The Agnipath scheme for Indian Army, Navy and Air Force is explained here in The Indian Express. The scheme is for 45,000 to 50,000 people between about 18 and 21 years to be hired each year. These trainees will be kept for 4 years, and only 25% of those in training will be selected to continue for another 15 years. The recruits will receive between Rs 30,000 and 40,000 a month. 30% of this will be retained for benefits trainees will receive.  The idea behind it is to lower the average of soldiers in the armed services from 32 years to 26 years to reflect India's youthful population and to help those returning to the job market to find jobs in business or as entrepreneurs starting new business with government help. The experience gained in the armed services is seen as also becoming attractive to businesses that are hiring good disciplined employees. The circulation of people joining the services also makes the army a leaner force of about 1.3 million and keeps the cost of pensions at reasonable levels. With India's rapid growth in coming years the trainees leaving after 4 years will have better job opportunities and can contribute to the economic development of the country in many ways. Upon leaving the armed services the trainees will get about Rs. 1.2 million as a package to make a new start in the economy. If there was a death then Rs 1 crore would be given by the government. The government will offer skill certificates and bridge courses so that the quality of trainees remains high and this would provide a skilled workforce for the economy during a period of high growth. A modern armed services like that of India constantly being filled with next generation technology should be able to offer these new recruits the skills and training in advanced electronics, computers, and other technical fields with field training to supplement courses, and the motivation to excel, that would be valuable to many companies. This is the idea behind Agnipath. It is also a tested path as the US armed services also provides this kind of training and many people who have joined and left the US armed services have performed at high levels in American companies in technical and managerial positions. Another feature is "All India All Class" which will make it open to all caste, all region, all religion, and free up the armed services from the current situation of regiments having a caste and region bias. The May 6 episode of the stock market plunge of 900 points in the U.S. and then recovering had the effect of rattling investors nerves especially retirees. The impact of this episode is recorded in the experience of one Charles Schwab broker office in Englewood, Colorado. By the end of that day this broker had 50 calls on his answering machine from a fifth of his clients, all seeking to know what happened. Charles Schwab, who helped launch a period of individual investing in the U.S. after 1982 by cutting fees and going after the average investor, (along with others like Jack Bogle of Vanguard Funds), is also on edge. He says he has not seen anything like this since his early days. Schwab confirms Yale Prof. Shiller who says (see link) that his index for markets shows a lot of nervousness. Saying that 98% of people are still very concerned, coming after the May 6 incident, and the Greece and eurozone crisis that impacted US stock markets. One other factor he points out is the constant flow of headlines that suggest certain business people engaged in fradulent practices, something that fuels a lack of trust. Charles Schwab ponders from his office across the San Francisco Bay Bridge, whether words like safety and soundness mean anything anymore. Another factor of concern, Bogle points out, is that institutional investors now own 70% of American corporations, up from 35% in 1975. And the advantage has veered sharply in their direction as institutions, hedge funds, and investment banks trade on their own account, with wealth moving in that direction. This leaves the individual investor and especially the retiree or those about to retire in a severe predicament....

Robert Lighthizer, was deputy trade representative for the Reagan administration. He says, trade is one area in which the establishment has simply got it wrong. In this area there is little difference between George Bush, Bill Clinton, Obama and Republican politicians. It is one area, he says, where the feeling that elites are thwarting the will of the voters resonates most. He says the talk about America's decline, and the idea that the 21st century belongs to China, leaves voters unconvinced that our trade policy is working for America. For voters who are unconvinced, it makes sense to have a nationalist trade policy that takes on foreign abuses and fights for American interests. He cites 2 statistics that worry these voters. One is the huge trade imbalances that require the USA to sell hundreds of billions of dollars in assets each year. The value of foreign investments in the USA exceeds the value of American investments abroad by $2.74 trillion, and China by itself has $2.5 trillion in foreign currency reserves, mostly in dollars. The other fact is that while the trade deficit for the last decade was about $4.3 trillion for the last decade, America also lost 5.6 millon jobs. And its becoming increasingly clear that as with managed currencies such as the Chinese yuan, and other trade practices, the rest of the world is stacking the free-trade deck against us. ...

