Emmanuel Macron faces a challenging situation in  the 2022 second round. He badly needs left wing supporters of Mr. Melenchon who came with one percentage point of right wing Marie Le Pen. Macron had expressed right wing sentiments about immigration and terrorism even more than Le Pen during the year leading upto this election. That this has alienated some left wing supporters is evident in a nIpsos poll for FR24 that shows 30% or about a third of the 22% of the voters that supported former Socialist candidate Jean Luc-Melenchon are likely to vote for Le Pen, who has campaigned on the issue of cost of living and softened her image and position on the European Union. 34% of Melenchon's supporters said they will support Macron and 36% said they are undecided. It is this undecided vote that could make a difference. Add to this the 25% of the voters who did not vote at all and the election depends on who can convince this segment. To reach these voters is Macron's main concern in the 2 weeks before the second round of the election on April 24. Macron says he will campaign hard-"from dawn to dusk, in direct contact with voters." After a sudden surge in the beginning of May the coronavirus wave in India, its second wave, is decreasing. It is 186,000 new coronavirus cases on May 27, down from over 350,000 at the peak. In India's largest state Uttar Pradesh with a population of 210 million the coronavirus cases have dropped sharply to 4000 a day. New coronavirus cases in Delhi and Bombay are around 1000 a day. The Indian government has moved quickly to tackle this wave with decisive action to meet the sudden surge in May 2021. For the rest of 2021 and into 2022 the most important action by the Indian government has been to create a government sponsored effort of India's entire pharmaceutical company sector to reunite in production of over 2 billion vaccine doses by December 2021. After independence in 1947 one of the steps taken by India with great foresight was to create a strong pharmaceutical sector with fair and transparent pricing of basic drugs and vaccines. Something that does not exist in this manner and scale anywhere else in the world. Today this is giving India a tremendous asset in the fight against coronavirus. India is already the largest producer of vaccines in the world, the new effort will make give it a decisive advantage in meeting not only India's but the world's need for new vaccines. ...

Officials of 130 countries met virtually to agree on a global minimum tax rate. A minimum tax rate of 15% would be paid by corporations in each of the countries in which they operate so that tax avoidance is prevented. The Group of 20 major economies including India and China also agreed to this change in taxation to ensure that all companies pay their fair share of taxes. It is also part of the Biden plan for tax revenue generation to fund the infrastructure and human needs in health, education and public services that were neglected for so long. US president Biden says- "This will level the playing field and also make America more competitive. And it will allow us to devote the additional revenue we raise to make generational investments, which are necessary to keep America's competitive edge razor sharp in today's global economy." This tax change was needed to prevent companies shopping for low tax locations such as Ireland. This kind of locating in low tax rate locations worked badly for the major G-20 economies for decades as it prevented the generation of revenues needed for essential services and infrastructure investments. Tax changes include Biden's plan to increase the corporate tax rate to 28% from 21%, and raise the minimum tax on US based companies foreign profits to 21% from 10.5%.  ...

PM Modi makes changes in his cabinet of ministers with new ministers brought in and some ministers in the current cabinet asked to leave. Javadekar  in Information and Broadcasting ministry, Harsh Vardhan at the Health Ministry, and Ravi Shankar Prasad at IT and Law ministry, Ramesh Pokhriyal at HRD were replaced. Seven cabinet ministers were replaced including social justice and empowerment, and chemicals and fertilizers. Dharmendra Pradhan is new Education minister, Mansukh Mandavia in charge of Health and chemicals and fertilizers, Kiran Rijjuju is Law minister, Giriraj Singh new Rural Development minister. Ashwini Vaishnaw from the IAS is the new Minister of Railways. The main idea of these changes is to bring in younger ministers and give them 3 years of experience before the next parliamentary elections, and to replace ministers who have not accomplished much. Some appointments such as the civil aviation ministry went to persons who supported the state government in Madhya Pradesh, and similar appointments for Bihar. A Dalit leader Virender Kumar is the new Social Justice and Empowerment minister, and this is a way to increase the support in the OBC or backward caste communities which get greater participation.     ...

