France's Baccalaureate exam goes back to the days of Napoleon. Students take 15 exams in their final year in high school. Since 1808 it has not changed much. French president Macron is changing the exam as part of reform of the education system. Changes include making 40% of the score coming from in class testing. The philosophical essay is retained. Students are tested on knowledge that helps them think quickly on their feet.

Teacher pay has not changed much in 15 years and teachers protested recently asking for resources not reforms. One of the problems is that more students pass the exam, 60% compared to 40% thirty years ago, and many flunk out in the first year of college. The value of passing the exam is not as before with fewer job opportunities. Changes are seen as needed because the Bac exam was treated as sacred and little was done to adapt it to the changing times.

Kamala Harris describes her vision of The Opportunity Economy in an address at Wake Tech Community College in Raleigh, North Carolina. Like president Biden she wants to build America's Middle Class. When the Middle Class does well everyone does well, Biden says this many times. By contrast she said Trump's plan would cost Americans $3900 a year raising cost of living. Kamala Harris said- "And key — key to creating this opportunity economy is building up our middle class.  It is essential.  (Applause.) The middle class is one of America’s greatest strengths, and to protect it, then, we must defend basic principles — such as, your salary should be enough to provide you and your family with a good quality of life. (Applause.) Such as, no child should have to grow up in poverty.  (Applause.) Such as, after years of hard work, you should be able to retire with dignity.  (Applause.) And you should be able to join a union if you choose. Building up the middle class will be a defining goal of my presidency, because I strongly believe when the middle class is strong, America is strong. " (Applause.) Harris described the vision of president Trump, as a complete contrast- "Now compare what Donald Trump plans to do.  He wants to impose what is, in effect, a national sales tax on everyday products and basic necessities that we import from other countries.       That will devastate Americans.  It will mean higher prices on just about every one of your daily needs: a Trump tax on gas, a Trump tax on food, a Trump tax on clothing, a Trump tax on over-the-counter medication.       And, you know, economists have done the math.  Donald Trump’s plan would cost a typical family $3,900 a year.  ...

Biden picks as his running mate a former prosecutor, Attorney General and Senator from California, Kamala Harris. Her parents one a Jamaican father and the mother from Madras, now called Chennai in India, met as graduate students at Berkeley campus. In the period before his illness, as Attorney General Mr. Biden's oldest son Beau Biden and Kamala Harris had worked closely together and formed a bond that continued during the period Beau Biden suffered from brain cancer.

The personality based governance under Carlos Ghosn is seen as a problem now that Mr. Ghosn is in a jail cell in Tokyo and under investigation by Japanese prosecutors. Mr. Ghosn faces charges that he under reported his deferred pay over a five year period to 2011.  The Economist magazine points out the other problems that might have led to to the authorites being informed about the failure of Nissan to make the internal audits. This relates to the activities  of Mr. Ghosn to arrange a possible takeover by Renault through a merger. Nissan owns only 15% non voting stake in Renault, and Renault by comparison owns a 43.4% ownership in Nissan. The French government has a 15% stake in Renault and efforts were made by Mr. Macron, as Economy minister, to secure double voting rights for long term shareholders such as the French government. This leaves the Japanese government and Nissan reluctant to see the move to Renault's takeover. The French government left with suspicions on the reasons for Mr. Ghosn's removal now less likely to cede control over the joint venture. The jet setting high flying ways of executives such as Mr. Ghosn with the company's identity being defined by their activities are also coming under much criticism. The CEO of Chrysler Mr. Marchionne was gravely ill at 66 following a decade of deal making, with chain smoking, leading to a severe illness. Renault under Ghosn rescued Nissan in 1999, Fiat under Marchionne rescued Chrysler in 2009 with U.S. government help. The Economist magazine points out the Nissan alliance with Renault is now tarnished by another high flying executive.   ...

Though making much noise and controversy the closure of DEI efforts comes also from ineffectiveness says the WSJ. More can be achieved by parents and a culture of reading and math in schools to create larger and larger pools of talented minority workers to take up senior positions.  DEI for Diversity, Equity and Inclusion efforts 2020-2023 for 13 million workers at S&P 500 companies were analyzed by the WSJ in a Jan. 2025 study. For senior manager roles 2020-2023 DEI efforts under Biden have not yielded much- Black and Hispanics each make up about 5% of senior managers, the increase for Blacks 0.35% and for Hispanics and Asians about 1.9%. It shows not much has changed after DEI efforts in companies such as Amazon with a million employees. Active DEI efforts at Amazon 2020-2023 yielded slight changes- 67 to 69% nonwhite out of 1 million workforce. Active DEI efforts at Amazon 2020-2023 yielded 5.5% black of all senior managers from 3.6%, and slightly higher for managers of Asian descent. At farm equipment manufacturer John Deere 83% of the workforce in 2023 was white, 62% senior managers white men and another 19% senior managers white women, even after DEI efforts. Only a small group of 800 technicians saw an increase from 16% to 27% or about additional 80 black technicians hired.  ...

