Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

China is exceptional in the speed with which it is moving on infrastructure projects. And this bodes well for American exporters like Caterpillar which is seein g big jump in excavator sales, and for China which may see thre fourths of the 6.5% increase in GDP in 2009 coming from infrastructure building. Fortunately there is still a need for alot of infrastructure development in China. Typical is the approval and start of work on the $930 million Xiangshan Island Bridge which will extend over the East China Sea and through mountain tunnels. Caterpillar CEO James Owen says of approval and start of construction as fast, "its something like nine months in the USA versus 9 weeks " in China. China has agood pipeline of projects and alot of planning work has been done for many years. For Xiangshan Island Bridge this goes back to1994. Liu Cijun completed a PhD dissertation in 1999 on bridge wind resistance, and the Ningbo native is now Chief Engineer for the project. Preparatory work on the bridge goes back to 2004 and the stone cutting ceremony in 2006. In August the bridge's feasibility report won approval from aplanning agency in Beijing, and in December approval by the Ministry of Transportation. Construction started in just 11 days after the Chinese government approved the project. China's investment in infrastructure has jumped by 102% in the 1st quarter of 2009 from a year earlier, according tho the National Bureau of Statistics. By comparison Washington has distributed $69 billion of its $787 billion in stimulus fundsto states and localities, which have spent $14 billion according to the WSJ....

Anne Applebaum describes comments of European diplomats she talked to who were strongly critical of British prime minister Cameron's efforts to win special protections for London's financial district, the City. They described this as petty, especially when the European negotiators were working to save the Euro currency. Sarkozy said recently that the British hate the euro, and have done little to help, and should shut up. And that is the sense today in European capitals even as Conservatives in Britain applaud Cameron's move. The result is to isolate Britain from the rest of Europe, even as Britain will be put in a position to having to play by rules set by the other 26 countries in the European Union, who are its main trading partner.

Because of the political split and bickering in the Financial Crisis Inquiry Commission between Democrats and Republicans, the Commisssion failed to give a lucid account of what caused the crisis and what must be done to prevent future crises. The presssures on the commission were great and led to infighting and resignations. The Commission could not even agree on whether the term" Wall Street" should be used or removed from the report, says professor Portnoy. The 19 hearings were unfocussed, and the funding of $8 million not adequate for the 22 topics to be investigated. These and other reasons have led to a report that fails to achieve its original purpose of giving the public a clear idea of what went wrong and what needs to change.

A new CBS-New York Times opinion poll in June 2012 shows 44% of those polled approve the job the Supreme Court is performing and about three fourths say the decisions of justices of the court are influenced by their political and personal views. By comparison only 15% approve of the job done by the U.S. Congress in the most recent poll. Only one in eight say the justices make decisions based solely on legal analysis. About 60% say they agree that life tenure for justices is bad because it gives too much power to justices. On the health care law two thirds of those polled say they hope some or all of the 2010 Obama health care law is overturned.

Of the approximately 411,000 deportation cases at the U.S. immigration courts for deportation of children of illegal immigrants only 593 illegal immigrant students had received relief by halting their deportation by June 2012. This came as a big surprise showing how little the Obama administration had done to help children of illegal immigrants. In its response to the administration the Republican party hoped to reach out to the Latino community and Hispanic immigrants with its own initiative. Senator Marc Rubio of Florida was ready to introduce a bill helping illegal immigrant students by giving them temporary status. At this point President Obama issued his executive order ending deportations for about 800,000 immigrants who came to the U.S. illegally as children.

He refers to the "nods" and the "salutes," the superficial power point presentations, and failed leadership, calling it hugely disappointing and stunning in its scope and extent. The difficult task ahead for Fiat's Marchionne, trying to reverse Chrysler's decline. Running Opel and Fiat, will take a lot of energy and initiative, and its by no means clear how he is going to go about doing this. Some arithmetic done by analysts shows the value of the Fiat, Opel, Chrysler auto companies, by excluding other non-auto parts of Fiat, and taking out Fiat debt and liabilities estimated at $8 billion euros. And taking that number and Fiat's market cap, the difference gives a value of 5.5 billion euros as what investors ascribe to Fiat Auto and its ambitions. This is just one fourth of the Fiat auto units 2009 revenues of 21.7 billion euros, as estimated by Morgan Stanley.