The need for earth friendly diets is shown in this editorial in The Guardian. Animal based products account for 57% of greenhouse gas emissions compared to 29% for food from plants. An outsize meat and dairy industry accounts for about 15% of the world's greenhouse gas emissions according to UN message in 2021. Mr. Dimpleby is Britain's food minister. He says a 30% reduction in meat eating would make it possible to have sustainable land use in Britain. The Guardian says high income countries are eating double the meat, poultry and fish products that they should be eating for living within the planetary sustainable living boundaries- that is to have no net environmental damage. Go back to the periods before 1600 and European, American, high income countries consumption of animal based foods was a fraction of what it is today.  A new legal regime is seen as a fair, just and sustainable living oriented solution. The Netherlands is doing just this to reduce the size of its large animal and dairy industry as a step towards more sustainable living and planet. It is not easy to convince farmers yet the public supports such a move. With the fires, floods and drought in Europe there is increasing awareness that action needs to be taken even where it is difficult.  ...

In a two and half hour news conference prime minister Li Keqiang of China gives some insights into the new thinking of China's leadership on issues of trade with the U.S.,charges made against Huawei, and handling China's slowing economy. On Huawei or Chinese tech companies conducting spying for the Chinese government Li Keqiang stated: This is not consistent with Chinese law. This is not how China behaves, We do not do that and will not do that in the future." To tackle the slowing economy Li said the government is reducing taxes and cutting interest rates and the money banks are required to hold as reserves. By reducing expenditures the government will save 1 trillion yuan ($148 billion, collecting higher dividends from state firms, and retrieving unspent state funds allocated earlier. The purpose Li repeatedly emphasized is to free up credit to help private companies and prevent "layoff waves." On the trade issues with the U.S. Li believes it is not possible to uncouple the two countries economies, and said he expected the trade talks to lead to a positive outcome. China's national legislature he said passed a new foreign investment law as proof of its commitment to creating a fair environment for foreign companies, including complaint responding mechanisms, transparency in information disclosure and fast followup in issuing regulations that put the law in effect. ...

Much of this report concentrates on big name schools ignoring the facts about student debt and value delivered, and the shifts in perceptions in companies that see big name schools as not necessarily an asset as inthe past. In this new situation looking objectively at value delivered the US state university system is its strongest asset and the state universities offer higher value for local students without the unneeded debt loads of big ticket institutions with a lot of debt overhang, and little additional value. In the end education is about persistence, hard work, grit and determination. A  Kamala Harris at Hastings in San Francisco can do as well or better than someone from the big name schools. After the Supreme Court decision opposing quotas for affirmative action the first results of enrollment by ethnic group and race are mixed and sometimes confusing. Some colleges and universities are seeing the same enrollment and some are moving in opposite directions for ethnic groups and race. This NYT report says if universities can get to a fair enrollment for different groups without racial quotas then these quotas may not be essential to achieve their purpose. Schools are looking at students from rural areas in ways they did not in the past, and trying innovative approaches to building a better America after the pandemic because they think it is the right way. ...

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

US trade deficit of $46 billion with India and DJT call to buy oil and gas from the US, to shift away from purchases of $50 billion of oil from Russia, of 2 million barrels a day. India only imported $1 billion of oil from Russia in 2020 and this is a call from the US to India to stop financing Russia's increasing air attacks on Ukraine in August 2025. For India this oil came at $70 a barrel when prices were around $90-$100 a barrel in 2022-2024. In 2025 oil prices are at $60 a barrel, and even if prices increase to $70 a barrel India can make the shift. US and Germany, the EU, Britain which seek negotiated end to the war in Ukraine will continue to pressure India in 2025. Russia could shift some of the oil to other places but the huge demand from a country India's size will not then be seen as a factor in prolonging the war. India needs to think ahead for the next 20 years and its goal of modernization by 2047 like China has done in 2000-2020. And not get into a nationalistic mode that may not be in the best interests of the Indian people seeing that this may serve the interests of all nations including Russia to phase out this European war. ...

On one hand Chinese environmental officials are aware of the pollution problems in Beijing and Shanghai and other cities. Levels of nitrogen dioxide in Beijing exceed the WHO clean air guidelines by 78%. On the other hand the newly emerging middle class is seeking car ownership, and the local government officials need growth in the car industry to show good GNP and GDP growth numbers on which their performance is judged. Beijing and Shanghai and Anhui province local governments are part owners of some auto companies. About 416,000 people are employed in the Shanghai area auto industry alone and the auto industry in Shanghai pays about 900 millon dollars in taxes, according to government figures. At seven cars per 1000 population car sales are just beginning to take off. And with China's population its clearly not going to be possible to have the same level of ownership as in the US. The same is true for India. This would increase by many times the current demand for crude oil and increase emissions to the point of creating a disaster. And even today because of lax enforcement, and older models on the road, about 40% of vehicles in Beijing have no pollution controls and the other 60% have varying degrees of pollution controls. Experts say changes to the subsidized oil price policy, refineries that produce cleaner gasoline, policies to build more mass transit which has lagged behind in China as car sales took off (and probably more GNP impact from car plants than mass transit which act as inducement for local officials), and stricter fuel efficiency and auto emissions standards are needed....

