This NYT report cites safety experts saying that Norfolk Southern's excessive focus on profits may be partly to blame for derailments and accidents like the one in Ohio. Norfolk Southern made $3 billion in 2022, invested $2 billion in its railways and operations, up a third from 2021. But says the NYT Norfolk invested only half of the $18 billion it put into stock buybacks and dividends for its railways and  operations over a five year period. One environmental group says the railways have fought all kinds of basic safety regulations- modern braking systems, stronger tank cars for explosive, even information on what's on trains from passing to communities. Senator Maria Cantwell of Washington now leads an investigation from the Senate Commerce Committee. She said- Over the past five years the 7 railroads "have cut their workforce by nearly one third, shuttered rail yards where rail cars are traditionally inspected, and are running longer and heavier trains." Concerns about staffing shortages and rail road scheduling policies led to workers not being able to take medical leave leading to workers deciding to go on strike. This was averted by president Biden on December 2, 2022 by imposing a contract for pay raises and better terms for workers on the railroad companies only about 3 months before this train disaster. ...

The two contrasts between Eintracht Frankfurt a soccer club with a local presence and modern management with Germany's 50+1 rule, and Barcelona with Catalan support but an international club in which the president runs the club independent of members, could not be larger. 30,000 Eintracht Frankfurt fans make their way to a game with Barcelona at Camp Nou in the Catalan city. Barcelona did not make it to the final stages of the Champions League and struggled to pay the large amount of money owed to Messi during the pandemic. Because of its old ownership structure Barcelona is not able to raise financing by selling shares and in capital markets in the way Frankfurt can. Under the 50+1 rule, a German Football League regulation, club members retain majority voting rights in an outsourced company that runs its football team. This gives it a genuine local presence and is why German clubs have opposed the Super League of just a few star teams playing each other. This DW.com report shows messages on Twitter by Eintracht Frankfurt saying that the whole Super League idea "is completely absurd." And that "every decent club must distance itself from it." Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. Crypto currency Terra founder Do Kwon is arrested in Montenegro. US and South Korean authorites have lawsuits against the cryptocurrency founder saying financial crimes were committed. About $40 billion in value of assets was wiped out in this scheme. Terra founder claimed the support for the currency came from algorithms as there was no solid asset at a bank supporting the currency. To strain credibility further the currency was called Stablecoin. Kwon Do was a computer science degree graduate from Stanford. The use of tech algorithms or computerized programs to create currency that has always been done by central banks of each country- such as the Federal Reserve in the US -was possible because of the culture set by Silicon Valley in the San Francisco region of California that has prevailed in the last two decades. Without this culture and its spread across America and the world no sane person would even think of putting out currency, which is the sole responsibility of the government and central bank of each country. Too many people were hurt, lives disrupted or damaged by the financial crisis from faulty mortgages in 2009 for the Federal Reserve and the Biden administration to allow cryptocurrency or some other such scheme to operate and repeat these mistakes.   ...

The first spread event for Omicron outside of South Africa is now known to be in Norwegian capital of Oslo. Some workers of renewable energy company Scatec SA returning from South Africa where the company has a solar panel project attended an annual holiday party. The party was at Louise an upscale Oslo restaurant, with 120 people all vaccinated, and tested the day before. More than half have tested positive for covid 19, with at least 13 having the new variant Omicron. Oslo municipal health department says it expects more Omicron cases among the 64 coronavirus cases as remaining workers get tested. The results so far are anecdotal and thin to be sure, yet they show none of the infected employees were seriously ill, says this report in WSJ, citing a company spokesman. The spokesman says people had different sysmptoms but none were severe. Tine Ravlo, assistant superintendent of the Oslo municipal government says- all of them are under isolation at home. And  for now they have what they describe as mild symptoms such as headache, cough, sore throat, and flulike symptoms.  Norway has 80% of population of 5.4 million people fully vaccinated. Mask mandates are in place again in Norway, private indoor gatherings limited to fewer than 100 people. ...