Exxon's Darren Woods was shown in WSJ yesterday battling it out with Rockefeller foundation family interests as they fervently opposed his aggressive push for fossil fuel supplies. This WSJ report looks at another side of Darren Woods as he breaks up a potential merger between Hess and Chevron that would give Chevron access to the Stabroek oil block off Guyana's coast for about 1.2 million barrels a day. There is a shrinking pool of investment for fossil fuels during the energy transition away from fossil fuels. There is also a period of 5-10 years that the world economies have to weather through by accessing US+ oil supplies to support easing household spiralling energy costs when Russian oil supplies are no longer accessible. This is leading to a higher value being placed on existing oil blocks such as the Stabroek oil block near the coast of Guyana that Exxon and Hess have developed. Crucial work was done by Hess engineers for the find when Exxon had given up. WSJ looks at the fight between CEO's Wirth of Chevron and Hess of Hess Oil against Darren Woods of Exxon that is shaking up Houston and the banking+ legal advisors involved in the potential merger of Hess and Chevron that Woods has succeeded in ending. ...

The Wisconsin Republican primary turns out to be the turning point for the Cruz campaign. Following his landslide win in Utah, Cruz wins in Wisconsin by about 14 percentage points, and begins the long journey to close a signficant part of the gap with Donald Trump. Cruz's organization, and the anti-Trump groups efforts, ad spending, helped Cruz in his win. Trump was handicapped by a series of gaffes including one on abortion- saying he would penalize women having abortions- alienating women. Cruz's margin for voters making up their mind on the day of voting, excluding early voting, was higher at about 17 percentage points. Closer media scrutiny of statements by Trump and policy implications, including foreign affairs, European policy, the nuclear issues, happened in the week before the Wisconsin primary. This happens late in the campaign. The weak media vetting of the main candidates Trump and Cruz being lost in the coverage of Trump's sensational statements and twitter comments about wives, for which the media has come under criticsim. ...

Like hundreds of thousands of other young migrant workers in China's factories, Yuan Yandong is from a rural area and lived on a farm. Better incomes have brought them to the factories in urban areas. In this case travelling long distance by train from Guangdong province to Shenzhen. As living standards improved across China and the government expressed a keen willingness to encourage workers to exercize their rights to fair wages and working conditons- especially by creating increased awareness of new labor laws in the state run media- migrant workers are becoming restless with conditions they accepted a few years ago. The growing use of cellphones and access to the internet have made news travel faster. A visit to a Foxconn factory shows a young worker, age 24, sitting on a stool 6 nights a week, 12 hours a night, with a quota to assemble 1600 hard drives for American computer storage company EMC, with the pressure to work continuously against the clock for each step in the manufacturing process. Foxconn is known for its highly disciplined nature of work, akin to a military style. Behind the scenes factories like Foxconn employ methods once used in the US at a similiar stage of industrialization, with 500 technical people continuously looking for the most efficient way to organize each step in the production process. Each movement and action of the worker is measured for time taken and process efficiency, according to experts at Tsinghua University in China. This means many factories can use less automation- and so less capital intensive manufacturing- and go to extremes where workers perform like machines. Yuan's ambition is to work only for another 2 years and then use his savings to get into hotel management. His wages are 75 cents an hour, and with the overtime premium about $235 a month. Foxconn announced a 33% raise in wages as a result of worker protests. The mind numbing monotony is becoming less acceptable in a changing China, and worker turnover in such factories is rising. After the initial burst of industrialization in which young migrant workers played a signifcant role in manufacturing, a new chapter in China's development is beginning- one less likely to create the large trade deficits with the US and Europe- which is moving in the direction of a larger domestic market with higher worker wages....

The 2018 budget deal brings Democrats and Republicans together by increasing defense and domestic spending both by about 10%. Spending caps are to be lifted by $500 billion over 2 years with 60% of this going to defense spending increases to bolster America's defense capabilities. Defense spending is a top priority for Republicans.  For Democrats this means staving off some cuts in Medicaid and Medicare, more college affordability funding, and 4 year extension of the Children's Health Insurance program that had expired, funding community health centers for another 2 years.

This also shows that both sides can reach agreement even with divisive rhetoric and serious differences over policies.

Areas in which David Cameron shares the same thinking as Barrack Obama are generating green technology jobs, the importance of the voluntary sector and families all doing their bit so that its not just government that will be doing things. "That society should bring about change, not just government." He diagrees with Obama on the Stimulus and believes that the situation in Britain with the government borrowing 10% of national output already makes it difficult to have an extra discretionary stimulus without people losing confidence in then nation's finances. He makes some other points. Britain needs amore balanced economy so that it is not so reliant on financial services. And in Europe as awhole he says its important to deal with the huge dependence on welfare which is a drag on the economies of Europe. This has to be seen in the light of the huge emphasis placed by recent Labor governments on rebuilding the health and human serivces and infrastructure of Britain. In this crisis the social safety net provided by these services may be the reason that asmaller stimulus is needed in Europe. He talks of capitalism with a conscience, where markets are amean not an end to themselves and morality, ethics and asense of values are brough to bear at every turn. ...

