan in the eighties, the situation appears to be headed towards a definite reversal of the lopsided trade surplus enjoyed by China. In the process the U.S. plans to build up the competitive edge it has lost to some degree.  ...

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

Capital outflows from China by legal and other methods tolerated by the authorites comes to $225 billion or 3% of GDP in the year ending Sept. 2012, according to research by the the Wall Street Journal. The research looked at foreign exchange reserves and factors that affect reserves such as foreign direct investment, trade surplus, interest on foreign assets and exchange rate fluctuations. Estimates by Lombard Street Research are higher- at $300 billion for this period. By comparison Journal research shows the capital outflows for 12 months to March 2009 during the global financial crisis was $110 billion. An extreme situation is the 23% of GDP in capital outflows from Indonesia during the global financial crisis. Money transfer agents are widely used by wealthy Chinese to move money overseas and are tolerated by the authorites- everything from financing tution for children to buying condos in Cyprus can be done this way. Cyprus gives EU citizenship to any person investing 300,000 euros in a property. Increased foreign investment by Chinese companies and earnings by exporters that are kept overseas are also part of this outflow....

Centuries of neglect of Asian education and students by European nations during colonization is now turned on its head. Which is also not a good thing, in fact something just as bad.  A British professor has to remain anonymous to ask for an honest conversation on why British universities are so dependent on foreign students. Seven of ten University students in Britain studying for Masters degrees are overseas students. This is a shocking statistic and only goes to show the lack of the same opportunity for higher education for students from England, Scotland and Wales. Students at home cannot afford the 30,000 pounds that students from China or other countries pay. Not too long ago British funding made it possible for British people to attend British universities. It points to the lack of funding of higher education in Britain to give the same opportunities as students from other countries to the British education system that has taken hundreds of years of gradual investment to establish. It points to the consensus in society that neglects the importance of higher education which is as important for the future as the system which channels young people based on aptitude to take the course of apprenticeship training after high school for better incomes in industry and manufacturing. ...

India's currency is one of the hardest hit in emerging markets. India's rupee dropped by about 14% in 2018. India increased import duties by about 10% on airconditioners, refrigerators, washing machines and other categories for a total of $11.8 billion in imports in fiscal year ending in March.

India sees the possibility that with rising trade tensions between China and the U.S., president Trump increasing tariffs on Chinese imports, some of these Chinese exports to the U.S. could be dumped into the Indian market. The Federation of Indian Export Organizations sees the move in a positive light that it would help the rupee, increase local manufacturing and lead to foreign investments. India's current account deficit increased to 1.9% in the year ended March 31, 2018, from 0.6% a year earlier.

As exports and manufacturing decline, China is continuing to maintain high rates of fixed asset investment with the focus now away from factory construction to infastructure like roads, bridges and rails. The National BUreau of Statistics reported that urban fixed asset investment expanded 26.5% in Jan-Feb 2009, compared to 26.1% growth rate for 2008. Fixed asset investment was 42% of GDP in 2008, according to JP Morgan strategist Jing Ulrich. Now it could go up higher to 45%. China's growth has been off-balance say experts, now it is becoming even more so. As long as factory construction as fixed asset investment a lot of new jobs were being created in the manufacturing sector, now these jobs are not being created. China's small and mid sized companies that generated about half of the 4.42 trillion GDP, like GenTech of Mr Yu profiled in the other linked article in WSJ, and which created 90% of the new jobs, are now contracting. With smaller private consumption, and the efforts to improve the safety net and provide universal medical care inadequate and coming late, domestic demand will not help balance the economy and boost manufacturing. Private consumption is only 35% of GDP in China, a much lower percentage than India. The comparable figures for the US are 71%, UK 64%, Australia, Canada, France, Germany and Japan 57%. The balance is now heavily skewed towards government spending. Investment spending from HongKong and Taiwan, the home bases of industrialists with made for export industries inceased investment by 1% in Jan-Feb of 2009 from the year earlier, compared to 17% growth in all of 2008. And foriegn funded companies have comparable figures of 2% for Jan-Feb 2009 compared to 15% growth in all of 2008. Real estate investment growth also fell to 1% for Jan-Feb 2009 compared to 21% for all of 2008. In short the other pillars of growth in housing, and investments from Hong Kong, Taiwan and the West are declining. ...

