Caterpillar is asking workers at its Canadian plant to accept a large cut in wages and benefits. Wages and benefits at Caterpillar's rail equipment plant in LaGrange, Illinois, are less than 50% of the costs at the Caterpillar locomotive assembly plant in London, Ontario. According to the U.S. Bureau of Labor Statistics U.S. manufacturing labor costs per unit of output were 13% lower in 2010 than in 2000. This compares with an increase of 2.3% in Germany, increase of 18% in Canada, and increase of 15% in South Korea. Caterpillar is also asking for more flexible work rules at the Canadian plant. The flip side of this is that U.S. workers are earning significantly less in manufacturing, especially considering inflation, and the middle class is shrinking in the U.S. At the same time wages in the U.S. that are more competitive with wages in Mexico and China with flexible work rules and use of automation and technology, is helping to reverse the shrinking of the manufacturing sector in the U.S....

Much of the decline happened in the 1980's in the steel industry in competition with Japanese imports. North of town there is a GM plant that makes the Chevy Cruze. The unemployment rate of 17% in 2010 has dropped to 7.6%. Fausset describes the life of a retired steel worker on state pension who works in law enforcement. Spain has so far in Sept. 2011 consolidated 45 cajas savings banks into 17. Some of the assets were sold to Spain's commercial banks. In July the central bank seized Caja de Ahorros del Mediterraneo, which had failed the stress tests. This Journal editorial says the Bank of Spain and the Spanish government approach is too slow to install new management, recapitalize the banks if possible and privatize the assets. Attention also needs to be given to minimizing taxpayer losses. The sweeping guarantees on the caja's losses , and 2.8 billion euro credit line to buyers of Caja del Mediterraneo does not look like privatization, because it simply hands private buyers the gains, with the government taking on the risks and the losses.

President Obama proposes changes in taxes to fund programs to aid students such as free 2 years of community college, aid for student loans, and financial help for middle class families. Senate Majority Leader McConnell says the proposals to raise income taxes for high income Americans with $320 billion in new revenues over 10 years, reduced prospects for changes in the tax system. He said the Obama proposals were designed " to excite the base but not designed to pass." Obama says "the shadow of crisis has passed," and calls for "middle class economics," and improving incomes for anyone making the effort. The call comes as inequality widened during the long recession and some of the Obama administration's policies such as on homeowner foreclosure, and lack of focus on unemployment during the first term, may have actually worsened inequality. The call also comes late in the second term in Jan 2015- with presidential elections in 2016- after the Republicans gain control of both Houses of Congress, which is why Republicans dismiss this as mere political talking points for the base....

Germany's chancellor Merkel draws attention to Russia's human rights record in a meeting with Russian president Putin in Moscow, Nov. 16, 2012. The German chancellor tells Putin not to be so sensitive to criticism from the opposition, saying before the meeting: "I ask that not every bit of criticism is seen as destructive. Open a German paper and read what is written there. If I were always getting offended, I would not last even three days in my job." Germany's special envoy to Russia, Mr. Schockenhoff, has been especially critical of Russian suppression of dissent and opposition groups. Russia's response is that it will talk to other countries as trading partners but not about its domestic affairs. The Russian government sees the two way trade of $120 billion between Germany and Russia as "an air bag" to prevent any significant deterioration in relations. Siemens signed a contract for 675 locomotives with Russian Railways during the Merkel visit.

This piece by Kanter in the NYT gives an account of Jean Claude Juncker's background as a political leader in Luxembourg. His father worked in the steel industry and was active in the trade union movement at a time when farming and steel making supported the economy of Luxembourg. In two decades under Juncker Luxembourg was transformed into a banking and insurance center with one of the largest per capita incomes in Europe. As a Brussels insider Juncker, according to British public opinion, is an odd choice to head the EU when it is trying to make its administration more democratic and less distant from the average person in the EU. Britain's prime minister Cameron says Juncker "was never on any ballot." The reason for Juncker's candidacy is that he is supported by the centre right parties in Europe, which also lost support in the recent elections. The Socialist and left parties fared worse in the election, but both centre right and left parties lost votes to third parties and nationalist parties such as the Marie Le Pen's nationalist party in France and the Independent party in Britain. Even chancellor Merkel of Germany initially hesitated to support Juncker, but confirmed him as her choice when German public opinion showed it favored the selection based on the largest party in the European parliament making the choice. This puts Britain and Cameron at odds with Germany, with the Swedes and the Dutch calming their doubts about Juncker and going with Germany. Little is mentioned in the media about the other candidate, an SPD leader from Germany representing the socialist and Left parties. ...

She was critical of smug views that the current situation was acceptable for working class families concerned about immigration and jobs. She also pointed out that the policies of central banks including the Bank of England hurt working class families and savers." She pointed out the development that has also happened in the U.S. economy and other European countries as the Federal Reserve and the ECB cut rates to near zero. "People with assets have got richer.
