Eco-power washes for engines developed by Pratt and Whitney, a manufacturer of jet engines, is aservice that costs $3000 to $5000 per wash. It helps take the dirt and sludge off the engines that accumulates after ears of flying. The caked on grime from the inside of the engine can reduce fuel consumption by 1.2%, which adds up over time. Pratt estimates that if the entire industry used this service $1 billion in fuel costs could be saved and emissions of carbon dioxide reduced by 3.2 billion pounds. There is additional savings in maintenance as the engines run cooler when cleaned, and airlines can avoid costly overhauls for as long as 18 additional months. Wasdhing takes 90 minutes, is clean and pays for itself in weeks. Southwest started its program in April and by late May 2008 had done 248 washes. It estimates savings from these washes at $1.6 million.

Shiller points out that statistical models used by economists can't quantify the risk of a double-dip recession. Confidence indexes show gradual trends so they too are poor at picking up the dangers inherent in the increasing levels of uncertainty and the increasing vulnerability of confidence in the economy. The potential of sudden events in derailing confidence is great. He cites the 10 percent drop in the U.S. stock market on May 6, as one example. And the potential of the BP oil spill creating havoc for the Gulf economy is another such event. Shiller says his definition of a douple dip recession looks at the long term, and doesn't see the short term as a way to correctly read the economic situation. He sees a douple dip recession as a rise in unemployment to high levels, and becomes sticky after that, only nudged down insignificantly. Before unemployment can be brought down a second recession occurs, and there could be years in between. A recent study shows that by 2030, 70% of India's jobs would be created in the cities, and about 590 million people would live in India's cities. This will require urban planning and proper arrangements for housing and commercial space which India's cities sorely lack. Cities in India, from Chennai and Delhi to Mumbai and Bangalore, are way over-stretched, roads are perpetually choked, sewers, water lines and electricity are lacking. And there is no housing for new arrivals from rural areas as this migration to the cities takes place. India's building codes and zoning laws are outdated, and urban planning experts say their are ideas about urban design but very little gets implemented.

A report by the U.S. Senate Foreign Relations Committee on the best approach to tackle drug related violence in Mexico and new approaches to ensure public safety. The report says it may take ten years, or even a generation to reform Mexico's poorly trained, ineffective and in many cases corrupt police and courts. The new focus on police and courts and training comes as it is reported that only 2 percent of reported crimes in Mexico lead to convictions. Some reports point to middle class fears of taking cases to the police because of corruption. Israelis from across the political spectrum say the nuclear deal with Iran in negotiations with the U.S., Britain and France, threatens Israel. Israel's nuclear experts say the 12 month breakout window for Iran to break the agreement and rush to develop a nuclear weapon in 12 months is not sufficient, because of the time it takes for detection and develop the response. Israelis have a deep distrust of Iran's intentions. On the other side of the Middle East the Saudis are also expressing serious concerns about the negotiations giving Iran enough leeway to keep the nuclear program and make a weapon at a future date. The proposed agreement creates further disagreement between prime minister Netanyahu and U.S. president Obama.

Iran takes conciliatory position to set up more exchanges with the USA, cultural contacts, direct flights, and set up diplomatic offices. It will also return to negotiations on how best Iran should move on its nuclear program and how to accomodate U.N. demands for it to move towards civilian uses of nuclear energy. The tough job President Obama faces as he faces opposition from politicians who have interests to protect, and healthcare businesses with interests to protect. The President has to come up with a plan that is deficit neutral, because financial markets could see a healthcare bill that further widens the deficit as a signal for higher interest rates that would deepen the recession. At the same time each of the three sources of revenue puts him at loggerheads with political leaders in Congress or groups with interests to protect. Limiting income tax deductions for high earners could raise $267 billion in 10 years. It would require taxpayers in the top tax brackets deduct their mortgage interest, state and local taxes, and charitable donations, at the 28% tax rate instead of the 33% and 35% tax rates. The opposition is with democratic leaders that it would hurt charities, universities that depend on tax deductible donations, and taxpayers in high tax cities like New York city that are the home base of Democratic leaders. Yet only 1.4% of households would be affected says the nonpartisan Tax Policy Center. The Center on Philanthropy at Indiana University, says charitable giving would decrease by 2%. The other opposition on this comes from the preference of Senators Baucus and Grassley, who head the Senate Finance Committee, for tax increases or cost savings to come from the health sector. Specifically they want to see the value of workers' employer provided health benefits subject to income taxes. It is a situation in which every sensible person admits the need for healthcare reform and would see the current pace of healthcare costs as unsustainable and dangerous; and after that will just go back to his group and try to preserve as much of the status quo as possible, so as not to disturb by much the benefits or compensation they have secured from the system over the years. Then there are political leaders in Congress with their own preferences, and Congressmen who are the subject of heavy lobbying by these interests. The administration and the Presidents job is to navigate this stream with a workable deficit neutral plan, without any requirement for any group to make sacrifices, and in some situations even small sacrifices for the public interest. Would charitable institutions be hurt that much, what if charitable institutions were exempted, why would other interests the try to obtain the same exemption. Its like the unions trying to keep the old unsustainable goldplated healthcare and other benefits at GM even as the ship was going down. Taxing employer provided employee health benefits as income would raise $2.5 trillion over a decade. The opposition here is from unions which are a force in the Democratic party and which count tax free health benefits as a legacy of the labor movement. Employer provided health insurance covers 160 million American employed and their dependents under the age of 65, so it has a wide impact. Yet most economists favor ending the tax break. They say it mainly goes to upper income taxpayers, and discourages cost consciousness among consumers of health care, thus encouraging excessive spending and surging health care costs. Senior Obama advisors, Peter Orszag, the budget director, and economist Jason Furman favor this approach. So do Republicans in Congress. Senators Baucus and Grassley are not asking for the complete removal of the tax break, what they want to see is capping the value of benefits that go untaxed. If the tax-free limit is $13,000, a policy worth $15,000 would pay income taxes on $2000. A third spource is to spend less on Medicare. About two thirds of the $948 billion in savings Mr Obama has proposed over 10 years comes from a number of reductions in Medicare spending. $177 billion comes from insurance companies bidding for government reimbursements for offering private plans to seniors. $106 billion comes from cutting the subsidies to hospitals serving the uninsured as universal coverage should remove this need. And $110 billion in reduced payments to hospitals and doctors because of productivity gains. A range of industries insurance companies, hospitals, doctors drugmakers, nursing homes, home health care companies and medical device makers, all stand to lose from reduced payments from Medicare and Medicaid. And these groups with interests to protect are another factor in this process of working out a healthcare plan. ...