India its reported is looking at the Brazilian program. Much of the debate in Germany today is around the topic of reunification, was it good or bad for Germany, and why there is an issue of a separate identity in the East. Most East Germans feel they live in a separate country with a separate identity. This issue has social cultural and political consequences, says the Economist.    The CDU is increasingly facing questions about how it has turned out for East Germany. It is losing votes to the AfD in Saxony, Thuringia, and other places in the east. The migration crisis in 2015-2016 created new fault lines. When the Integration minister in a government in Saxony, which includes east German city of Leipzig, talked to people in her state why Germany was helping refugees, she was told to first integrate East Germans.  East Germans do not like resources being wasted on refugees when they feel left out themselves in their own country. After reunification of Germany by chancellor Kohl in 1990 about 8500 companies in the east were privatised or liquidated leading to a loss of jobs in old industries such as mining. Many of these older people ended up in odd jobs and then on Hartz IV, skimpy unemployment benefits. At unification 1 million people moved to the west from the east, predominantly younger people and predominantly women.  Over time one fourth of the population in the east 18-30 years moved to the west, two thirds of them women. Rural areas especially hit hard, with tax revenues slumping, shops and schools closed. Some estimates are that 80% of east Germans were out of work at one point. The humiliation their parents felt is only now being discussed as children in the east talk to their parents about what happened and the hardships their parents suffered 25 years ago. Was unification done the right way is a topic for discussion today. Today the east is much older than the west. Since 1990 over 60's increased by 1.1 million even as the overall population dropped by 2.2 million. In future some districts in the east will have 4 funerals for every birth say forecasters. So what could have been done differently in 1990 so that East Germans did not end up feeling like a "colonized people" by a biased western exploitative culture that portrayed them as culturally inferior and with very little that the west could learn from. Today it is said that the government agency Treuhand that handled closure of businesses could have moved slowly. The 1:1 transfer of west german currency for east german currency was to make east german companies uncompetitive overnight, and should have mitigating plans to tackle the problems of keeping these businesses in operation to keep local jobs. A new constitution and economic plans could have been written, a transition period for such a constitution and economic plan be put in place, so that changes could be studied and plans made to reduce the negative effects.  Culturally there was something the east did better. It had a culture of social solidarity that could have provided lessons for the west.  The good aspects in the east such as respect for women and encouraging them to work outside the home, free child care, the welfare state protecting vulnerable groups, could have lessons for the west to emulate and adopt practices. This would have given easterners a sense of self-respect as in some ways the German Democratic Republic (GDR) as the country was called in the east, had aspects that the west could learn from. For this to happen west Germans need to change their views- half of them see the reunification as a success, two thirds of east Germans see it as a failure culturally, and socially, and wrought with the economic impact of sudden shift in population and business, and loss of most productive young people to the west. ...

Since taking over Italy's right wing Northern League Party in 2013, Matteo Salvini, 44 years old, has improved the party's appeal by appealing to parts of Italy's north beyond its base in Lombardy, Piedmont and Veneto. The Milan native called for greater autonomy for the northern region, and even secession, supporting the northerners view that tax money from the prosperous north was being wasted on the poorer regions in the south. He also entered into an alliance with Silvio Belusconi's Forza Italia party. He took a hard line on immigration. Salvini has called for a train service for Milanese only, to draw attention to immigrants from non-EU countries. The head of the Five Star Movement  Party of Beppe Grillo, is Luigi Di Maio, who has called for ending the "taxi service" that brings to Italy migrants stranded on small boats in the Mediterranean. The shift in sentiment in Italy towards immigration has helped parties on the right as it has done in Italy and to a lesser extent in Germany with AfD's larger presence in the German parliament. ...