Citing the drop in oil prices (with housing having to hit bottom at some point) and the stimulus package, Alan Blinder, says the recession should end by the 4th quarter of 2009. This is in sharp contrast to Ferguson's, Spence's, Roach's and Reinhart's view on the editorial pages of the NYT. The difference is whats striking. Ferguson, Roach and Reinhart say 3-4 years, Spence, is of a similiar view, if actions taken don't work the way they are expected to, and they don't put any dates down because too much is happening in the economy, with so much uncertainty. The titles of these three economist's pieces are also instructive, Beware of False Dawn by Roach, Rule of Four by Reinhart, and Spence's A Long Goodbye. Here is Blinder not only saying there won't be any surprises from now on (who knows for sure?) but also puts down an approximate time. He also ventures an exact impact of the stimulus, of 5% impact on real GDP in 2 years. With all that has gone wrong under Greenspan's leadership, one wonders about the credibility of being Vice Chairman of the Federal Reserve during Greenspan's time at the Fed. And as if to ridicule his own forecast he says without any hesitation: "But here's the rub. My forecast assumes that no other (big) shoes will drop. Sad to say, shoes have been dropping like rain." Whats the use of a forecast that has a remark like that tagged on to it, and how responsible is a statement that doesn't suggest caution, when businesses and jobs have been destroyed through overoptimistic forecasts and lack of decisive action. A case in point being General Motors, and the government and the American people are being asked to put $100 billion into General Motors. This is no time for reckless forecasts or for any but the most carefully thought through analysis. Lives and livelihood depend on it. Is this what the President means, when he talks about an era with a lack of responsibility in government and in companies, and those in leadership positions in the country, for their statements and their actions....

Serious questions about the future of the car industry and investment in fuel efficient cars as a long term viable alternative, regardless of the specific price at the pump that reflects changing economic weakness in a global economy. Decisions that Obama will have to make in steering the auto industry in a new direction. Management and culture at the car companies remains as ever a big issue and this also will come up because fuel efficiency and making money on small cars and building the cars that the public wants and would pay good prices for, are a result of the resolve, skill and perseverance of management. The only thing that one can say for current management at GM and Chrysler is that it is entrenched and with the same culture that does things the way they have always been. It also lacks the vision and skills to make the changes to get Americans to buy more cars and small cars at prices where they are profitable to car companies. As it reminds us here for all the talk about fuel efficiency and cars, light trucks madeup 58% of GM's sales through November, 64% for Ford, and 72% for Chrysler. The market is bad for all car companies including Toyota and Honda, but things are much worse for the Big Three because of the way in which their sales are way skewed in the direction of SUV's and light trucks and the absence of winning models in the medium and small car segment that command good prices....

A Sept 2012 Census Bureau report shows the median income of a typical U.S. family declined or was flat in almost all states in 2011. Median household income declined in Nevada by 6%, in California by 3.8%. In Arizona and Florida incomes declined by 2.9%. For the U.S. median income declined by 1.3% to $50,502 in 2011. Poverty continues to increase, with California showing 335,760 people falling into annual income levels below $23,021 for a family of four in 2011, giving the state a 16.6% poverty rate.

The European carmakers also plan to bring cars to the U..S. that are economically priced and have luxury features. White points out that baby boomer buyers in their fifties and sixties are particularly careful to compare these cars with the luxury features on a moderately priced Accord and Taurus, and can see any flaws in the near-luxury cars which indicate compromise such as afour cylinder engine or manual controls where electronic controls are expected. Honda's marketing people have looked at American buyers and see the new profile of a customer who is sophisticated but is also looking at price in today's more fugal environment for purchases, as the buyer they are targeting. But they will have to be careful as this category bumps up against the moderately priced cars that have some luxury features and are competitively priced to attract buyers.

