The failure of the economics profession to produce any red flags for this economic crisis, and the failure of economists to come to any consensus on what works to come out of this crisis, along with the huge confidence with which the economics profession displayed as the economy sailed along in most of the post war years, is one of the very noticeable things as one reflects on what has happened. Journalists like Peter Coy at BW who wrote this report followed the housing market for BW and raised red flags long before the crisis hit, just by looking at the facts. So its clear that looking at the facts through the lens of a particular theory of economics, or the lens of some ideological bias, or the lens of triumphalism, can handicap economists. There are economists who believe in the stimulus, and economists who don't believe in a stimulus, and others who think the economy reaches equilibrium of itself if left alone, and economists who believe in tax cuts. Were it not for the fact that the risks in a time like this are really great in depending on one or the other for advice if things don't work out the way they think, this would not be such a big issue. But a lot hangs inthe balance. Which is why decisions are based on what is actually happening on the ground, and by getting a good sense of that, and a grasp of real conditions, and getting agood sense of what will work in that particular situation, and not just hoping that things will work out according to some theory or conviction in the mind. And those who execute or manage the economy instead of teaching a class, have to be aware of the great responsibility for the lives of millions of people here and in poor countries around the globe, whose lives and the lives of their children, nutrition, health and education depend on their decisions, not just when they are in office but years after they have left. And for this reason exercize needed caution....

President Enrique Pena Nieto proposes changes to the constitution in August 2013 to modernize Mexico's Pemex and open it up to working with foreign oil companies. Recognizing that a majority of public opinion is opposed to changes, Nieto gets the support of the PAN opposition party for a two thirds majority in parliament. He also navigates the difficult waters of Mexican history and the nationalization under President Cardenas in 1938, by saying: "Pemex will not be sold, nor privatized...The spirit of this reform recovers the best of our past to conquer the future." Previous reform effort in 2008 failed because of protests on the streets of Mexico City. A stalling Mexican economy and lower oil production has created new momentum for the effort to modernize Pemex and introduce better management for oil resources and new technologies. A consensus between the ruling PRD party and the PAN opposition party gives Nieto the two thirds majority needed, and sufficient support from the right and centre political parties to carry this through. The example of Brazil's Petrobras, which has discovered oil in the deep waters of the Atlantic and developed its own technological capabilities by working with foreign oil companies, also gives Mexico an example to follow. Under President Cardozo Brazil opened up its oil industry to work with foreign oil companies in the 1980's....

Mario Draghi, former head of the European Central Bank, who ran ECB policy to rescue the Euro currency in 2012 is being asked to form a new government by the president. Mr. Conte's coalition failed to get the support of Matteo Renzi's left party in parliament leading to its collapse.  Italians are wary of the austerity policies of Mario Monti,  professor and EU bureaucrat appointed by premier Berlusconi to the EU Commission, who was appointed  during the eurozone financial crisis in November 2011 by the president.  At the time prime minister Berlusconi had lost the confidence of EU officials. Mario Draghi has a different history after his work at the European Central Bank counteracting the austerity approach of German finance ministry. He also steered the ECB policy at a difficult time for Italy with rising interest on debt. Today Italy has lost about 89,000 lives, and 8.8% of GDP was lost in 2020. Moderate factions of all parties right and left wing are expected to support Draghi. Draghi also has the advantage of 200 billion in euro funds coming from the EU for Italy's recovery in 2021. Germany today is not the austerity policy Germany of 2011, as it supports going big and spending for the recovery. ...

This report in The Times gives an extraordinary look at the man who is prime minister Boris Johnson's key adviser, as chief executive, to get Brexit done or take Britain into a general election. Dominic Cummings, 47 years, was the key strategist for Leave in the first Brexit referendum. He is somewhat of an individual who breaks all conventions and relishes the prospect of doing so. The Times says he has thrown bombs at the establishment including Blair and Cameron for 20 years. He has contempt for the Cabinet Office, Downing Street, the Treasury, and in his view the officials have a misplaced confidence and are not competent. Mr. Cummings is played by Cumberbatch in British Television Channel 4's Brexit: The Uncivil War, which is how Britons know him. In his view one needs to dismantle the existing physical infrastructure of government as a reform priority, says The Times. He has his own reasons having had his confrontations with British ministry officials who repeatedly and often incorrectly cited EU regulations as obstruction for much of what Dominic Cummings wanted to do as Adviser to Michael Gove in the Education ministry. His early beginnings at University mentored by a professor who was a serious opponent of Britain joining the European Union also influenced Cummings.  ...

Increasing use of opioids, suicides, chronic liver disease, are resulting in higher mortality rates for white Americans middle aged 45-54. This group has been hit hard by manufacturing losses, by the mortgage crisis of 2008 with its aftermath of job losses and low interest rates that slashed savings. Added to this is the effect of people with lower incomes needing to take retirement social security early, leading to another hit on incomes and the quality of lives, increasing uncertainty and even despair. People without a college education are hit harder in the current environment with fewer opportunities and greater uncertainty in life. The social security check being smaller for this group and its shorter life span means more of the social security pie is going to better off Americans who retire later, creating a uniquely American situation of widening economic inequality and unfair distribution of the economic benefits of society. This means disadvantaged groups are facing a crisis that will affect not just this generation but the children of these disadvantaged groups for the next generation- a failure to keep the promise of "life, liberty, and the pursuit of happiness," American ideal for most of its history. ...