Spotify acquires podcasting firms to broaden its appeal and acquire nonmusic content including listening time on radio. Spotify thinks it can bring to nonmusic content podcasts what it has done for music by bringing better curation, customization and recommendation, while developing tools and collecting data for podcasters. Spotify says it has seen that podcasts command an engaged audience- people who see podcasts spend twice as much time using the service, and tend to stream more live music. The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

NITI Aayog does much of the development planning for India. It's CEO Parmeswaran Iyer, says about one third of the population of 1.2 billion people has reached the middle class. The poverty level has dropped to about 16% of the population. He describes the steps taken to achieve this. First inflation control by keeping inflation below 6%- it was 5.7% in December 2022. The decline of loan rates for education, buying home and appliances to about 8%. Second the pioneering action of One Nation One Tax under GST that has saved Rs 18,000 lakh crore or Rs 12000 per household annual saving. To create small micro business in a country the size of India with a large informal economy action was taken. 120 million of 380 million beneficiaries are from the  middle class for PM Mudra Yojana who received Rs 7 trillion in collateral free loans. This is designed to provide non farm small loans of 10 lakh rupees (about $8000) to micro unit enterprises at the bottom of the development pyramid to encourage an entrepreneurial culture and micro enterprises. Non Performing assets (bad loans) or NPA were reduced from 11.1% of the banking system to 5.8% in 2022. This is critical to support future growth as banks that well capitalized can make the loans needed to support growth. In health and education  a large network of new universities and medical colleges, hospitals is being built. The Ayushman Yojana provides health screening to millions of people and aid is channeled to people for low cost generic medicines. It is the size of these efforts that is making the difference in the lives of ordinary people. For technological advancement the government has moved quickly on digitalization, and 5G implementation to be done by 2024. ...

David Smith, Economics Editor of The Times, says history is repeating itself now that the Labour Party thinks it should not have abolished Clause 4 of its constitution under Tony Blair ( the common ownership of the means of production, distribution and exchange). Now that Labour's policies for renationalisation of water, transport and other basic services are popular, it appears that we are seeing a response from people fed up with market failure and greed in the way the private companies in these services are run.  Profits should go to taxpayers for basic public services and that salaries of management should be moderate, services efficient, and borrowing of capital done at lower rates, is the idea behind this. The Times You.Gov poll on renationalisation for rail shows 56% supporting, only 22% opposing, renationalisation of energy companies supported by 45%, 29% opposed, water companies 50% supporting and 25% opposed. In addition to this other Labour policies of 45% tax rate for incomes above 80,000 pounds, and 50% at 123,000 pounds, as well as wealth tax are also popular. Workers on company boards with ownership of a portion of company equity are also popular. This adds to the mystery about Labour's lack of strong support going into the election. Support for renationalisation comes from the thirst for change, says The Times. Market failures, greed, inequality and poor delivery of essential public services, severe cuts in the last decade, all play a role in the thirst for change. There is also the idea that when it comes to essential services there is no room for profit or owners and managers with huge pay running into millions. When trains are overcrowded or unreliable run by private companies economic arguments remain for the textbooks, its daily experience that counts. Going back to a time in the past when it worked, where economic structures were based on fairness, and people cared, is seen as an alternative to a dysfunctional period.     ...

Is the jobless rate in Liverpool, in the one time industrial heartland of Britain about 6% or counting the hidden jobless close to 13%. The OECD report says that when these 3 million people are counted the UK's unemployment or jobless rate is about 13.2% or abut 4.3 million people. This report shows that the austerity policies of the last ten years in Britain have bit by bit hurt people's chances of finding work.  The OECD/Centre for Cities study shows something else that is striking- it says Liverpool has the highest rate of hidden jobless in its study, with about 20% of working age adults out of work compared to an official rate of 5.8%. The mayor of the Liverpool region, Steve Rotheram, sitting in his office overlooking the Albert Dock on the banks of the Mersey river, where Britain's mighty shipbuilding industry once dominated and now in decay, says sanctioning people does not work,  a decade of cuts have done damage, and that his authority runs Households into Work, in an attempt to treat people as human beings first to get a better response. The government job centres tend to focus on people 25-35, says food bank and job support charity at the Anglican Cathedral on a ridge overlooking the Mersey. From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. It also lays the ground for India to help its neighbors in Asia and in Africa, Latin America in 2022.   ...

