Germany's investment in defense and infrastructure will see major increases under Merz/Kingsbiel CDU/SPD coalition government, borrowing in 2029 are 4 time levels in 2024 to finance a massive wave of investment. These investments were held off under Merkels government of the CDU from 2005 to 2021 and under the four year term of SPD's Scholz. A lot of damage is done by such disinvestment in the German economy from childcare and housing to transportation and internet infrastructure, to defense. It was part of the program of the Greens and Social Democrats under Scholz's government 2021-2024 but was stalled by finance minister Christian Lindner of the Free Democrats who was not fired until 2024 and who lost his seat and the FDP's presence in parliament in the 2025 elections for his role. Lindner's support of the constitutional debt brake set up by Merkel is seen as depriving Germany of the modernization of its infrastructure and the economy.  Germany's defense budget is set to more than double by 2029, increasing to €152.8 billion ($177 billion). Net borrowing will  significantly increase in the draft budget.  €81.8 billion in 2025, up from €33.3 billion in 2024. €89.3 billion in 2026, €87.5 billion in 2027, €115.7 billion in 2028 and €126.1 billion in 2029 or 4 times the level of 2024. India' Border Roads Organization builds the world's highest motorable road, an 86 kilometre stretch 230 kilometres from Ladakh, near the India- China border in eastern sector. The road passes through Umingla Top at an altitude of 19,300 feet. This is seen as a significant achievement because of the challenges in such difficult terrain. Machine operators had to descend every 10 minutes because oxygen is at about 50% of normal. The roads are part of Project Himank connecting key parts of the Ladakh region in India.

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

This obituary for FW De Klerk looks back at the dismantling of race based rule of Apartheid in South Africa in 1992, the release of Nelson Mandela, and elections in 1994 through universal franchise. This was done by the son of a schoolteacher in the Transvaal region who rose to the top through the provincial leadership. De Klerk took the actions to bring racial harmony after growing up as an Afrikkaner and working in the local politics of the National Party that introduced Apartheid rule. Before 1989 reforms in the Botha government left black people on 13% of the worst land in the country, tribal homelands in which they did not even live in, in a distorted form of representation. Limited representation was given to Indian ethnic minorities and colored people.  All this changed between 1992 and 1994 after De Klerk assumed leadership of the National Party and the government in 1989. This required great courage and statesmanship, and vision from De Klerk to set the foundations for a multiracial society that even Margaret Thatcher and Reagan failed to grasp and promote. De Klerk died in 2020. For Mandela the path was clear, for De Klerk the path had to be forged out of nothing and against the natural instincts of his own party. This saved south Africa to become a true multi racial society with respect for the rule of law and democracy. ...

Will a war in Ukraine affect the world's food supplies? Yes here is how. It would affect mainly the countries of North Africa that depend on wheat imports from Ukraine and Russia. Egypt is the largest importer. Many of these countries depend on imports to keep their people fed. The cost of shipping it is less from the Black Sea ports of Ukraine and Russia than if this wheat came all the way from America or Australia.  Much of Ukraine's wheat grows in the Kharkiv Oblast region in eastern Ukraine close to the border with Russia. With Russia putting 100,000 troops and prepared for an invasion of Ukraine both sides could be affected. Of the approximately 200 million metric tons of exports of wheat each year Russia and Ukraine make up about 29% or about 65 million metric tons. About two thirds of this from Russia and one third from Ukraine. Prices of wheat are already at an high of $310 a metric ton. Experts say this could double in the case of war or go up 20% even in a minor incursion. Western sanctions would affect Russian exports of wheat on top of the effects of war and devastated agriculture in Ukraine. About 105,000 airings of ads on immigration making up 42% of all Republican ads in battleground states are on the Immigration issue since Harris became candidate July 22, according to WSJ analysis. The 129 page internal report on what caused the trading losses of $6 billion at the London based investment unit of JP Morgan Chase bank. The report shows the trading was intended to offset losses of $100 million. Instead the trading assumed large proportions and supervisors ignored the risks, management showed lax oversight. This type of situation occurs in other industries. The costcutting at BP and suppliers resulting in the Gulf Oil Spill and the Toyota costcutting saved small amounts by creating large risks that threatened the companies, with bankruptcy in BP's case and loss of confidence of the customer base in Toyota's case. They also reflected years of costcutting that were showing up in smaller problems that remained unrecognized. BP refinery fires occurred for lack of adequate maintenance. Problems were already developing at JP Morgan Chase with managment changes at the London unit leading to poor oversight and complacency of top management, a culture that took undue risks even as management remained confident in its strategies....