China's new foreign policy team under the Jinping-Keqiang administration. Foreign minister Yang Jiechi, becomes state councilor, and senior official on the team. The new foreign minister Wang Yi, was China's ambassador to Japan 2004-2007. The new ambassador to the U.S. is Cui Tiankai, a diplomat who graduated from the Johns Hopkins School of Advanced International Studies in the U.S. Cui was ambassador to Japan 2007-2009. Managing the China-Japan and China-U.S. relationships is critical for China because China depends on U.S. and Japanese companies for investment and new technology, for continued economic progress. The relationship has been affected by the territorial disputes with Japan in the East China Sea. Germany as an advanced technology manufacturer and commodity exporters Australia, Canada, Argentina and Brazil depend on the Chinese market for exports, creating an interwoven economic dynamic that is likely to be the dominant factor in relations. This is also the perception of Li Keqiang who told a press conference in Beijing that the competition with the U.S. has been overemphasized, that he "does not believe conflicts between great powers are inevitable." Foreign affairs remains subordinate to domestic policy and priorities in China, as China tackles the problem of reorienting its economy to give an important place to the private sector and consumers. Itself not an easy task, as prime minister Keqiang pointed out at his first press conference: "Talking the talk is not as good as walking the walk." One of Keqiang's main allies in this effort is Robert Zoellick, former president of the World Bank, who helped put together with China's DRC, the report "China: 2030," outlining these priorities....

Shown here and in the adjoining WSJ interview by Ben Cohen of Morris Chang, 1985 founder of Taiwan Semiconductor (TSMC), is the story of how as textile and other lower technology industries were shipped to China in the 1990's the advanced technology manufacturing industries that were to replace them for the American workers and their families were also taken away through the back door by companies such as TSMC- leading to the dislocation of the American worker and poorer manufacturing communities across the US. Hille and Sevastopulo in the Financial Times take an inside look at the situation of TSMC as an advanced chip manufacturer that has taken 92% of the world market for advanced chips by using Taiwan's manufacturing advantages in chip yield that was in 1985 about twice that in the US when Morris Chang founded the company. Morris Chang was an immigrant who came to the US after 1949 with the founding of the People's Republic of China. After gaining decades experience at Texas Instruments by age 52 in 1982 he felt he had reached the glass ceiling at the company. See the adjoining WSJ Ben Cohen interview with Chang on this part of his life. He was recruited  by Ki Li, a technology planner for Taiwan to  build Taiwan's first semiconductor company. Chang founded Taiwan Semiconductor Manufacturing Company in 1985 and based on his work in the US and seeing the cost advantage in engineering talent coming out of Taiwan and Chinese universities, and the willingness to work long hours in the zealous drive for modernization, he made the bet on Make in China (Taiwan + People's Republic of China.) It succeeded, and succeeded, and succeeded, just as it took advanced manufacturing away from the US, and deprived the US by replacing the cotton mills and textile factories, the less advanced industries that were being shipped to China by being replaced with modern more advanced manufacturing in new technology products, as it was how it was supposed to work. Economists and politicians and business failed to see this for two decades. It left America without both the old industrial manufacturing base and at the same time took away from the American worker the new manufacturing in advanced technology base that was supposed to give him new opportunities to replace the old. It has left America poorer in ways no economist, politician or business person could see when through the benevolent hand of friendship the US advanced a helping hand to China through WTO negotiation, WTO membership and foreign investment in China following the Great Proletarian Cultural Revolution of the 1970's that dislocated China's industry. ...

China's affluent people could become nervous about the value of the currency and try to convert into dollars. Aaron Back of the WSJ poses the question what if the affluent 1-2% of China's urban population of 737 million convert the maximum of $50,000 permitted from yuan into dollars. He says the simple math shows this would result in outflows of around $370 billion to $740 billion. This does not include other ways in which money could exit the country. China's foreign exchange reserves are $3.3 trillon, but this includes illiquid investments such as loans to Venezuela for oil assets, and the Asian Infrastructure Investment Bank. With a large and aging population China has to have reserves to meet social security and other plans for the future. This means the reserves could quickly dwindle with unanticipated capital outflows. This is what keeps central bank PBOC planners focussed on limiting depreciation of the yuan currency.

