Mr. Macron was part of the tough negotiations for the European trillion dollar stimulus, for a recent all night EU negotiation, and involved in Brexit talks. He met with Charles Michel of the European Council and Ursula Leyen, head of the European Union. All or most of these leaders will now have to self isolate. Mr. Macron wore a mask during the entire period and was careful not to shake hands.

This NYT report by Patrick Kingsley shows how the hopes for peace with Kurds in Turkey under the Erdogan government have faded. By 2015 peace talks faltered with Kurdish separatist groups. Kingsley's report shows towns such as Sirnak and Cizre in the southeastern part of Turkey are now ghost towns after government troops and tanks moved in. This means that Turkey not only has about 3 million refugees from Syria and Iraq fleeing the war there, but also large numbers of refugees in Kurdish areas inside Turkey. Added to this are the tensions between the party of prime minister Erdogan and the opposition, following a crackdown and as the referendum for granting new powers to the presidency under Mr. Erdogan approaches.

It took 75 years for a British prime minister to visit Gandhi Ashram on the banks of the Sabarmati river in Ahmedabad. George Bernard Shaw, the English writer, in a handwritten note at the Nehru museum in Allahabad after meeting Gandhi says "ask somebody 100 years hence" about Gandhi's contribution to the world. Today it is more clearer than ever. Mohandas Gandhi wrote Hind Swaraj on a ship from South Africa to London in 1910 after negotiating with the British government on behalf of Indians in South Africa. In 1915 Gandhi returned to India and used his savings to buy 110 acres of land for the ashram on the banks of the river Sabarmati in Ahmedabad. By 1923 Gandhi was questioning the expenditures of the British government that did little for the development of the country and a budget that was focused on military expenditures, in his magazine Young India, with nothing for developing the country except for railways and transport. Gandhi launched his non cooperation movement for self-rule or Swaraj from the Ashram. By 1937 elections were held and the first provincial assemblies were set up in an experiment for self-rule. In 1930 the Salt March for noncooperation in the British salt monopoly, salt seen as the common man's right, was launched from the Ashram. In 1942 the Quit India movement was launched in the middle of World War II. In 1945 after Labour party's Clement Atlee won the election in a landslide against Winston Churchill the path opened for Britain to start negotiations with Gandhi for independence. In 1947 India was free. Why 75 years for a British prime minister? Much of the period after 1950's was lost in the recovery from partition, wars on Kashmir, China's entry into Tibet and the invasion of India. The non aligned movement under Nehru and Indira Gandhi and successor governments to 2000 appearing more as voicing a grievance for being left out led to an ambivalence of the US and UK towards India, and reflected a period when India was small in economic terms and lacked the opportunity to find its place in the world as a country with the largest population in the world. Which today with with Bangladesh and Indonesia sharing a common history of Hinduism and Buddhism represents 1.6 billion people. In the Nehru home museum in Allahabad there is a hand written note by British writer George Bernard Shaw who visited India and the Nehru home. It says it would take maybe 100 years before the world realized the significance of what Gandhi had done and only at that time would the world truly understand Mr. Gandhi. Mr. Boris Johnson's effort to make up for 75 years that went by without UK prime minister's visit to Gandhi Ashram in Ahmedabad is one such moment that George Bernard Shaw had seen coming.  George Bernard Shaw's handwritten not at the Nehru Museum in Allahabad says- "What is the place of Mahatma Gandhi in political philosophy? This piece in the DW.com describes the error made by Andrea Leadsom in her interview with the Times, saying that she was better qualified than Theresa May for leadership of the Conservative Party and the post of prime minister because she had children. Leadsom's error was compounded by the comments made by May that she regretted being childless. The comments were in the media for days and led to negative perception of Ms. Leadsom. Leadsom called for a retraction by the Times but the Times had already recorded her comments, making the whole affair appear to be a mistake by Leadsom, even a  bit stupid. Leadsom's efforts to embellish her resume about investment banking experience had already raised questions.With Boris Johnson supporting Leadsom this has proved Johnson, Gove and other Brexit leaders as lacking credibility. Therea May is now left with the difficult task of negotiating Brexit, but at least says most of the European media and media in Germany, May is not a fanatic, and Brexit is in the hands of a responsible politician who never supported Brexit. ...