The problems that hit the UK economy with the announcement of unfunded tax cuts were worsened by very poor communications, the cavalier attitude of the new Truss government and finance minister Kwarteng, and a lack of experience, says this report in the WSJ.The toxic mix of inflation, higher interest rates particularly in the US, and the conflicting messages from the Conservative party with critics within the Conservatives calling the step misguided, had a strong impact on financial markets. Yields on British government bonds jumped beyond that of Greece and Italy, and the British pound fell with large drops in its value falling to 1.03 to the US dollar. Only the intervention by the Bank of England helped recover the pound to $1.11 and yields that went up from 3.6% to over 5% to drop back down to 3.8%. Many other countries face the same high inflation and rising interest rates in the US, so that poorly managed political situations such as the leadership race in the Conservatives party in the UK can have damaging economic consequences. This is a point of caution for other countries economies and governments says the WSJ. Italy's new government coalition has managed to keep expectations of major changes to policy to the Draghi government to the minimum in anticipation of economic problems that could emerge with differences with the European Union, and to avoid poorly managed communications. This is true of all countries in the world and a reminder of the importance of correct messaging in financial markets, and taking a prudent role of funding extra spending programs. This was also done in the $360 billion Inflation Reduction Act and Climate bill of 2022 by the Biden administration. where the dollar spending was adequately accounted for with policies considered prudent to tackle climate change, support badly impacted segments of society, and new infrastructure. In a great success story for Africa and medical research in Africa, Congolese medical scientist Dr. Jean-Jacques Muyembe's research helps find a solution for tackling the Ebola virus.  The Ebola virus has killed 9 out of ten patients in outbreaks in Africa, particularly in the Congo.  A international coalition of doctors and scientists have proven in clinical trials that new Ebola drugs, a result of Dr. Muyembe's research, work effectively to save lives. Dr. Muyembe was one of the first scientists to identify the Ebola virus. The disease began in 1976 from a remote village near the Ebola river in the Congo. The clinical trials were done in the middle of a war torn country, in the northeast of the COngo, in tent-sided field hospitals that served as Ebola treatment centers. Two treatment centers were set on fire. Ebola patients recovered often after a single intravenous dose.  Dr. Muyembe's scientific research that showed that antibodies or proteins that the immune system produces to fight infections can build up a patient's defenses against Ebola, was initially received with skepticism and doubts by the medical research community. In trials patients given a single anti-body drug  had a 35% mortality rate compared a common 90% mortality rate without treatment. The NAID-led drug , mAb114, was made from an antibody of n Ebola survivor found by Dr. Muyembe who has dedicated his life to fighting Ebola, and is the head of the  Congo National Institute of Biomedical Research. The WHo and NAID, organized the clinical trials. Regeneron Pharmaceuticals has developed a drug based on this research REGN-EB3 which shows 34% mortality rate and better results when patients received the treatment soon after the illness.  About 240,000 people in the northeastern Congo have received vaccination for Ebola to contain the virus and prevent it from spreading. ...

A 50 foot marble statue was placed at the canopy near India Gate of King George V in 1936, by Edwin Lutyens, in an irony of history only 11 years before independent India emerged out of the British Empire in India. It was not removed till 1968 and no decision was made on what should replace it until 2022. Today the statue of Netaji Subhas Chandra Bose now stands at that place, Bose led the Indian Army's fight for independence from territory freed by the Japanese after Gandhi adopted Quit India in 1942 and most of the Indian leaders were arrested and Netaji escaped to East Asia. Part of the reason Netaji and patriots who fought to free India through means other than non violent protest were not seen as having made significant contribution was the sense that the Japanese invasion of China had shown it was another colonial power. However without the Japanese weakening British rule in Asian countries the British may have continued their rule in India. After the Japanese had proved the British, Dutch and French empires could be removed from Asia, the process that began with Naoroji, Tilak and Gokhale, and continued by Gandhi, Bose, Nehru and  Patel working together  seemed inevitably headed for success. Seen in this way a genuine understanding of Hind Swaraj can be gained. Mohandas Gandhi points this out in Hind Swaraj by saying that Gokhale was the true leader of independent India. In the true sense of genuine struggle the leaders and unknown soldiers who were jailed in the Andaman islands made significant contributions including Tilak. The struggle for Hind Swaraj was done by people who took the largest risks, and who weighed the future carefully. And this includes Gandhi and Bose,Tilak and Gokhale, and most of all the unknown people who were at the Salt March and Quit India movements.   ...
