The title says this but Biden has not blown it by conducting discussions on the debt ceiling with Kevin McCarthy, Republican leader in the House of Representatives. Krugman presents MAGA Republicans as controlling the House. The situation is a bit more complicated than that as the Republican margin is only 222-213 with moderates who could move in Biden's direction if a default is impending. Previous articles in the NYT and WSJ have shown how the president has his own set of options including  simply ignoring the ceiling or citing a part of the Constitution of the US that gives the president the authority to conduct the business of the country in such a situation. Mr. Biden is taking the situation as calmly as possible, as the midterms have also given the president a situation where he sees the country on his side with Democrats needing only a few moderates in the Republican party to support him. Mr. McCarthy has his own reasons to support Biden as he supports president Biden in the task of backing up NATO and Ukraine. Having discussions with McCarthy keeps the country together at a time when Ukraine has a planned counter offensive to defend the country. Biden was able to achieve legislative achievements that are comparable to FDR and Lyndon Johnson because of his calm and patient approach. ...

A dwindling supply of basic smaller models and higher new car prices that peaked with shortages in the supply chain in 2022 are still problems in 2023, says this report in WSJ. Car manufacturers and dealers have not increased the supply of new cars. Higher interest rates and higher prices have led to a situation where car leases can run on an average car to $736 compared to $585 2 years before. This report also says new cars will run you an average of $51,000 up 30% over 2 years. The situation is really bad for buyers compared to the situation before the pandemic, after problems in the supply chain and profit seeking by car dealers. One lower income buyer cited here during the pandemic ended up with a lease of a basic Toyota Corolla for $500 with $236 in insurance payments costing $736 a month that was almost as much as her payment on rent, leaving little in savings or for other expenses. A significant part of inflation today can be attributed to the higher price of cars that constitute basic transportation for the large majority of buyers. Profit seeking behavior of carmakers and car dealers makes the situation that much worse as dealers seek to preserve the high profit margins of the last 2 years, that were the highest in a long time. ...

Cornavirus has hurt workers in the wage categories of less than $16 an hour to a much greater degree than workers who earn more than $16 or $28 as shown in this chart from the WSJ. Workers earning more than $28 are more likely to be working from home particularly workers offering professional services such as in software, legal, accounting. These are people who are well educated and well off, compared to people earning less than $16 an hour who are less educated and less well off. The worst hit are workers in restaurants, in the tourism industry, airline workers, who face uncertain prospects 6 months into the pandemic for the next 6 months. Government help to these workers is also uncertain and diminished because of budget constraints after the trillion dollars already injected into the economy in the U.S, and separately in Europe, and the significant help provided in other countries including India. This applies to the informal economy workers in India and Latin America who are the hardest hit outside U.S. and Europe, including street vendors. The informal economy is a large part of the economies of the countries in Asia and Latin America. China has reintroduced the informal economy in some cities as a way to take the pressure off the formal economy after the drop in demand for manufactured products from the U.S. and Europe. ...

Indian Railways 1 million employees are active in delivering essential supplies and transporting food, essential cargo. With over 150,000 branches and reaching out into every corner of the country, India Post is the largest postal network in the world. The post office has started a special service to deliver medicine. As a bank India Post has over 500 million accounts, many of these accounts having direct payments deposited by the government. Postal workers wearing masks and rubber gloves and with multiple hand sanitizers are shown on Indian television helping citizens in inspirational video of India Post. India has another advantage in being able to get money to the tens of millions in each state, and directing it to areas of the economy that have the largest need- 60% of the banking system is state owned. During the first term the government of prime minister Modi launched an effort to get every Indian a bank account in every part of the country, so that money could be directly deposited in each account. Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. This report in WSJ says president Trump's trade policies have flopped so far. Part of the reason are Mr. Trump's tax policies which acted like a stimulus to the U.S. economy at a time when the world economy and China were slowing, even though this created a large fiscal deficit. Increase in interest rates by the U.S. Federal Reserve increased the value of the U.S. dollar against other currencies making imports cheaper. The Trump tariffs are in play in negotiations with the Chinese government, and the WSJ argues that Trump's tax policies are in play too. Not that the Trump threat of tariffs has not accomplished its initial intent of getting China to the negotiating table in a serious way for the first time since it joined the WTO, and reminding it of its WTO obligations and obligations for maintaining a level trading field free of state sponsored subsidies to reduce competition. Economists argue this proves that the trade deficit is influenced only by macro or larger economic influences such as the strength of your currency and demand for imports. In the long run the Trump tariff action may work, yet the tax policies may prove inconsistent in increasing the fiscal deficit without producing gains in investment in infrastructure and other vital areas of investment in the economy that would provide benefits to society. ...

