Galston says the Hillary Clinton campaign strategy may be flawed. Following a president from the same party who has served two terms is difficult for a presidential candidate because of an anti-incumbency mood that sets in after 8 years. Galston cites an expert from Emory University about this costing the incumbent party about 4 percentage points in votes. This would eliminate President Obama's 3.9 percentage point win in 2012, says Galston. Hillary Clinton's cautious campaign sticking to the themes set by the Obama campaign and appealing to the core base of young people, women, minorities, and upscale professionals, runs the risk of not appealing to other voters needed such as the working class white voters. Stanley Greenberg, a pollster with much experience is cited by Galston as showing that the women's vote also is not the same for Democrats. Among unmarried white women for instance it has dropped from a 20 point margin in 2008 for Mr. Obama to a 4 point margin in 2012. By 2014 this was down to 2 points, and in 2015 this is now down to zero margin, with both Republicans and Democrats even among unmarried white women. Unmarried and working class white women are described by Greenberg as looking for a candidate who can help the middle class, with Democrats perceived as the party of government and special interests, making the 2016 election different from the ones before it....

Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. Lapid says the goal was not compromise which was tried in the past, the goal now was a government of change. ...

S. Gurumurthy of the Hindu points out the dangers of economic growth without job creation in a country like India. He points out that demonetization- removal of high denomination currency notes- came at a critical time when the economic growth was not creating enough jobs. He points to the five year period till 2010 as having created 2.7 million jobs with 8.5% growth. Even though with lower growth of 5.4% in the period 1999-2004 the job growth was for 60 million jobs created. Had demonetization not happened he says, the economy could have seen the problems the U.S. faced in 2008 with a bubble developing in the real estate market. The fundamental shift of the economy to digitization of payments, increase in tax receipts brings more of the informal economy- with a size of 50% of the economy generating 128 million jobs ten times the formal sector - into the formal economy. A step that is key for India to see rapid growth in the decade ahead. The slackening of the economy for a year is part of  a needed long term plan, says Prof. Gurumurthy, visiting IIT faculty in Bombay, just as liberalization was in the 1990's.  Some errors were made in implementation and flow of credit to the informal economy, including by the RBI, yet the fundamental shift through demonetization served a good purpose. LDP leader Shinzo Abe is elected prime minister of Japan. The Liberal Democratic Party gains a two thirds majority in parliament with its election partner the New Komeito party. The LDP party gained 294 seats and New Komeito 31 seats. The Democratic Party of Japan gained 57 seats. The election was more of a "no" vote for the Democratic Party of Japan which was seen to have provided three years of weak government and mishandling of the situation during the tsunami and earthquake. Abe comes from a new postwar generation of prime ministers- he was elected prime minister once before in 2006.

Yanukovych, the president of Ukraine, is from the industrial eastern part of Ukraine centring on Donetsk. He is intensely disliked by the protesters in Ukraine and unpopular with the western part of the country which favors joining the European Union. Polls show 45% of the people support joining the EU, and only 14% joining Russia in a economic union. Yanukovych failed to bring the country together. The EU had called for the release of a former prime minister Ms. Tymoshenko in prison for the last 2 years, and Yanukovych's failure to do this worsened relations with Germany. The U.S. sees Yatsenuyk 39, a economist who served in the Tymoshenko administration as economy minister, as a person with the credibility in Ukraine and the experience to be part of a transition government. Figures who are popular with protesters but have no connections with previous governments include Vitali Klitschko, 42, a boxing champion, who has his own party Udar, meaning punch. Tymoshenko, was popular during the Orange Revolution in 2004, but her two terms as prime minister came under criticism for mismanagement. Parliament selected the prime minister under the 2004 constitution, and the protests focussed on consolidation of power under the president, including the appointment of the prime minister. As a first step parliament took on powers to appoint the prime minister on Feb. 21, 2014, freed Tymoshenko from prison, and set a date for elections in May 2014. Yanukovych fled Kiev and left for the eastern part of the country as parliament began the transition to a new government. ...

