The head of the CDU party who would become chancellor after Merkel, makes an emotional plea to the British people to change their mind and remain in the European Union. In an affectionate letter to The Times of London many leading figures from politics, industry and the arts in Germany made a plea that Britain remain in the EU "from the bottom of their hearts." A look at dozens of letters in response to this article in The Times shows that many Britons feel that Britain would have voted to remain if Germany and Merkel had given prime minister Cameron a better response during negotiations in 2016. Even chancellor Merkel warned Germans not to take an indifferent or complacent attitude to Britain's staying in the EU. The letter makes amends by saying there is an indissoluble bond between Britain and Germany because of the help given by Britain to rebuild Germany after the war. "Without your great nation this nation would not be what it is today, defined by freedom and prosperity," the letter says. It says "should Britain wish to leave the EU it will always have friends in Germany and Europe. But Britons should equally know that know choice is irreversible. Our door will always remain open: Europe is home."  Katarina Barley, Germany's Justice Minister whose father is British, says she supports a second referendum on Brexit. The letter is signed by Andrea Nahles, head of the Social Democrats, Annalena Baerbock head of the Greens party. Also signing it are the heads of Daimler, Airbus and the German Federation of Industry. Annegret Karrenbauer, head of the CDU says it is looking for constructive proposals from Britain, now that the deal put forward in the British parliament was defeated by a large margin. "We will not block the path to Britain remaining in the EU." The letter is significant in that it changes the whole tone of German leaders across the spectrum towards Britain- as critical to the idea of Europe, and the dawning in German minds that Europe would never be Europe without Britain, would never be Europe simply with France and Germany and the other nations. ...

Bernie Sanders with 46% of the delegates, 13.4 million votes, 22 states, and many of the young people in the U.S. behind him, told a news reporter at his home in the final sprint two weeks before the election- he plans to see the major planks of the Democratic platform implemented. He said Clinton is progressive on a number of issues, but the platform is more progressive with upward mobility a critical concern. Sanders played a critical role in shaping the platform. He says he opposes someone from Wall Street in positions of Treasury Secretary, Trade Representative, and will make known his views who would be best in these positions, including Attorney General. Sanders is supported in the Senate by Senators Sherrod Brown, Jeff Merkley, and Elizabeth Warren. Warren has campaigned with Hillary Clinton in New Hampshire, and both support minimum wage, women's rights. WIth a win for Democrats in the Senate Sanders will become either the chairman of the Budget Committee, or with his preference chairman of the Health, Education, Labor and Pensions Committee. His main goal now is to see key economic Cabinet positions that affect upward mobility, intergenerational mobility, which is damaged today for the middle and working class, go to persons who would do the most to improve it.  ...

Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...

It also does not address the Trump plan to end tax on Social Security which would lead to about $550 going to seniors but lead to a cut of 25% in Social Security in 2032, defunding Social Security and Medicare. Immigration- the first thing Harris would do as president is to sign the legislation written by Republicans Lankford, McConnell with the backing of the party and agreed to by president Biden that will in effect close the Border with Mexico and fix the asylum policy, not done in three decades. Cost of Living- Harris policy on price gouging is for taking the action that companies follow and play by the rule on pricing, so that they do not take unfair advantage of the public. It is not about passing a law or fixing prices. This has been done in Texas and in Kentucky, other states. Restrict rent to 5% increases and increase the supply of new houses by building 3 million new homes, $100 billion to be allocated for fixing housing supply shortages.   ...

"Democracy rests on the sacred principle that the voice of the people matters... There's no room for firewalls. You either uphold the principle or you don't." A Trump-Vance nomination with its huge tariffs inside a Republican shell with its preference for tax cuts is with a large degree of certainty likely to put America further behind China, slipping even further by a decade. And slipping in renewable energy and in meeting the aspirations of ordinary Americans. Most of the public does not realize that Trump-Vance 60% tariffs and Republican preference for tax cuts over infrastructure spending would create inflation and lack of growth in a Trump-Vance second term. Things would get worse because of the contradictions existing in the choice of tariff preferring Trump in a Republican party that sees tax cuts not infrastructure spending -even when desperately needed- as the answer to every economic problem. Without a clear policy of making the trillion dollar investments in the US economy, in manufacturing, in renewable energy, in chips and science, as it has under Biden the US under Trump-Vance policies would have two serious problems- first it would revive inflation. 60% tariffs on Chinese imports and 10% tariffs on other nations proposed by Trump-Vance would increase inflation. In the absence of the infrastructure investment that Biden has put in place it would create both a lack of growth for the jobs missing that come from infrastructure that is badly needed in a aging dilapidated infrastructure economy, and the inflation that the high tariffs would engineer. The benefits would not be great if China chooses to find other ways to conduct business and continues to keep its currency at levels that promote its exports. Even today Chinese products enter the US through other countries or when China builds factories in the US as Japan has done. The Republican aversion to tackling Chinese industrial challenges in the same way that China does by actively supporting American manufacturers would give China another decade of advantage as America slips even further behind in chips, science and manufacturing. This is the real problem in mixing Trump-Vance to the Republican philosophies on the economy which are not right for this point in time whatever their merits may have been in the 1980's when America was the industrial leader in the world.   ...

