Haberman and Thrush of the NYT provide an account of what happened at the White House when U.S. president Trump met privately with Chuck Schumer and Nancy Pelosi to work out a deal on the Dreamers, or Deferred Action for Childhood Arrivals, called DACA, that under president Obama allowed 800,000 young immigrants to stay in the country. President Trump had earlier said he would reverse DACA. DACA was setup under an executive order by president Obama in 2012 to allow immigrant children brought in under the age of 16 to stay in the country, with maximum age 30. In 2014 a second executive order by president Obama expanded this to include children under the age of 18, with no maximum age. Both executive orders were opposed by Republicans. In the meeting Chuck Schumer answered Trump's question on delaying or changing Trump's mind on DACA, "what's in it for me?"  Schumer said Democrats would work with Trump on new legislation on border security, but not on funding for a border wall. Trump agreed to work on a deal, including no deportations for a six month period. After different back and forth in the media, typical of the politics in immigration issues, the president says he is ready to work out a deal on DACA, if the Democrats work with him on toughening border security. Both Democrats and Republicans in Congress now agree that steps have to be taken on border security in stages. ...

Pam Bondi, US Attorney General gives a vigorous defense of the DJT administration and the president in hearings before the Senate Judiciary Committee. She tells US senators it was Democrats who politicized the Justice Department first. And Bondi defended the hard work of the administration in fighting illegal immigration and violent crime. In 5 hours of exchanges she answered Senators on the other side- “Don’t you ever challenge my integrity.” “I have abided by every ethical standard. Do not question my ability to be fair and impartial as attorney general.” She told Senator Durbin of Illinois when asked about the sending of the National Guard to Chicago- “I wish you loved Chicago as much as you hate President Trump." Senator Graham of South Carolina, and Senator Grassley of Iowa who is the chairman of the Judiciary Committee, asked Bondi why the Jack Smith investigation into Trump under president Biden had looked at phone calls made by Senator Graham and by Senator Josh Hawley of Missouri, both Republicans. Graham asked Bondi: “Can you tell me why my phone records were sought by the Jack Smith agents? Why did they ask to know who I called?” Grassley called this an "outrage" and an "unconstitutional breach." At the same time FBI Director Kash Patel said on X that he had fired "those who had acted unethically" in this situation. These exchanges show the mood of the Nation and the people as the National Guard heads to Chicago in September 2025 to reduce violent crime and tackle illegal immigration.     ...

India's Ministry of External Affairs says both sides have agreed to de-escalate in the border dispute involving Bhutan, India and China. This happened after discussions between Indian and Chinese diplomats. "Expeditious disengagement of border personnel at the face-off site at Doklam has been agreed to and is on-going," according to the Ministry of External Affairs statement. The dispute began when China began work on a motorable road in the Doklam plateau which provides entry into India's northern plains.

The Tory plan to abolish the Financial Services Authority will not go through under the new Liberal-Conservative coalition. The plan now is to give the Bank of England responsibility for banks and financial institutions that are big enough to create systemic risk and to oversee financial regulation. The coalition partners support a levy on banks to act as a buffer in future crises, and favor restricting bank bonuses. The Conservatives would tax bank size, and the Liberals would tax bank profits, but both share the goal of raising 1 billion pounds in this way. Vince Cable, Liberal Democrat party's Treasury person will now be business secretary at Treasury, and he favors breaking up the biggest banks, shrinking banks and separating retail and investment banking activities. This could happen under the new coalition, but it is likely to be preceded with some commission asked to look into it. The Liberals like to see less focus on London for the markets and banks owned by their customers as far as possible....

Brazilian central banker Fraga offers his views on the debt crises and high unemployment facing the eurozone and the U.S. He says that a system where losers don't pay or have the rules set in a way that they don't pay is both inefficient and extremely unfair. This is something that people don't accept for long. About markets he says they operate well when the regulatory system is working well, with both going together. On business cycles he points out that there is no way to get rid of the business cycle or the downswing and just have the upswing only- this just ends up being a delusion.