Spain's 2015 general election leads to the likelihood of a coalition from the centre right or the centre left parties. The conservative Partido Popular lost its parliamentary majority and won 123 seats as the largest party in the new parliament. The centre right have 163 seats, the centre left have 159 seats, leading to an inconclusive result with both sides seeking to form a new coalition government. Years of austerity policies under prime minister Rajoy and high unemployment of about 20% hurt the ruling party, even though the economy has recovered from the worst effects of the housing crisis and is growing at 3%.

Judicial interpretation of India's Constitution enables upward mobility, building the infrastructure that supports upward mobility without leakage of funds, and world social justice, says Chief Justice of India's Supreme Court D.Y. Chandrachud. He was giving the Nani Palkhivala Memorial Lecture in Mumbai.  Prime minister Modi could not pursue India's rapid development program to benefit all parts of society without the help of the Supreme Court in interpreting the Constitution in a way that supports India's development. "The identity of the Indian Constitution has evolved through the interaction of Indian citizens with the Constitution and has been accompanied by judicial interpretation... If you look at the Constitution, it does not favor unbounded economic liberalism. Rather, our Constitution seeks to find the right balance. When individuals can exercize their liberties and to be fairly rewarded for their efforts, then economic justice becomes one of the many inter-related dimensions of life. Ultimately, we share common faiths and destinies to the point that development of each individual fosters social justice in the entire world." "The basic structure doctrine of India's Constitution is that it guides and gives certain direction to its interpreters and implementers, when the path is convoluted. The craftsmanship of a judge lies in interpreting the text of the Constitution with the changing times while keeping its soul intact." This happened when Nani Palkhivala presented the idea before the Supreme Court in 1973 against prime minister Indira Gandhi's Emergency rule that parliament had limits to its powers when it came to amending the Constitution if by amending it the amendment would destroy the spirit of the Constitution or its basic idea. This includes freedom of expression, rule of law, separation of powers, freedoms guaranteed to all citizens. The amending power is limited and cannot be turned into an absolute power. Another way of looking at it is that parliament itself is organized by statutory authority. And it cannot destroy or dismantle the very basic features of the law (the Constitution) that created it in the first place.     ...

Prime minister Modi's address in Hindi to the nation on May 12 on "Atman Nirbhar Bharat" (self reliant India) as India looks ahead to a situation beyond the coronavirus. What would the economy look like as India moves forward? He says the emphasis will be on planning for the need for land, labor, liquidity, and laws to develop the Indian economy. A bold package of economic action for an investment of 20 lakh crore rupees or $280 billion was announced with details to be provided later. The basic philosophy of the next move forward was what the prime minister concentrated his speech on. Modi says there are 5 pillars for the Atman Nirbhar Bharat, or Self Reliant India. The first action not to go for incremental change- go instead for a quantum leap, be bold. This applies to both technology and investment and creating an environment where results can be achieved. Second action to make the kind of infrastructure that would set a new standard in the world. Third a "sabhi ke sapno ke aadhar," taking everyone along, be technology driven. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. Attracting large investments in India and other reliable partners in a new supply chain that shifts out of China are part of the Biden plan working together with Japan and South Korea. Investments directly into the US are also part of the same plan. Gina Raimondo US Commerce Minister says- "I would say, especially as businesses are beginning to increasingly look for alternatives to China, the countries in the Indo-Pacific Framework will be more reliable partners for US businesses." US National Security Advisor Jake Sullivan says the IPEF is intended to boost US manufacturing. By boosting US manufacturing and technological advancement with investments inside the US that directly benefit American workers and families the IPEF will serve the US and the free world in ways that will shape the coming decades to 2030 and 2040. With investments in the US will come investments in India as a reliable manufacturing partner to replace China by 2030 is envisioned by Jake Sullivan and president Biden. ...