The WSJ's Iliff and Luhnow's interview with Emilio Lozoya, CEO of Petroleos Mexicanos (PEMEX). Lozoya says about the new oil law that allows foreign companies to compete with Pemex, as something that should have happened decades ago. President Calderon of the PAN party pushed hard for this, but failed to get the support of the PRI during his term in office 2006-2012. It made sense for Mexico because President Cardozo (1997-2002) of Brazil already set a successful example by doing this for Brazil's state oil company, Petrobras. The main point is that competition is good for Pemex, and good for Mexico and Mexicans, and Lozoya emphasizes this. Under the law Pemex can keep oil fields it already has and have the first pick in future fields. Pemex is expected to partner in oil field exploration in deep waters of the Gulf of Mexico where it needs the technologies of foreign oil companies. Under the new rules Pemex will have 2 years in which to make the transition to a well managed business enterprise. A new tax code works to increase nonoil tax revenues, so that Mexico does not depend on Pemex profits for one third of its budget. It also gives Pemex autonomy and control over its budget, and lowers its tax burden to international levels. This frees up badly needed resources for investment opportunties to increase Mexico's growth rate. Lozoya says the investment budget could be increased from $25 billion to about $30-$35 billion as a result. He gives a list of badly needed projects not taken up by Pemex for lack of funds- developing natural gas from Mexico's large reserves where Mexico imports its natural gas from Texas increasing the cost of manufacturing, building pipelines where Mexico transports fuel by truck which is 15 times more costly, making its own fertilizer and petrochemicals instead of importing it in a country where 60% of farmland is not fertilized. There is so much to be done that Lozoya realizes his main challenge will be execution. Enormous responsibility rests on Lozoya's shoulders to get the execution right. Pemex has 160,000 employees and crude oil sales of $130 billion in 2012. He has a Masters degree in economic development from Harvard and managed investment funds in New York before this position. Cardozo also picked an investment banking professional for the job of recharting the course of Petrobras and attracting foreign investment....

Soli Ozel, a professor of international relations and political science at Istanbul's Kadir Has University and columnist for Haberturk, Turkish daily newspaper, says the street protests in Turkey resemble the "Green Movement" in Iran of four years ago. Iranian protests were predominantly educated and middle class urbanites, and the same is true in Turkey. The AKP party is likely to continue its control but its legitimacy inside Turkey and in the world is being questioned. The recent elections in Iran resulted in a moderate being elected as Iranian voters rejected the politics of the Ahmadinejad period. Turkey is different in one respect in that it is a democracy with liberal democraic values and the rule of law. He gives credit to the AKP party for making housing, health care and education more accessible to the rural areas of Turkey and broadening its middle class. Voters are likely to reject the authoritarian tendencies of the Erdogan government and its sense that the majority simply prevails without a respect for the views of the opposition and other opinion essential for the functioning of democracy. Economic conditions have hurt the middle class and all segments of society in Iran after international sanctions. In Turkey changing economic conditions after an unsustainable credit boom based economic expansion could also play a part. Ultimately says Ozel this is about the Turkish identity as a modern state based on liberal democratic values....

Ian Buruma sheds light on the efforts of prime minister Hatoyama of the DPJ party to create a East Asian Community and bring Japan and China closer in economic and political ties. This failed because of the tensions with N. Korea and the Obama administration's opposition to this move- which did not give the young Japanese prime minister the same opportunity to exercize his electoral mandate that was given to the young American president. The Obama administration's pivot to Asia is seen by China as keeping America's post war role as the dominant power ensuring peace in Asia. The election of a nationalist Abe from the LDP party which has promoted strong defense and political ties with the U.S. and supports the U.S. traditional postwar role is consistent with this policy. The result says Buruma is to block the development of new closer ties between Japan and China which reflect the new dynamics in Asia. Buruma says Japan looked to China during the centuries before the modern period, with both countries sharing a Buddhist civilization and culture, and depending on how one sees it the conflict in the period between the two wars would be the pattern or the aberration in the relations between Japan and China. Many Japanese are wary of further tensions between the two countries. Buruma provides an alternative look at how relations between China, Japan and the U.S. could evolve in Asia which would provide a basis for constructive cooperation. ...