Karishma Vaswani of the BBC points out that the Trump administration tariffs and the response from China with tariffs of its own, are not the beginning of a trade war but negotiating tactics of both sides. Behind the scenes and behind the declarations and position statements both sides are talking to each other and considering the options open to each. The U.S. position is that China has emerged with a bigger share of the global economy by dumping products, subsidizing its industries from solar panels to high tech ventures, and stealing American technology by forcing U.S. firms into joint ventures that increase pass through of advanced technology. U.S. firms seeking access to the Chinese market or using China as a manufacturing base such as Boeing, Apple, GE and other high tech companies are in ventures or manufacturing arrangements where China has access to advanced American technology. Nathaniel Taplin in his article in the WSJ also sees this as a negotiating position set out in the U.S. for talks with China. Taplin says the U.S. is in a stronger position in this negotiation because of the huge surplus of about $300 billion that China now has with the U.S., and which is increasing in 2018 with the strength of the dollar. The Trump administration is looking to correct the trade imbalance in the future by focussing on China's access to advanced U.S. technologies in the next phase of competition between the U.S., Europe and China. This limited objective is more likely to lead to concessions by China Taplin argues, because of two reasons. China needs the dynamism of U.S. firms and technology advances because these firms and Chinese firms that are getting foreign investment are the most productive part of the Chinese economy with jobs generated, rate of return about twice that of inefficient state run firms. China also needs access to advanced U.S. and European technologies even in a limited form as it pursues further modernization.   ...

To help growth in the present situation of the pandemic the U.S. central bank is adopting a new policy of letting inflation float above 2%. Interest rates will be kept low for a longer period to support jobs and growth. Jerome Powell the head of the Federal Reserve announced the new policy.  Powell is mainly concerned about jobs. He sees a lot of difficulty in the services sector as jobs are lost. It will take time for this sector to recover. This is "a strategy where undershoots are not forgotten" Powell told the Jackson Hole gathering, meaning that the Fed in contrast to current policy will adopt a strategy of staying with a goal of full employment till the people who are lagging behind in regaining employment are back on the boat with the rest. In the past these people were left to fend for themselves, even when the loss of work was due to no fault of their own- crises from banks overlending and losing money as in 2009, or today because of a virus from Wuhan.  This is the part of economic policy that resonates in the country today and it shows that the Fed is on board in the effort to revive the American economy putting the people first as in the early years after the second world war when national unity prevailed under both Truman and Eisenhower. Powell uses both economic jargon about "a long tail" and common sense language in a way few central bank presidents have in America. He says the Fed is looking at "a long tail of a couple of years at least" during which he says the Fed will "stay with these people, the millions of people still looking for work." No mathematical formulas will be used. Just plain common sense and putting the people of America first, which is just what is needed. Mathematical economics have taken America nowhere. ...

Two law school professors at Fordham University, Kysar and Sugin, say the Republican tax bill is extreme because it was not based on working with Democrats. As a result not a single Democrat supported this tax legislation. The problem- when the Republicans lose their majority in Congress- a serious possibility after the loss in a Senate race in deep red state Alabama- the whole issue of tax legislation would come up again. This is not without precedent as the Democrats won the presidential election in 2008 and Republicans made a sweeping victory in Congress in 2010.This is why Senators Casey and Wyden (Democrats) and Orrin Hatch (Republican) head of the Finance Committee stated on the floor of the Senate on Dec. 19, 2017, that the next time and in future both parties need to engage in real discussion on taxes. The lack of serious discussion on the health care bill passed by Obama in 2008 has created some of the same problems today that this tax bill passed in a similar way without discussion with the other party is likely to face by 2019. No one needs to look further to realize that the political system is failing in its job of grappling and solving the nation's problems. Kysar and Sugin say this bill is like the 1981 tax cuts skewed towards high income Americans which failed to generate economic growth as intended an led to a swift reversal with tax increases in 1982 and years that followed in 1983, 1984. President Obama failed to address tax reform after appointing the Bowles Commission and not taking up its recommendations to reduce deductions. Another effort at changing the system was made without serious debate, a kind of Republican response to the way Democrats passed the Affordable Care healthcare bill in 2008. Real changes to update the tax laws may be put off till both parties can wrap their hands around the problem together. ...

