This piece in the Economist says the men involved in sexual harassment in Cologne identifed so far were Moroccans and Algerians, not Syrians. The police in Cologne are seen as failing to identify sexual attackers and apprehend them on the spot. Tensions will exist because of the different values in the Middle East, and as in America, the Economist says the refugees must be required to adopt the values and norms of the new country. Because most of the refugees are men, this could skew the men to women ratio in some places which welcome refugees, and for this reason the men should be allowed to bring their spouses. So far German chancellor Merkel has acted firmly, calling the sexual attacks "disgusting," passing laws that would make it possible to quickly deport those migrants and refugees who break the law in Germany. This is the right way to tackle the problem. In the long run the immigration will help countries such as Germany tackle the problem of aging of the labor force, yet in the short run stronger action is needed to prevent any abuses to the humanitarian welcome offered refugees. The problem of economically motivated migrants remains- Britain, Germany and France all agree that these migrants should go back to their home countries, as prime minister Cameron and chancellor Merkel have already affirmed....

The basic problems facing American health care. Douglas Elmendorf , head of the Congressional Budget Office, says none of the bills he has seen make the fundamental changes needed in how medical care is delivered and paid for. The big issue is the unwilingness of different interests to accept serious changes. THe NYT says the long run solution to the problem of rising costs is to move away from the fee-for-service system that pays hospitals and doctors for each additional service they provide and into anew system that is organized around ways that encourage low-cost and high quality healthcare. The difficulty is that the long run may be too far, considering the seriousness of the crisis. Elmendor also suggests taxing employer provided health benefits, as this will discourage the excessive use of medical care. As the NYT says this is politically risky, even though it believes this may be a way to the new system which has to discourage the use of health care in the manner it is conducted now, with too many tests being conducted. A new system requires an enlightened approach on the part of each interest group in the face of a crisis, and the failure to do that may only end up retaining some of the worst aspects of the old system just mentioned that drive up costs and make universal health care unaffordable....

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

The Indian economy grows at 6.3% in the third quarter of 2017. The demonetization, and new GST tax plan, had slowed the economic growth to 5.7% in the second quarter of 2017. Higher economic growth is important to generate the jobs needed as 10 million young people join the workforce each year. The Modi government responded to the slowdown by accelerating spending on infrastructure- a $100 billion spending plan on roads and highways, and $32 billion cash infusion for state run banks with the effort to clean up the bad loans in the banking system. 

Elections in prime minister Modi's home state of Gujarat are coming up and this will give some indication of voter sentiment in 2017. The Pew Research Survey in 2017 shows Modi's personal popularity is high and continues to bolster the government's prospects.

Britain's National Institute for Health and Clinical Excellence (NICE) says Glaxo's drug Benlysta for lupus is not "good value for money." The drug is priced at 10,000 pounds a year in the U.K. ($15,600) and much higher at $35,000 a year in the U.S. Benlysta is covered by insurers in the U.S. and some European state run health systems according to Glaxo. NICE also rejected a new multiple sclerosis drug Gilenya, which costs 19,000 pounds a year in the U.K. ($29,700), and $48,000 a year in the U.S.

An increasing portion of Spain's 663 billion euros, or $876 billion, in home mortgages is likely to default. As unemployment rises and unemployment benefits run out for the unemployed more people are likely to default under the burden of large debt. Some of the largest Spanish banks are likely to need a bailout. Analysts estimate a bailout of Spain to be at least 200 billion euros or $264 billon. The large increase in the IMF Fund recently completed by IMF head Christine Lagarde may be designed to handle such a crisis.

Kohls online retail sales show margins of 4% compared to 10% for in-store sales. Wal-Mart is losing money on online sales as it invests in technology and infrastructure for Web operations. Best Buy's margins are thin on online sales. Shipping and handling, higher returns, and lower prices lead to lower margins on online retail sales. The lower costs from not having to maintain an actual store network with real estate and labor costs is offset by these costs which can run as high as 25%, according to industry analysts.

Sovereign funds should reach $8 trillion by 2011. China Investment Corporation has $200 billion. Much larger are Singapore $438 billion and Norway $367 billion, Abu Dhabi $875 billion, Australia has $50 billion and Alaska has $40 billion. And they are in a majority of the cases professionally run, can stabilize markets because they invest in the long term, often as in Norway's case push for better corporate governance, and invest in emerging markets. General Petraeus's efforts and some success in curbing the insurgency in Iraq and Maliki's efforts to build a strong central government run up against Kurdish desire for a loose federation and differences about how to handle the oil resources in the north. Things could get worse and a conflict occur if Maliki asserts control over the Kurdish areas in the north. The eventual picture after the Americans leave is not clear inspit of Petraeus efforts and a partition of sorts could end up happening between the Kurds, Shiites and Sunnis.