Tom Brokaw is perplexed by the absence of the war in Afghanistan as a campaign issue in 2010 US elections. Especially because the war is in its 9th year, has caused 5000 dead, 30,000 wounded, and cost over $1 trillion dollars. He reasons that this is because the vast majority of Americans can opt out of fighting the war on the ground. The all volunteer service draws from 1% of the population, with the majority from working class or middle class backgrounds. This has an unintended effect in making the costs of the war less visible, when actually it is taking a toll in other ways. The US is short of funds to build much needed infrastructure or update infrastructure. States and local governments are laying off teachers because of budget shortfalls, and the national budget deficit makes less money available for solving pressing problems in carbon emissions, energy, and infrastructure. Only recently New Jersey Governor Christie put on hold a new tunnel into New York City because of a lack funds. Pressing infrastructure issues elsewhere will be postponed in this manner. And the outlook for the next 20 years, according to Robert Gordon of Northwestern University, is not going to be better with slower growth at an average of 1.5%, leaving less money for the kinds of projects that defined America from the Erie canal to interstate highways. Brokaw says, the country would benefit from an effort to discuss what happens next, in the continued expenditure of blood and treasure. Auto parts makers employ 600,000 workers concentrated in 7 states and also supply foreign carmakers in the USA. They are asking for access to TARP or other government money as they are feeling the effects of this downturn. Carmakers are using the stuy by the Center for Automotive Research that says 3 million jobs will be affected. However bankruptcy law allows the carmakers to continue to operate, and gives the automakers an opportunity to renegotiate all labor contracts on the basis of the new realities in the American economy, as demand collapses and credit is tight and companies need rescue money from the government. Douglas Baird, a Professor at the University of Chicago Law School who specializes in bankruptcy law says that this 3 million figure is laughable as modern bankruptcy law is designed to protect against that, in effect suggesting that companies like the airlines that are operating in bankruptcy can continue to operate as before but do so with serious restructuring.

Tariffs was part of the toolbox of strategies under Lighthizer and Jamieson on getting fair world trade, and not like Congressman Hawley in the 1920's who understood little about the workings of the US economy. This fact the official media such as the WSJ and NYT, Wash Post, BBC need to get it right about the Hawley Tariffs. Hawley was born in rural Oregon in 1864 went to country schools, and was president of Willamette University in Salem, when it's population was 4258. As House Ways and Means Committee chairman he wrote the failed tariffs bill Hoover signed in 1930. DJT's US Trade Representative Lighthizer in 2016 led the successful negotiations with Japan under Reagan, Scott Bessent who leads negotiations on tariffs with China with USTR Jamieson, has a deep understanding and grasp of today's financial markets. Tariffs is one of the tools in the US toolbox to get Japan, China, South Korea to even the playing field for US companies and bring back manufacturing to the US. Without it China would not budge from its unfair advantage and would not negotiate in fairness. This is proven in the way Japan in the 1980s and China today are responding to the US position preparing their economies for not relying on sudden surges in exports putting whole industries and workers in America and Europe out of work and out of jobs. DJT says- "No we are not going to accept that," the EU is catching on and adopting a similar position, China knows that.  The media is irresponsible in presenting tariffs in a negative way, irresponsible to American workers the 10 million put out of work since 2000, and to American families and the Nation.   ...

American companies on the Standard and Poors 500 stock index are sitting on a pile of cash-estimated at $960 billion. This includes undistributed foreign earnings that would incur 35% taxes if brought into the U.S. At the same time companies are hoarding this cash, using some of it for acquisitions, and only gradually increasing dividends. The dividend payout ratio- the percentage of earnings paid out as dividends- is at 28.9% for the past 4 quarters according to Standard & Poors. The dividend payout ratio was 46% for three decades since 1936, and 52% for the last two decades, according to Standard & Poors. Zweig cites Benjamin Graham who stated that companies should pay two thirds of dividends to shareholders. Why? Because shareholders can make better use of the money. With too much money companies tend not to make the best productive use of capital. One example is Microsofts's purchase of Skype at $8.5 billion, considered inflated by many analysts. Graham stated that when the companies are not making productive use of the capital it is appropriate to expect that it be returned to shareholders in the form of dividends. At the 50% ratio one dividend fund manager says companies could return $207 billion to investors. ...

The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

China is changing the way its fuel pricing and taxation system will work, that will ensure a number of goals like energy conservation, improve highway funding, protect consumers and ensure decent profit margins for oil companies. Oil prices are set by the government and oil prices have not been reduced as prices have dropped so that Chinese pay twice as much at the pump for cars than does the average American. A series of road fees which are used to finance higheway construction were cancelled and a fivefold increase made to the fuel consumption tax from 0.2 yuan to 1 yuan per liter of gasoline, ccording to the National Development and Reform Commission. Taxes in diesel which are 0.1 yuan rise to 0.8 yuan. THe changes that go into effect January 1, 2009 will also bring China's fuel prices and pricing mechnaism more in line with international oil markets. This should result in lower prices at the pump next year for Chinese filling up their cars at gas stations, because of the policymakers concern that Chinese consumers and the economy get a stimulus including the benefit of lower oil prices....