India is becoming a major destination for foreign investment in manufacturing in many industries. The youth population 15-24 now exceeds that of China. Over the period 2015-2019 the number of youth 15-24 will increase to be close to 250 million in India in 2019, compared to a rapidly declining youth population in China of little over 150 million in 2019, according to the International Labor Organization. China's one child policy, investigation of multinationals business practices, and increasing wages in manufacturing, are reducing its attractiveness for foreign investors. Other destinations such as Russia are less attractive because of the economic crisis after falling oil prices. India also benefits from the large drop in oil prices to help reduce its chronic deficit and lower inflation- significant dividends at a critical time. Raghuram Rajan, head of the central bank, estimates the gain from the drop in oil prices at about $50 billion. Indonesia also benefits from the same trends. Prime minister Modi is reducing the bureaucratic structures and red tape that are a legacy of the Congress governments since independence in 1947, creating a new climate for business investment. ...

Peter Navarro points out the problem with textbook economics and concepts such as comparitive advantage. Many economists from elite universities ignored for a long time the distortions in world trade arising from state subsidies as they used textbook economics without looking at what was happening in practice. Even as the U.S. runs a trade deficit of $ 1 billion a day with China such text book economists ignored for too long the advantages of state directed industries and state directed investments in creating distortions in trade patterns, and not creating a level playing field for the U.S. Here Peter Navarro desceibes what he calls afaux comparitive advantage built on high nontariff and other barriers. Auto tariffs of China are 10 times that of the U.S. Other barriers are intrusive licensing requirements and foreign ownership restrictions. With subsidized land and capital, export subsidies, and tax preferences, unfair trade advantages can be gaine d in many industries leaving the U.S. in a disadvantaged position. Other countries where bubble effects are taking place: Canada where housing prices are accelerating, Brazil with expected GDP growth of 5.8% and "hot money" pouring in, India where inflation has reached 15% and $92 billion of foreign investment in Indian stocks and bonds, Australia with its hot mining sector with trade connections to China, South Korea with growth approaching 5% and high rates of household debt. GDP and property prices increased by 11% in China in the 1st quarter of 2010. Many of these economies have connections with China, including Brazil and Australia with commodities sectors dependent on China.

Inflation on an annual basis hit 27% in June. The central bank widened the band it alloed the dong to rise or fall against the dollar each day from 1% to 2% and announced a devaluation of 2% in June 2008. At this time the dollar buys 19000 dong on the black market compared to the official rate of 16600 dong, and the official rate is climbing up to the higher unofficial rate. A large part of the inflation is caused by a flood of foreign investment and bank loans to state owned companies, and the spending by state owned companies. The state owned companies like the Vietnam Shipbuilding Industry Group are controllinng their spending. Some of the inflationary influx is investment from foreign manufacturers trying to escape rising costs in China, showing the risks if this and other factors are not carefully managed. Recently Greenspan advised Vietnamese premier Nguyen Dung to mop up the liquidity surge and restrict spending by state owned firms.

