FDIC program for loan modification at IndyMac Bank. About 3500 loans were modified, and 15,000 borrowers contacted in recent weeks with offers for lower affordable monthly payments. FDIC's innovation is to create a comprehensive program with clear guidelines so that a lot of loans can be modified without doing it on a case by case basis which would take too long. Loans are modified by reducing interest rates and the principal amount so that the payments are affordable each month, and the FDIC has come up with 38 to 40% of the previous monthly payment as about the right amount. It also looks at tax information to verify earnings. There have been complaints about the responsiveness of FDIC Indymac call centers which may have inadvertently turned down some homeowners looking for help. A big problem is that the FDIC can do little for loans sold to other investors so that out of 653,000 loans serviced by Indymac Bank only about 47,000 are eligible for FDIC modification program. ...

This New York Times editorial after the Senate passed a bill in October 2011 calling for action on the misaligned Chinese currency, points to ways a misaligned currrency is damaging for China. It cites the Peterson Institute for International Economics estimate that this is costing China $240 billion a year. This is a result of accumulating huge dollar reserves that have a declining value against the renminbi. Higher import prices lead to higher inflation. And low interest rates on savings, to the point that they are lower than the inflation rate, hurt the vast majority of Chinese and reduce domestic consumption. And perversely this leads to money pouring into speculative uses such as real estate, creating unsustainable bubbles in housing. The Times editorial says China is not generating jobs from this strategy, as the export strategy is relying on use of advanced technology in manufacturing and not creating many jobs. It cites a statistic showing employment has increased by only 1 percent a year from 2004 even with GDP growth above 10%. China is beginning to realize the cost of this strategy, and is planning a shift in its five year economic plan. But this rebalancing has many obstacles. The current system dominated by state run companies, banks, local and federal government, is biassed in favor of the old export led strategy, and experts are pessimistic about the possibilities for change. The Times suggests China may be falling back on the export led strategy as the global economy is slowing. The whole system would have to change after three decades of this kind of development, and would require new leadership and major changes....

For three decades American administrations from Bush to Obama allowed the overconcentration of production in China to take place and diverted attention to unwinnable foreign wars where American interests were not at stake. US president DJT faces a difficult situation to reverse this overconcentration having to resort to tariffs and other actions to correct these missteps of previous presidents.

 During the transition period Americans need to be protected from rising prices to keep increase in the cost of living under control. Companies such as Home Depot are taking a responsible step considering the importance of the action for America's long term interests.