After the failure of 3 prime ministers selected by president Macron to form a functioning government and pass the Budget in 2025, it looks increasingly apparent that Macron has failed as president in 2025. He has hung on to power through one protest after another, yet has failed to bring together people with a plan to improve the living standards of the French people from all sectors and parts of society, including the lower income groups and rural parts of the country. France has become more fractured politically than ever under Macron, with the result that no one or two parties can form a viable government with enough support in parliament. Macron started out as Minister for the Economy under Socialist president Hollande, but never really supported the Socialist party, preferring to branch out on his own seizing a political opportunity to call all other parties part of the old system with a hastily put together Movement of his own. It has managed to win and hold power for nearly a decade for lack of better alternatives, yet today it is clear that this Movement did not have the power that comes from a genuine effort for the improvement of the lives of the people of France from all parts of society and all income groups, and both urban and rural parts of France. It is a missed opportunity for France and a failure of a president who failed to grasp the needs of France and of the French people. It has pitted different sectors and ideas, rural and urban, parts from neglected industrial development and thriving regions, against each other instead of pulling together the country into a coherent whole for improving the lives of the people. Tactical moves replaced a larger sense of strategy and purpose, and personal power replacing the interest of the nation as a whole for all parts of the country. ...

Rich points out that it is not clear whether the ostentatious daily activities at a meeting place the Ristorante Tosca is abad omen for the lobbyists or also for the Obama adminsitration or for both. When asked what projects they wanted to see in Helmand province, ordinary Afghans said they wanted the repair of the main sluice gates that lead to the irrigation canals off the Helmand River. These were built with American aid in the 1950's, and its been 30 years since anyone did any work on that canal. See the link to India and irrigation, only 50% of the land is estimated by experts to be irrigated in India. WIthout irrigation, as the uncertain monsoon rains this year showed, India's agricultural heartland in the Punjab and Haryana would collapse. When other Afghans were asked they mentioned security, they did not want to see the Americans in tents, but in some sort of permanent presence. BUt considering the vast and undeveloped landscape of Afghanistan, one sees several differences from Iraq's insurgent dominated priovince near Baghdad. It has mountainous terrain, with no electricity, no roads, no water, totally desolate in most parts of Helmand and other provinces, and it is a vast country with illiterate people tired of war. Would America's 40,000 troops be enough, or would you need more and more. If McChrystal's strategy shown here is to occupy civilan areas and fight the Taliban, and the Taliban with the help of Pakistan's ISI dissident elements are getting more and more sophisticated with roadside bombs, there will be growing casualties. The Americans could hold their own if there was no outpouring of support because of unpopularity of the Afghan government, but throw that into the equation- something McChrystal has not thought through according to Dexter Filkins of the NYT- and things get muddied. And from his training as a Special Operations commander this is a problem McChrystal is not as well prepared to understand or tackle. Consider the implications if Afghanistan is not Iraq- where Shiites and Aytollah Sistani their spiritual leader formed a core of support that the US always had on its side once it supported a democratically elected government- and no core of support here in Afghanistan except an unpopular government. McChrystal may also not have factored in a key factor of the "allergy" of Afghans to foreign boots on the ground. With a largely illiterate police recruits and army recruits, would the idea of transferring the job become delayed and the American boots end up in an untenable position? See the link to Commander Adams and Khost province, where Adams points out its all about visible evidence of progress. For his 250 paratroopers of the 82nd Airborne this meant delivering on roads built in Khost province, and a spring water system for 12,000 villagers. Here Filkins starts with Afghan villagers asking for the repair of the canal leading to the Helmand river which has not been repaired since the 1950's. McChrystal could only say "it takes time." But the US has been in Afghistan for 8 years and as commader Adams says only fighting "one year wars." The other point Adams says is that an effort in Afghanistan only works by befriending the tribes, because its the tribes who will see that IED's are reported and any insurgents in the area are reported, and only they have the capabilities to do it, which no number of American troops can do. Lopez Obrador takes office as the new president of Mexico and promises a fourth transformation of Mexico after independence from Spain, 19th century reforms separating church and state, 1910 Mexican revolution. Obrador has a majority in both houses of Congress, a first since 1997. DW.com looks at what it means for first Finland, and then Sweden joining NATO. For Finland the invasion of Ukraine where people speak Russian and have close cultural ties comes as a reminder of past history. Under the treaties that ended the war with Napoleon in 1815 after the Congress of Vienna, Finland was given to Russia and Norway wrested from Denmark was given to Sweden. Jens Stoltenberg now head of NATO is a former prime minister of Norway. Russia invaded Finland in 1940, and Germany invaded Norway during that war. As a result there are historical reasons why 62% of Finns support joining NATO.  What this means for NATO- This means NATO's border with Russia will double from 1300 to 2600 kilometres. Finland would be different alone compared to being part of the NATO alliance. For NATO this means 280,000 Finns in its army if mobilized under Finland's compulsory military service would be added to defending the border. Finland already is training with US equipment and training since 2015 and is in a joint defense plan with NATO. Sweden's situation is quite different. It has benefitted from neutrality and never been occupied by any power in the 500 years of European wars for balance of power in the region. In the last 200 years Sweden has acted as a neutral state and stayed out of 2 world wars and other conflicts. For Sweden to join NATO it has to change this historical neutrality and has to be convinced that the invasion of Ukraine and the immense destruction in Ukraine with over 4 million refugees mostly women and children is an event that has changed everything. If Sweden were to join NATO not much could be expected for ground forces as Sweden has a small army. Sweden also has no land border with Russia. Sweden is on the Baltic Sea which is also a border for Russia. Sweden does bring 100 modern fighter aircraft and 8 modern submarines that would secure the Baltic Sea.  If one or both countries were to join NATO this would happen by June and both countries would join NATO immediately after 30 NATO member countries approve this.  ...