Chinese leaders including Xi Jinping have frowned on the accumulation of wealth and the IPO pay day, says this report in the WSJ. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a world where supply chains are being redone, and following the pandemic, there are questions about how businesses that were created in the period before the pandemic should operate in a different environment. ...

A quality she shares with Boris Johnson is her affability, a sense of genuine concern for people, that has helped someone who was a Liberal Democrat, and had parents who were pro-Labor, and who was in Remain, easily act as someone who was always a Tory Brexiteer. BBC Transport correspondent Tom Edwards gives this report on the Elizabeth Line, the Crossrail project that connects London from east to west. He has seen the infrastructure project project from its inception in 2005, past the planned opening date of 2018, till today, through all the ups and downs for a project of this size and complexity. It is the largest infrastructure project in Europe. Most of the tunneling was actually done on time says Edwards, but signaling from stations, and software ran into problems along the way. There were some deaths inside the tunnels and some outside over ground with vehicle accidents. Edwards provides glimpses into the most advanced infrastructure project attempted in Britain for decades. Queen Elizabeth opened the Elizabeth Line at Paddington Station. Station ambient characteristics are also covered in the BBC in a separate article, each station having unique design from Berkshire to Essex. BBC videos and pictures show the evolution of the line, with new management team brought in after delays. At the end of May the new Elizabeth Line will be open to the public. It is not a Mystery as rural America has indeed been neglected under previous administrations. Krugman tries but misses catching the point. How the rural economy has changed in the last two decades and how it has been neglected is evident from many sources and reports which offers a window into the efforts to better understand and tackle the problems of rural America. A major problem is technological change which has reduced economic opportunities in rural areas. Another problem is that the earlier governments have not planned to invest in rural areas in a way that would restore dignity and work to communities, and better prepare for changes by taking actions that make the rural areas more resilient and create new opportunities to replace the old. Too much attention has gone to technological changes and companies in urban areas and too little to the real needs of rural America and revitalizing the regions as part of overall development. Compare this with Kennedy's exhortation in the South, in places like Arkansas in 1961-1963 with investment in that largely rural state saying that an investment there was as important for New York or California as it was part of investing in America- this is where he said "a rising tide lifts all boats" for the first time. ...

Christoph Hasselbach of DW.com says the idea of European Union brings so much good for Europe that it should not be diminished by use of pressure or punishment. He refers to the firm opinion in Brussels, of Mr. Juncker and Merkel, that there can be no cherry picking when it comes to remaining in the EU. This led in Jan. 2017 to British prime minister May saying Britain would not go begging to Brussels, and would simply opt out of the European Union and the single market. Hasselbach offers an interesting and plausible explanation for the Brexit vote shifting by a small margin to the exit side. He says rightly that uncontrolled immigration fears were used by the politicians supporting exit. Interestingly he says the worries in the UK were not just for current people but for future citizens from the hundreds of thousands of refugees who would become German citizens in a few years. Would they try to settle in the UK- prime minister Cameron failed to provide a convincing answer, says Hasselbach. He is right to point out as we have at Lyrarc that it is healthy to have questions and even some skeptical views about Brussels, that the appeal of the EU must depend on not being dogmatic about it, but being open and willing to accept questions.   ...

The former president having 81% of the vote for non college educated in the primaries and  small percentage of votes among college educated means that if elected it would be that a whole population of college educated people are being effectively disenfranchised in choosing the government. It means that democracy that took over 200 years to include people with less education and income in selecting a government has moved in 2024 to doing the opposite excluding the educated with all its implications for good government of such a lopsided state of affairs. A recent poll shows 81% of Haley's 250,000 votes in the Republican primary would not vote for the former president. Haley won moderates by 61% to 31%. Trump won those without a college degree by 82% to 13% for Haley. Trump support huge in rural areas, Haley's in the suburbs.This shows how different this Republican party is from that even as recent as 2015. In fact Gallup has found that in 1999 the Democratic party was a plus 14 percentage points for non college educated and in 2024 the Republican party is a plus 14 percentage points for non college educated. Among postgraduate educated the gap was 8 percentage points in 1999 and now has widened to where Democrats have 60% to Republicans 21%. ...

