The deterioration in the Irish banking crisis. An additional 13 billion euros will be needed by Irish banks to pay bad real estate debt, after this round of stress tests in March 2011, according to Ireland's Central Bank. This is on top of the 85 billion euros rescue package after collapse of the banks, and the 10 billion euros given by the EU and the IMF. Some estimates say the cost of the banking bust could reach $140 billion for a country with GDP of $241 billion. Ireland's interest payments on debt are estimated to rise to 13% of government revenues by 2012. Serious calls are being made for bondholders to share in the losses as the crisi escalates. Daniel Gros, Director of the Center of European Policy Studies, says policymakers in Europe saw the experience of Lehman Brothers and do not want to see a repeat of that experience at any cost. The weak banks in Germany and other lender countries are too politically connected in his view to be allowed to fail. German banks hold $62 billion in Irish Greek and Portuguese debt and French banks hold $26 billion. Hypo Real Estate, taken over by the German government, holds $14.5 billion of this debt. Bank assets in Europe are a larger share of the national economies in Europe than in the U.S. making the situation more intractable- In Britain over 3.5 times the economy, Ireland 2.5 times, in Netherlands 4.4 times, in France 3.25 times, in Spain 2 times and in Germany 1.5 times GDP, compared to 60% of GDP in the U.S. After the Irish government decided to guarantee the debt of its banks two years ago, Irish taxpayers are stuck with the entire cost of bad debt at the Irish banks....

Senators Murphy and Cornyn have helped pass legislation on gun control and mental health, public safety, with the support of all Democrats and 15 Senators from Republicans including majority leader McConnell. This comes after shooting in their home states and the two shootings at an elementary school and a supermarket in Uvalde, Texas and Buffalo, New York. The bill passed the Senate 65 to 34 and crossed the 60 vote filibuster threshold which was a barrier in the past. Only two senators from the 15 Republicans are up for election this year, Romney faces an election in 2024, four are retiring and 8 senators of the 15 are up for reelection in 2026. This made a compromise possible separating those who wanted strict gun control from those who want no gun control from the compromise group to achieve a consensus that all could vote for.

The trade agreement with Australia starts a process of taking India's exports far beyond the current figure of $400 billion and creating the jobs that come with it. It will double bilateral trade over 5 years to take it to $50 billion. This also shows the wisdom of India not joining the Comprehensive Economic Partnership pushed by president Obama.

The natural ties within the English speaking peoples and the common historical ties within the Commonwealth of Nations that include Australia, Canada, Britain, the Gulf Nations, and South East Asia provide a natural trade and economic region for India.  Next planned are trade agreements with Canada and Britain, and an effort to bring all the six nations in the Gulf Cooperation Council into and Economic Partnership with India, An agreement was also signed with the United Arab Emirates. Very important is a trade agreement with Germany and the European Union for close economic integration with Europe.

Germany realizes that it had some advantages in exporting automobiles and machinery to the US, and the EU understands advantages it has in pharmaceuticals exports from Ireland and other countries. EU officials rarely mention this lack of an even playing field with the US. In this report by DW.com German and Austrian research groups say it is best that the EU nor respond to tariffs placed on the EU by the US. Under the 90 day pause to allow time to start negotiations the EU tariff is at 10%, with separate tariff on steel and aluminium, and on car exports. It shows the EU makes loud protests about the US Tariffs, yet knows the need for an even playing field in 2025. The EU and Germany are likely to join other nations Japan, South Koreea, Taiwan, Italy, Britain and seek negotiations with the US for fairness in trade.