When Daniel Henninger of WSJ Editorial Board says in the adjoining article/video that to get anything done with something like the current split Congress a newly elected Republican president would have to operate by executive orders and could get little done, he is referring to the stalled Ukraine aid legislation in the US Congress after passage 70-20 by bipartisan vote in the US Senate. Legislation is stalled in the 2022 newly elected US House of Representatives with a group of Republican Congressmen called the Freedom Caucus seeking to block all legislation if it does not get its way. The now famous line "dead on arrival" line of Speaker Mike Johnson of Louisiana for legislation passed in the Senate for Ukraine aid. Pew Research looks at the change in the House and explains. It says about 49 members of Congress are part of or aligned to this group. About 71% or 35 of 49 members have less than six years of experience which includes 9 freshmen, compared to 58% or 100 of 173 Congressmen of all other Republican members of Congress. And two thirds of Freedom Caucus are from the South compared to 46% of all other Republicans in Congress. It is striking that only three are from states such as Wisconsin, Illinois and Pennsylvania or a mere 6% for Northeast and Midwest.  ...

Timothy Egan points to the huge gap between a T.R. in 1910 making the speech in Osawatomie, eastern Kansas, and Professor Obama making an election speech in 2011. T.R.'s was an election manifesto that brought up the issues of conservation, child labor, a plea for an income tax, call for worker protections, limits on corporate power and influence on the laws and direction of the country. The speech was made in 1910, after Taft had assumed the presidency with Roosevelt's backing, and would lead to T.R. running against Taft and Woodrow Wilson. Most of what T.R. advocated became part of the country's social and economic fabric, much of the work beginning with Theodore Roosevelt's two terms as president, and also pursued by Woodrow Wilson, the president elected in 1912. By contrast, in line with the timidity of today's politics, Obama's speech called for approving his nominee for consumer protection bureau chief, and continuance of tax cuts for the middle class. Egan calls it a curse of today's politics and national debate that no politician can set the course for revitalizing America the way T.R. did. Some of what T.R. said in Kansas that day is: "There can be no effective control of corporations while their political activity remains. To put an end to it will be neither a short nor an easy task, but it can be done." "The right to regulate the use of wealth in the public interest is universally admitted." Jackie Calmes covered the extensive ties of both candidates, Obama and McCain, to Fannie Mae and Freddie Mac, in her report for the New York Times, on September 9, 2008- "For 08' Rivals a Skein of Ties to Loan Giants." Paul Gigot, editorial page editor of the Wall Street Journal, who with his reporters did some of the difficult reporting on Fannie and Freddie, wrote in one of his columns with a note of pessimism, that he wasn't sure that either of the presidential candidates were interested in what was happening. ...

The first step is forming apublic private partnership and White House advisor Summers has already met with private equity managers about this. Again these investors are in for making atidy profit so the government would have to pick up alarge part of the tab. In the case of IndyMac private investors paid $13.9 billion but only took responsibility for 20% of the losses the government picked up the rest of the losses. During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. After the fall of Gaddafi, these troops with arms returned to Mali and the Sahel region and formed militias that now control the northern part of Mali. These mercenaries who linked up with Al Quaeda are suspected of the attack on the U.S. consulate in Benghazi. The U.S. with French support is only now focussing on this problem. During much of the Libyan struggle for democracy the Obama administration let France take the lead in Libya, and may have missed the volatile situation developing in the Saharan region of Niger and Mali as a result of the flow of arms into the region from people of Mali and Niger returning to their countries from Libya.

