India moves forward with ports and maritime development with projects worth 38,000 crores or $4.75 billion including Mangaluru Port Authority and refinery, petrochemical industries. Priority is being place in port connectivity and development for 150 projects on a 7500 kilometres coastline. Ports are important for logistics and exports, a key priority for linking India to the new supply chain being built by the US and EU, which would link India to manufacturing supply chain in Vietnam, Japan and other countries. Natural gas brought in through ports would enhance green development to reduce climate change emissions. India's coastline of 7500 kms compares with 20,000 for the US, 25,000 for Australia and 14,000 for China. India's coastline is about that of Brazil and a bit less than Mexico. New Zealand with a coastline of 15,000 has more coastline than China or India showing how the Pacific ocean coastlines are of a magnitude higher. The European Stability Mechanism made its first short term debt auction Jan. 8, 2013, by selling 1.927 billion euros of treasury bills. Japan remains a key investor. Japanese finance minister, Taro Aso, said Japan plans to to be an active investor in the ESM bond sales. He told a news conference: "Japan will purchase some ESM bonds using its foreign exchange reserves as it monitors progress in efforts to stabilize the European situation." Japan holds $1.27 trillion in foreign exchange reserves. The move pushed the yen lower. Investors pay the ESM to keep cash for three months- the ESM treasury bills had an average yield of minus 0.0324%. The ESM fund will be used for aid to Spain's banking sector, Greece, Ireland and Portugal. Plans are for the ESM to issue three month and six month bills twice a month to reach 18.5 billion euros by the end of 1st quarter 2013. The ESM fund rating is Aa1 by Moody's Investors Service, and AAA by Fitch Ratings.

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Japan plunged headlong into imperial ambitions after its modernization, China has ambitions under its Communist/ Markets system, India as the homeland of the Buddha and the Buddhist civilization of China, Japan and Indochina, and with its special place for Mohandas Gandhiji brings the European civilization in connection with a civilization that is just as old and advanced as the European in its philosophical and religious foundations with practice in real life, and not likely to flounder on the rocks as the Japanese and Chinese expansionist ambition based ideas. Claire Cain Miller provides this exceptional account of the ways lack of family friendly and maternity leave policies is hurting not just women in America, but America's economic and technological progress. Strangely one hears little about how the lack of paid leave for women for maternity and other reasons, even as it hurts economic growth with the lower participation of women in the labor force. This is being vigorously discussed in Germany and Japan with calls for more family friendly workplace policies and more child care facilities to encourage women to join the workplace or continue working and pursuing careers. This happens when the overall labor force participation rate for women and men in the U.S. is declining, making this an important issue. Equally significant is that this reduces the contribution women can make to technological and scientific progress, and productivity improvements, because 59% of higher education degress are now going to women. The case of a Toshiba research engineer who was able to tackle a problem critical to development of the next generation of television technologies after Toshiba let her continue in her research role with friendly maternity leave policy, is an example of the kind of technical progress lost to the economy without such policy in Japan or in the U.S. See the link for Toshiba. Miller provides the example of Google, where attrition for women employees dropped by 50% with family friendly maternity leave policies. For Google, Toshiba, and other companies with women having advanced degrees the cost of hiring a new employee or making up for the loss of losing valuable women employees is significant. The U.S. is the only developed country without paid maternity leave. Only 59% of workers say their employers offer them paid maternity leave. California is the first state in the U.S. to offer paid parental leave. ...

U.S. president Trump's statement calling for a list of goods for tariffs on $200 billion of Chinese goods leaves China without a clear response and facing new risks. The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower.The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. Japan responded by appreciating its currency and using stimulus to cushion the effect of lower exports on the economy. The stimulus led to the housing bubble and over time a period of low growth and stagnant economy. The large China stimulus in 2008-2009 has compounded the problems in the banking system. Not deleveraging and controlling financial risks in China's banking system because of the trade war would bring a new set of risks. ...

The Lewinsky scandal broke out in January 1998. Bill Clinton admitted "an imprpper relationship" in August 1998. The vote to impeach Clinton was in December 1998. The acquittal took place in Jan-Feb 1999 with the lack of a two thirds majority of 67 votes in the Senate. The damage is not just in reputations. It is in distraction sufficient to lead to flawed legislation that lacked key provisions for the China US Relations Act of 2000 that was taken up by the Senate in May 2000. Could such a major step be taken in the last year of a lame duck administration? Republicans returned to the White House in December of 2000 with George Bush. There were no provisions in the China Relations Act for abuse of the status after joining WTO through unfair trad practices. The result is millions of jobs lost and the entire manufacturing base of the US and Europe shipped to China by 2019. Under Xi Jinping China returned to an adversarial relationship with the US on the issues of Hong Kong and Taiwan. It could have done serious damage to the 1.4 billion people of India as the gap between China and India opened up dangerous security implications for South Asia, a time when governance model of the Nehru era had failed by 2014 leading to fragmentation of the kind that happened in China when Japan had surged ahead in the 1920's and 1930's leading to the devastating war and Japanese invasion of China in the 1930's by provoked incidents. It shows the grave consequences of poor governance including the periods under Bush and Obama that led to decisions to get into wars in remote mountainous and desert regions. A series of such events can as shown by Joel Mokyr of Northwestern University, that can lead to permanent decline for regions and nations. There are as many languages in India as in Europe and the media is lively in every language, so that it is an encounter that is the one of the wonders of the world to know and grow up inside India in the second half of the twentieth and the first part of the 21st century. It is also the first modernization effort in the context of Britoish and American democratic forms of government for over 1.4 billion people, almost 2 billion people counting other regions such as Malaysia, Indonesia, Vietnam and the Philippines, that use India as their role model. The economic dynamism of the region required integration of sorts with the European Union and the US for scientific and industrial cooperation at every level which is now happening. ...

Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. For a decade some countries acted with impunity and American leaders did not respond to protect the people from illegal flows across borders. This action did not come in the first DJT term in 2016-2020 though tariffs were placed. Free trade has to be clean trade where such illegal flows are not in the picture or acceptable.

Krugman says that China fears that a decline in the value of the dollar will reduce the value of the 70% of the $2 trillion in assets it holds, that are in the form of US Treasury bills. This may have been the reason Zhou Xiaocuan, China's central bank governor called for a new currrency to replace the dollar as new "super-sovereign reserve currency." He doesn't think this is likely to happen. Neither is his hope and that of Japan that somehow the two countries can export their way out of current difficulties. The US will not be the market it once was, that is certain. So Krugman says China, Japan, and the Europeans on the issue of the Stimulus are all hoping that things will return to the way they were. Something that is not going to happen. March figures in the US for jobs lost hit an high of 663,000, and this crisis says Krugman has years to run.

The Biden administration will release 50 million barrels of oil from US reserves onto world markets. This is about half of the 100 million barrels of oil of daily world consumption.
