Huaneng Power China's largest power utility company announced that electric power generation went up by 40% in the 1st quarter of 2010. Datang International Power said its electric power output was up by 33%. Continual power plant construction has led to China building 80% of the new generating capacity in recent years. Over the next 10 years China plans to spend $150 billion or so to increase capacity nine fold- it already has 21 nuclear plants being built. Much of the nuclear plant building knowhow is being acquired along the way. The Lingao plant in Guangdong which was started in 2005 and will be completed this year, uses 50% local content. In the next unit to be finished in 2011 it will reach 70%, and by 2012 China expects to reach 100%, and gain the ability to export its knowhow.

Economic pressure did not have to be ratcheted up to this level with Japan at the time. Japan was an ally at the time in the Cold War, Today China is seen as both a global competitor in world affairs and a technological competitor. Unlike the situation with Japan many Republican and Democratic administrations had failed to tackle the growing trade imbalance with China till it had become unsustainable. The views of Mr. Trump on trade were views articulated by Mr. Lighthizer for the last ten years resulting in a shift in opinion on trade in the U.S. by 2016 where a majority of people in the U.S. felt that globalization and world trade was working against American workers and industry. Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

This was an idea conceived in 2021 when Labour was in the Opposition, the idea of setting down key labor rights that don't get watered down. As a result a culture of impunity with worker rights developed which have led to the shift of workers out of the Labour party in Britain and Democratic party in the US. The country's past was a factor in the new prime minister of Thuringia, a state in Germany, resigning after a flawed election in which the FDP's head with barely 5% election support was made prime minister. This happened with support from right wing parties including odd combination of local CDU and AfD parties. Merkel on a visit to South Africa called for this to be reversed. The Die Linke Left party from post war East German roots was the leading party with 31% of the electoral vote, CDU at 22% and AfD at 23%, SPD at 8% and Greens at 5%. Because Die Linke has roots in East Germany's communist party CDU as centre right party had competed with Die Linke in the election.

The Left and the SPD had 40% of the vote and with the Greens and CDU in the centre had about 70% of the votes in Thuringia, making Merkel at the head of a CDU-SPD coalition keen to reverse the result of a FDP premier with 5%-23% support.

About 7 million people in Ukraine are internally displaced inside Ukraine. Most of the refugees are women, elderly and children. The internally displaced are in addition to the millions of people who are refugees in Poland and other countries.