With so much coverage of other aspects of China,  to really understand China and Xi Jinping one has to understand the rural urban situation in China. Xi's long experience as a teenager in the cultural revolution of Mao was in rural areas, the 8 years he spent there till the age of 22, as this report by James Areddy with help of Yijun, Cheng and Qi aptly shows. It traces the shift and mass migration to cities starting with Deng's modernization drive in 1979. This shift of labor to city and town factories as the U.S. and Europe shifted factories and production to China is the story of our times. How it has both helped and hurt China and how it has become the dominant issue of our times, and a lesson for India in the middle of its own modernization and shift of labor to cities. It has helped China modernize with the shift during 1979 to 2016 and run into a road block with president Trump leading a movement in the U.S. of people most hurt by the outsourcing of factories and production to China. It was not meant to be this way. Yet the shift also led to ripping up the fabric of communities and towns with loss of factories across America over three decades. Because China is a large country the impact was huge decade after decade, leading to a backlash against lost jobs in the U.S. and in Europe.  Xi Jinping has romantic view of rural China as he spent 7 years in Shanxi province rural areas during the cultural revolution under Mao. During this period he toiled as part of farm labor alongside villagers which allowed him to get to know villagers and farmers in the countryside well, and formed his view of the world around him. As it is described in a description of the man in Chinese sources- "He arrived at the village as a slightly lost teenager and left as a 22 year old man determined to do something for the people."  China's system separated migrants from city dwellers not  giving same rights to better education, to schools and housing, and official documents separating the two, city dwellers and migrant populations from rural areas. As a result as China modernized and population shifted -shown here in excellent graphic charts over four decades- in 1979 from about 80% in rural areas and 20% in urban the shift goes to 50-50 by 2001. Today it is 40-60 with 60% in rural areas but a population of 40% suffering from severe inequalities and  low incomes. So that GDP per capita of $10,000 for China is deceiving. The real incomes in average disposable income is about $4300 in urban and $1700 in rural area, according to National Bureau of Statistics. High school education is hard enough to get in rural areas, medical care is very basic and the $1700 would hardly get a room in low income housing in a large town in China, says premier Li Keqiang. Keqiang did his masters thesis on urbanization and has studied this shift from his college days. Just as in Gandhi's India, Mao's China is the story of the villages, with 128,000 villages for 600 million people in Mr. Xi Jinping's anti-poverty drive. Hong Kong other issues have to be understood in the context of these concerns of China's leadership today- the sense that strong central leadership alone can keep the country together and bring a decent life to the people in the villages and in the countryside outside the cities.  Modernization of cities still set in the context of China's vast rural population and essential to its full uplift and progress. Xi has allocated $80 billion each year to bring roads, schools, medical facilities, and other amenities including electricity and modern heating. The idea now is to shift people back to the villages, find opportunities for jobs and livelihoods in farming, tourism with guesthouse facilities, and other occupations in the villages. The villages are being turned into attractive places to live one by one in this party drive and providing new enthusiasm and support for the party's efforts. India can learn from this experience in China. The western nations of the U.S. and Europe can no longer and will no longer undertake the wholesale shift of factories with loss of jobs to China or India to offer the prospect of bringing these countries to the kind of urbanization and overall prosperity of small nations like Japan and South Korea, which are a tiny fraction of the population of China and India+ Pakistan + Bangladesh. As a result China is changing strategy now with a return to some aspects of the informal economy in Chengdu with street peddlers and tiny retail, and return of migrants back to better built and improved villages in the countryside. A better life than in cities is possible this view says for people from these rural areas, if the rural areas are given modern facilities and construction and resources are allocated, job creation locally tackled. The villages can offer better air quality, better quality of life where villagers who earlier migrated to cities with ownership of land, when they are modernized with better roads and have better facilities for education, housing and healthcare, better amenities. The new approach is to strike a good balance for urbanization, by modernizing and investing in villages and small towns, so that cities can cope and overall life can be better than with mass migration and wholesale urbanization. It is also a balance that works well for the U.S. and Europe which can redirect manufacturing to their home regions as part of a better distributed and balanced supply chain than the one that was unwittingly built over the last three decades.    ...

Sergio Marchionne, CEO of Fiat-Chrysler told a conference in Michigan -"these are people who did not grow up and become conditioned to doing business in Detroit. " He cited this as one reason the new generation of leaders at the U.S. auto companies had embraced the new fuel efficiency standards. Another point he made that was well received was that "anybody who surrenders 14 years before the date ought not to be in business." He was referring to the 2025 deadline for the new standards. The Dodd-Frank financial overhaul bill passed in July 2010 has a requirement that issuers of mortgage securities hold onto 5% of the risk of mortgages packaged into securities. Regulators were required to to write the rules for certain exempted loans called "qualified residential mortgages" for which the rules do not apply. Kenneth Rosen of the University of California, Berkeley, says the requirement aims at avoiding the catastrophic risk-taking epidemic that caused the financial crisis of 2008. Federal regulators have till December 2010 to write the new rules. But financial trade groups and firms are already pressing their views on what they would like to see exempted from this crucial 5% requirement.

Microsoft has done poorly in anticipating and developing products for the internet and mobile devices. On the enterprise side the server and tools business has done well. Microsoft's Server And Tools business made operating profit of $8.2 billion in the year ending June 2013, up 13% from the prior year. Office 365 sold on a subscription basis to accomodate the shift to cloud computing, and other cloud products are expected to make up for decline in Windows revenues with decline in PC sales. Satya Nadella, who ran the Server and Tools business from 2011 till he was shifted to head the cloud computing effort in the reorganization of 2013, is a candidate for the CEO position.

Ways to increase transparency in government spending by showing on the internet a host of different measures of how the government is doing in achieving the goals set in prudent and effective spending to shore up the economy and create jobs, and help the unemployed. All these indicators should be available to the public to be able to hold the government accountable and see what has been accomplished. Kennedy and Enzi, 2 Senators, are introducing a bill to allocate $7.5 million for such adatabase of ational indicators. The data would be selected by the National Academy of Sciences, and would cover education, the environment, energy use, housing, health care, and roads and other public works.