German chancellor Merkel is interviewed by DW.com's Max Hofmann as her 16 year period as Germany's leader comes to a close. She discusses immigration to Germany, climate change and other issues. Not discussed are the issues of neglect of infrastructure and failure in preserving upward mobility in Germany society during that period. She is described as a "compromise machine," which she refutes by saying "I'm not a machine, of course, but... a human being." Through compromise she was able to extend the Christian Democrats hold on power for this long. Yet for much of the time she kept the Social Democrats, who were lacking in conviction at the time for real upward mobility, out of power; by compromises that meant she would do just so much not enough on social values. In the end her party the CDU fell to a low of about 22% support of Germans in the 2021 election. The Greens with more conviction and the Social Democrats surpassed the CDU under Baerbock and vice chancellor Scholz. Her achievements came reluctantly in the end in the face of the coronavirus pandemic. This time she put all her convictions and support behind the German and European Union financial package for trillions of euros of support that would enable Europe to get back on its feet after the pandemic's devastation. This may be her singular achievement, long after everything else is forgotten. Yet not one word of this interview talks about this achievement made with the full conviction of both Scholz and Merkel. Scholz and Baerbock will lead a new Social Democrat+ Greens coalition that will finally rebuild Germany along new lines on pillars of social mobility, infrastructure building, and climate change action for the New Germany. Baerbock is just 40 years, and Germany now moves to be run by a new generation so unlike the last in conviction and vision, and more in line with the vision and aspirations after World War II. With both Willy Brandt's vision of the Social Democrats, and the vision of Konrad Adenauer of the Christian Democrats, now carried forward with the help of the Greens Baerbock and the young generation of Germans. ...