That the referendum also means Greeks made the choice, and were not pushed out of the eurozone. The editorial points out that Tsipras's claim was that the vote was for further negotiations with the EU, yet taxpayers in Germany and other parts of the EU do not see it this way. Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

About the Dukes ball, its and interesting ploy, so we'll see what happens." Landon Thomas looks at the European Financial Stability Facility, the organization that was formed in May 2010 to be the mechanism for raising and channeling funds to troubled eurozone economies Ireland, Greece and Portugal. He describes its evolution, its new responsibilities under the July 2011 eurozone agreement, and the difficulties it might face. The credibility of the EFSF is critical to the solution being worked out by eurozone leaders. The EFSF is based in Luxembourg and is headed by Klaus Regling, a German economist and a top official in the European Commisson's financial division. The EFSF raises funds in the financial markets. With Germany as the largest backer the EFSF is able to raise funds at low interest rates such as 3.3% for 10 years at one recent offering. The fund has a triple-A rating. In June and July the stability fund raised 8 billion euros in two auctions. It plans to come to the market four times during the rest of 2011 for funds to support Ireland and Portugal. The EFSF will need new powers and structure to meet its new role as the principal mechanism for solving the crisis. It is now given the role of the buyer of last resort for the bonds of troubled eurozone economies. This means national parliaments in the eurozone will have to approve these new powers and resources. One concern in financial markets is how the EFSF would deal with the needs of Italy or Spain if one of the two economies runs into trouble. Italy and Spain consitute 30% of the EFSF's backing, if they were to run into problems, would the burden fall disproportionately on France and Germany? And because France may have public finance problems of its own with declining competitiveness, does this mean Germany would be the real backer in that situation....

Peter Galbraith explaining the true reason for his firing by Eide and the UN Secretary General Moon. The statement announcing his dismissal to be accurate would have said that this was over differences whether the UN was going to remain silent over evidence of electoral fraud in the Afghan elections, and the issue of ghost polling stations. There is another angle of this which risks endangering the US trrops in the north of the country. Karzai's opponent in the elction is half Tajik and half Pashtun, fraud in the elections may turn the Tajik north against US and coaltion troops, further complicating life for the US, and this is on top of the loss of credibility with the Afghan people of the Karzai government. See the separate article on General Jones telling McChrystal who commands US forces in Afghnistan to cooperate with the strategic review now underway, by not making statements to the press. The other questions arise about the manner in which this dismissal ocurred. A few days before this Hillary Clinton, Eide, and other representatives from the coalition told the press that they think Karzai would win. Had Obama authorized this and what would be the point of such a statement, and at the same time trying to conduct an unbiased assessment of the war in Afghanistan. Here Galbraith comes across as one who had the courage to decide according to what he believed would be right for America and the values it represents. His point is that he could not tolerate the last act of dishonesty in the dispute that went on for months, because of the loss of credibility for the UN itself among the many Afghans who do not support Karzai. This would destroy also the credibility of the US in the country. Can any number of troops make up for this? Wars in Asia have proven that popular support decides the eventual fate of the mission. Only by standing up for its values can the US not undermine the very principles that the troops are fighting for and the people support. ...

With the strong jobs growth report in September the US Federal Reserve, America's central bank, is expected to increase interest rates by 0.75% at its meeting on Nov. 1-2. That will be the fourth interest rate increase in 4 consecutive meetings of the Fed. It is designed to tackle inflation yet it also reverses the period of low interest rates for savers that extended from 2000 to 2020. This period covered two crises one created by irresponsible behaviour of banks in the financial crisis of 2000 and the second a natural health disaster from the pandemic when interest rates were brought down to zero as a policy response. During that period savers who suffered decline in savings with little interest income and lower income groups were hit by both the financial crises, employment gaps that hurt income and savings, and the shift of jobs overseas as jobs were shifted to China and American manufacturing declined. Economic policy was determined in that period by economists who failed to grasp the dangers to American manufacturing, to American communities with loss of jobs from offshoring, rising inequality that fragmented society.   This has changed under the Fed run by Mr. Powell first appointed by Mr. Trump and now renominated by Mr. Trump, who is not an economist and brings a very different mindset to central banking, going with common sense about what works for average Americans. a sense of humility, and down to earth about American workers and American manufacturing and its place in America. ...
