Germany's new Interior Minister Hans-Peter Friedrich said that Islam did not play a major role in German culture, and was not a part of the German way of life. He said successful integration requires knowledge of the social reality in Germany and an awareness of the Western Christian origin of German culture. The question facing Germany is how to integrate 4 million Muslims living in Germany. The Turkish prime minister told Muslims in Dusseldorf that Turkish parents should teach their children Turkish first, before German, and that the Turkish culture and civilization should not be ripped away from Turkish people in Germany. He drew a distinction between assimilation which he rejected and integration which he encouraged. The problem is that integration is seen in different terms by Muslims and by Germans in different parts of the political spectrum. Why is the rationing system high tech and low efficiency and likely to fail as the reporter puts it? Meg Whitman, H-P CEO, repeated her statements that a recovery was four or five years away. She sees little sales growth till 2015 and predicts losses. H-P's share price fell by 13% on Oct. 3, 2012. Whitman said in an interview that H-P has failed to invest in research and development. She was critical of lack of R&D investment under Mark Hurd. But says many of the problems go back to when Carly Fiorina was CEO in 2005 and made the acquisition of Compaq. The acquisition approach has worked poorly for H-P, with lack of R&D within H-P. H-P's financial position also worsened with the $10 billion paid by Leo Apotheker, Hurd's successor, for Autonomy Corp. Internal software systems disconnected costs from revenue, so that in 2011 field selling costs increased by $1 billion even as revenue decreased by $5 billion. A series of management changes made things worse through poor decisions, inconsistency and lack of focus, all of which will take years to correct.

The divergence between P/E ratios in Europe and the U.S. is of special concern. P/E ratios for 10 years in Germany and France are at 12, compared to 22 for the U.S. The gap between U.S. and German and French valuations is about 10%, compared to a 120 year average of 1.7 percentage points, says the chief investment officer of Citi Private Bank in London. Safety is one factor, but the divergence is too wide to be accounted for by safety alone.

Michael Birnbaum, the Post, Moscow bureau chief talks to experts and politicians in Moscow about the economic situation as the ruble declines by 36% since July, with the fall in oil prices accelerating its fall and reducing the impact of central bank intervention in slowing the decline. He cites a Putin interview with Tass news agency in Nov. which he says a tieup is possible between the U.S. and Saudi Arabia to bring down oil prices as a way to strengthen the effect of sanctions in changing Russian policy. Russian Finance minister Anton Siluanov says lost oil revenue impact is about $90 to $100 billion a year, added to the cost of sanctions at $40 billion. Significant capital flight also adds to the overall cost. Russian companies borrowing in dollars have large debt payments due that will need to be supported by the Russian government, an added cost. This will put the Russian economy in recession in 2015. The central bank expects inflaion at 10% in 2015. Large losses of this magnitude will be harder to sustain and deplete international reserves of $429 billion as of Oct. 2014. The thinking of ordinary Russians is reflected in an independent Levada Center opinion poll showing 61% of Russians expecting a decline in living standards and economic crisis in the near future. The man most responsible for stabilizing Russia's finances, former finance minister Alexei Kudrin, who had profound public disagreements with president Medvedev over increases in the military budget, warned of an economic crisis following the parliamentary and presidential elections. A major weakness of the Putin-Medvedev second and third terms is the failure to use higher oil revenues to expand the tech sector and other industries to diversify Russian exports away from oil. ...

Case-Shiller home price index shows 18.5 % drop year over year for December 2009, for single family homes in 20 major metropolitan areas. The Conference Board Index for consumer confidence dropped from 37.4 in January 2009 to 25 in February 2009. Of the 5000 households surveyed more 90% said they expected conditions would be the same or worse in the next 6 months. The Obama $275 billion plan for homeowners does not address the weakest cities in the market which are in places like Phoenix, Las Vegas, and much of Florida and Southern California, where prices have fallen 40% or more from their peak. This is because mortgages that are under water are not included, these are mortgages where more is owed on the house than the house is worth, and is ocurring faster in places where price declines are the steepest. One expert Martin Feldstein who is also on the Obama advisory panel has insisted since early 2008 that these homeowners under water have no rational incentive to continue making payments. What this does is to make consumers to postpone purchases like autos and hold back or cut back on all kinds of spending. In this global economy this means places like China's coastal regions which export to the US get hit hard and in turn exporters to china like Germany also get hit hard as what starts in the USA gets passed on theough the global economy from one region to another. Which also means US exports to Asian and other emerging market countries of tech goods and aircraft are in turn hit hard. As Republicans and Democrats follow their ideological leanings they cancel each other out in the debate, as Prof. Potter at Harvard an expert on economic strategy points out in a link, resulting in necessary actions not being taken and no clear direction. ...

Does the government need to take on GM's pension fund obligations? Based on the hopeful signs that the GM fund has been managed conservatively with mostly interest earning bond investments and stocks only 26% of the portfolio, and yearly interest exceeding the $7 billion owed to retirees each year, it appears that the GM pension fund for retirees is adequately funded for now. Says Charles Millard , Director of the Pension Guaranty Corporation, " we would maintain that GM can afford to keep its plan intact." The strategy changed after the 2000 tech bubble crash and the shortfalls in 2002. That year GM sold $14 billion of bonds and put in the proceeds of the sale of the Hughes Electronics subsidiary for a total contribution of $18 billion eliminating any shortfalls, and then proceeded to overhaul its investment portfolio replacing stocks with bonds. This is now one of the few bright spots in the GM picture offering a glimmer of hope for resolving the crisis. But were additional burdens to be placed on the obligations through large numbers of early retirements as restructuring goes on for a number of years then this may lead to large shortfalls. Which is why the country and GM and other automakers need to create other new jobs in infrastructure and energy with large infusions of government investment supporting the private sector, like the closed Maytag plant employees in Newton, Iowa who shifted to making wind energy generation wind blades at a new plant that the city attracted. It also points to the need for rapid action from government and a new management at GM that can bring a new vision and the energy to execute it, to transform the auto business that Detroit plans to hold onto....

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

Axel Weber, former head of the Bundesbank, did economic and monetary research at the University of Siegen, Germany, where he received his doctorate. He joined the economics faculty at the University of Bonn in 1994. This is unlike others in central banking who rose through finance ministries or national central banks. He was made head of the Bundesbank in 2004. He resigned recently after expressing his dissent when the ECB made the decision to buy the government bonds of Greece and other financially troubled eurozone countries. In his view the ECB should stick to its mandate for setting monetary policy and not get involved in fiscal policy. He returned to academia and will teach central banking at the University of Chicago till May 2012. He brings an unconventional approach by his willingness to talk to the media and express his dissent over issues that affect Europe and the global financial system.