President Obama's proposal on Dec. 17, 2012, in the fiscal cliff negotiations sets the figure at which Bush era tax cuts are permandently extended at $400,000 instead of the $250,000 in earlier proposals. Speaker Boehner's Republican proposal was for a figure of $1 million. The $400,000 proposal would mean that the top tax bracket of 35% would increase to 39.6%. Currently the tax rate increases to 35% from 33% at the cutoff point of $388,500. The White House plan now cuts spending by $1.22 trillion over 10 years. $800 billion comes from cuts to programs, with half of these cuts in federal health care programs, $200 billion in programs like farm price supports, $100 billion in military spending, and $100 billion in other domestic programs over which Congress has control. The White House proposal also supports additional spending on infrastructure, extension of expiring unemployment benefits, protection of "vulnerable populations" such as the disabled and wounded veterans on Supplemental Social Security benefits in inflation calculations, and permanently stop expansion of the alternative minimum tax affecting the middle class. On business investment the president's proposal would make permanent the credit for corporate research and development....

There are also frustrations among Tory MP's, women, and ministers, who are left out of the centralized decision making where only a few people around Mr. Johnson- Gove, Hancock, Sedwill, Sunak, Cummings - know what is going on.  Mr. Johnson has not rested well says the Times and Mr. Sedwill also had the virus it is reported. Mr. Hancock is not trusted by Tory MP's to execute the plan correctly for testing, tracing and isolation of clusters, crucial to controlling the pandemic and restoring confidence in the economy. Mr. Johnson also face the prospect of an inquiry into nursing homes- he responded to Keir Starmer of the Labor party in parliament that he"bitterly regrets" what happened there. Tom Steyer, founder of NextGen America points out the dangers of the Republican tax plan. He calls it a sham, in the WSJ. As evidence he cites a meeting of the WSJ CEO Council, where few hands went up when asked it they would increase investment if the tax bill passed. By saddling future generations with more debt the bill would hurt investment in infrastructure, health and education that are badly needed. This is not the time for another Reaganomics plan, says Steyer, as the middle class and working class have shrivelled under both presidents Bush and Obama, with the export of jobs overseas and the deep recession years. As proof that it does little for the middle and working class, he cites the Tax Policy Center's review of the bill showing 62% of the Senate's version of the tax bill benefits go to the top 1% of the earners. And that nearly half of American families will see their taxes rise under the bill eventually. This article gives some simple answers to questions about how the NHS test and Trace system setup by Baroness Harding could go so wrong. It was setup as a separate agency and ignored some of the vital information of how contact tracing should be done close to local area coming out of Germany. This information was available early and was also on the Lyrarc site, as Germany had effective contact tracing as early as March-April. First Britain wasted time waiting for some brilliant App to do the work. The when this was going nowhere the NHS Test and Trace was setup but ignored the need for this to be done locally and followed up with personal visits to the homes of those needing to be visited to isolate. Most important- the local knowledge and the persons doing the calling having human skills to get people to cooperate and feel reassured. Less important or not at all- sophisticated equipment, a simple desktop, national database to which data is connected and sourced and a desk, a skilled motivated local person the key. Germany resorted to using the underutilized state or local employees who were diverted to these tasks but extraordinarily effective.  ...