Kerkorian will lose $640 million of his $980 million investment in Ford made in April of this year at $7 a share. He sold a portion of his shares at $2.43 a share and is expected to sell the remainder soon. MGM Mirage stock that he owns have fallen by 85% since hitting $100 a share last October. The value of his 54% stake in MGMMirage has sunk from $13 billion to just over $2 billion. Its not clear that sale of Ford shares were prompted bya margin call. On the achievement of one billion vaccinations- It was the careful preparation that happened as early as March 2020 that carefully anticipated all possible problems and tackled each one of them that made it possible. "Vaccinating such a large number of people comes with its own share of complexities. Ensuring proper temperature control of complexities, cold chain infrastructure across the length and breadth of the country, timely delivery from the manufacturing plant to the remotest vaccination delivery point, supply of needles and syringes, training of vaccinators and preparing for adverse reactions, from quick registration to certificate generation to reminder for next appointment. We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. Modi entered the chief minister's office in the western Indian state of Gujarat facing the Arabian sea in 2001. He entered office at the time of the Bhuj earthquake in Gujarat and describes his taking the chief minister's office as accidental as he had been a social worker for 30 years. "Let alone reluctance to join electoral politics, I had nothing to do with the political domain itself. My surroundings, my inner world, my philosophy- these were very different. Right from my younger days,my bent was spiritual. The philosophy of "Jan Seva Hi Prabhu Seva" Serving the people is akin to serving the Divine, which was propounded by Ramakrishna Paramahamsa and Swami Vivekananda inspired me. It became the driving force in whatever I did." In 2014 it was with the inspiration from Swami Vivekananda and taking up Vivekananda's vision for the Indian people that Modi began his campaign to lead the BJP party. It may be looking back that Vivekananda guided Modi in all his projects for a Clean India, Jal Jeevan, Indian infrastructure that benefits the last man in the queue in the country, commitment to hard work. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

This NYT report on Mohamed Bin Zayed of the United Arab Emirates, who comes from Abu Dhabi one of the 7 emirates in the Gulf Coastal region, is rare and unusual. It provides stories the prince loves to tell that make a point about how he sees the world. Here he tells them to Robert F. Worth, in the only interview Mohamed bin Zayad has ever given to a journalist from US or Europe. It took a year just to get the interview. The title about a Dark Vision is inappropriate as Mohamed Zayad simply reflects what is a British way of looking at things- valuing the Constitution, keeping religion private even its deeply held beliefs and cultural traditions such as Bedouin's practice, and a general tolerance that characterizes British society and similar societies throughout the history of Europe and Asia that were sitting on shipping lanes and practiced trade for a livelihood. It is also important because the other Mohamed, Mohamed Bin Salman of Saudi Arabia is seen as someone influenced by the ideas of Mohamed Bin Zayad of Abu Dhabi. President Biden plans a trip to the region in coming months to continue on building a narrative of development for the region. This provide an insight into the coastal regions that include Gujarat across the Gulf in India, that for centuries traded with the Gulf kingdoms. They have a trading mentality and with it comes a tolerance that is also seen in trading nations such as England. This is what brought Britain to India (and China) says Mohandas Gandhi. Gandhi went so far as to say that if there was trade on the moon you would find a British shopkeeper was first to setup shop there. Zayed has as a minister in his cabinet, a woman who is minister of Tolerance, Sheikha Lubna al Quasimi.  Zayed is unique for three reasons. He has embedded in his views the spirit of tolerance. As Worth puts it in NYT, Zayed has grasped what is true to the spirit of the Gulf region. The country's location on an ancient shipping lane has bred a type of Islam in the Gulf region, that is open to the world and tolerant.  His father Zayed Nahyan's  tendencies to openness and frank demeanor combine with this tolerance to provide a different kind of leadership. His father had the pluralist instincts that combined traditional Bedouin attitudes with a rare liberal mindedness. He died at age 86 in 2004. Zayed bin Nahyan MBZ's father was selected for these very reasons by the British in 1966 to rule the small Gulf kingdom of Abu Dhabi. In 1966, says this NYT report, the country was mostly illiterate, half of all children died during childbirth and one third of the women during childbirth, there was a complete lack of western medicine. Zayed Nahyan's brother was averse to development making the British select Zayed Nahyan at the request of Abu Dhabhi families. These early years shaped Mohamed Bin Zayed's views of how to see the world. Zayed the son loves to tell stories, and this one in the NYT shows how Mohamed bin Zayed the son and Mohamed bin Nahyan the father share a sense of what it means to be human and support all people's aspirations for a better life. This is the narrative in India and the region of 1.8 billion people that extends from India to Indonesia and Vietnam. This was seen at the G7 when leaders of India and Indonesia were invited to meet with the G7 in Munich, Germany and taken as utterly serious participants in the discussions to shape the Free World. To see the difference- UAE has signed agreements to increase trade with India to $100 billion over 5 years and was thanked by prime minister Modi for treatment of 8 million Indian workers in the Gulf region during the pandemic. Saudis are now stabilizing the Turkish and Egyptian economies with aid and providing some of the funding assistance for Siemens to modernize the entire Egyptian rail system with the latest technology over the next 5 years. Projects of this size that have never been undertaken since 1945. Sometime in the 1980's when Zayed was a young military officer having completed training at the Royal British Military Academy at Sandhurst, England, and educated in Scotland, he went to the grasslands of Tanzania. During his visit to Tanzania he went to several villages to see the Masai tribes. When he returned he sat with his father crosslegged on the floor in traditional Bedouin and Asian style and told him about his travels. His father asked Zayed about all the details- the wildlife, the Masai people and their customs, the extent of poverty in the country. After hearing it all his father asked Zayed what he had done for the people he had encountered. In response Zayed shrugged and answered, the people he met were not Muslims. Zayed still recalls his father's reaction, sudden, forceful and indelible from memory. Zayad says his father took a sudden hold of his arm and spoke to him in a harsh tone and stern demeanor- " We are all God's children."     ...