Modi's visit to Moscow and Vienna could be symbolic in setting the stage for a Ukraine peace settlement. Here is why- Austria was occupied by the western powers and the Soviets in 1945. By 1955 Austria sought to become a free country free of occupation zones. It offered its neutrality and asked Indian prime minister Nehru to convey this to the Soviets. Nehru was seen by Austrians as the only person in international affairs who could talk to the Soviets about Austrian neutrality to end occupation. Nehru and his ambassador to Moscow Menon met with Austrian officials. When Russian foreign minister Molotov was approached on the Austrian neutrality proposal by Menon in Moscow Molotov said such neturality could be revoked, Russia needed better assurances. It was the death of Stalin in 1953 that led to the Russian position changing and relaxing its occupation of Austria. Bruno Kreisky, Austrian prime minister, says in his memoirs that the name of Nehru will forever be connected to Austrian neutrality and independence. This led to an independent Austria being formed in July 1955. As Austria accepted entry into the European Union in 1995 and identified with US and EU this part of its history is now forgotten. So it is again that Indira Gandhi in 1983 and Narendra Modi in 2024 visit Vienna. In 2024 Modi can be seen as the only person in international affairs who could take the message of a peace settlement in Ukraine to Russia. For this reason and because of India's call that the war cannot be settled on the battlefield that Modi is stepping into the role that Nehru played in 1955, even though this role is in its early stages. This shows the relationship with Russia has meaning for Europe even as India sees itself as a partner of the US and Europe and Japan. As in 1953 the results are not there, yet as in 1953 this and a changing world situation could finally lead toa breakthrough in this war in Ukraine.   ...

Robert Mueller, the special counsel, says the Mueller Report and his investigation into the 2016 presidential election does not exonerate president Trump. If we had exonerated the president we would have said so, said Mueller in a public statement. "If we had confidence the president did not commit a crime we would have said that," Mueller said. He said the constitution of the U.S. does not allow a sitting president to be charged by the special counsel. Because the special counsel office is under the Justice Department and the department policy set the manner of the report, charging the president was not an option he had. The Republican party controls the Senate and the Democrats control the House of Representatives. Any effort by Democrats in the House to impeach the president would fail in the Senate. Democrats and Speaker Pelosi are wary of impeachment proceedings. Mr. Mueller's statement suggests there is also growing discomfort in Congress about taking no action at all that would be construed as exonerating the president for what happened during the presidential election, because it might set improper precedent for the future. This increases the pressure for impeachment proceedings in the House of Representatives from some Democrats for more information to let Congress decide. ...

Italy's budget deficit was brought down to 3% of GDP in 2012 under Mario Monti's government. The cost of austerity measures is a expected economic contraction of 1.8% in 2013, according to OECD and Moody's forecasts. There is intense opposition in Italy to the 4 billion euro property tax. The right wing parties under Berlusconi have called for this tax to be cancelled and reimbursing of 2012 payments. Italy's 2013 budget also assumes a one percentage point increase in the value added tax rate, a 4 billion euro additional tax. The new prime minister of a technocratic government, Enrico Letta, faces a delicate balancing act to keep the coalition of the right and left parties together, and still keep the confidence of the EU that Italy will control its deficit. The OECD expects the deficit to grow by half a percentage point in 2013-2014 as steps are taken to promote economc growth.

Naoto Kan becomes Japan's new Prime Minister after the resignation of Hatoyama and his entire cabinet. Kan was a civil rights activist and was actively involved at the grass roots level. He is also known to have tried to control the bureaucrats and civil servants who have tended to be secretive and distanced from public opinion. As Health Minister in the mid 1990's, he exposed his own ministry for using blood tainted with HIV. He was deputy prime minister in the Hatoyama administration which lasted only 8 months.

