The Chinese Academy of Environmental Planning, under the Ministry of Environmental Protection, has estimated cost of pollution in a new study of the costs of environmental pollution in China. The cost is estimated at $230 billion for 2010, or 3.5% of GDP, and close to 4 times the cost in 2004, showing the rapid degradation of the environment from rampant industrialization. The first such estimates were made in 2006 and since then come out spradically from the Environment Ministry. For 2004 the Environment Ministry estimated cost of pollution was $62 billion, for 2008 partial cost estimate was $185 billion. Even the $230 billion figure fo 2010 is incomplete say researchers. Only after strong public protests over Beijing's air pollution have government officials allowed candid reporting on environmental costs. Environmental costs extend to food contamination. A report on China Central Television recently said farmers in a village in Henan province used wastewater from a paper mill to grow wheat, which was then sent to cities as farmers in the village grow wheat for their own use from well water. A Deutsche Bank report in Feb 2013 says there will be a continuing decline in the environmental degradation for the next decade under current policies, higher coal consumption and growth in automobiles....

Simon Jenkins of The Guardian says it is time to clear some of the myths around migrants, tariffs, and NATO and in this way action by the current Republican administration can be a positive step. Jenkins says DJT is moving quickly in the first 100 Days because most presidents get only 2 years to make changes before losing the House or the Senate making legislation difficult to pass. If it appears that things are happening on many fronts too quickly that is just the nature of things under a democratic process where checks and balances mean all three parts of government- executive powers of the president are balanced by powers of Congress and of the Supreme Court. Jenkins points out that action on migrants with the unease about millions of migrants coming in illegally, putting tariff barriers to bring manufacturing back and rebuilding America's forgotten middle class, cutting the bureaucracy and misuse of funds, sending education back to the states, and rethinking NATO bringing Russia back into the community of nations, will have long term positive effects long after the chaotic nature that they appear in the news cycle and the media presentation has passed. He cites China being invited back into the community of nations under Nixon. And today disarmament possible only by working with Russia, when China is moving in the direction of increasing nuclear missiles with trouble spots in Taiwan. He does not mention the sending back of about 1 million people back to Mexico under President Eisenhower in Operation Wetback in 1954, Harry Truman a senator from Missouri who led the effort to cut waste and fraud in government spending in the Second World War, the ED Hirsch graph showing reading comprehension scores of American K-12 headed one way - straight down since the 1960's showing education is failing in the US and needs parents and states to come up with new solutions.   ...

American Enterprise Institute, conservative think tank, supports Kiel Institute of the World Economy figures that say European Union aid is about double that of the US to Ukraine. Quite the reverse was stated in casual seemingly reckless fashion to 67 million viewers by former president Trump. Moderator David Muir should have had the facts right before him to correct this as this was a much anticipated topic and perennial Trump gripe. The US is not getting creamed- no way, the Europeans are paying up and keen on doing so $187 billion to the US $98 billion. Even with the best of intentions on fact checking this is not good enough from ABC News, or for that matter the rest of the television media - the CBS's, Fox's, NBC's, CNN's, not to mention the internet media, a disservice to democratic process that is built on facts not delusion.  To someone working 2 or 3 part time jobs, or the less literate who can't do quick fact checks that can be time consuming, or educated viewers who hav little inclination to check so much that is being thrown at them- what does it mean to have grievance and grudge thrown at them leaving the impression that the US is incapable when it is in fact greatly strengthening NATO alliance including Sweden and Finland and ties with Western Europe that were damaged over time since the Reagan period in the 1980's.   ...

Harris Primary Academy in southeast London is a primary school that shows how reopening can be done safely. The primary school's head teacher Mr. French says nothing was left to chance and the logistics detail were handled carefully. The children practice social distancing with games and "helicopter arms."  

Parents and teachers feel comfortable in the carefully set environment. Children have all they need at their tables which are set a distance apart and stay in "bubbles" of ten children. Not all children are back but for the parents who felt it was right to start their children at school it has been a good experience, and one that can be emulated in other places.

Argentina's 25% export tax on soyabeans exports  has led to a mere 8% increase in soyabean acreage since 2009 compared to 118% in Brazil that has no such tax. Productivity in agriculture is restricted because lower profits mean less is invested in patented seeds and agricultural equipment. Agriculture becomes less profitable. There is also a 10% tax on wheat exports. These taxes did not exist by 2000 in Latin American countries. Under Nestor Kirchner Argentina reintroduced the export tax after repudiating the debt, devaluing the peso, and shifting the economy to diverting more agricultural production for domestic use. This worked for a while during the crisis. It is now a problem limiting growth of agricultural exports and limiting economic growth. Even under Xavier Milei, the new president who is discarding many parts of the old regime, the export tax is not discarded as it is needed to balance the budget to fight high inflation.

One of the surprises in this coronavirus pandemic is the decline in asthma among children. This is noted for India in the Indian Express. About 262 million children suffer from asthma in the world. The use of face masks, hand washing, and the lockdowns that limited the number of infections which lead to asthma attacks which come from school contacts with other children. Less pollution and better air quality during lockdowns also added to the improvement for children.