When Prime Minister Thatcher, UK Prime Minister, left office, the British infrastructure rail, rapid transit, hospitals and schools, had been neglected for many years and voters were looking for ways to rebuild the dilapidated infrastructure. The economy was weakening under her Conservative party successor, giving the Labor Party its chance to make a come back on the grounds of rebuilding infrastructure and services, and improving the economy. In which case there are just as many risks in this approach of being left out entirely and losing credibility across the country. Sometimes a feel good position may not be the best, or the wisest option, and may be shortsighted. ...

After meeting with Rishi Sunak, the Finance Minister and the Business Secretary Alok Sharma prime minister Johnson is keen on getting things to as normal as possible in the summer to save jobs. About 3 million jobs could be lost, some permanently if businesses cannot open by summer, especially in the hospitality industry. This could push unemployment up from 1.3 million  to 2 million. The Times reports that at one point in the meeting Johnson said "Christ!" In mid March after he had the virus and Britain saw a surge in cases Johnson made health a priority even quoting Cicero in Latin that the health of the nation was the priority. Now this is changing with the jobs situation becoming a major risk. Much of the loss of jobs is likely say experts in the red wall districts that Johnson took from the Labour party in the election, and the prime minister feels a special responsibility to these districts. Johnson also said at one point about youth unemployment 18 to 24 years that is bleak, that he wanted to have an apprenticeship for every young person. The critical R rate is higher in the northwest and the southwest of England, compared to London. In England overall it is between 0.7 and 0.9. It needs to be around 1 to avoid spreading the virus.  As part of the social distancing guidelines ministers are also discussing changing the distancing on public transport so that it is 1 metre instead of 2 metres, so that reopening to get back to close to normal can be done sooner.     ...

This exceptional account by Ginger Thompson and Sara Cohen shows the Obama administration's strategy of creating credibility for its immigration enforcement by setting a target of 400,000 deportations a year, and focussing on the border states such as California, Texas, Arizona. The deportations were kept away from the midwestern states and states in the interior of the country. Under the Bush administration raids were made on businesses hiring illegal immigrants and the policy implemented all over the country, not selectively targeting the border. Local police were given authority to check immigration status of suspected foreigners. Deportations reached a peak of 383,000 under Bush in 2008. In 2008 Congress supported the Bush administration by doubling the immigration agency budget to $5.5 billion and imposed a mandate requiring detaining a daily average of 34,000 immigrants. Under the Obama administration the pilot project for state and local police to check immigration status of people fingerprinted in an arrest was expanded. Under project Secure Communities police could hand over illegal immigrants to immigration authorites, and new implementation criteria in a June 2010 memo easily covered a third of the 11.5 million illegal immigrants, according to immigration officials cited by NYT. Removal process was expedited so that expedited removals doubled under the Obama administration. Under Bush about 75% of those deported were sent home with criminal charges if they had no criminal record. Under Obama this increased to 90%. The NYT analysis suggests the immigration enforcement and grasp of the immigrant story looking for a better life, was better for "good" immigrants under presidents from border states such as Reagan from California and the elder Bush from Texas, than under a midwesterner of minority background. It shakes up the image of Hispanic Americans as part of a political affiliation to a particular party. ...

An obscure parliamentary precedent was used by Speaker Bercrow to end Theresa May's strategy of repeated votes in Britain's parliament to browbeat reluctant Brexiters to vote for her negotiated settlement with the European Union. The precedent was set as far back as 1604 and was designed to protect the powers of parliament in the face of a Scottish royal assuming the role of sovereign of Britain. Repeated votes on the same proposals are not allowed if the intention is to find ways to get reluctant members of parliament to vote in favor, essentially by bullying them into this. This is also why Brexiter MP's have hailed the Speaker's decision in their opposition to Theresa May. Britain's constitution is based not on a single document like the U.S. Constitution. It is based on a a collective set of laws and precedents. A parliamentary rule book published by Thomas Erskine in 1844 sets out these rules in 1097 pages, available for 439 pounds in parliament's bookshop. It has gone through 24 editions. Speaker Bercrow says of the rule he was referring to as a statement on page 397 of the 24th edition.  There is not much time, just 10 days, for prime minister Theresa May to end the current parliamentary session and call a new one to nullify Speaker Bercrow's decision. This would also further antagonize the 40 Brexiter MP's led by Mr. Jacob Rees-Mogg and Boris Johnson in May's own party, making it impossible for parliament to agree on a course of action. ...