Bernanke's speech at the annual Fed Jackson Hole meeting put any future policy action off for the September meeting of the Fed's Open Market Committee, which will meet for 2 days to allow lengthy discussion of issues. He repeated his focus made in earlier statements that other actions are needed to reduce the headwinds facing the U.S., actions other than the Fed's monetary policy. He called for "good, proactive housing policy," which has been a major missing piece in the jigsaw puzzle of the American economy. Specifically, "families with mortgage debt bigger than the value of their homes facing unusual financial hardship which is also hurting the banks." Martin Feldstein and other experts have repeatedly called for action to help homeowners under water since the mortgage financial crisis hit in 2008. And the government's response has been tepid at best. Most evaluations of the Home Affordable Modification program and other programs to help prevent foreclosures consider them a serious failure of the Obama administration. Higher unemployment has only increased the urgency for government action in this area and good proposals were made by Feldstein and other experts. On the deficit and debt issues Bernanke would like to see debt to GDP ratios "at least stable, or preferably, declining over time." He also cautions that this be done bearing in mind "the fragility of the current economic recovery." He says his estimate for the U.S. economy's growth rate is 0.7% annual rate for the second half, and 'looks likely to improve." His prediction is for inflation to settle at around 2%. His main concern is that the there will be "an erosion of skills and loss of attachment to the labor force" for the long term unemployed....

Bernie Sanders with 46% of the delegates, 13.4 million votes, 22 states, and many of the young people in the U.S. behind him, told a news reporter at his home in the final sprint two weeks before the election- he plans to see the major planks of the Democratic platform implemented. He said Clinton is progressive on a number of issues, but the platform is more progressive with upward mobility a critical concern. Sanders played a critical role in shaping the platform. He says he opposes someone from Wall Street in positions of Treasury Secretary, Trade Representative, and will make known his views who would be best in these positions, including Attorney General. Sanders is supported in the Senate by Senators Sherrod Brown, Jeff Merkley, and Elizabeth Warren. Warren has campaigned with Hillary Clinton in New Hampshire, and both support minimum wage, women's rights. WIth a win for Democrats in the Senate Sanders will become either the chairman of the Budget Committee, or with his preference chairman of the Health, Education, Labor and Pensions Committee. His main goal now is to see key economic Cabinet positions that affect upward mobility, intergenerational mobility, which is damaged today for the middle and working class, go to persons who would do the most to improve it.  ...

This is why says Bair that Trump is at ease in being a onetime Democrat, now Republican, sometime liberal and sometimes conservative, and can appeal to people in different ways that would be impossible for most politicians, even people on opposite sides for different reasons. U.S. bank Wells Fargo is paying $175 million in a settlement with the Justice Department for "systemic discrimination" in mortgage lending to Blacks and Hispanics. The lawsuit was originally filed by the city of Baltimore over violations of fair lending laws. The Justice Department started its own investigation following the lawsuit. The Justice Department said 4500 black and Hispanic homeowners in the Baltimore and Washington region were targets of loans at unfavorable rates and excessie fees. Federal officials described this as a pattern of unfair lending practices that spanned 36 states and 34,000 minority customers over 5 years. As part of the settlement Wells Fargo is providing $50 million to Washington, Baltimore and six other metropolitan regions to help residents make down payments on new homes. Separately Wells Fargo in its settlement with the city of Baltimore, will provide $3 million in homeowner assistance to residents, and make $125 million in lower cost loans to low and moderate income people for the next 5 years....

A letter sent by a Conservative member of parliament Heaton-Harris to universities in Britain suggesting that there was something wrong about the way universities have supported the European Union has created an uproar in Britain. A former Conservative chairman Christopher Patten, who is chancellor of Oxford University called this an "extraordianry example of outrageous and foolish behaviour." Others called it a sign of McCarthyism in Britain. It also goes to show how tense the situation has become in Britain, with the Daily Mail newspaper that supports Brexit's anti-immigrant stance adding to the tension with its coverage. Even Governor of the Bank of England, Mark Carney has not come out unscathed,  with some Conservative lawmakers calling him "enemy of Brexit."