Medvedev says he fully realizes how much has yet to be done, and Putin says it is extremely important for everyone together to continue the course that has already been taken and has justified itself. And after these words and more the new President is sworn in in Russia. Medvedev says that he will be working hard to improve living standards, education and medical care, and modernizing Russia's narrow economy. Words like to continue the course which justified itself and fully realizing how much has yet to be done have a lot of meaning. Consider the situation in Russia in the last Yeltsin years, disheartened Russian people, poverty, shortening life spans and daily existence difficult for young, average person on the street, pensioner and old people alike. And still Russia has a narrow economy based on growing price of commodities and needs to develop a balanced economy, and the living standards are still only catching up in the rural areas some of which are only now getting electricity.

As the Nation looks to take care of it's farmers, a look at two farms in Wisconsin dairy country. One is a milk farm Norm Lane in Chili Wisconsin which supplies 200,000 pounds of milk to a cheesemaker Nasonville Dairy in Marshfield, Wisconsin. Shown in this story in NYT are the Master Cheesemaker Ken Heimann who runs the Nasonville Dairy which produces Colby, Cheddar and other cheeses. Also shown are Josh Meissner whose grandparents started the mil dairy Norm Lane in 1946.  The economics of dairy farms are such that they depend on the government to set the price and with all the competition the margins on milk are quite thin. This is true for cheese also where there is the West Coast production of cheese that has larger output and greater mechanization than Wisconsin's cheesemakers. What keeps the dairy industry going these days is the production of whey protein a byproduct of the cheese making process. This has much higher margins with prices up from $3 a pound of whey protein to $10 a pound. On a typical day the Nasonville Dairy can turn out 150,000 pounds of cheese, and 150,000 pounds of liquid whey protein. ...

Small business and farmers are driving a recovery in the Indian economy in the latter half of 2020 after the impact of the pandemic. Rural India with demand from farmers for cars and tractors is also helping build demand. Maruti Suzuki, India's largest auto manufacturer, had sales increase of 10% in rural India vs. 4% overall in the third quarter of 2020. Manufacturing and farm sector are leading the recovery. Transport and hotel, airlines are also seeing an increase in demand. From 2 million in June airline passengers have increased to 5 million in September compared to 12 million before the pandemic. The second generation reforms made by the Modi administration and the many initiatives are expected to boost the potential growth and scale of the Indian economy. Building a strong manufacturing sector and getting foreign investment in that sector is also a critical step to building the economy's growth potential. Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. In a way it is the position of the Social Democrats from the historical context of Germany's invasion of Russia, and Christian Democrats eagerness to create a German recovery with low cost Russian energy that created the dependence that Russia sought to use. In what it sees as the unfairness of NATO being allowed to expand right next to its borders. Because of a sense of righteousness on both sides- Russia of the Soviet period failing to see the feelings of a Budapest in 1956, East Berlin in 1953, and Prague in 1968, sees little wrong in an invasion of Kviv. And with it all the biography of Brezhnev the last leader of the Soviet Union, describes that very struggle in the Great Patriotic War the soviets fought against Nazi Germany which was fought by Ukrainians including Leonid Brezhnev with great will and purpose against all odds.  Cambridge historian has written the history of Europe that Scholz is cited to be reading in 2021- Europe The Struggle for Supremacy 1453 to the Present.  It shows Europe since 1453 engaging in balance of power of European powers, Sweden Denmark, Russia, Austria, Germany, France, Britain, Turkey, continually for 500 years. Europe simply forgot its own history. Asia including Japan, China, Indonesia and India, simply emerging from the situation of falling behind in science, technology, and the industrial revolution and building their economies with the help of the US since the Meiji Restoration in Japan in 1868. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

China's dependence on an export sector that is uncertain 14% growth (EV's electronics) vs. 0.2% growth in domestic spending April 2026. Costlier energy inputs are affecting China in the way that is affecting Germany's economy in 2026. The US has increased tariffs, Germany and the EU are likely to do the same as they see their economy erode with Chinese exports in German markets replacing German manufacturing. China has set 4.5% growth target much of it from ramping up exports and depends on cheaper inputs for energy as Germany has done for economic growth. This is being gradually eroded as US/EU want to reindustrialize and make things and products realizing the errors in industrial policy of previous administrations Bush and Obama in US and Schroeder/Merkel in Germany. At the same time India wants to be a manufacturing hub like China. When that happens by 2030 China's growth will be similar to the US of 2-3% a year as exports decrease. Eastern India is the New East and South China with 700 million people for the first time in 2025-2026 under double engine governments. Double engine meaning state, local and federal governments all under the same party (the BJP National party) so that industrial policy is conducted along the lines of a Master Plan tested in western Indian states of Gujarat and Maharashtra. This has been seen before. As Japan rapid rise of the 1960's and 1970's slowed by 1980, China's rapid rise of the 1990's and 2000's slowed by 2025 and India in 2025 is picking up from China in the way China picked up from Japan. This means an industrialized US and EU, rapidly industrializing India will face a slowing China and aging China by 2030. Knowing this pattern helps US and EU leaders, Indian leaders, look at the long term in their plans, having confidence in their investments in industrial progress for the next 5 years. ...