The Volcker rule is named after former chairman of the Federal Reserve, now 82 year old Paul Volcker. In its complete form it would ban banks from investing in trading activities. But with Treasury Secretary Geithner and economic advisor Summers being part of the team that supported deregulation in banking, the Volcker rule was put in a diluted form in the proposed financial reform bill. Only after it was supported by financial leaders with long years of experience, such as John Bogle, Nicholas Brady and William Donaldson, and with active participation by Volcker, did the Volcker rule in a modified form get the support of Congress and the White House. What grade does it get from Paul Volcker? A B not even a B+ says Volcker. Volcker regrets his earlier silence on this issue. His view is that there is a sense of nervousness about the long term, and this is justified. He says a lot will depend on a 10 member regulatory council that is created by the bill, and all depends on how tough and vigilant it is on a day to day basis with the banks. Analysts share Volcker's concern about "the certain circularity in this businesss," where things are going well for some time followed by another crisis. Volcker's concern is that the bill doesn't prevent bank's from getting into activities such as investing in hedge funds and other similiar activities....

Of the DJT plan US has tariff based revenues of 10--15% for all countries imports into US can that it redirect to groups to soften any effects of tariffs. DJT administration oil transition policy of stretching out the transition to give middle class and lower classes cost of living relief was also accepted by the Biden administration and is now the policy of Democrat run California state government.  The US economy was slowing in 2024 under the Biden administration. What has changed in 2025 is that the US stock markets are responding to steps taken by the DJT Republican administration to lower the cost of doing business by softening regulations, and giving US business the upper hand in different industries, and rebuilding the manufacturing sector with calls for EU and Japan/South Korea to invest more in the US as a quid pro quo for market access. This has led to increase in the value of market portfolios of the income earners above 250,000, or 10% of American households. As this happens the process of trade renegotiation has introduced some uncertainty in 2025 and businesses are looking for more clarity before increasing investment and slowing job hiring which hurts younger people entering the job market and lower income Americans. Were things better under Biden? Government Covid assistance and payouts in the early years 2020-2021 helped lower income workers, as this faded and the cost of living autos, housing increased sharply under Biden in 2022-2024 the situation deteriorated. The situation today is similar to the situation in 2024 with the difference in 2025 that inflation is coming down just as government help is receding. And added factor is the DJT administration plan to tackle head on the increasing cost of Medicaid to about $1 trillion by adding new requirements and reducing subsidies. The federal workforce had a disproportionate share of black workers and the policy changes to reduce the federal workforce have increased black unemployment from 6.1% under Biden in August 2024 to 7.5 % a year later. Hispanics have seen slight improvement in unemployment to 5.3% in 2025, and the middle class incomes also have held up and are holding steady. China's GDP growth accelerated slightly to 6.9 percent in the 1st quarter of 2017, after five consecutive quarters of GDP growth at 6.7-6.8%, according to government data. This reflected larger use of steel in the construction industry and more mortgages issued by the state controlled banking sector. Government officials say productivity is improving helping GDP growth, with closing of less efficient manufacturing plants. Industrial production increased 7.6% in March 2017, according to the National Bureau of Statistics. The government is trying to control higher lending and reduce the backlog of bad loans at banks. Higher growth helps to reduce the bad loans at banks from the earlier period after 2008 financial crisis, improving financial stability.