Following concerns about cybersecurity China is pursuing the development of its own chipmaking capacity. Tsinghua Ungroup has the support of Chinese officials. It emerged as China's largest chipmaker with the acqusition of two large mobile chip firms in China- Spreadtrum Communications and RDA Microelectronics in 2013. Intel took a 20% stake in Tsinghua Unigroup for $1.5 billion as a way to enter the market serving the low end smartphone market with chips. Taiwan's Mediatek Inc. is its largest competitor. China's technology in mobile chips is still 2-3 years behind the latest technology, according to research firm Canalys, and serves mostly the low end smartphone market for emerging markets.Tsinghua Unigroup CEO, Zhao Weiguo, says that by investing in the long term like Huawei, his firm can catchup with larger companies in the field. China plans to use its chip fund to invest $1.6 billion in the company over the next 5 years. The company was started in 1988 at elite Tsinghua University, is still controlled by a university holding company, and has close ties with the government through its alumni network. Xi Jinping and other leaders graduated from the university. It is considering an acquisition of HP's H3C. H3C is a joint venture of 3Com and Huawei supplying corporate data networking gear in China, now part of HP. Tsinghua Unigroup is in its early stage of development as its estimated sales of $1.8 billion for 2015, make up a small part of the $340 billion global chip market, according to Gartner Research....

The WSJ looks at Elizabeth Warren's Medicare for All plan that marks a major shift for the U.S. economy.  Households would see their costs go down by $11 trillion, boosting their ability to spend on other goods and services. Because income and wealth was highly skewed in the past three decades in one direction, the spending capacity of lower and middle income households was pushed down. This and other similar plans would help restore a higher level of spending and with it an essential element of inflation of 2-3% to the U.S. economy which was missing in the last decade. This sets the tone for the kind of broad based recovery that happened after 1950 that strengthened America's middle class and made it the core of the economy, the core of the post World War II recovery in America and Europe. The plan would be paid for by higher taxes on corporations, tax rate of 21% for corporations going back up to 35%, and reverse depreciation schedules in the 2017 Republican tax law. The argument that this would reduce business investment does not hold that much says the WSJ because amid new trade tensions business investment has declined over the last 2 quarters, and has been sluggish overall. The other source for the estimated $13 to $20 trillion cost of Medicare for All plan of Elizabeth Warren is a 6% annual wealth tax on billionaires, in an attempt to have all pay their fair share and reduce wide disparities in wealth. Mark Zandl, chief economist of Moody's Analytics, says his sense is at the end of the day from a macroeconomic view- because $11 trillion in the hands of 80% of households who could boost spending after lagging behind in the last decade- the negative effect on business investment will be cancelled out by the higher consumer spending. The overall effect and today's context is infused in this analysis. Private insurance, premiums for insurance, and out of pocket cost that the public pays would disappear in this new system where all health payments pass through the government. Health insurance premiums paid by employers would convert into a new employer Medicare contribution to the government starting at an amount employers pay now and adjusting gradually toward national averages over time. Smallest businesses are exempted. Mr. Zandl says the most important aspect of this now is that Mrs Warren has shown that her plan's revenue sources match the cost so that the plan would not lead to deficits increasing and pushing interest rates higher, leading to negative effects on the economy. Republicans under Mr. Trump have paid little attention to expanded deficits caused by their tax law, and economists across the landscape have also shown less concern. Still attacks are made if the plans don't add up. For this reason a sound assessment in today's context of depressed consumers and an overall impact becomes essential. The WSJ quotes from a pre- assessment of Warren's plan by Simon Johnson, a Massachusetts Institute of Technology economist who co-wrote it with Mr. Zandl and Betsey Stevenson of the University of Michigan. What they point out is that putting cash in the pockets of the lower and middle class for spending makes a lot of sense today, and taking money out of the pockets at the way upper wealthy end,  does not contract the economy at all. Other effects they say are constructive by letting all workers get health coverage from the government instead of employers, this makes it easier to change jobs increasing labor mobility and productivity. A worker getting a better job and better utilization of skills could then shift without looking at the employer health care plan. Warren says there would be a five year transition so that workers in health care insurance industry can work in other insurance fields and in Medicare, no one would be left behind. India's pharmaceutical industry gets a major boost with the development of a mRNA vaccine by Gennova Pharmaceuticals called HGC019. Gennova is funded partly by the government and is being developed in conjunction with Seattle based HDT Bio Corp.  The new vaccine can be stored between 35 to 46 degrees Fahrenheit making it easier to distribute in middle and low income countries with less storage and logistics facilities. It also uses a process of freeze drying called lyophilization to produce the vacine in powder form. It can then be more stable and easy to ship, easy to store at moderate temperatures. The powder can then be diluted with a diluent before vaccination. Another part of the new technology of this vaccine is its use of self-amplifying mRNA instead of non-replicating mRNA. This helps to administer smaller doses with less side effects. India's drug regulator has already approved Gennova vaccine in August for second and third phase trials after the shot was found to be safe in early stage study. Gennova Pharmaceuticals aims to get HGC019 approved for emergency use by Indian authorites this year and manufacture 60 million doses by December end. ...

