This report in NYT shows how company managers and heads of companies are pushing workers to take time off, go on vacation on a mandatory basis. A big part of the problem in the pandemic is that the work is out of the office and the lines of work and office are blurred. Disconnecting the way it should be done is not managed well these days, there is need for what in Germany is called "feierabend," disconnecting as a ritual to be followed at all times while working from home or office.

Gen. Milley is being succeeded as chairman Joint Chiefs by Air Force chief C. Q. Brown. General Mark Milley completed a 4 year term as chairman Joint Chiefs at a ceremony attended by president Biden. He told the crowd- "We do not take an oath to an individual, we take an oath to the Constitution, to the idea that is America, and we are willing to die to protect it." Milley is a Bostonian whose father a Navy Corpsman fought in World War II. He was picked by former president Trump just as former Attorney General Barr and former vice president Mike Pence were picked by Trump, yet Pence, Barr and Milley, all had serious differences with Mr. Trump. All defended democracy and the transition from one president to another in January 2021.

NHK shows that over her 16 years as chancellor in Germany Merkel conducted policy that built the overconcentration of trade and investment in China. This policy is now seen as posing serious risks for Germany now that lessons are being learned from the failure of the overconcentration of investment and dependence on fossil fuel supplies from Russia, a policy pursued by Merkel. It was  the deputy chancellor Habeck as Energy Minister who did the remarkable job of getting new supplies from other countries to replace Russian oil and gas. This made it possible for Germany to make it through the winter without supplies from Russia. Germany is now shifting away from this overconcentration in its supply chain in the new security strategy. This may only be the beginning of a larger change in Germany's policies.

Britain faces the most acute housing crisis in living history says Angela Rayner, Secretary of Housing. The shortage of homes- 4 million. Private rents have jumped, eroding living standards and creating homelessness. Rayner has introduced a plan to build 370,000 homes a year. This is the first time in decades that this problem is being tackled on this scale, after Tories neglected to do much to address this problem. A similar situation of rising rents exists in the US putting 25% of apartment renters into a situation where over 50% of the household income goes to apartment rental. US president Biden has called for price increases for home rental to be limited to 5%, and Harris has plans for the government to help families where the rental exceeds 30% of household income.

After the Biden executive order closing the Mexico Border following 2500 illegal border crossings a day there remains the challenge of increased funding for DHS Border Control for Asylum processing officers and immigration judges, so that the intent of the executive order can be implemented effectively. Making the claim of asylum requires being in the country, a process that provides an incentive to cross the border from Mexico. Bipartisan legislation is required as the duty of Congress to address these immigration problems so that the Border issue does not become one on which all other problems facing the US can be put on hold and not tackled making the US fall behind in development, infrastructure, climate change action, education, supply chain, and health care, resulting in reducing the standard of living in the US.

For the last decade restrictions on sale or purchase of apartments in new buildings were being put in place by the Chinese government to make sure that buildings were for living not for speculation. With the current downturn in construction after collapse of Evergrande and other construction companies, and China depending on construction for one third of economic growth, this policy has changed. Previously couples who divorced just to buy a second apartment were not allowed to buy one for three years. People had to move to Chengdu and pay local taxes for three yeas before they could buy an apartment in the city. These restrictions are now lifted to promote new construction that had fallen quickly after some big bankruptcies and homeowner protests over incomplete buildings in 2022-2023.

If the wording in the Pew Research Survey were to include that only the government can tackle huge problems in climate change, infrastructure, and manufacturing, the over 50% of Americans that support government taking on these responsibilities might just as well be closer to 60-70 percent. The tide is turning as the whole culture since Reagan and the key adopters of Reagan's theory  successive Democratic administrations of Clinton and Obama is being reversed- Democrats and Independents supporting the change to get government to tackle these problems is up 15 percentage points. William Broeksmit built Merrill Lynch's business of trading financial derivatives with Anshu Jain in the early 1990's, and was later hired by Deutsche Bank with Jain for the investment bank of Deutsche Bank. He is found to have committed suicide by hanging, with multiple suicide notes including one to Jain. A number of issues came up at the Women20 Summit in Berlin. Annette Niederfranke, Director of the International Labor Organization, brought up the issue of family reconciliation as "one of the toughest challenges for working women worldwide," that in order to meet obligations women tended to work in "non standard forms of employment and in part time work linked to lower wages, lower social security, lower benefits, and fewer training possibilities." Childcare was also an issue that was prominent considering the lack of adequate childcare in many countries including in the European Union. With responsibilities for the elderly, babies, and small children women tend to be in the workforce for shorter periods leading to men taking up many of the higher positions. Angela Merkel pointed out that Gemany tended to take a narrow view of professions available to girls, saying- "So it is very very important that we take a broader view of things while girls are still at school." Merkel also supports a Africa compact that would help women set up small and middle size businesses in poor countries. The "Digital" aspects of this and other efforts for women were a major topic being discussed. One idea that came up was that more cooperation from men was needed to make things happen. This is the third Women20 Summit after ones in Turkey and China, and a sense of momentum was felt by women. ...