Peter Orszag's role in the healthcare debate and the formulation of health care policy proposals. One proposal of Orszag, who heads the Congressional Budget Office, is to set up a new agency with powers to cut spending and implement changes in Medicare. Says Orszag, "one of the reasons we have such disjointed and skewed incentives is that we have an excessively political process." At a recent meeting with House Democrats, one Congresswoman said her top priority is winning higher payments for oxygen suppliers, and Orszag was taken aback. For years officials have been trying to cut payments to oxygen and medical equipment suppliers, which are said to be inflated. When a new competitive bidding process was set to take effect last year, industry supporters in Congress were able to delay the plan, and these supporters are still fighting to block changes says the WSJ. Here is a 40 year old Orszag, with degrees from Princeton and London School of Economics, who got his early experience in the Clinton adminstration at age 24. He then followed this with a number of policy oriented jobs, ending with appointment to head CBO in 2007. And he faces the whole system of Congressmen from both parties beholden to interests in the healthcare industry, who provide the donations for them to finance their election campaigns. Max Baucus of Montana, and to some extent Grassley of Iowa, are senators from both parties who Eggen points out are beholden to the healthcare industry because of large donations they receive from the interests in the healthcare industry. These interests want to see their payments system protected. The further escalation in health care costs, which would make the whole healthcare system unaffordable even as it delivers poor results, can only be prevented by making cost control an exercize that is not influenced by healthcare industry donations. The exchange between Grassley and Orszag on the issue of the $177 billion in savings needed from the payments to health insurers under the Medicare managed care plans- which allow seniors to obtain Medicare coverage outside the government run program -went as follows. These are dubbed overpayments by outside experts and efforts have been made to cut them in Congress. When Mr Grassley raised concerns about the impact of such cuts in a hearing, -and Grassley has opposed the cut for this overpayment to insurers- Orszag responded saying: "I very firmly believe that capitalism is not founded on excessively high subsidies to private firms. A terrorist attack on july 15, 2016, by a Tunisian born delivery truck driver using a large delivery truck to crush people on a Nice promenade. The death toll is about 85 with 50 people badly injured. The delivery truck driver is Bouhlel, 31, born in Tunisia and from Msaken, Tunisia, who moved to France in 2005. President Hollande extended a nationwide state of emergency for 3 months. The Euro 2016 soccer games in France went without any incidents, only to be followed by this attack.  Georges Fenech who headed a parliamentary inquiry into intelligence and terrorism said about the attack - "it is a predictable tragedy." He said France "is clearly not equiped to fight against Islamic terrorism," in an interview with news channel iTele. This was one of the conclusions of the parliamentary inquiry which called for a new agency to be setup, and merging of existing intelligence agencies. The president of the Provence-Alpes-Cote d'Azur region told BFM-TV about the Hollande administration: "I don't want to hear the usual "we are going to do an investigation." He questioned the Interior Minister Cazeneuve for how a single person could have breached the security line at the Bastille Day clebrations in Nice on a prominent promenade, Promenade des Anglais. ...

Ukraine's general election in March 2019 comes at a time of very low confidence in government. Only 9% have confidence in the government dropping from the 24% at the time of the 2014 protests. The problem is mainly corruption with the Wold Bank pointing out that politically connected firms control about 20% of the revenue and 25% of the assets. The major candidates Ms Tymoshenko a former president, and Mr. Poroshenko current president have about 18% support. A comedian with a television show in its third year called "Servant of the People" has about 25% support, and is leading in the polls. Lack of political experience was not an issue.The hope raised five years ago have not been realized as Ukraine suffers from crony capitalism and corruption. The war in the east has affected Ukraine's economy. Since 2013 average wages have fallen 20% to $320 a month and gas prices have gone up 8 times during a period of the conflict with Russia. The 2014 protests led to the fall of a Russian backed government, Russia taking over Crimea, and the war in the east with separatist rebels. Mr. Poroshenko's government has failed to move quickly to tackle major problems in the economy. ...