Norihiro Kato, a professor at Waseda University, describes the change of heart of former prime minister and LDP leader, Junichiro Koizumi, after visitng a nuclear waste facility in Finland. Koizumi who supported nuclear power for Japan has now come out in opposition to dependence on nuclear power. Kato presents the idea of a post-growth phase for Japan in which nuclear power is phased out, as is being done in Germany. The idea being that Japan does not strive for a return of an earlier period of growth but looks to creating a new future that is different from the past.

Ed Miliband, leader of the Labor party, tells British prime minister Cameron in parliament on Dec. 12, 2011: "It's not a veto when the thing you wanted to stop goes ahead without you. That's called losing.That's called being defeated. That's called letting Britain down." Miliband was asking what purpose was being served, when it was expected that the European Union leaders were unlikely to provide Britain with safeguards for its financial industry, and when Britain has actually led the way in calling for stricter capital reserve requirements than Basel III standards accepted in Europe. Mahathir Mohamed 92, wins the 2018 general elections in Malaysia with a commanding majority, leading to the fall of the government of prime minister Najib Razak. Razak led the United Malay National Organization UMNO after Mahathir Mohamed's departure from politics.  Unlike Mahathir, Najib was not fluent in Malay, was educated at top British schools and unable to connect freely with the Malay popular base. His main connnection was through his father Tun Abdul Razak who was the second prime minister of Malaysia. The United Malay National Organization serves the interests of the Malay people in the country. After decades in government the party has deteriorated and is now steeped in patronage, with the corruption in the Najib government leading to the 1MDB money laundering scandal. This led to the return of Mahathir Mohamed to politics to cleanup the government.  For several years the Najib government was seen as acting with impunity following the 1MDB revelations of corruption which were investigated by prosecutors in Malaysia and the Justice Department in the U.S. The Attorney General of Malaysia was fired for his investigation by Najib Razak, leading to the return of Mahathir Mohamed to politics and the elections of 2018. The investigations into the 1MDB scandal are now likely to proceed as this has aroused popular sentiment in Malaysia for clean government. ...

Kozo Yamamoto joined the Finance Ministry in 1971, and is serving his sixth term as member of Japan's parliament. Since 2011 Yamamoto has convinced Abe, a colleague in parliament, about the need for reflationist policies now called Abenomics. This helped Abe make a comeback win for the prime minister's position for a second time. Yamamoto led the study group that convinced Abe of the need to delay the second increase in the consumption tax to 2017, and a 3 trillion yen stimulus package to encourage household spending, following the economy's fallback into a recession in Nov. 2014. He says it was important to not add to the headwinds the economy is facing. Yamamoto does not fall into the conservative mold of people from the Finance Ministry, as he takes tango lessons, is interested in fine pottery, and in Italian cooking. He has called bureaucrats in the ministry and central bankers "feckless" and "defiant," after years of questioning them in parliament and demanding reflationist policies. With the snap election in December 2014 the Abe led LDP is taking on the conservative Finance Ministry officials, who have insisted on sticking with the old timetable for the tax increase, regardless of the headwinds and slowing exports....

The dismal record for privatization in Britain is the subject of this editorial in The Guardian. Privatisation under prime ministers Thatcher happened for water, train services, telecom, gas, electricity. After three decades one is able to see the results falling way short of what was promised or intended.  The Guardian says owners and politicians have created a mess of a system with shoddy service naked profiteering, and a complete lack of ownership. 

It says that during the rail strike for wages higher than the 3% on offer when inflation is up by 8% in Britain the government has shown a complete lack of ownership of the issues facing the users of public transport and the workers providing the vital service. Yet says The Guardian the government  not only owns the company that owns the tracks, tunnels and signals, but is also the  paymaster for all the train operators.

The national picture for Labor would include Scotland which is where Labor has roots. John Smith of Argyll and Butte in Scotland was elected Labor leader in 1992 and Leader of the Opposition in the British parliament. His untimely death in 1994 from an heart attack deprived Britain of a Labor prime minister from Scotland. Smith was able to get enthusiastic support of Scottish voters. It is this Smith period that Labor aspires to as it seeks to widen its lead of nine points over the Conservative party to be confident of getting an overall majority in parliament.