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. A similar situation prevails in the UK,  France and Germany where previous administrations failed to address this important issue of fair taxation and financing infrastructure and priorities in health, education, and critical needs of the people.   ...

The final settlement of the conflict in Georgia takes the lines of Russia pulling out of Georgia proper, and Russia in return making independent states with Russian assistance out of Abhkazia and South Ossetia. The border between these states and Georgia would be patrolled by 200 EU military personnel. And Georgia would sign an agreement not to use force against Abhkazia. And the EU takes over responsibility with Russia for seeing all this fall into place, the US leaving all this upto the EU. Interestingly Putin is not heard much from in the media and Medvedev and Sarkozy work out the details basically setting the Russian inhabited regions of South Ossetia and Abhkazia on their own course as independent states with Russian assistance. Considering the tensions and conflict and bitterness between the people in these small states after Georgian nationalism took root after the Soviet collapse the lives of people there would be more peaceful and secure except that a price is paid in terms of South Ossetian Georgian villages where the people were uprooted. But tensions there had reached a churning point and leaders there inflamed passions so that at some point something like this would happen. This puts this chapter behind and Russia can be glad that it got out of all this without sanctions from western countries and the EU can go out of this with the assurance that Russia would not interfere in Georgia proper. Over time Georgians themselves may have to ask whether their leaders acted responsibly by inflaming Georgian nationalism upto a point of damaging relations with ethnic minorities. Angela Merkel who has experienced life under Soviet dominated governments still thinks according to media reports that the Georgian leader Sashkavili can inflame tensions with his statements and style of operating. ...

The strange story of an aging ship in extremely bad shape from a Black sea port in Georgia with a 2750 ton shipment of ammonium nitrate with a crew on unpaid wages making its way to port Beira in Mozambique in 2013. It is leased by a Russian owner living in Cyprus who would make $1 million for transporting the shipment to Fabrica de Explosivos de Mozambique. It makes an unscheduled stop in Beirut after problems with seamen on the crew to pickup some heavy machinery which might help pay the ship's crews wages. The machinery does not fit and in any case the ship is in such bad condition and cannot handle any machinery.  The port authorites are interested only in the docking fees which the indebted Russian owner does not pay and abandons his leased ship. The port of Beirut impounds the ship for unpaid docking fees which turns out to be the reason the ship remains in Beirut harbor. The ship fails shipping standards and takes in water, it remains in Beirut harbor till 2014 when the ship sinks. Before that the Beirut authorites for some strange reason unload the ammonium nitrate and leave it in Hangar 12 warehouse where it remained till it exploded yesterday. The authorites never gave much thought to the ammonium nitrate and its dangers till after unloading it. After unloading no one accepted responsibility. The Russian who had leased the ship was living in Cyprus and took no responsibility. The government of Lebanon also did not know what to do with it.  Repeated attempts by the port authorites asking the government to take some action for disposal fails to lead to any action. There is now a sense that Lebanon is a failing state because of the nature of this incident.   ...

Quidel Corp. gets the first FDA approval of an antigen test which tests for the disease itself. Quidel is a company specializing in tests for the flu and infectious diseases. It uses an older technology to detect the disease. Quidel CEO Douglas Bryant, says he will ramp up the manufacturing of the test to go from 200,000 tests a week in the week of May 11, to more than a million a week in several weeks. The current testing technology has several shortcomings. The most common test so far is the PCR test which magnifies virus particles to ease their detection. It is cumbersome technology because it takes time to run the test and analyze the results. The new antigen tests have several advantages. They have a simpler design, are easier to process, and can be produced at lower prices because of the simpler design. They are designed to identify the virus in people in real time, to process results quickly in minutes in Quidel's Sofia analyzers. Because of the simple design and proven technology it can be scaled up quickly to do millions of tests.  The U.S. currently has the problem that it is not able to do enough testing- about twice the current rate is needed to do what health experts recommend. A minimum of 4 million tests weekly is needed and followed up with contact tracing to make it safe for people to go back to work, says Ashish Jha of the Harvard Global Health Institute.   The U.S.   ...