48% of British voters see immigration as the most important issue says Ipsos. And 31% say their local area is housing more than its fair share of asylum seekers growing to 61% of Reform UK voters. Reform UK is now leading party with 34% of the vote to Labour's 25% and Liberals 11%. The report in the WSJ on Augu 28 shows how the Labour government did not live up to it's talk on immigration. It also shows how the Conservatives and Boris Johnson failed by opening up non EU immigration from Asia on the grounds that it would bring in the brightest and yet dropped the basic colege degree requirement paradoxically. Lobbying from health care home care increased migration for this field under Conservatives and is only now being reversed by Labour. Labour has been too slow and the culture of Britain and Labour has not changed enough to grasp the problem. Their are vested interests in Britain such as universities and home care health care that have influenced the conduct of policy so that migration on non-eu has replaced eu migration after Brexit but not attracted the most qualified immigrants. The 4% of the British population that entered Britain after Brexit as immigrants, millions arrived and now when Labour is trying to bring this down faces a large number of dependent applications.University students are now bringing in their dependents at rates that have skyrocketed. ...

Kristine Tompkins donates 1 million acres, the Chilean government donates 9 million acres, together this is being used to create 5 national parks and expand 3 in Chile. Since 1994 she and Mr. Tompkins a founder of North Face, who made $150 million from selling his apparel company Espirit, have accumulated land in Argentina and Chile as part of a passion for conservation. Tompkins died in a kayaking accident and Ms. Tompkins has decided to give it all away in national parks. Their story is part of a new documentary "Wild Life," by Chin and Vasarhelyi.

President Mauricio Macri of Argentina loses badly in a nationwide primary in Argentina. Peso and stocks dropped after the defeat and a sense that Macri's policies have not worked. The economy declined 5.8% in the first quarter of 2019 from a year earlier, with some recovery in recent months.  Following the defeat by Peronist party candidate Alberto Hernandez, Macri announced measures to help Argentine workers and middle class. He raised the minimum wage, increased public sector salaries, and put a freeze on fuel prices.  The Peronist party's Alberto Hernandez now looks likely to succeed Macri. Inflation is at 56% in June. Hernandez is a former cabinet chief under Christina Kirchner and Nestor Kirchner, former presidents. Christina Kirchner is running as Hernadez's running mate for vice president.  Under Christina Kirchner the government ran large deficits and defaulted on the national debt. Drop in commodities prices hurt Argentina and it also hurt Brazil during that period, worsening state finances. Macri provided an alternative but his market friendly policies have failed to help ordinary Argentines through errors in policy making and much of the early enthusiasm is lost. High inflation hurt ordinary Argentines the most. In the past week the Argentina stock market has lost about a third of its value and the peso has dropped by about 22% to 59 pesos to the dollar. Argentina is unique in the way it has swung back and forth for four decades.between market friendly administrations that did well initially and then failed dismally, and socialist Peronist party administrations with the same pattern. High inflation and dropping currency reserves were typical in downturns.  Brazil has suffered from crumbling state finances and collapse in essential services such as sanitation and health. China gives Sri Lanka a $1.1 billion loan for infrastructure projects, roads, airports and power stations. Interest for loans has ranged from 4 to 6.4%, higher than World Bank loans but lower than loans from western commercial banks. Sri Lanka has $54 billion in debt, with large debt payments for a nation of 20 million. Chinese loans have helped build a expressway from Colombo to Katunayake airport, Puttalam power station, and a port at Hambantota. New loans are for work expanding Colombo's port facilities. During the 2015 election campaign the UNP party was critical of China's loans given to the Rajapakse government. The current UNP coalition of prime minister Ranil Wickremasinghe is continuing work on Chinese projects on the island and at the same time seeking  loans from India and Britain to maintain balanced relations. China sees Sri Lanka as an important part of president Xi Jinping's Belt and Road Initiative. To assuage Buddhist and national sentiment in Sri Lanka China has adopted Buddhist diplomacy in negotiating with the new UNP led coalition government. ...

