Japan's economy minister, Yasutoshi Nishimura, says Japan is suffering an output loss of $300 billion. Japan has recovered halfway from the pandemic. It will take till 2014 to recover fully. In the July to September quarter the Japanese economy grew at an annualized pace of 21%, yet the economy is 6% smaller than in 2019.

The government is preparing an economic stimulus package of $100 billion in new spending. A planned cash give out of $500 a person following a cash give out of $1000 during the first wave of coronavirus is included. The government is planning public works projects to boost the economy, as capital investment has fallen. The second wave of the coronavirus is creating more uncertainty. Prime minister Suga aims to keep the focus on the long term with two key priorities, Japan's digital transition and making Japan carbon neutral by 2050.

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. Fillon lives in Le Mans western France.

Efforts of prime minister Theresa May to somehow force members of parliament to back her Brexit deal through repeated votes in parliament have collapsed. Speaker Bercrow says the same deal cannot be voted on twice. Last week the British parliament rejected May's Brexit deal by the largest margin of any bill in parliamentary history. The vote rejecting her deal was with a margin of 149 votes. Speaker Bercrow cited a parliamentary convention dating back to 1604.  

Conservative Party leaders opposing May's deal Jacob Rees Mogg welcomed the Speaker's ruling. The Conservative Party is so divided on this issue of exiting the European Union that it has severely undermined Mrs. May's authority in parliament. Mr. Mogg favors leaving the European Union with no deal regardless of the consequences. On the other side is the Labour Party and some Conservative party members who are adamantly opposed to this.

British prime minister Theresa May's EU withdrawal agreement was defeated in the House of Commons by a vote of 344 to 286, a margin of 58 votes. 5 Labour MP's voted in favor, and 34 Brexiteer MP's in the European Research Group voted against. The Democratic Unionist Party of Northern Ireland voted against. The vote did not include a declaration on the future relations with the European Union. The vote happened on March 29, the deadline for Britain to leave the EU. A new deadline of April 10 has been set to seek a longer extension.

Options going forward are to use a longer delay of a year to come up with consensus, have a second referendum, or hold a general election. Labour party leader Jeremy Corbyn called for Mrs. May to resign and hold a general election. Britain will hold European parliament elections in May.

Italy is planning to place a quarantine in the north covering the region around Milan and 11 provinces nearby, in a draft decree from the prime minister's office, says this report in the WSJ. When a final decision is made the quarantine would go into effect March 8 and go on till April 3, 2020. This move is similar to the quarantine steps taken in China which helped limit the health crisis in China from coronavirus. The new decree also includes tight restrictions on travel in the affected areas. 

The new action is being taken as earlier measures have not limited the spread of coronavirus. They were requested by the government in Lombardy, which combined with Emilia Romagna and Veneto are the worst hit of the regions in northern Italy with about 85% of cases. It also means the industrial economy with 40% of GDP is affected.

Japanese prime minister Shinzo Abe issued an order for a month long state of emergency covering Tokyo, Osaka and five other prefectures.

Philippine president Duterte extended the quarantine for Luzon island to April 30.

The lockdown was placed on Wuhan, China, epicenter of the pandemic on January 23. On March 25 about 2 months later some travel restrictions were lifted. On April 6 trains were allowed to leave for several cities in China. 

Countries in Europe that stepped in early with restrictions such as Denmark and Czech Republic moved to ease them a bit. Czech Republic and Austria will require people to wear masks outside.

This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

India's vaccination drive which has passed one billion vaccinations is one of the great stories of our time. This report in DW.com looks at vaccination drive in a region that is densely forested. It is in central India in the state of Chhattisgarh with about 30 million people and about 7 million tribal people living in dense forests that make up 40% of the state's territory.  One such place is the Dandakaranya forest, Sukma district, 500 kilometres from the state captial of Raipur. It takes an arduous journey just to get to this place which has no electricity, no potable water and no road connectivity.  Block development officer Kapil Kashyap from Sukma tells DW.com how they worked hard, won trust among villagers and brought basic medical services to them. Astonishingly with such effort to overcome vaccine hesitancy, 95% of the people in the village here had their first shot, and 40% received two doses. It is such a kind of effort in every district that prime minister Modi has called for in the unrelenting effort needed to vaccinate fully 1.3 billion Indians. ...

