President Biden launches the US Asian Economic Framework during his visit to Tokyo. Biden's main achievement on his Asian trip is to lay the foundations for the economic framework of the free world democratic countries drawing in India, Indonesia, Vietnam, countries from ASEAN, in addition to the core of Japan and South Korea. India, Australia and New Zealand are now seen as part of the core group in the Indo-Pacific Economic Framework. As part of the European Union Brtiain could not shape its own trade deals since the 1970's. The current Brexit standoff leaves little option of changing this. The new Department of International Trade is unlikely to accomplish much even with 400 staffers and a new trade negotiator hired from New Zealand. Britain is likely to remain in the EU trading bloc customs area for many years under the standoff with EU. Countries will wait till Britain finalizes its trade deal with the EU under Brexit. It took Canada 7 years to achieve a trade deal with EU. 

Brexit uncertaintly, split in Conservative Party and Labour Party's agreeing to a second referendum on Brexit mean little progress on trade deals for Britain.

Willingham of the NYT points to the crisis in the U.S.as many adults with high school education lack even the most basic skills to understand or check facts. National Assessment of Education Progress tests show little progress over 30 years. He cites the tests from the National Assessment of Adult Literacy for 2003 showing 95% of the people could not compare two editorial opinions and check a table for the facts.  Willingham says the problems are the lack of vocabulary, the lack of knowledge of usable facts that writers assume the reader knows.   Building and providing knowledge intensive education early on in earlier grades is needed. Standardized tests need to check for this knowledge so that it builds up. Don't ask about random topics, if a child is taught knowledge on New Zealand, he should be tested with questions on New Zealand. The Common Core Standards neglect this importance of content intensive, content rich information in curriculums. Massachusetts improved education by emphasizing knowledge. High information texts should be used in early grades so that children pickup knowledge early on and build on this grade after grade. The important thing is no to see reading comprehension as a skill but something that is intertwined with knowledge, the more knowledge exposure one has early on the better so that reading comprehension grows quickly and advances. Willingham brings up the idea that technology is not the culprit, it is not the answer either. What is important is to correctly grasp the need for vocabulary and knowledge and push this in the early grades to get good reading comprehension that advances grade after grade. Also important is getting children excited about reading, to get their imagination to work with knowledge gained, so that they pursue reading inside and outside the classroom and become regular readers.  ...

Angela Merkel's handling of the coronavirus crisis wins praise from world leaders and leaders in Germany. Public opinion from Argentina and New Zealand to Britain and the U.S. gives her a lot of credit for the way she has tackled the situation. She now has the highest approval ratings in Germany since 2017, after a period of 2 years during which her popularity waned with the migrant crisis.  Much of her period in office was consumed by crises- the eurozone financial crisis, the migrant crisis, and now the coronavirus crisis. She brings her style of a scientist rationally looking at the situation, her experience, and her willingness to take bold positions under much criticism. Today even one of the premiers in Thuringia from the socialist Left party praises Merkel for being "pleasantly calm and goal oriented, particularly evident in the well structured video and telephone conferences." He says he prefers a leader "a quiet scientist" rather than "pompous men who as populists, dangerously ignore the facts of the danger." Merkel now assumes the 6 month presidency of the Council of the European Union on July 1.  Germany faces the future in rebuilding its economy, in rebuilding its infrastructure and public services, for now Merkel provides the leadership needed for this time. As Andreas Nick, vice president of the Parliamentary Assembly of the Council of Europe puts it she is "always analytically scrutinizing and carefully weighing up, soberly Protestant and refreshingly unpretentious, a trained scientist with life experience in the downfall of an all too self-confident ideological system."   ...

People in China are drinking more milk and cream desserts, and eating more cheese with a shift in eating habits. Traditionally this was not a big part of Chinese food. Wholesale prices of skim milk powder have surged by 26%-47% in the U.S. and Europe with this increased Chinese demand. Earlier China imported more milk powder for baby infant formula after tainted product was discovered in domestically produced baby milk powder. In 2019 China imported about 33% more skim milk powder and 23% whole milk powder than 2018. 

Parents encourage milk drinking habit. Even the higher lactose intolerance in people from East Asia is not a problem in this increase in dairy consumption. Beneficiaries of this increase in demand are farmers in America, Europe and New Zealand after several years of difficult conditions. Dry conditions in Australia and northern Europe, higher feed costs, hurt dairy farmers.

A study by Prof. Peter Petri of Brandeis University, shows the Trans Pacific Trade Agreement boosting economic output in the U.S. by about 0.4% by 2025 or $77 billion. Winners are biologic drugs which get long term patent protection, tech firms and software engineering services. Losers are the Detroit auto industry with higher auto parts imports, light manufacturing, and some heavy manufacturing sectors. Prof. Douglas Irwin of Dartmouth College and other experts say it is not clear how U.S. consumers and businesses will benefit. The import duties as a percentage of total imports are now at about 1.4%. Experts say about 4/5ths of the benefits of TPP for the U.S. are from opening up trade in services and new rules for investment and commerce. TPP includes Pacific countries Canada, Australia, New Zealand, Chile, Mexico, Malaysia, Singapore, Vietnam, and Japan. Issues are environmental rules, worker protection and standards, agricultural imports in sensitive countries such as Canada and Japan, affordable drugs in poor countries....