About a third of Australians voted for the Greens party and several smaller parties. There was a definite trend in favor of tackling climate change after the fires and other extreme weather events in Australia in 2021. Scott Morrison's coalition gained 54 seats compared to 74 for Labour, with 76 needed for a majority. Labour had set a much higher target for reducing carbon emissions than the Morrison coalition with Labour setting 43% reduction in emissions compared to 26% for Morrison coalition by 2030. Australians decided climate change has to be tackled aggressively.

President Enrique Pena Nieto proposes changes to the constitution in August 2013 to modernize Mexico's Pemex and open it up to working with foreign oil companies. Recognizing that a majority of public opinion is opposed to changes, Nieto gets the support of the PAN opposition party for a two thirds majority in parliament. He also navigates the difficult waters of Mexican history and the nationalization under President Cardenas in 1938, by saying: "Pemex will not be sold, nor privatized...The spirit of this reform recovers the best of our past to conquer the future." Previous reform effort in 2008 failed because of protests on the streets of Mexico City. A stalling Mexican economy and lower oil production has created new momentum for the effort to modernize Pemex and introduce better management for oil resources and new technologies. A consensus between the ruling PRD party and the PAN opposition party gives Nieto the two thirds majority needed, and sufficient support from the right and centre political parties to carry this through. The example of Brazil's Petrobras, which has discovered oil in the deep waters of the Atlantic and developed its own technological capabilities by working with foreign oil companies, also gives Mexico an example to follow. Under President Cardozo Brazil opened up its oil industry to work with foreign oil companies in the 1980's....

The 30 by 30 target agreed to by countries at COP15 in Montreal, the Montreal Kunming conference, commits to protecting and restoring 30% of the Earth's surface by 2030. China was an active participant and made the decision to put this target into the final document. Biodiversity is an essential and important part of the plan for climate change action. COP15 Montreal complements the work done at COP26 in Egypt. Countries will report on their progress to 30 by 30 targets every year. For the approaching US midterm elections president Biden seeks to draw a sharp contrast with Republican Senator Rick Scott's Plan which he says would worsen inflation and increase taxes on working class families. Mr. Scott's plan is for sunset on all federal legislation and president Biden says this would include Medicare and Social Security. Mr. Scott also wants all Americans to pay some income tax to have skin in the game. At this time about half of all Americans pay no taxes says Mr. Scott. Former US president Trump continues to lead the Republican party in 2022  yet he faces a very different Democratic party under president Biden. Mr. Biden's focus is on his $2 trillion plan for Workers and Families, rebuilding American manufacturing and renewing supply chains, unlike Hillary Clinton whose lacked such a focus. Leading to Mr. Trump's appeal with working class families and disdain for traditional Republican policies that secured him the presidency in 2018 by defeating Hillary Clinton. The changes with president Biden's focus on workers and families are happening also in the European Union. Scholz and the Greens in Germany, Macron in France with potentially Melenchon as prime minister, and similar changes in Denmark and other EU countries suggest that there is a renewed focus on infrastructure, rebuilding manufacturing and supply chain renewal, rebuilding incomes and lives of workers and families, in Europe and the US. ...