As with so much in life too much of anything is bad. Obsession for dealing with inequality without grasping the potential of new technology and people with skills, has hurt both China and India, with both moving to correct this in the last 20 years. Allowing too much inequality disturbs the balance in society damaging democratic processes and creating new dangers for democratic processes.  Today Piketty, and other Western and Asian leaders are presenting the argument for fairer societies principally because this is the only way to generate the kind of cycle for growth seen after the second  world war in the 1940's, 1950's and 1960's  following FDR and Truman, De Gaulle and Adenauer. At some point the curve for growth simply drops with extreme disparities in society- something that happened with disastrous consequences in the history of China and India in the 1500's and the long descent into colonial or semi-colonial rule. That pattern is documented in Adam Smith's Wealth of Nations. And it is a drop no nation or society would want to repeat because of the immense suffering, and the decline of Asian societies in a social and cultural sense, leading to a closed outlook to science in general and knowledge accumulation behaviours based on scientific observation of Nature over the course of the 17th to 19th century.  Some traces of this in the early stages are evident in the US and Europe which is why all well meaning people and people of goodwill for their countries seek a way out of this endless fracturing, the rural-urban divide, the society blind and morally neutral views of tech, and the starving of resources which benefit the broad segments of society for infrastructure, health and education through the misallocation of resources to other places. In the long run what is important is not the long theories which can fail, but to "Just Do," follow good common sense, do the right thing as Modi has done for women in essentials such as water, toilets, cooking gas, digital bank accounts, dignity, safety, access to education. And what Xi is attempting to do for Common Prosperity in China. And what Biden and Scholz are setting out to do in the US and Germany. ...

Following president Trump's decision to increase tariffs on $200 billion of Chinese goods on May 9, 2019, the WSJ looks at the mistakes made by both sides in misjudging each other's negotiating position. Mr. Trump says he is willing to increase the pressure on China by imposing tariffs on all Chinese imports into the U.S. after what he sees as China reneging on its commitments on trade by deleting key sections on enforcement provisions and Chinese legislation for enforcement to take place in the 150 page agreement prepared for both presidents to sign.  Early on in the negotiations between Liu He and Mr. Lighthizer, China misread the thinking on the U.S. side. Chinese thinking was that president Trump's urging for the Federal Reserve to lower rates was a perception sign of the weakening U.S. economy. It also may have misread the extent to which Mr. Trump trusts Mr. Robert Lighthizer, who Mr. Trump respects for winning a good deal with the Japanese in similar situation of Japanese rejection of U.S. demands. Mr. Trump also thinks the U.S. has a strong economy, is the largest world producer of oil, strong economic growth in the last quarter of 2018, is also negotiating better deals with other countries including the ones with Mexico, Canada and South Korea. It is also much less dependent on exports to China, giving it a stronger position with more experienced negotiators. China has whole sectors of its economy dependent on exports to the U.S., and crucial numbers of jobs at stake.  China also misread the signals from its stronger than expected economic growth from stimulus efforts in the last quarter, leading to it staking out a tougher position than the U.S. would accept. The U.S. position was set after decades of waiting for China to change and was unlikely to be affected by any temporary considerations.  As a result the U.S. not anticipating the Chinese response of deleting key sections agreed to in advance from the 150 page written agreement gave a strong response. Mr. Mnuchin who accompanied Lighthizer in talks says Mr. Lighthizer "read them the riot act" to the Chinese side. For the Chinese side the effort now shifted to continuing good faith talks without appearing to back down. ...