Guardian newspaper reports that this maybe the beginning of a technological cold war between western spy agencies and Beijing. The head of the UK's secret service said in a speech that "we need to have a conversation" about Huawei's involvement in UK's telecom network. Following this BT, Brtiish  Telcom, stated it is removing Huawei's networking kit from its EE mobile network. Huawei has struggled against the suspicion that it is under the influence of the government to tap into telecom systems in other countries. This has resulted in it being banned from selling telecom equipment to the U.S., Australia and New Zealand. The Trump administration put a ban on ZTE for breaking sanctions against Iran. Now the Trump administration is making its case that Huawei also is breaking U.S. sanctions against Iran with the arrest in Canada of founder Ren's daughter Meng, who is the CFO. The difficulty in expanding Frontera by diluting 11,000 co-op farmers ownership to 80% from what it is now to raise $1.5 billion from investors. The idea was to build mini Frontera's in other countries like Chile, China and elsewhere where Frontera has small farms. This is because New Zealand doe not have more land to expand with most available pasture already having cows or sheep. Frontera trucks collect more than 10 million gallons of milk daily some of it being sold to companies like Nestle SA. Farmers get dividend checks montly. Revenue was over $10 billion in 2007 amid sharply rising milk prices. Graphs of WSJ show much lower inventories of dairy products like cheese, milk and milk powder, and of grains like barley, corn and rice compared to several years ago and ten years ago. And productiveness of land varies by country with some countries land much less productive for cultivating rice or corn. Even with investor interest its hard to find a vehicle to invest in like the Frontera dairy situation where Frontera coop farmers are not in favor of expansion overseas and already have invested heavily in New Zealand itself....

For it to be effective it has to be done in a transparent manner, and with stronger laws for bribery, whistleblower protection, asset declarations, according to the researchers. China dropped 20 places since 2013. China's score declined by 4 points to 36. Denmark is highest at 92. Turkey dropped by 5 points. Norway, Finland, Sweden and New Zealand, are at the top of the list. Transparency International points out that free speech, accountable government an independent judiciary are essential to tackle corruption. These are not sufficient however as the example of India shows. A culture of corruption or lack of transparency and effective laws can enable corruption to grow even in countries with genuine democratic process. Democratic process does provides remedies through a change in administration as happened in India with the decisive defeat of the corruption scandal affected Congress government....

Following Brexit on January 31, 2020, Britain's government led by Boris Johnson prepares to negotiate new trade deals with the U.S. and other countries. The freedom to negotiate these trade deals was a key part of the plan of Brexit supporters and Mr. Johnson. The Times, Britain's leading newspaper, looks at the prospects of trade deals with each country- the U.S., Australia, New Zealand, Japan. Facing re-election Mr. Trump is seen as favorably inclined to work out a trade deal that he can show during the campaign. Trade discussions have taken place between the UK and Australia, Japan. Mr. Morrison in Australia and Mr. Shinzo Abe want to see strong trading ties and investment with Britain. Japan or Australia could be the first countries that work out a trade deal with Britain as discussions are at an advanced stage.  Britain has a small deficit with Japan in trade. It has a small dollar surplus in trade with the Australia and New Zealand. With the U.S Britain has a large surplus, it exports 121 billion pounds and imports 76 billion pounds. The prospects of trade deals are enhanced by the similarity in outlook of the governments of the U.S., Australia, and Japan, which share views on jobs expansion, economic growth and are centre right in economic philosophy. They also share a strong connection with working class voters under Johnson,Trump and Morrison. Mr. Trump is seen as a strong deal maker so that any deal would involve some concessions from Britain that increase U.S exports, including farm exports. Difficult issues with the U.S. are -pharmaceutical drug imports that could increase Britain's NHS cost for drugs, the digital services tax from Britain on U.S.  companies such as Google and the Trump retaliatory threat to impose tariffs beyond the current 2.5% on car imports of $11 billion from Britain. On agricultural imports Britain's natural foods preference conflicts with imports of genetically modified (GMO) foods from the U.S. Experts say this could lead to a partial or Phase 1 deal that does not need approval from the U.S. Congress, similar to the Phase 1 trade deal with China which sidestepped the thorny issues on trade. This is something both sides can show their support base as a win. ...

Losses and layoff at Qantas Airways as it faces increasing competition. On domestic routes price competition from Virgin Australia has reduced prices by 20% for business class compared to 2003 adjusted for inflation, according to Australia's Bureau of Infrastructure, Transport and Regional Economics. The mining boom had provided Qantas with higher margins in domestic flights to distant locations within Australia. Qantas also faces competition from Etihad Airways, Singapore Airlines and Air New Zealand, all airlines with state backing.

The EU agreement with Mercosur representing South American nations Argentina and Brazil is unlikely to go through with protests by French farmers who see exports threatening their livelihood at a time when costs of fertilizer, electricity, and other inputs are increasing. The French prime minister Attal says "France is clearly opposed to signing the Mercosur Treaty." French farmers are conducting a siege of Paris with tractors in long lines along the highways traveling from regions 300 miles away. A treaty with New Zealand allowing import of muttton is also opposed by farmers. EU treaties were used to increase export of cars and other industrial products from Germany, in exchange for allowing in agricultural or commodities such as lithium or metals, and soyabeans. Farmers in other European countries including Germany have also conducted protest in recent months about high costs of inputs and lack of enough government support. Standard & Poors downgraded the U.S. credit rating from AAA to AA+. In its reasons for the downgrade the ratings agency said the "political brinksmanship" in debt ceiling and deficit reduction negotiations has made the process "less stable, less effective and less predictable." It said the $2.1 trillion savings under the August 2 Debt legislation falls short of what is needed to improve U.S. finances. David Beers, the head of the government debt ratings unit at S&P also said that "we don't think it's coming back any time soon." Countries that still have a AAA rating are Canada, France, Germany, and Britain. Countries with AA+ rating include New Zealand and Belgium.