The Congressional Budget Conference committee meetings offer an alternative to the distrust and failure in negotiations between the White House and the House Republicans. Efforts are underway to make the process of negotiating an agreement work in this Budget Committee chaired by Paul Ryan and Pat Murray. Republicans push for spending cuts as the debt ceiling reaches $16.7 trillion in 2013 compared to $4.9 trillion in 1993, an increase that is triple the increase in the prior 5 decades. Karen Elliott House, who has reported extensively from Saudi Arabia for a long time, says the Saudi succession to a younger generation is established, yet the different strains on the fabric of Saudi society continue. The parts of the society that are Islamic fundamentalist see the monarchy as too worldly compared to a militant Islamic State, and the western educated class sees the monarchy and religious clerics as not making enough room for modern ideas, for women and a free press. Inside the kingdom the very dichotomy that allowed the Saudi state to flourish from its beginnings in the feudal period of the late eighteenth century with Wahhabbi given the role of religious authority in exchange for guaranteeing political legitimacy of the monarchy now creates tensions in a modern state. Outside the kingdom Iran is seen as a rival state in the region, and the Saudi monarchy is seeking the support of the U.S. to fight Islamic State. Ibn Saud, described as a skilled statesman by John Foster Dulles, carefully strengthened the monarchy's role in the region for the first half of the twentieth century in his dealings with Britain and the U.S., and successors including King Abdullah continued his policies. Saudi Arabia now is in a new period of radicalism, and conflicts in the region, with an aging leadership in transition, a house divided against itself, as Karen Elliott House who as observed the kingdom for so long points out....

Efforts by China's climate envoy at Glasgow COP26 and US envoy John Kerry to build cooperation between China and the US on climate change. This happens at the end of COP26 talks and after president Jinping missed the Glasgow summit. Xie says China will work towards "concrete plans" for "finalization of the Paris Agreement rulebook." The US China agreement is not specific on details but includes arranging regular talks, and also a focus on curbing methane gas emissions which can produce immediate results in reducing global warming. Cable TV can be misleading he suggests, and its almost like living in a parallel universe. This happened he says before the Iowa primary, and situations like this ocurred after some of Hillary Clinton's primary wins, and before the election when the Hillary vote was expected to go to McCain. In each situation people counted Obama out, and were living in a parallel universe where they believed what they were saying to the exclusion of everything else.

A plan appears to have been put in place by the U.S. and the European Union countries to strengthen the American position in negotiations with Iran underway in Istanbul. The impact on oil prices and on U.S. and E.U. growth as a consequence of higher oil prices, especially when the eurozone countries faced lowed growth, was one of the ways Iran hope to blunt the tightening of sanctions against Iran's nuclear program. It now appears from information released by the International Energy Agency that a plan was implemented by the Saudis in recent months to build up reserve supplies. At the same time a similiar effort was being implemented to increase production in Iraq and Libya so that it would add to reserves added by the Saudis. Daily output from OPEC countries increased by about 1.4 millon barrels in the Sept 2011- March 2012 period, as the confrontation with Iran took shape with increasing pressure using sanctions on Iranian oil, according to the IEA. Of this 1.4 million barrels a day increase, one third is from the Saudis and the rest from Iraq and Libya, according to IEA. In March 2012, OPEC oil production increased by 135,000 barrels a day to 31.4 million barrels, mostly from higher output in Iraq. The Saudis have filled up domestic oil inventories and placed an additional 10 million barrels of oil in storage close to markets in Europe and Japan. This suggests that this was part of a quietly implemented plan in cooperation with the U.S. and the EU countries to increase the effectiveness of sanctions and protect global oil supplies from disruptions; even as the U.S. pressured Japan, S. Korea, India and other countries to reduce purchases of Iranian oil. The economies of India, the EU and other countries were already beginning to feel the impact of higher oil prices in the 1st quarter of 2012....

A new bipartisan plan on comprehensive immigration reform with support from Senators Graham, McCain, Schumer, sets forth principles for legislation. This includes Democratic requirements for a pathway to citizenship for 11 million illegal immigrants and Republican requirements for stronger enforcement. A separate bill sponsored by Senator Orrin Hatch would expand the H1-B program for skilled immigrants and increase the number of green cards. The focus on both sides is on improving the lives of the people in their countries, where even rapid growth still leaves vast gaps in the country's development between urban and rural, coastal and remote regions in the interior, and huge challenges wherever they turn from the environmental degradation of industrialization, to health care in a capitalist economy for both countries, and worker and human rights in a capitalist economy for China, to infrastructure development in India. So the sobering tone of Wen " its not a matter of who outdoes whom" and the thrust of Manmohan Singh's "our people are united in their aspirations for a better future". See Wen's speech to the Japanese Parliament in 2007 where he referred to two temples or monasteries in China where lamps were burning continuously to promote the cooperation and peaceful development in the two countries. He strikes one as thoughtful and focussed on improving the lives of the Chinese people, but that said is part of the system of development in China which is focussed on manufacturing for export with few of the worker protections and much corruption....