This comes as development projects, infrastructure, logistics, is being built in the north at a pace unprecedented in history. Women's fertility rate has dropped below the replacement rate of 2.1 in India. Because of the youthful population with median age of 28 in India population will peak at 1.6 billion in 2050 making India the largest country by population in the world- with one in 6 people on the planet in India. From a fertility rate of 6 in 1960 in India, with each woman having 6 babies, it is down to 3 by 2005 and 2 in 2021. This shows the effect of sustained development over time, which is also evident in agricultural production where India is now self sufficient in food. For many years the Hindi speaking heartland suffered from poor governance and mismanagement of the economy- the region that covers Uttar Pradesh, Bihar and Madhya Pradesh. Uttar Pradesh has a population of 250 million, Bihar 131 million and Madhya Pradesh 86 million, for a total of 467 million about the size of North America or the European Union. It is this region that is now pushing a development agenda today more than any other region in India with the joint effort of both the federal and state, local, governments in a way that is unprecedented in Indian history. Because of the Gati Shakti Master Plan, Atman Nirbhar Make in India Plan, and push for local is vocal, the infrastructure efforts in building roads, highways, airports and logistics, the advances in digitization and use of new technologies, there is an added boost with new synergies in this development effort. A new airport and logistics setup at Noida in Uttar Pradesh will be the largest in Asia, a new Ganga Expressway is planned, and many development projects are being launched in Varanasi, Prayagraj and other cities in UP, Bihar, Madhya Pradesh. Leaders at the federal level Mr. Modi, Mr. Piyush Goyal, and at the state level Mr. Adityanath, are pushing the development projects at a pace that will make these areas the fastest developing in India, and quite possibly the world, in a the next 3-5 years. ...

India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

Prodigous investments in AI data centers is crowding out investment in essential infrastructure that would cut the cost of living in the US. Microsoft has invested $34 billion the first fiscal quarter of 2025 alone, with similar investments by Amazon, Tesla, Google, and others for $400 billion capital allocation in 2026. Investments are also being crowded out in the replacing of the aging infrastructure of the US  of roads, rail, subways systems, transport systems, bridges, airports and ports. Some of these investments such as in ports and logistics are needed to make America a manufacturing and exporting nation. Economists loved to talk about crowding out of investment by the private sector when the government spending was significantly higher as during and after World War II. Today there is little talk about the massive misallocation of capital in the US economy. Where public infrastructure is ravaged by time and mismanagement as in New York political trends are calling for free public transport  and supported grocery stores in NYC, when the root cause the overall picture of the Nation's spending in rebuilding America is ignored or unaddressed, which would get to the root cause of the cost of living and quality of life issues that concern all the people of this Nation. ...

It would be astounding to know that the average age of the CDU Christian Democratic party members and voters is about 60 years. With the aging of society a large portion of German population is older and mostly conservative, seeking to stay with the status quo. This is the support that chancellor Merkel had and her policies reflected this conservatism. Younger voters felt they were being ignored and have chosen to vote for the Greens or the Free Democrats. Even with the Greens the average age of members is about 48 years, for the FDP 51 years. Compared to this South Asian population is much younger.

Closed vaccination centers in Rome soon after the Italian government with EU backing stopped a shipment of Astra Zeneca vaccines made in Italy that were being sent to Australia, show the extent of lack of clear direction in the EU on vaccination. DW.com looks at why India is facing a oxygen shortage. Most oxygen manufacturers are in the east of the country and most of the coronavirus infections are in the west and north of the country. India normally produces 7000 tons of oxygen a day, which is being ramped up to 9000 tons a day and airlifted or sent by rail truck express trains to the north and west. German military aircraft are on the way to India on Wednesday May 5 that have on board a oxygen generating plant that can produce 400,000 litres of oxygen a day. Germany's ambassador to India says German aid is making a difference.

This was a calmer debate with policy details and the candidates delivered their points without the sharp attacks of the earlier debates. At some points in the debate the discussion turned to Mr. Biden and dealings of son Hunter Biden with a Ukrainian company. Mr. Biden raised the issue of Mr. Trump's tax returns not being disclosed. What is the best way to reopen schools. This is being discussed in many European countries including Denmark and Germany. Cut class sizes by half. Have teachers take self adminstered tests. Hallways are one way. Stagger the breaks. Open up doors and windows for circulation- have students wear layers if needed. Students and teachers wear masks. Nothing is left purely to chance. Even with this the reproduction ratio is up to 1.13 in Germany - it must be kept close to 1.

This effort is designed to get older people to exercize and form the contact with others that helps physical and mental health during the coronavirus restrictions and lockdown. Medical experts warn that lack of activity even for a few days can build up into negative effects on muscle mass. Three "snack sized" breaks of exercize for 20 minutes each day are suggested as well as super bubbles of 4 people, and guidance on nutrition, mental well being.

A major issue during the second wave is that sick patients are being sent home. As hospital beds occupancy reaches a certain point the sick patients are sent home ar kept home till they are very sick. Only the sickest patients get admitted. The U.S. is approaching that point in December 2020. This means that when patients reach the hospital and get the Remdesvir drug and other treatments that work they are much sicker and the probabilities of recovery are smaller than if they would have been admitted and treated earlier. Has enough action been taken to add hospital beds after the first wave to accomodate an expected second wave?