This report from Jerusalem in The Times says Mr. Lieberman's opposition to the influence of ultra-orthodox parties in the Netanyahu government is likely to result in the end of the Netanyahu government. Mr. Lieberman's party is gaining popularity and could be the difference in this weeks election in Israel. Mr. Lieberman helped Netanyahu to come to power in Israel and was part of his Likud Party till he broke away to form his own party in 1998. Before this he served as defense minister in Netanyahu's government. Lieberman emigrated from the former Soviet Union in 1978 at the age of 20. His party has the support mostly of former pensioners from the Soviet Union. His main aim is to have influence in any new government, not be prime minister. Over the years Netanyahu and Lieberman have moved apart.  Lieberman hopes to regain influence in new Blue and White unity government with Likud. This is unlikely as the newly formed Blue and White party started as an alternative to Mr. Netanyahu after criticism of  Mr. Netanyahu's policies and an investigation underway.   ...

Globally cases of infections jumped by 100,000 for the first time to 1.2 million. Health experts say the next 2 weeks are critical for winning the war against the global pandemic. A state wide ban on single use plastic bags goes into effect in New York state March 1, 2020. This is part of a global push to get rid of single use plastic bags that pollute the environment, end up in waterways, rivers, on trees and landfills. Some clues are offered here on why store owners still used plastic bags, and why large grocery chains still use plastic. The plastic bags cost much less than paper bags. Here one small store owner says 100,000 plastic bags cost him $2000, the same number of paper bags $15,000. New York state uses 23 million single use plastic bags a year. A public education campaign is underway. New York city requires stores to charge 5 cents per paper bag, with 3 cents going to an environmental fund and 2 cents to a the local government. Astonishingly for a large city in a developed country this report shows a Moroccan immigrant saying that it is already popular in her home country Morocco where the ban on single use plastic bags has reduced litter. This story about companies in Australia that have tried a four day week shows employees using two mini weeks working Monday and Tuesday, taking off Wednesday and back to work for Thursday and Friday. It shows employees planning their Mondays and Tuesday miniweek in such a way that they can handle important work and meetings ahead of time. They come back recharged and renewed on Thursday, with Wednesday as the day to break up the work week in two. This has increased productivity at these companies. This is also a useful idea for older employees who work part time and work past usual retirement ages of 60 or 65 years as longevity increases in many countries. This enables retaining the vast experience of older workers in the workplace and promoting the health of older workers by keeping them active. As Japan, the U.S. and Europe and even China become aging societies this is becoming ever more important.  For worker on five day weeks this offers creative ideas to have a four and half day week giving workers a morning off or an afternoon off to recharge with sports or recreation activity or exercize, then coming back to work recharged in the afternoon. Other variations can also be used which promote productivity and employee satisfaction to get more of the most valuable work done more effectively and with enthusiasm, pushing less important work and time wasting out of the way. Employees generally would take charge of their work day and come up with creative and efficient ways of organizing their mini work weeks. ...

Inflation is rising and was up 3.6% in september 2010. The rate hike increases what savers get from their deposits from 2.25% to 2.5%, to help deal with inflation, a small step but it appears that this is part of a long term process.

Fiat-Chrysler CEO, Marchionne, has given wide ranging authority to Betts to stop everything if needed to make changes and improve quality. Chrysler quality has lagged behind competitors GM, Ford, Toyota, Honda and Nissan, and is only now beginning to catch up. The new Jeep was given particular focus.