Germany has 60.4 million people who can vote in the upcoming September 26 parliamentary elections. Of this more than half are over age 50 years. This is part of a demographic change in Germany with falling population, more deaths than births in the country. As a result German voting population is getting older and smaller, 1.3 million smaller this time than in the last election. In 1987 23% of voters were under age 30 years, in 2021 this is down to 15%. For older voters in 1987 26% of voters were over age 60 years, in 2021 this is up to 38%. Older voters also have higher turnout of about 81% compared to voters age 21 to 24 years at 67% turnout. Older voters had a strong party affiliation early in their life says one polling expert for Infratest. Older voters tend to vote mostly for SPD or CDU the two main parties. The far right and far left parties have support in East Germany's 12.5 million population out of 82.5 million in Germany. CDU gets its vote from workers with higher than median income, and SPD from voters at the median income. Greens are supported by higher income groups.   ...

This report from Jerusalem in The Times says Mr. Lieberman's opposition to the influence of ultra-orthodox parties in the Netanyahu government is likely to result in the end of the Netanyahu government. Mr. Lieberman's party is gaining popularity and could be the difference in this weeks election in Israel. Mr. Lieberman helped Netanyahu to come to power in Israel and was part of his Likud Party till he broke away to form his own party in 1998. Before this he served as defense minister in Netanyahu's government. Lieberman emigrated from the former Soviet Union in 1978 at the age of 20. His party has the support mostly of former pensioners from the Soviet Union. His main aim is to have influence in any new government, not be prime minister. Over the years Netanyahu and Lieberman have moved apart.  Lieberman hopes to regain influence in new Blue and White unity government with Likud. This is unlikely as the newly formed Blue and White party started as an alternative to Mr. Netanyahu after criticism of  Mr. Netanyahu's policies and an investigation underway.   ...

There is a two week period before the 25% tariff on steel coming into the U.S. goes into effect. This gives time for Canada, Mexico, the EU, Japan and other countries to come up with offers to negotiate or as with the EU come up with its own plan to put tariffs on some American goods. An exemption for Canada is supported by the United Steel Workers Union, as many American companies make steel across the borders. Canada sends the most steel and aluminium to the U.S. With the departure of Gary Cohn as economic advisor, Mr. Lighthizer, the U.S. Trade Representative who pushed for the tariff plan becomes a trusted advisor to the President. Lighthizer is to be seen in Lyrarc pages as having consistently supported fair trade and protecting U.S. workers in these situations since his work in the Reagan administration. The other advisors who are ascendent are Peter Navarro, a trade expert, and Wilbur Ross, the Commerce Secretary. Ross is an experienced business veteran in consolidation of steel and auto parts companies, who pushed for a moderate position to renegotiate NAFTA and convinced president Trump to pursue renegotiation instead of rejecting NAFTA following calls from president Nieto of Mexico and Trudeau of Canada. ...

In this changed scenario China will be moving to produce more advanced technological products, as it shifts away from lower end products. A women's rights advocate, and mayor of Seoul, South Korea, and one who as a lawyer was active in defending women's rights against harassment, is found dead. This happened 2 days after a former secretary who joined his office in 2017 filed a complaint at a police precinct about sexual harassment. Park Won-Soon was mayor of Seoul since 2011 and led the fight against the coronavirus. He had also fought for civil rights with the ruling party leaders in the struggle against the dictatorship in the 1980's.  The city of Seoul was in shock after it became apparent that Park had killed himself. South Korean president Roh Moo-hyun took his life in 2009 after the state prosecutors began investigating corruption allegations against his family. Culture in South Korea and Japan is changing from a long history and tradition of male dominant society as women assert rights to equality under the law and fair treatment at work. This is an unusual twist to the story as Park was actually one of the people initiating and supporting constructive change, and is the reason it has led to mourning in South Korea for the loss of Park Won-Soon.  ...

He originally wanted to become a scientist inventing new things. Today he uses his science degree every single day, as its all about crystals, says Muret, who is the main chef at a large chocolate maker, Godiva. His view is that chefs are all the time decomposing food and recomposing it as they see fit using creative ways and ideas. He says chocolate is a very difficult material, and it takes sometimes as long as 12 months to get one product right. One deals with temperatures and time and half a degree Fahrenheit is what the fluctuation allowed is. Here he describes a typical day at a chocolate maker and days when he gets creative, passionate about a creation, putting everything aside. Other days at a satellite kitchen in New York, or in Brussels talking about new chocolates for Christmas 2020. ...