In 1997 a young Tony Blair of Labor who succeeded Smith won the general election. Blair setup the Scottish parliament not convened since 1707, starting a new chapter in Scottish history. In 2007 the Scottish National Party with Alex Salmond and Nicola Sturgeon formed a new government which is losing the confidence of Scottish voters with the cost of living crisis.

Supporters of prime minister Netanyahu's judicial overhaul in Israel say there is an overreach by the Supreme Court and it has struck down laws passed in parliament. Opponents of the judicial overhaul say the changes would give the government control of a nine member committee that appoints Supreme Court judges. A simple majority of 61 would make it possible to override decisions of the Supreme Court. At the heart of this struggle is the vision of a secular and pluralist state from the time of its founding by Europeans opposed to a religious and nationalist Israel represented by Netanyahu.

The protests may have begun a new trend that in which parts of the religious right see that things have gone too far too fast for such changes. And the need for new ideas to get a better life for all Israelis without the constant elections and legal battles, the focus on cultural differences of the Netanyahu period.

At a joint press conference with French, Romanian and Moldovan foreign ministers German Foreign Minister Annalena Baerbock announces 695 million euros of aid to Moldova as it deals with refugees from Ukraine. Out of about 4.2 million refugees that fled Ukraine 2.4 million went to Poland, and 1.8 million refugees to Romania, Moldova and Hungary. Moldova is one of the poorest countries in the region and is struggling to cope with the refugee influx which is the highest per capita refugees. "We have your back," Baerbock told the Moldovan prime minister Natalia Gavrilita. It's just the "kick off point for a long term continuous support platform for Moldova," said Baerbock. Gavrilita formally signed an application for accession of Moldova to the European Union shortly after the Russian invasion.

Moldova a country with 2.7 million people is dealing with an influx of 400,000 refugees. About 100,000 have decided to stay.

British MP and former minister in the Tory government resigns in a lobbying scandal for violating British parliamentary standards on lobbying. This report in The Guardian says he was found to have lobbied the government on behalf of two companies that were paying him over 100,000 pounds a year. Boris Johnson, Britain's prime minister initially supported Patterson but lacking support in parliament and with a backlash from his party's MP's decided to let parliamentary standards authority decide on Mr. Patterson's future. Lobbying in the US and Britain has resulted in a distortion of the national priorities. This is particularly true of the US where priorities in health care and providing access to reasonably priced pharmaceuticals, climate change shift away from fossil fuels, regulation of the internet companies, worker wages, and other issues critical to building a healthy nation are neglected with lobbying for support of members of Congress. ...

Prime minister Boris Johnson outlines his plans for 2021 in the Queens Speech in May 2021. Johnson pledges to seize the opportunity coming from the "extraordinary spirit" with which the British people had faced the corona virus pandemic. He called it "an historic opportunity to change things for the better, level up opportunities across the whole of the UK and address the whole of the problems that have constrained us far too often before." By this he said  he referred to the deep wells of kindness, ingenuity and resourcefulness that exist in each village, town and city in the UK. The government's task will be to unleash that potential.

Jeremy Hunt, a Tory MP and former Health Secretary said that the government needed to address the problem of social care and the catastrophically high care costs that are hitting one family in ten in the United Kingdom.

The first reading of the bill to stop no-deal Brexit clears the House of Commons in Britain with a vote of 329 to 300. This rebuffs prime minister Boris Johnson's plan to push Brexit through by stealth and at any cost by October 31. The bill will delay this to Jan. 2020, and set the stage for a no confidence motion in the minority government of Mr. Boris Johnson.

It now prepares Britain for general elections as early as October with Johnson hoping to unite theBrexit faction, but facing a possible backlash from Conservative moderates, and facing also the lack of support from UKIP Party's Nigel Farage. It is a very different Brexit campaign in very different circumstances than the one that was able to win in the last referendum. It also poses a challenge for Labour party to get its message across about living standards and economic opportunity for all, better than it has before.