Massachusetts governor Charlie Baker gets an order in with a number of Chinese manufacturers for supply of over a million N95 masks. The hard hit east coast states of the U.S. face a critical shortage of N95 masks for health care workers in hospitals. The problem is getting them shipped from Shenzen, China to to Boston's Logan airport. Someone suggested using the Patriots football team's Boeing 767 jet. Robert Kraft, Patriot's owner agreed and the passenger plane was converted to carry cargo. The Chinese consulate in New York stays open over the weekend to process the flight crew's visas. Approval for landing without the crew being asked to quarantine for 14 days was another hurdle. Chinese authorites agreed to permit the landing for about 3 hours to pick up cargo only, with the flight crew staying on the plane. Chinese internet company Tencent sent some of its employees to help prepare the shipment and send it to Shenzen airport. The Boeing 767 makes a stop in Alaska before flying to Shenzen and completes the flight back to Logan airport in Boston. Governor Baker and the Patriot's Mr. Kraft send 300,000 of the masks to New York. ...

Boris Johnson, UK prime minister, visits Mohandas Gandhi's Sabarmati Ashram in Ahmedabad on his visit to India in April 2022. After returning from South Africa and following writing Hind Swaraj in 1910, Mohandas Gandhi set up the Ashram during the period after 1915 as the place where he lived and worked in organizing the struggle for Indian independence. This is where he started a campaign of spinning and weaving homespun cloth so that Indians would not buy British textiles in a form of non-cooperation with British rule. Raul Castro of Cuba indicted by the US Justice Department May 20, 2026 for Cuban Americans killed when civilian flights helping Cuban refugees in the waters near Cuba were shot on orders from Raul Castro, as minister of defense. Only towards the end of this news report by Perry Stein and Karen De Young of the Washington Post is it clear that this indictment is on Cuba Independence Day March 20, which in 1902 marks the setup of the Republic of Cuba, at the end of the US military takeover of Cuba from the Spanish during the Spanish American War. Cuba under Castro does not use this day but the day of the Communist takeover in 1959 of January 1, and celebrates as Day of the Revolution, July 26, the day when the attack on the Moncada military barracks started the Revolution against the dictatorship of Fulgencio Batista. Only the Obama administration similar to its failures in addressing the Iran nuclear weapons crisis refused to recognize 1902 date as the Cuban Independence Day, all other administrations before did. Under the Monroe Doctrine of 1824 the US clearly considered Latin America as its neighborhood and would not accept any foreign power in its neighborhood, making the Platt amendment attached to the Cuban 1902 Constitution permitting US intervention simply an addition. That the Monroe Doctrine was proven right in 2 ways is not mentioned by the Washington Post or by the elite media. What it did was to prevent European colonial powers from intervening and restoring colonial type rule to Spanish colonies in Latin America. It was welcomed by the British as it had no such designs, objected to by the Spanish Dutch and the French who had such designs for their colonial Empires. It was resented by Cubans naturally but Cubans did not consider that US is the only power who even when it pushed the Spaniards out of Cuba and Philippines in the Spanish American War of 1900 after centuries of Spanish occupation, the only power who prepared Cuba for Independence within 4 years in 1898. Which European colonial power could do this? The other reason for the Monroe Doctrine is in the Platt Amendment attached to the Cuban Constitution which committed the Cuban government to implement and maintain programs the US introduced to control yellow fever and infectious diseases. In 1934 FDR removed the Platt Amendment under a "Good Neighbor Policy. It is the relaxation of the Monroe Doctrine by future American adminstrations that has brought so much suffering and pain to North America, for the US and Mexico with illegal immigration and drugs, corrupting governance in Mexico and creating social political strife in the US, more deaths from drugs than the Vietnam, Korean and WWI combined. Today's Cuba's economy and the Venezuelan economy that copied Cuba's example has completely collapsed, one fourth of the people left the country taking with them the vitally important skills, and leading to economic hardships for the people. This would not have happened if the Monroe Doctrine implemented under the Good Neighbor ideas of FDR and the Alliance for Progress of JFK was kept in place. This shows that Cuba's Independence happened when the Americans supported Cuban rebels fighting for independence in 1898 just as the Indian Independence was won in 1947 from the British under Labour's PM Clement Attlee in 1945 taking action. Four years of American rule in Cuba to prepare it for independence as a transition is far better than 4 centuries of Spanish rule, and 2 years of British rule as a transition 1945-1947 under Attlee (who replaced Churchill in 1945 and setup the NHS) is better than 2 centuries of British colonial rule. In this sense America is with the Cuban people, just as the average British public and working class is with the Indian people.   ...

A new generation of younger leaders takes over at the European Central Bank under Mario Draghi. Belgian economist Peter Praet succeeds Peter Stark of Germany in the Economics Department. Portugal's Vitor Constancio is vice president. Jorg Asmussen, 45, from Germany is on the ECB executive board, so is Benoit Coeure, 42, from France, and Klaas Knot, 44, from the Netherlands. Asmussen will head the ECB's International Division. Jens Weidmann,43, is the new head of the Bundesbank. The result experts say could be a reorientation of the ECB's outlook away from the rigid anti-inflation stance of Draghi's predecessor, Claude Trichet, and a willingness to try new approaches to help Europe tackle this recession.