The European Recovery Fund package finally gets settled after long negotiations over the weekend. It is settled by lowering the nonrepayable direct aid to countries hardest hit by the pandemic of 500 billion euros the initial target to 390 billion euros. The change was made to meet Dutch demands that are based on right wing parties in Netherlands critical of the deal and upcoming elections in the country. Mr. Rutte of the Netherlands held on to the end. He has been in power for about ten years by following the Dutch mood carefully. This time both Merkel and Macron, both France and Germany supported the 500 billion euro plan for nonrepayable aid to countries particularly in southern Europe that took the brunt of the pandemic- Spain, Italy and Greece. The EU's executive branch will now for first time issue debt on a large scale to fund this nonrepayable aid and additional loans of 360 billion euros. There is also a multiyear EU budget of 1 trillion euros for 2021 to 2027 designed to meet the goals of European recovery. The way the EU is setup a lone holdout or a small country like the Netherlands with the help of two other small countries Denmark and Sweden could hold up the agreement against the interests of the larger nations Germany, France, Italy, Spain, Portugal. Poland and Hungary also strongly supported the 500 billion euro target for nonrepayable aid. The combined population of these countries is about 314 million compared to just 17 million for Netherlands, 10 million for Sweden, and 6 million for Denmark. In addition Merkel has recovered her footing in Germany after the pandemic and most right wing parties in Europe have lost ground during the pandemic. That Mr. Rutte could push this far in the face of the need to show solidarity at a time like this shows weakness in the fabric and structure of the EU, and its rules and organizing charter. Normally a blocking minority would need 4 countries and 35% of the population to block EU proposals supported by the majority. This could be used if the blocking is seen as not in the common interest. In recent years most decision are made with unanimity, but this is one in which solidarity needed to be shown without the long negotiations taking some of the spirit and vigour behind the earlier plan. ...

The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.

Lee, Nicholas and Harris of the WSJ describe the responses being considered by president Obama to Russia's hacking of DNC, and other cyberattacks during the U.S. presidential election. Obama said the goal will be "to send a clear message to Russia or others not to do this to us because we can do stuff to you." He said some of this would be done publicly and other things would be done where the Russians know but not everybody else. Mr. McFaul, a former ambassador to Russia, is cited here saying that declassification of intelligence by president Obama in the remaining weeks in office is needed so that all ambiguity about Russian involvement is removed. Elections are coming up in Germany and France in 2017 and both president Obama and the Republican Congress leadership see the need to prevent any further cyberattacks on the U.S. or Western Europe.

This opinion in the Hindusthan Times points out that prime minister Modi's speech at Kozhikode following a militant attack in Kashmir in September 2016, reflects a long standing policy since the late 1970's of Congress party and BJP or Janata party administrations. The idea is to encourage cross border exchanges to reduce tensions. The emphasis in back channel talks between India and Pakistan also emphasize the idea of CBM, cross border movement. The prime minister of Pakistan, Nawaz Sharif, has also expressed in the past the importance of cross border movement and trade as ways to improve the economies of both countries. The idea of building up trade and increased exchanges between the two countries is supported also by the U.S. and other western countries. The example of Ireland and Northern Ireland where trade and cross border exchanges are considered important by all parties after Brexit, is an example of how important this is.

In the modern age it is important for royals to have a deep awareness of their country's problems. The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

Voters took note of the quality of each candidate, and Democrats were scrappier  in the fight this time around to give a tight result. Voters did not know much of what Mr. Biden had done to cap healthcare costs in midterm elections for 36 governors races and for control of the US Congress. The pocket book issues mattered to voters with sharp increases in the price of oil and groceries, but less so than made out earlier and voters may have grasped the bigger picture.

The quality of candidates mattered and on the Republican side the influence of Mr. Trump in the primaries led to choosing weaker candidates because of their loyalty to Mr. Trump. In the end with a large turnout of voters on both sides the election was much tighter than expected. Democrats in each state did better using their own initiative and effort this time and were much scrappier in the fight for the Governors races and the Senate.

Austrian chancellor Karl Nehammer meets Russian leader Putin for 90 minutes and tells him that he has "lost the war morally" and that "in war both sides are losers." As shown by the World Bank today the Russian economy could be impacted by somewhere between 11% to 25% loss for its economy, for Ukraine the loss would be 45%. For Belarus, Moldova and former soviet republics of Uzbekistan, Tajikistan, Krygyz, the loss to their economies about 30% because the region is interconnected with remittances and other trade impacted. These would be devastating economic losses. The entire region in this part of Europe would be suffering losses. Many of the countries would have to turn to the IMF or the World Bank to remain solvent. One of Russian leader Putin's goals was to build a rival economic bloc from former Soviet republics and regions. Instead the invasion has done just the opposite.