How quickly things can change - Italy is now growing faster than Germany or France. The construction industry is booming with energy efficient home renovation. The superbonus 110 is a payment by the Italian government for energy efficient housing improvements. The government pays 65% of the cost to homeowners making better energy efficient renovations plus 10%. As introduced by the Five Star movement government it was 100% plus additional 10%. Giorgia Meloni's government lowered it to 65% from 75% in 2023. This has boosted the construction industry in Italy and revived Italy's growth where it is growing faster than France and Germany. Germany is seeing about 0.3% growth compared to 0.7% predicted by OECD for Italy in 2024. Giorgia Meloni the new Italian prime minister, after Mario Draghi a central banking official, has continued Draghi's policies and provided a measure of stability and leadership to the government.  Much of the capital comes from the $216 billion or $200 billion euros that will be given to Italy from the COVID Recovery Fund. M.r Modi recalls the blessings of Mr. Mulayam Singh Yadav given to him with his advice in 2014 when he became prime minister and met Opposition leaders in India. Is the UK government committed to keeping the triple lock on pensions that help pensioners, retirees, keep up with the cost of living. Liz Truss the UK prime minister waffles on this issue by first saying yes, then no, then yes. The US just announced social security payments to retirees will increase by 8.6% in 2023. The triple lock is a way of saying that pensions will be increased each year by the maximum of inflation or average earnings, and more than 2.5%. With inflation at over 10% UK pensions would be increased similar to the US, slightly higher by 10%. This is critical to meet needs of older Britons or Americans, and similar policies are being followed in France, Germany and other EU countries. Housing costs are rising very rapidly. This leaves less for food and heating. This means some older Britons or Americans are missing meals. In Britain a TUC report shows one of seven Britons missing meals because of income not keeping up with the cost of living crisis, which is now number one on people's minds.  ...

Prime minister Modi of India says India has take a step forward for bringing in the people of the Global South into G20 discussions. India, he says, has set a path for getting development to the last mile, the last person in the public who in previous years was left out. This was done through digital infrastructure for bank accounts for hundreds of millions of people, cooking gas stoves for women in rural areas, housing, tap water for every one of India's households, sanitation including toilets, road infrastructure. Much of this was done at low cost with technologies that can be transferred to  a billion people in Africa and 700 million in other parts of Asia such as the Philippines and Indonesia, Vietnam, and Malaysia. This is the lasting achievement of the G20 first in Jakarta, Indonesia, and now in New Delhi, 24 months of leadership of Modi and Widodo of Indonesia as partners. Cable television's decline as seen from the experience of CNN. This report in the WSJ says not only is cable television declining in viewers, CNN is falling behind MSNBC and Fox which are also declining. The 24 hour cable news network format is seeing rapid shift to streaming services that generate little profit. Monthly prime time viewers for CNN cable television is down to 568,000 compared to one estimate of 166 million for its website and app streaming services. The result is a search by Warner Discovery, new owner of CNN, for a way to reverse the slide in people watching by showing both sides instead of skewing to one side, which is also not working. 68 million Americans subscribe to cable television packages including CNN down from 72 million in 2022 for which CNN gets $1.25 per subscriber. Advertising produces most of the revenue- $600 million in 2022 down from 900 million in 2020. Smaller audiences and poorer ratings with so many choices for viewers from CBS, ABC, NBC, MSNBC, CNBC, Fox, etc mean less advertising revenues.   ...

Mr. Pokrovsky, head of Russian federal AIDS center, says that the proportions are reaching an epidemic, and that it may now infect the general population. The campaign to have NGO's registered as foreign agents is cutting off funding from outside and this hurts efforts of private organizations. The government of Russia's attitudes towards AIDS and following the thought of the Russian Orthodox Church with stigma associated with AIDS as a moral failure, is also hurting efforts to tackle the AIDS epidemic among LGBGT community, sex workers and other populations. Only now is the Russian government waking up to tackle this as a national priority with support of prime minister Medvedev, and by backing up the UN 90-90-90 program. That program sets targets for total population- 90% to be diagnosed, 90% treated, 90% viral suppression. Russia has only 250,000 being treated, only one third of the affected population, says this report. ...

After the National Rally party of Le Pen wins 30% of the vote to Macron's En Marche 15% in EU elections, showing the unpopularity of Macron, Macron responds by calling for snap elections. Macron is taking an aggressive approach to stop NR party as so far  parliamentary elections in France  have led to voters on the left and right veering to the centre to avoid giving the far right National Rally of Le Pen a win. National Assembly elections also require getting 50% of the vote under different rules than EU elections.  Politico points out that the situation is different today as the NR is more in the mainstream of politics. Macron's hope is that the NR would increase its seat numbers from 88 but not as much, and that other parties such as the Republicains and the Socialist parties, the parties that governed France since 1945 would also make gains. He could then appoint a prime minister not from En Marche his party but from the Republicains party of Nicholas Sarkozy, French president (2007-2012), which supports Macron.  ...