Fields headed Ford's Argentina operations and Mazda in Japan, before heading the luxury car division and North American Operations. He made it through a dfficult period in 2008-2010 when it was not clear whether he would survive the turmoil that was shaking Detroit car companies. He is respected for supporting CEO Mulally's effort to change the deteriorated culture at Ford by bringing a new humility and honesty to tackle problems upfront, and for supporting better relations with the plant workers through wide bonus sharing. He is a New Jersey native who attended Rutgers University and Harvard B-School before joining Ford.

Timothy Geithner as New York Fed Chairman was a key person in the rescue of Bear Stearns. In an interview with the WSJ he recounts events and defends his actions on March 14 in a conference call at 5am in the morning with Ben Bernanke, Kohn, and other regulators and staffers and Treasury Secretary Paulson. By 7 am a decision was made choosing from 2 options not to do it, let Bear Stearns fail, and Fed would make an infusion of liquidity into the banking system to reduce the impact, or make a loan to to give time for Bear Stearns to make a merger. Mr Bernanke did the head count and all top officials agreed to the loan option. At 7.30 the morning of March 14 about $80 billion in short term loans would come due. If Bear Stearns went into bankruptcy protection lenders would get back collateral instead of cash and might sell the collateral en masse and pull back trillions of dollars of similiar loans to other investment banks. Also Bear Stearns had trading positions with 5000 other firms so the ripples would extend throughout the banking system. At issue in a Bear Stearns collapse with no Fed loan- a full blown run on Bear Stearns had begun on March 13 with customers and lenders pulling out billions of dollars. The man- Geithner does not have a PhD in economics and has never been a banker or trader, the background of previous chairmen of the New York Fed. He joined Treasury Department in 1988 and was an assistant to first Treasury Secretary Rubin and then his successor Sommers. Geithner was active in the rescue of Mexico, Indonesia and Korea in the Asian and Latin American banking crises. He was appointed to his position at the New York Fed in 2003, so he has 15 years of experience dealing with international banking crises. The criticism- has come from a colleague at the Fed Vincent Reinhart on the oped pages of the Washington Post, and from former Fed chairman Paul Volcker in a speech to the New York Economic Club. Geithner has asked to speak at the same club to give his account and his defense of his action. Note that Bernanke and Paulson and Kohn were in on this decision and voted in favor of it and there appears to be a consensus that all in the conference call supported it. Geithner kind of put it all together and so he is defending it. Geithner's contribution- Geithner pulled in the other players in the financial markets into close communication with the Fed. He assembled an informal advisory group including Rubin, Summers, Greenspan, Volcker, former New York Fed Chairman Corrigan and investment banker Pete Peterson. He would also phone them individually asking : what should we think about an issue? What are the best 3 arguments for or against? What do smart people think? He also initiated a series of dinners at the NY Fed's executive dining room in which 5 or 6 senior executives from a major investment firm would meet his own top people. He also calls CEO's of important banks and investment firms every week in a crisis situation to ask- Whats changed? Whats better? Whats worse? What worries you? And after the credit crisis in August ,Geithner joined Bernanke in a small group that included Fed vice chairman Donald Kohn and Kevin Warsh, a Fed governor, investment banker and White House aide. ...

Aldi store name comes from the store name Albrecht's Discount for stores opened by 1961 in Germany by the Albrecht brothers. The brothers worked at their mother's grocery store in Essen Germany, following their father's disability and not being able to work in the mines. After serving in the war the two brothers expanded the small family grocery store into a chain of about 15 stores. By 1955 this chain had expanded to about 100 stores, and in 1961 the chain took on the Aldi name. The brothers separated their business in later years with Karl taking on the Aldi Sud stores in southern Germany and expanding into UK, Australia and the U.S. Theo, the younger brother, ran the Aldi Nord stores in northern Germany, of what was then West Germany. Aldi Nord expanded in Europe and acquired Trader's Joe in 1979. The two brothers agreed to stay out of each others territory in this unique arrangement. The Albrechts felt strongly in the post war conditions in Germany that "customers with very limited income should be able to eat and drink quality food," according to a statement by Aldi Sud. Karl Albrecht saw this as his calling- to find creative ways to do this. One way was to get rid of other unnecessary expenses such as display and advertising that could be passed on as savings to customers. In this sense Aldi laid the ground for American retailer Wal-Mart. By 1955 Aldi had 100 stores in West Germany. Expansion thereafter made Aldi a household name in most parts of Europe and the U.S. Karl and Theo remained reclusive throughout their life, more so after Theo's kidnapping in Essen in 1971 for a ransom of 7 million deutsche marks. Karl operated the Aldi Sud stores till he was 75 and passed away in 2014 at the age of 94. Ikea founder from Sweden also has a similiar history in being very private, frugal, and living in a small town in Switzerland, providing direction to the company well past his eightieth year. He pioneered the concept of well designed quality furniture at affordable prices that passes on savings to customers. The same concept and vision inspired Ikea founder- that people of average means and younger families starting a home, should be able to afford furniture quality and design in their homes....