Katya Adler, Europe Editor of the BBC, points out the change in Germany as AKK, Anne Margaret Kampbrauer, the new leader of the ruling CDU party, brings a change of tone in its outreach to Britain. AKK is slated to be the next chancellor. Her vision was expressed in a letter to The Times saying with other Germans that her wish was for Britain to remain in the EUroepan Union, that she was asking Britain to reconsider. She also supports a second referendum on Brexit.    There is also anxiety in Germany about the effects of no-deal Brexit taking out 0.5% of German GDP at a time when Germany's economy is struggling in 2019. About 100,000 job loss is expected from no-deal Brexit in Germany. As Germany's tone is changing, AKK offers a new face in German relations with Britain that looks towards building a better relationship with Britain. Could this change minds in Britain as a new mood takes place in Germany, and in some ways in France with the emergence of populists in recent years calling for France to leave the EU. AKK tell BBC that Brexit has been a strain for all of us, that in some ways it has paralyzed us. She tells the BBC's Adler that anything that keeps Britain in the EU is something that would make her personally very happy. Rarely have German leaders or public expressed it in this way. Compared to the indifference of the past Germans and Britons having second thoughts offer some more light to the issues of Germany and Britain at a more personal level. ...

Germany's traditional parties the SPD and the CDU get a lift in the polls with new leaders who move the parties to the left and the right after years of grand coalitions between the SPD that led to both parties moving to the centre. This created an opening for new parties at the extreme right and extreme left. Kramp-Karrenbauer the CDU leader has taken a hard line on immigration and the SPD leaders are returning to support Germans on issues such as wages, and guaranteed income for pensioners. 74% of Germans think that this is the right thing to do to rebuild the identities the parties had in the past. The SPD is back up to 18% after hitting a low of 14% support in polls. Many SPD rank and file supporters were never comfortable with the SPD's move to join Merkel CDU in coalitions that undermined the message the SPD sent out to the German public. This has hurt the SPD. Merkel's preference for centrist positions not only undermined the SPD party of Willy Brandt, it also undermined the CDU when it comes to immigration and the acceptance of large numbers of refugees. All this is now changing as the Merkel era ends.   ...

Barley points out the resignation of prime minister Monti in Italy is not a cause for panic, as his likely successor Luigi Bersani, head of the centre left Democratic party which leads in the polls with its electoral alliance having about 43% support, has committed to following through with Monti's policies and committments to the EU. Berlusconi is not the factor he once was with only 15% support in the polls, and anti establishment parties opposing public corruption such as Beppe Grillo's Five Star Movement appealing to younger people have about 20% support changing the political landscape in Italy. Other factors favoring Italy- a lower level of debt redemption in 2013 of 158 billion euros compared to 200 billion euros for 2012 will lower Italian bond issuance, Italy's primary budget surplus, the Italian economy bottoming out, and credit conditions improving. Year to date Italian bonds have returned 19.5%, and he sees no reason for an exit from Italian bonds. If polls continue to show a committment to the policies introduced by Monti, Italian bonds will continue to be attractive for investors. By setting Italy on the path to restoring and strengthening governance Monti has removed a key element for volatility in Italian bonds....