Justin Lahart offers these clues to a puzzle why is the US unemployment rate stable when no one is hiring? The 2025 US economic growth rate shows strong economic growth, the stock market is robust, and the unemployment rate is low, yet this is not reflected in the job market. What accounts for weak hiring? WSJ analysis shows that for US job market 2026- quit rate is too low at 3.2 million  (Dec 2025) instead of 4.5 million (March 2022), hiring is low at 5.3 million. And overall firms are not laying off people which is reflected in unemployment rate at 4.4%. As a result even with strong economic fundamentals the hiring is at low levels and opportunities for new jobs scarce. In previous years more people quit jobs, more people were laid off and some firms continued hiring. There is also uncertainty about tariffs that may be playing a part- companies can wait and see how the tariffs policy works out over the next 6 monthsand delay hiring. Ai may be another factor for some firms as they evaluate its impact on their hiring needs. Research at the Brookings Institution and the American Enterprise Institute shows that immigration crack down on entry into the US after Biden era surge means less people from overseas to hire and less from the pool of immigrants. A striking piece of this research is that instead of 140,000 jobs needed a month to keep the unemployment rate stable in 2024 the US economy now needs in 2026 after immigration crackdown only 15,000 jobs a month.  ...

Britain staged a rehearsal for a pandemic called Cygnus in 2016. Till that time the preparations for a pandemic that started years earlier during the SARS crisis were conducted vigorously. Yet the by this time Britain was becoming immersed in the Brexit struggles in the ruling Conservative Party. Prime minister Cameron resigned on July 13, 2016  and was replaced by Theresa May. From that time on the struggles with pro Brexit factions led by Boris Johnson consumed the COnservative Party and sucked the life out of the pandemic planning that Britain had conducted for years before. The recommendations to correct deficiencies from the pandemic rehearsal exercize were ignored. The second failure happened as the crisis approached. Again the Brexit date of January 31 intervened and the months long struggle to get Brexit had taken so much energy and tired out most of the British public including new prime minister and leader of the Conservative Party Boris Johnson. Johnson did not attend the first Cobra meeting of the highest level ministers and military, convened on January 25, 2020, as reported in the Times. Such meeting are convened only for a national threat. Only 5 weeks later on March 2 did the prime minister attend a Cobra meeting. During this time the situation was grave in Italy with rising cases and infections. The entire process was conducted during this time by the Health minister Mr. Hancock who had assured the public that the situation was under control. Britain now has the highest number of infections in Europe exceeding that in Italy- at 240,000 on May 15, 2020. The prime minister and his adviser Mr. Cummings, were also infected by the virus, and Mr. Johnson spent time in ICU before recovering. Queen Elizabeth addressed the nation on Easter day, the first such address since 1940, to boost Briain's spirits. Never had Britain been less prepared as in 2020 when earlier preparations were ditched for austerity plans and events such as Brexit fatigue conspired to strip the nation of the crucial 5-6 weeks of preparation since the first January 25 Cobra meeting of the highest people in government.  Never had such preparation even for 6 weeks been more crucial than in February and March as the infectivity ratio was determined by infectious disease specialists at the best British universities and scientific institutions to be between 2.6 and 3.4 compared to the Spanish flu pandemic of 1918 which was somewhere between 2.0 and 3.0. This means every one person infects another 3 persons, compared to about 1 person in a regular flu season. This reproduction ratio and the nature of coronavirus remain a threat today as Britain, Europe, the U.S. and the world reopens.  As reported in the Times the infectivity ratio was also the reason for the mindset that refused to believe that the virus was real because at 3.0 infectivity the only way to tackle it was a "lockdown," and this was itself an "apocalypse" scenario for many in the pro-Brexit Conservative party that won the election, which badly wanted to get back to economic activity after Brexit. ...

France's Socialist party presidential candidate, Francois Hollande, says taxpayers earning more than 1 million euros will be placed in a 75% tax bracket if he is elected. He said the corporate executive pay in France now exceeds 2 millon euros. A 2009 French Senate study shows the richest 0.01% of French taxpayers earn an average of 1.22 million euros. There are 3,523 such households, and the extra tax revenue from the 75% tax will be small. The French Senate study showed these taxpayers paying an effective tax rate of 17.5%. President Sarkozy had imposed a 3% temporary increase in taxes for those earning more than 500,000 euros a year. Hollande also plans to tax those earning more than 150,000 euros a year at a marginal tax rate of 45% instead of the current 41%, and a the same time cut taxes for small and midsized companies.
