The U.S. Supreme Court by a vote of 7-2 struck down a California law that bans the sale of violent videogames to children. Writing the majority opinion Justice Scalia said "even when children are the object the constitutional limits of governmental action apply." Breyer dissented by saying that it made no sense to not allow a child to see a nude picture woman under obscenity laws and yet allow the child to see violent acts against women. Clarence Thomas was the other justice in the dissent. Justices Anthony Kennedy, Ruth Ginsberg, Elena Kagan, Sonia Sotomayor supported the decision to allow violent videogames to be sold to children. Justice Alito supported the decision but expressed serious reservations about the breadth of the majority's opinion saying- " the Court is far too quick to dismiss the possibility that the experience of playing videogames (and the effects on minors of playing violent videogames) may be very different from anything we have seen before."

A hybrid gas-electric bus costs 60% more, but is 30% more efficient for the hybrid model and 65% more fuel efficient for plug-in models, says a Navistar executive. Navistar is the first U.S. maker to bring out a hybrid bus model. Experts say buses are ideally suited for electric versions because of short routes within city limits and predicatable routes. School buses also spend a lot of time in depots where they can be charged easily. Trans Tech Bus is planning to start production of a electric school bus in partnership with Smith Electric Vehicles. Trans Tech's president says the new electric school bus will be priced so that districts could recover the added cost- a $30,000 premium at this time- in fuel savings of 3-5 years. The savings for diesel are about $60 a day for a school district near Fresno with poor air quality. Recharging the battery costs about $17.

The Rivlin-Domenici Deficit Report recommends freezing US defense spending from 2012 to 2016 at its current level of over $700 billion a year. This means the Defense department budget would not be adjusted for inflation, and the military would not have the $431 billon in additional spending that the Congressional Budget Office had projected. By contrast Defense Secretary Gates has sought to keep the Defense departmet budget growing at 1% a year after inflation, plus the costs of the war in Afghanistan. And the Bowles -Simpson Deficit Commisssion chairmen have recommended $100 billion in savings by 2015 be used to reduce the deficit. The way Gates sees it the savings of 2-3% annually in department contracts would be used for other military purposes. Rivlin-Domenici and Bowles-Simpson do not see it that way, they want to use the money for deficit reduction and improving the economic prospects for the US.

The New York Times agreed to sell the Boston Globe to local owners for $70 million in 2013. In 1993 the New York Times acquired The Boston Globe for $1.1 billion. The value of newspapers has plummeted in recent years as newspapers lost advertising revenue and readership declined. A result of the shift to the internet for access to news and information, especially for the younger generation. The Washington Post was sold to Jeff Bezos of Amazon.com for $250 million, with readership having declined to about 457,000 in 2013. Philadelphia newspapers were sold for $55 millon in 2012, after being acquired for $515 millon in 2006, having lost about 90% of the value in just 6 years. In Oct. 2012 The Tampa Tribune sold for only $9.5 million. Estimates for the newspaper properties of the Tribune Company are about $623 million, according to analysts. This includes The Los Angeles Times and The Chicago Tribune.

France's finance minister says the government will focus on growth and set deficit targets that will support growth. There is a feeling in the business community that France has reached the limit for tax increases. The government has given up the goal of reducing the deficit to 3% of GDP in 2013. The government says the deficit will be about 4.1% in 2013 and 3.6% in 2014. Economic growth is expected to be only about 0.1% for 2013, and 0.9% for 2014, lower than earlier forecasts. Muscovici has said the French are fed up with higher taxes, and he is looking for savings in spending. About 15 billion euros of savings are planned in the 2014 budget from ministry expenses and healthcare spending. Extra taxes of 6 billion euros planned for the 2014 budget will now be cut to 3 billion euros. To increase growth it is necessary to stabilize taxation and give business a clear picture for 2014-2015.

California, New York and Washington are  three states, with 30 other cities in the U.S., and 100 large businesses, forming the U.S. Climate Alliance, saying they will  follow the Paris agreement on climate change. Former Mayor Bloomberg of New York City is organizing the effort, and he says in the U.S. it is cities, states and businesses that actually do the work of reducing emissions, not the federal government. Bloomberg said: "The fact of the matter is Americans don't need Washington to meet our Paris commitment." Governor Jerry Brown of California says the response will be for California and other states to set even bolder standards for reducing emissions.

Spain accepts assistance from the European Financial Stability Fund with the EFSF committing $125 billion to the Spanish government for a fund specifically intended to recapitalize the banks. Some oversight will be provided by the IMF for Spain's banking system, but this is not a bailout in the sense of IMF conditionality or the EU imposing oversight of Spain's management of its finances and the economy. Instead a compromise was reached where only oversight over its banking system was offered in exchange for the loan. Spain has already committed to improving competitiveness in the economy, and reducing the fiscal deficit with some flexibility due to rising unemployment which has reached 25%. The problems in Spain's banking sector are focussed on the cajas savings banks which financed the housing bubble and not on all banks, with banks such as Europe's second largest bank Banco Santander which have intenational operations being in much better shape. The U.S. and the UK experienced a housing bubble at the same time as Spain, but the governments of both countries moved early on to recapitalize the banking system in 2008-2009. This move is significant because it helps stabilize the gobal economy by fixing the main problem facing Spain of recapitalizing its banks, this being the largest problem in the eurozone....

The layoffs hurt ordinary Russians in Togliatti, a city 500 miles east of Moscow, leading to social discontent. The slump in the Russian economy following western sanctions led to decline in auto sales, and the situation was precarious. According to areport by the Manufacurer's Alliance/MAPI USA manufacturing output is expected to decline by 12% this year. Steel production fell 61% in the first quarter over prior year, motor vehicles and parts dropped 41% and semiconductors dropped 40%. Medical equipment production was up 2% in the first quarter, and communications gear production up 6%. THe chief economist of MAPI, Mr Mecksworth, says when the economy turns and depleted inventories are replaced growth will still be slow, because companies will be saving money and paying off debt for many years. Norway's oil and gas industry companies like Statoil buried carbon dioxide deep in the seabed for natural gas extracted offshore. Sttoil's carbon dioxide emissions per ton of oil and gas extracted is 39% of the industry average as a result of technology and tax saving measures after Norway enacted laws taxing at the rate of $65 per ton of carbon emitted by the oil and gas industry. But overall because of the growth in Norway, more offshore production of oil and gas, and use in the transportation sector, Norway's emissions have gone up by 15% compared to 1991, when Norway was the first to put a tax on carbon dioxide emissions.

It cites a poll showing German 51% to 41% favoring a Greek exit from the eurozone. About 85% reject further concessions in a July 1, 2015 poll, including 68% of the supporters of The Left, a post-Communist party. Social Democrats leader Sigmar Gabriel, said of the Greece timeout from the euro proposal by finance minister Schauble- that it was the appropriate thing to consider all options. And 78% polled see Greeks not keeping their side of the deal. Some experts see stronger sentiment about Greece after the events in July 2015, and the raising of the issue of the debt haircut given to Germany in 1953, because Germans see themselves as having gone to great lengths to build a strong Europe after their own troubled history in the 20th century.