The UK riots showed the inadequacy of the Online Safety Act in regulating social media. This is what the public thinks and what the prime minister had to say about this-   YouGov polling published on Friday suggested that 66% of people thought social media companies should be held responsible for posts inciting criminal behaviour, and 70% believed they were not regulated strongly enough. In YouGov poll this week, 71% say they think social media companies did a bad job tackling misinformation during the riots. For social media, Starmer said: “The first thing I’d say is, this is not a law-free zone. And I think that’s clear from the prosecutions and sentencing. Today we’re due sentencing for online behaviour. “That’s a reminder to everyone that whether you’re directly involved or whether you’re remotely involved, you’re culpable, and you will be put before the courts if you’ve broken the law.” ...

Minnesota has the lowest unemployment in the country at 2.9%. It also has the highest corporate tax rate in the ocuntry of 9.8%. A prominent businessman says about a state's attractiveness for business that it is about more than tax rates. He is cited here in this WSJ report- Minnesota takes care of kids, parks, water, a state that works and Walz having contributed to the low unemployment and quality of ife in the state. It is not a high growth state yet on the indices of quality of life it does quite well. When nurse staffing levels became an issue in state legislation, Governor Walz had the proposal backed by a large union dropped by working through this. It led to Mayo Clinic moving ahead with $5 billion investment in the state at its Rochester location. Bill George, former CEO of Medtronic, which is located in Minnesota, says people like working in the state and this helps businesses grow. The high tax base, says George, has contributed to strong educational systems, the arts, the environment and the quality of life. The Governor Tim Walz is very easy to get to for help when there is an issue to be worked out for business.   ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. Michael Sekeres of the University of Miami- stay away from sugar, alcohol and tobacco products and take in more fruits, vegetables and whole grains, ancient grains and exercise regularly. The magnitude of what this would achieve on a a national scale when food habits have gone downhill for decades is what is also at stake. It would do what nothing else could do for the nation's health on a massive scale which is why it is the right thing to put much of our focus on, to create a culture that put much importance on the quality and kinds of food, on artificial vs natural, on food grown in good environments, on local vs shipped long distances, on processing vs not processing, all the time thinking of one's own health and what it will do for the quality of life we live. Just a fraction of the savings in medical care would pay for education and parks, green areas in neighborhoods, public health services, high levels of sanitation, leading to better well being that leads to more productive and intelligent citizens. It would lower the levels of multiple diseases and create a healthy society. ...

This article in DW.com says Russia's open intervention in Syria with bombing attacks on Aleppo comes with risks. It says the prevailing opinion is that Russia is trying to show its superpower  status in the Middle East and other areas. Other views are that it is showing that it will counter all civil society movements following the one that toppled Yakunovych in Ukraine, and sending a message to civil society movements in Russia. President Obama after meeting with Putin in Hangzhou in September 2016 for 90 minutes, said it appears that Russia is willing "to live with constant low grade conflict" for a long time. DW.com says this is risky for Russia, and it offers so little in return, with the loss of credibility with world public opinion. Compared to Georgia where ethnic Russian ties were involved, and Ukraine where Russia has historically had ties with the eastern part of Ukraine, Russia has no interests of this kind in the region of Syria-Iraq. In its ties with Iran Russia was historically one of the colonial powers like Britain and the U.S., with U.S. relations having worsened only after the 1950's, so no historic ties exist with Iran either.   ...

Rafael Behr of the Hamburg Police Academy says that it is too easy to let the authorites off saying the Christmas market attack could not have been prevented considering the number of risks the police have to tackle. He says it is too easy for people who want to escape detection to lose their identity papers and anonymize themselves. After his request for asylum was detected he was let off following 2 days of detention because without identity papers how was he to be deported. This is a weakness that has to be addressed says Behr. Other problems are the bureaucratic handling between state agencies, and within the EU different countries sharing information. Amri spent 4 years in Italian jails for arson attack on a school. Shouldn't Berlin police know about this asks Behr. And even if the German authorites have different criteria for no fly lists, shouldnt the fact that he was on a no-fly list of the U.S. authorites have come up on the police radar, asks Behr. These are legitimate questions that the authorites have to answer or come up with solutions and share with the public as part of prevention efforts. ...