The knowledge that the virus  caused human to human transmission and that it spreads to wide parts of the population very quickly were critical pieces of information that remained with Chinese epidemiologists, doctors and medical researchers, and were suppressed by local authorites in Wuhan.  Yet China's version of the U.S. CDC, China's Centre of Disease Control and Prevention, modeled on the U.S. control efforts worked effectively to identify the problem. Virologist Gao Fu, heads China's CDC. This report in Germany's Der Spiegel says Mr. Fu made it a habit to scan China's internet before bedtime for any signs of possible disease outbreaks. On the night of December 30 he came across rumors of an internal memo from the Wuhan Health Commission of an outbreak of a vaguely worded lung disease. When he called the Wuhan health authority he found their answers to be evasive which alarmed him. The next morning December 31 Mr. Fu sent the first of three teams to Wuhan which is how China was able to identify the problem, in the sense that Chinese authorites in Beijing were to rely on Dr Gao Fu to overcome the problem of Wuhan provincial authorites. He informed the World Health Organization Beijing office on that day. The Der Spiegel report says "shortly afterward," the Seattle Times in its report says this was about New Years Day 2020- Mr Fu made a call to Dr. Redfield, head of the U.S. Centre for Disease Control, who was on vacation. Redfield is deeply disturbed on hearing this from Fu and they have conversations over the next few days to the point that Dr. Gao Fu is in tears about what has happened. On January 1 Taiwanese public health authorites shared the information with WHO that the cornonavirus was a human to human transmission, would the Taiwanese authorites not have shared it with the U.S. the same week during calls from the U.S. CDC or other public health authorites alarmed about the situation. (The WHO was proving useless by Jan 14 when it contradicted Taiwan's more reliable assessment  on Jan 14 going by the letter from president Trump to WHO). On January 6 a few days later Dr Redfield and Dr. Azar head of Health and Human Services ask China for permission to send a team of CDC U.S. experts to China. This is cited in the U.S. letter to the World Health organization- the lack of human to human transmission information being given to the U.S. officially early by China. A risk that could have been a topic of conversation between the U.S. and China heads of CDC. That letter from president Trump also points out that the team of experts the U.S. planned to send was not accepted by China till Feb 16, one and half months after that series of conversations between Dr. Gao Fu of China CDC and Dr. Redfield of U.S. CDC in an alert message.  In effect removing one of the key defences for the U.S. and Europe in making their own defensive actions and plans, laying the basis of the worldwide coronavirus pandemic affecting millions of people. Dr Redfield is a AIDS researcher at the University of Maryland who spent most of his life trying to control spread of HIV and was appointed by president Trump to head CDC agency in 2018. He set a goal of eliminating AIDS by 2030 and is more comfortable with aids patients and research than the bureaucratic nature of agencies- CDC has about 11,000 employees. Once it was clear that a team of U.S. experts was not given permission to make its own assessment in Wuhan in the few days after January 6 offer to sent the team to China by Redfield of U.S. CDC and Dr. Azar, would it have alerted the U.S. that something was seriously heading the wrong way for a epidemic risk. That letter of president Trump cites how the head of WHO during the first SARS crisis in 2003, Dr. Harlem Brundtland acted when she faced China's lack of cooperation during that crisis by saying openly that this was a danger to world public health and millions. Could CDC in the U.S. and the other connected health authorites have taken the responsibility and filled Dr Brundtland's role in this crisis, that the WHO failed to perform?    ...