What is Antifa. during the protests this term keeps coming up, yet no one is really sure what it is.  It started in Germany in the 1920's and basically means anti-fascist or in German antifaschistisch. Most Germany parties from the SPD, CDU and the Greens to other parties accept this as a point of view considering Germany's Nazi past.  Yet DW.com asks is it only referring to all those opposed to fascism in Germany or to black clad anarchists and leftists facing police on German streets. The last such confrontation with police happened in Germany in Hamburg during the 2017 G20 summit. A famous scene from that time is pictured in DW.com. There the meaning becomes complex as the Communist Party of Germany (KPD) adopted the phrase and the disinctinve two flag logo for the 1932 election campaign, in Weimar Germany's last free election, which the Nazis could not win fully but with the left parties split emerged as winner. After the formation of the GDR, the German Democratic Republic in East Germany, the interwar KPD party veterans like Walter Ulbricht came to power in GDR. GDR became part of the Soviet bloc countries during the Cold War and used antifascist in a way that was synonymous with anticapitalism. This same movement then langusihed in the Germany of the early post war years under Cologne's former mayor, Korad Adenauer. In the 1970's and 1980's the left movement revived in Hamburg and Berlin, coalescing with a antinuclear movement and widespread protests against president Reagan's stationing of nuclear missiles on German soil aimed at the Soviet Union bloc. After the reunification the protests against coal, for climate change action, and for anti-globalization. There is even an overlap with anti-Zionism. Germany's internal intelligence agency says the antifa movement is the "main field of agitation" for autonomous leftist groups, with some groups supporting "militant actions." Yet when there are broad uncontroversial protests there can be people from all walks of life, not just the anarchist or far left groups.  So that the protests in the U.S. were met with comments of antifa - Saskia Esken of the SPD saying "58 and atifa. Obviously." To which the General Secretary of the CDU said "Against fascism, and for democracy and human rights. Without violence. Obviously, for me. It's sad that the chairwoman of the SPD lacks the strength to differentiate."  To which Esken says it is only a point of view that antifa refers to, not some action. To which the the youth organization of the Angela Merkel CDU/CSU alliance the Junge Union (founded 1947) replied: " 73 and appalled" getting the final word.  Search for a dictionary and you are left with no clear meaning either. DW.com says Germany's duden dictionary only says antifa refers to the " entirety of the movements and ideologies, which oppose fascism and national socialism."    ...

Contracts for work given out by Petrobras to construction firms were inflated in value, and 3% of the inflated value was given to executives at Petrobras, or to the fund of the ruling Workers Party of Brazil. Dallagnol is a prosecutor in Curitiba, a small provincial city. He detected unusual movement of money, where a local car wash showed a new Land Rover being gifted to a Petrobras executive, in an apparent money laundering effort. Appointments at high levels are made by the government, and the current president who has not been implicated, was at one time chairman of Petrobras. In Brazil, as in India, Nigeria, and other developing countries, politicians were known to have misused public funds, but were able to act with impunity because the legal system made it difficult to impose strict penalties. The effort by the young prosecutors in Brazil is an effort to bring changes to the legal system so that this type of near impunity no longer exists. It is the first step to bringing serious changes and increasing public awareness for change. The result in Nigeria is a huge loss in Africa, with the electricity system for the entire country the size of what it would take to light up one medium sized American city. In India with the lack of roads and electricity in rural areas of many states, the misuse of public funds is a similiar burden on the people. Brazil is coming out of a borrowing binge in the last ten years which is leading to a credit crunch in the country and near junk bond status for Petrobras, Brazil's largest company, which experts predict will lead to a contraction in the economy in 2015-2016. ...

This article in DW.com cites experts who point out that the Republican Party always had tensions within it because of the diverging interests of three groups that have allied together to form the party- Wealthy businessmen and corporate interests, evangelicals, and white working class people who have seen their incomes decline for several decades. The interests of each group have some overlap, are sometimes masked but frequently they diverge. Elections in Nigeria on February 16 are seen as a referendum on president Buhari's first term. 84 million voters will chose who will lead Nigeria, Africa's largest democracy. The choice is between Mr. Buhari and Mr. Atiku Abubakar, Mr. Buhari won office in 2015 with his All Progressive's Party on three promises of ridding Nigeria of endemic corruption, fixing the economy, and tackling security issues. The economy entered a recession and then climbed out of recession under Buhari. Mr. Atiku plans to privatize parts of the state owned oil company, a plan which has been received with some skepticism considering problems with privatization around the world. A remarkable aspect of this election is that half of registered voters are aged 18-35, who see their leaders as out of touch. In fact many are supporting a "Not Too Young to Run" campaign to encourage younger people to run. 2015 was the only time Nigeria had a peaceful transfer of power since civilian government was installed in 1999. The candidate with the most votes is declared winner if they have at least one quarter of the votes in two thirds of Nigeria's 36 states and the capital Abuja. Nigerians look for someone who will unite the country as the  democratic process is only now being popularized and planted in Nigeria. Nestor Kirchner was a not so well known governor of the Patagonian province of Santa Cruz when he won the elections in the first round by only 22% of the vote in 2003. He steered Argentina out of the financial crisis in 2003 and Argentina has seen high growth rates with booming agricultural exports to China throughout the decade. In 2007 his wife Christina Kirchner was elected president and Nestor Kirchner assumed the leadership of the governing Peronist party. After initial difficulties and low ratings Christina Kirchner's ratings improved to over 40% in 2010 as growth rates approached 9.5%.