Andrew Roth describes a situation in Russia where president Putin is more popular than the ruling party. The United Russia Party was shown having support of 45% in pre election polls. The election campaign used Putin posters and the slogan "the party of the president," to increase voter support.  Some voters see Putin working really hard to improve the economic situation. Samuel Greene, director of the Russia Institute at King's College, London, says that even after efforts to increase support United Russia Party has failed to generate voter enthusiasm. Voter turnout was low especially in Moscow and St Petersburg. The election result is seen by experts as a way to give Putin support to tackle the economic problems facing the country, and ensure stability. About 343 members of the parliament out of total 450 are from the United Russia Party. The budget shortfall of 3% is being met by the government  by using state funds, and one of the sovereign funds is likely to be exhausted in 2017. One of the options is to cut back on social entitlements, increase the pension age. Prime minister Medvedev has already said state pensions cannot be indexed because "we don't have the money right now." ...

Fairclough describes the experience of Poland inside the EU, but with its own currency, the zloty. Poland's per capita GDP measured by purchasing power was half the EU average in 2006, it is about two thirds in 2011. Growth is expected at 4% for 2011. Poland manufactures goods using lower to medium technological inputs, such as furniture, shoes, and processed foods. The zloty has declined in value by 25% since 2008. This gives Poland a competitive edge in exports. Additonal factors are cited by one manufacturer of furniture, Forte Manufacturing, as helping it remain competitive- ability to close one of five plants, investing in improved machinery to increase productivity, quality and just-in-time deliveries, computer guided machinery, and ability to run his plants on weekends. Central bank governor, Mr. Belka, points to competitiveness as a critical factor for comfort in the eurozone. Limiting budget deficits to 3% of GDP, and the Maastricht criteria isn't all it takes. Also needed is modernizing and improving the economy, and modernizing the banking sector, says Belka. Poland does not have the debt problems of some eurozone countries because of a constitutional limit on government borrowing and deficits. Belka says Poland benefits from having its own monetary policy, ability to adjust interest rates, the zloty able to depreciate against the euro, and not having to share in cost of bailouts. There is considerable opposition in neighboring Slovakia for having to bear the cost of bailouts. Recent surveys show declining support for adopting the euro in Poland- a Sept 2011 poll showed support at 29% compared to 38% in mid-2010, opposition increased from 47% to 53%, in a poll conducted by the Polish Finance Ministry. Risks for Poland are that 75% of the country's banking assets are owned by foreign financial firms, and the potential for a spread of the eurozone slowdown with lower demand. ...

Pozen calls for smaller Boards of Directors, and suggests about 6-7 directors for a board. Having closer to 11 directors, as is the norm he says, leads to "social loafing" where the directors do not contribute to effective governance. He cites research showing 6-7 is the most effective size for directors to take personal responsibility and take decisive action. This is important as Boards of Directors at GM, Citigroup and other companies failed to take action, leading to a government bailout of these companies. In other cases the situation was less dire, but the Boards failed to provide effective governance. He suggests the board be comprised of people with experience in the areas the company operates in, with one or two generalists to provide a larger perspective. The Citigroup board in 2007 was comprised of luminaries and only one independent director had worked for a financial services firm. The current practice of a board meeting in person every other month for one day, plus conference calls, is just not adequate to stay abreast of the global operations of a company. What is needed is for an outside director to spend 2 days a month on company business between board meetings. For this reason independent directors should be restricted to serving on just two boards of public companies, Pozen says. This would mean having experienced retired persons in the industry, who are over 60. Compensation which is about $200,000 for a board member would be increased to $400,000, as directors would be putting in twice as many hours. Pozen would like to see board members taking their duties seriously, and having expertise in the field the company operates in, making the board duties their primary job rather than an avocation....

To become a low cost producer, Alcoa is investing $1.5 billion on a bauxite mine near Juruti, deep in the Brazilian Amazon jungle. It is also investing $2.2 billion in a mining complex in Saudi Arabia.