Attorney General nominee William Barr sayshe will not interfere with the Mueller Russia investigation, calling it "vitally important" that this investigation be completed. This happens as there is increased scrutiny of President Trump's interactions with Russia. This follows a report that the Federal Bureau of Investigation had opened a counter intelligence probe into Mr. Trump in 2017, as questions were raised about the abruptness of the firing of FBI Director Comey.  Mr. Barr defended a memo he had written critical of Mr. Mueller for his theory of obstruction of justice by Mr. Trump. He said he considers that a minor aspect of Special Counsel Mueller's probe. Barr says the memo did not question the special counsel's core investigation into Russian interference in the 2016 election. Mr. Barr was Attorney General under George H.W. Bush and would follow his earlier prioritizing of crime fighting and immigration policies. He needs some support from Democrats to be nominated, and to win this support he reiterated that "where judgements are to be made by me, I will make those judgements solely on the law."  ...

This article is a must read for everyone to know where our plastic and other paper waste is ending up. With China's ban on importing plastic waste the stuff is being shipped to India, Malaysia, Philippines and Vietnam. Now these countries are turning it back. Who needs sometimes contaminated waste. In the U.S. it ends up mostly on landfills. It is a health hazard as one recent story of waste shipped out to a part of Chile shows- with health problems for people in the vicinity. The WSJ has done an excellent story with diagrams and pictures in this exceptionally good story we recommend for our readers to know what is happening worldwide with plastic waste.  There is increasing education of the harmful effects of plastic and there is a government campaign in India supported by the prime minister Modi to reduce use of plastic bags and find ways to dispose off local plastic waste. In the light of this why would India or Malaysia or any other Asian or Latin American or African country want any other country's plastic waste, particularly when it is a health hazard. In fact China for so long allowing importing of plastic waste till recently so it could be processed with low cost labour and reused for plastics production is incomprehensible, considering the health risks involved. ...

The World Vaccine Summit raises about $7 billion to immunize about 300 million children for polio, diphtheria and measles, over 5 years. Prime minister Boris Johnson who opened the summit called it "the greatest shared endeavour of our times." Bill Gates donated $1.6 billion and Britain pledged 1.65 billion pounds over 5 years, making Britain the largest donor. Harris said nothing about "Marxist economic professor father, other personal insults just acknowledged "It is a tragedy," don't you think fellow citizens? What would 4 years be like under Harris? According to OECD figures Israel has one of the highest cost of living in the developed world, and food, electricity prices are expected to increase further in 2019. A  number of challengers for a centre left or centre right combination of military and civilian leaders is emerging and shown here.

Al Maktoum is prime minister of Dubai. He points out some important facts about the Arab world. About half of the 300 million people in the Arab world are under the age of 25. Unemploment is very high among these 150 million Arab youth. About 50% of the jobless are youth, according to the prime minister. About 65 million of the Arabs are illiterate, and 10 million children under the age of 25 are not enrolled in any school. He points out that with so little education, the Arab youth are especially vulnerable to propaganda that creates extremism and is hostile to the west and the USA. One of his key points is that the Arab world is the most militarized place in the world, and spending on conflicts in the Middle East in the last 60 years is about $3 trillion. And in the last 15 years he says the spending on education which is 20% of what the world's 30 wealthiest countries spend, has dropped to 10% of that amount. And very little is being done to educate girls and give them opportunities. As a result of these convictions, Al Maktoum, who is also the ruler of Dubai and from the royal family, has committed about $3 billion to various initiatives to provide schooling to children, especially girls, and education for young people. This makes him one of the more enlightened leaders in the region pushing for new directions. This also reveals the critical weakness among the Arab peoples and why they tend to be so radicalized. Improvements in education and more opportunities for jobless youth, and creating a peaceful region -with the US and the EU countries committing to policies that lead to much diminished military sales to Mideast countries and reducing hostilities in the region -would do more to reduce anti-American sentiment in the region and improve US security than any other policy actions. As Iran, Pakistan and Afghanistan, and the Muslims of India share the same characteristics as the Arab peoples, and the same cultures, the same is true of this region, actually more so. Education has been even worse neglected in the South Asian Muslim region than among the Arabs. It is the key to peace, does more than troops to ensure the peace. The need is for more schools to be built and run in the region, for essential services like healthcare and development, and financing of job creating industries. ...