Defense spending under the new Obama 2012-2013 budget for the fiscal year starting Oct. 1, 2012, is $525 billion, and an additional $88 billion for Afghanistan. This is $6 billon below the $531 billion budget for the 2011-2012 budget of $531 billion approved by Congress, $22 billion less than the Obama administration's proposed budget. An additional $115.1 billion was for Afghanistan. In a move to bring financial discipline to additional appropriations for foreign conflicts, the Obama administration is proposing in the 2012-2013 budget proposal a limit to "overseas contingency operations" appropriations. The total proposed is $450 billion for fiscal 2013 to 2021.

What is the Muslim Brotherhood in Egypt and what does it mean for the US in the current protests? The Muslim Brotherhood was started in Egypt in 1928, in the colonial days, by an imam and schoolteacher named Hassan al-Banna. The intent was to act as a grassroots organization to promote the reform of Egyptian society through a greater adherence to Islam, by preaching and social services. Scott Shane talks with Reidel of the Brookings Institution and Shadi Hamid, director of research at the Brookings Quatar Center about the Brotherhood and Israel. Reidel was the Egypt desk officer at the CIA when Mubarak came to power in 1981, and is an experienced observer of the Muslim world at Brookings. Reidel says if we want democracy in Egypt, the Muslim Brotherhood is going to be a big part of this, and we should be engaging and talking to them now. Hamid responds to a question about terrorism by pointing out that the Al Quaeda hates the Brotherhood and the Brotherhood hates Al Quaeda, that for counterterrorism engaging with the Brotherhood would be helpful to the US. On Israel, Hamid says years of accomodation to the real world has brought a knowledge that the Brotherhood has to live in the real world and the geopolitics of the Middle East. Carrie Wickham, a political scientist at Emory University, is author of "Mobilizing Islam," a 2002 book on Egypt and the Muslim Brotherhood. Carrie says it was analogous to evangelical Christians and their goal of sharing the word of God, but Banna also referred to Jihad as a struggle against colonialism and Zionism. Some leaders such as Sayyid Qutb, who was imprisoned by the Egyptian government and executed in 1966, advocated violent jihad, but after the 1970's the Brotherhoods formally renounced violence as a means of achieving power. In 1984 the Brotherhood reached another point in its evolution when it competed in parliamentary elections. And estimates of its actual support begin at about 20% of the electorate. Another development is the relative youthfulness of the April 6th and other movements in Egypt, where two thirds of the people are under 30 years age. The Muslim Brotherhood leaders are much older and hesitated to join the popular movement in its early stages. On the question of the Brotherhood's future evolution and winning a large role in a future government, Carrie says that a system of checks and balances has to be established to ensure that the Brotherhood operates as a democratic party committed to the democratic process. The Wall Street Journal in an editorial on February 4, 2011, emphasizes the need for institutional checks and balances. Carrie says rewriting the constitution and electoral process to ensure that this happens and no one party can take abslute control is crucial. ...

At $7 an hour GM's Mexican auto workers are just as efficient as workers in the U.S. The result is a shift in jobs to Mexico and the two tier wage system in the U.S. auto industry, now formalized in new UAW contracts with Ford, GM and Chrysler. The UAW agrees to hire entry workers at $14 and hour. A new VW Chattanooga plant pays $14.50 an hour. Rattner points to the need to create new jobs with high intellectual content in service industries such as education, digital media, entertainment, and financial services. This requires a greater committment to education.