For DaimlerChrysler CEO Zetsche, it is " totally unacceptable" not to have a level playing field in the area of union health care benefits with Ford and GM. For the UAW not to give Chrysler the same concessions it gives GM and Ford is seen as having " no rationale" that Zetsche can comprehend. Since mid-2014 the dollar has strengthened by 19% against the euro and 17% against the Japanese yen. This is putting new pressure on American manufacturers to come up with efficiency improvements to cut costs and move into markets with better pricing power. This will increase in importance in 2015-2016 as the euro moves towards parity with the U.S. dollar increasing the competitiveness of German and other European manufacturers. The Japanese yen at 116 to the dollar in Jan 2015 gives Japanese manufacturers an edge in pricing competitiveness.

The trade adjustment assistance bill failed to win passage in the U.S. House of Representatives with 86 Republicans and 40 Democrats in favor, and 303 members voting against it. The Republican leadership passed a bill that gives the president trade negotiating authority without the trade adjustment assistance legislation and this passed the House in 219 to 211 vote. The Senate earlier passed legislation with the trade adjustment assistance included in fast track trade negotiating authority, making it necessary for the Senate to pass a new bill similiar to the House excluding trade adjustment assistance.

The Supreme Court ruling on EPA mercury regulations gives smaller plants with coal fired plants more leeway in installing scrubbers. Large companies have already committed to installing scrubbers for coal fired plants. Regulations are only one reason for the shift to natural gas from coal. Lower prices of natural gas and increasing supplies are a major reason. The U.S. will reduce dependence on coal for energy from 39% to 36% in 2015, with natural gas increasing from 27% to 31%, and renewable solar wind energy making up about 13%, according to EIA.

Workers at the VW plant in Chattanooga, Tennessee voted 712 to 626 in Feb. 2014 to reject membership in the UAW union. This makes it more difficult for the union to make inroads in the Southern states. In an unusual step VW- cooperating with the IG Metalls union in Germany- let union organizers into the plant for over a week and cooperated with the UAW to setup the election. VW wanted to setup a works council, a committee of employees which gives management feedback for running of the plant, similiar to ones operating in Germany.

Faced with the prospects of severe hardship in poorer countries, the World Bank gives a realistic forecast for 2009 that shows the world economy shrinking in 2009. It says the neeeds of poorer countries are likely to overwhelm what the IMF and the World Bank can do. And called for seting up a"vulnerability fund". Even if the World Bank tripled its lending in 2009, it would only reach $35 billion. The combined gap the emerging market countries face it says, is at least $270 billion and upto $700 billion in the next 2 years.

Agatha Sangma, at 28, is the youngest member of Parliament in India. Se was reelected from the Tura constituency in Meghalaya,, in India's northeast. She is minister of state for rural development in the newly elected Congress coalition government. Her father PA Sangma was a speaker in the Lok Sabha, India's Parliament. In India's system the cabinet minister has the biggest chunk of work and under him comes the minister of state. But considering how big the rural economy is in India, at over 40% of GDP and growing fast from a low base, its aposition of great responsibility for ayoung woman. Here she talks to Jyoti Malhotra of the WSJ. She is responsible for drinking water and sanitation. Access to drinking water, contamination of water, and water supplies for agriculture are a huge challenge for India. Agatha has studied environmental management in the UK, so she can bring knowledge of modern methods for managing water to her job. She likes to be responsible for implementing work in the rural areas, and has the youth and energy to travel and see things first hand for implementation. She says accountability is important for implementation and out in the field she can observe and ask questions. One of the problems she shees in implementation is properly using the funds allocated. This fund alone is 62,000 crores. And seeing that these funds are properly allocated and spent to generate the best use of the resources is critical for improving lives and meeting the needs for rural development. She sees room for experimenting, for innovation and bringing fresh ideas to this job. She seems to handle the interview questions quite well....

He took this job because Perez called and Zidane lives in Madrid. Jose Mourinho is reported to be the alternative to Zidane. His predecessor was in the job for 4 months before Zidane was brought in by Perez. More changes including Zidane, as his relationship with Perez is fraying, would leave Real Madrid in an even more unpredictable situation. ...

President Obama aroused hopes for democracy at Cairo University soon after he became president but he was not able to develop a coherent policy and support within his administration for what would be a difficult transition to democracy in countries that for decades have been ruled by the military. Air pollution over New Delhi, India, and Lahore, Pakistan, is at "hazardous" levels, with a large surge in respiratory illness for people in the region.Some hospitals in the region are seeing triple the number of patients with breathing problems. The problem is aggravated by burning of stubble from the paddy crops by farmers in the nearby region of Punjab and Haryana. The levels of fine particulate matter PM 2.5 that are bad for lungs are hovering at dangerous levels of 300.  World Health Organization guidelines say 25 is the maximum level of exposure over a 24 hour period. Delhi administration responded by increasing parking charges in the city, and banning entry of commercial trucks, banning construction activity. This is a constant part of the news with many commentators critical of the way the central government, the Punjab government, and the Delhi government are tackling the situation, unable to enforce the ban on farm burning of stubble in the fields. Lancet medical journal points out that about 2.5 million lives in India were claimed in 2015 from air pollution. WHO puts 12 Indian cities in the top 20 for air pollution worldwide. ...