Brazil's economy is forecast to contract by 2% in 2015, the currency has lost about one third its value and the stock market is down 22% in the last year. This follows the decline in demand for Brazil's commodities exports as China growth slows down. Experts say Brazil is now seeing another boom bust cycle similiar to boom-bust cycles in the past, such as the 1966-73 boom followed by years of hyperinflation and stagnation. Brazil's exports to China declined 17% in the first 7 months of 2015. The crisis is in many ways similiar to crises in other emerging markets dependent on commodities exports. The resources boom leads to overvaluation of the currency, and decline in development of manufacturing away from dependence on commodities exports. Other errors rise from complacency and politics prevalent in such periods. These errors include mismanagement of resources with poor resource allocation decisions such as spending on soccer stadiums in cities in the northeast while basic bus services remained underfinanced in large urban areas, large overspending by the government using state owned bank BNDES to offer rates at below market rates, a credit fueled boom and credit card binge for households, and a reversal of capital flows from the U.S. and Europe with the sharp decline in investment climate. There is a severe loss of confidence in the government of Dilma Rousseff with her approval rating as low as 8%. Corruption scandals at Petrobras show close links between the Workers Party of Rousseff and executives, with about $2 billion in misused funds. Brazil, like other emerging markets such as Russia and India, have taken some lessons from the 1997 financial crisis by setting aside large foreign exchange reserves for a crisis. Brazil's reserves of $397 billion help it cushion the effects with funding of the safety net and support to industries to avoid large layoffs. Other problems not tackled as in Mexico, India, and other emerging markets, are the weak educational system, and poor infrastructure, that create bottlenecks for growth. There is a mixed picture behind the drop in investment in new oil exploration. The IEA estimates that overall investment will be down 15-20% in 2009. The number of drilling rigs in use globally fell 32% in the year to April 2009, to 2055, according to Baker-Hughes, an oilfield services firm. In America the number of rigs in use is down by 50%, and OPEC countries are cancelling 35 big projects, according to the OPEC secretary general, Salem Al-Badri. Cambridge Energy Associates estimates that 5.5 million barrels a day of capacity additions may not take place in the next couple of years, which is a third of expected net increase by 2014. Examine this a bit more closely and you find that the oil majors despite lack of access to oil in inhospitable terrain or foreign countries, are still holding up well in investment. Exxon increased capital spending by 5% in the 1st quarter 2009, and Shell and Chevron plan to invest the same in 2009 as in 2008, $31 billion and $23 billion. BP plans to go from $21 billion to $20 billion. Canadian Tar Sands investments are being reevaluated in the light of prices, and smaller companies like Devon Energy are cutting back, for Devon from $9 billion in 2008 to $4 billion in 2009. From the national oil companies the investments are holding up in Saudi Arabia, whereas they are faltering in Russia and cash strapped Venezuela. Saudi Aramco recently completed a 5 year project increasing capacity from 10m b/d to 12.5 b/d at cost of $70 billion. And another $60 billion is set aside for more investments which will be less vigorously pursued as Saudis have 4.5m b/d of idle capacity after production cutbacks by OPEC. Petrobras plans to increase its investment by 55% to $174 billion in the next 5 years in offshore discoveries challenged by deep waters and thick layers of salt. The oilfield services companies like Schlumberger are cutting back, with Schlumberger cutting investment in 2009 by 13% to $2.6 billion and shedding 5000 jobs. Baker Hughes shed 3000 jobs. Mature fields are also receiving less investment, so that the drop from mature fields will be 9.4% according to IEA instead of 7.7% projected earlier with larger investments. The picture described above shows investments by the Saudis, the majors, oil field services firms, investments in recovery improvements in mature fields, not in a precipitious decline. The picture is of cautious and careful investment and some pullbacks as the economies of the US suffered decline in GDP of 6% in the 1st quarter 2009 over prior year and the German and Japanese economies suffered decline of 15-16%. Even the most optimistic forecasts for China do not go above 8% for 2009. In the light of these growth estimates the moderate drop in investments in new oil exploration may match the moderation in growth in Asia and the drop in growth in the USA and Europe and Japan. The forecasts of steeply higher oil prices or spikes like those in 2007-2008 are based on the notion of a quick economic recovery. See the links to economic recovery on this. These links suggest that the current surge may not last as the basics for a recovery are weak. In the US foreclosures, toxic assets, housing, consumption and savings, and unemployment all indicate a weak economy for several years down the road. And it is this weakness that the oil investment exploration budgets may be responding to in amoderated manner. The latest sign of this weakness is the spread of foreclosures to prime borrowers with job losses, link NYT May 24, 2009. The Saudi king thinks that $75 is a fair price for oil. Current prices have taken oil to $60 a barrel, even as inventories remain strong with over 60 days of supply. No spikes like those in the past are realistic in this economic environment....
