US - EU Trade Agreement with 15% tariff on EU imports to the US and $750 billion in US exports over 3 years of LNG, oil and gas, semiconductors etc. Including military purchases. EU would invest $650 billion in the US.  Aircraft and their components, particular chemicals, semiconductor equipment, some agricultural products looked set to be exempted from the new tariffs placed by the US on EU imports into US. To even the playing field where German and Japanese cars had a free ride into the American market since 1980, 15% tariffs lower than the 24-25% proposed tariff will be place on German cars. Business in the US sees this as a least bad outcome says WSJ. Yet this ignores that the US gave special privileges to Japanese and American car makers to export into the US since 1980 with no corresponding benefit to the US in other industries or to the US auto industry. This gives the US industries and the US science and technologies opportunities to get back into the game of exporting, opportunities that the US gave to Europe and Japan since 1960. It also strengthens the US economy by helping restore the US as the industrial power it was from 1920-1980.  ...

The Dutch parliament approves a free trade area with Ukraine. Netherlands was the last country to approve this agreement. Populists of eusoskeptic views won a referendum in April 2016 leading to the agreement passed by the other 27 countries of the EU being modified to accomodate the euroskeptics- who pushed the view of Ukraine as another corrupt country that Netherlands tax payers would have to support. The agreement for a free trade area for EU and Ukraine itself was a result of the popular sentiment in Kiev and western Ukraine in favor of closer ties to the European Union, that led to protests in 2013-2014 and the election of pro-EU Petroshenko as president. Russia opposed the move, leading to the support of a Russia rebel movement in the eastern part of Ukraine. The Dutch elections of 2017 led to Dutch voters supporting prime minister Rutte's effort to support the European Union in helping Ukraine with economic ties. This puts Netherlands back into the core EU nations such as France, Germany, Spain and Italy, that back Ukraine and oppose Russian moves. ...

Canada, Australia, India, Brazil have some of the largest reserves of rare earth and critical minerals. Brazil has second largest reserves. This means the US can still change the current situation of a near monopoly on critical minerals by China in coming years by making the necessary investments early in these countries and in the US itself. Here is the situation in Brazil for rare earths. Brazil has said it will be open to investments that place a priority on rare earths processing within Brazil, not just rare earths commodity exports for processing in the EU or the US. China does most of the processing of rare earths in China, it imports heavily from Burma, Indonesia, Australia and Africa and does nearly 100% of the processing in China using research labs and production facilities funded by PRC government. Yet the search for and development of supplies of rare earths and critical minerals is still at an early stage so that with the necessary investments including in India, Indonesia, Australia, Brazil, in Africa, and in the US, the US and Germany, EU, India can change this situation by 2030. Brazil hold 21 million tons of reserves of rare earths, about a quarter of world rare earths reserves. Just in the last 3 years since 2023 3000 permits have been filed with Brazil's National Mining Agency compared to 500 in years before this. Australia and India are also catching up in rare earths minerals investment. Australian producers Viridis and Meteoric are doing advanced work in Pocos de Caldas mining area in Brazil. Canada is doing a project in Golas state. US company Rare Earth is putting $2.8 billion in Serra Verde. All this is being pushed forward by fast track investing supported by the DJT US government. Serra Verde historically sent rare earths in commodity form to China. Now DJT administration has setup private and public financing for a 15 year supply agreement to the US. Australia's Viridis can also get funding from IDFC operated by the US with discussions underway. Viridis's $360 million  Colossus project in Brazil sends rare earth in commodity form to a French-Belgian processing company in the EU. Brazil cannot afford to be too restrictive when it comes to processing- though that remains its goal -as Brazil wants to use its advantages in rare earths to increase investments and export earnings to support its slowing economy. Over time Brazil as part of this western hemisphere and as shown in "Brazil no Espelhos" or "Brazil in the Mirror" by Felipe Nunes, discussed in the adjoining piece on Brazil, is a part of the same social fabric of the Americas and its economic structure, its supply chains, its business, its democratic framework and processes. ...

With the lack of action from House Speaker Mike Johnson on a bill for $61 billion in Ukraine aid bill which passed in the Senate  France, Germany and Britain are speeding up their defense supplies manufacturing and making larger investments with a coordinated effort with other EU nations. The problem say former NATO officials is the lack of investment in spare facilities. Rheinmetall is working on the German side and French defense firms are contributing to increased defense manufacturing.The European Defense Agency's deputy chief executive says production will require sustained investment ant finalized contracts. The European Defense Agency says EU nations have invested $52 billion in 2022 on defense gear.

Philipp Rosler, head of the FDP party and Germany's Economy minister, says he opposes further involvement by German taxpayers or the ECB in the debt restructuring for Greece. He pointed out that the current negotiations between Greece and the bondholders (mostly French and German banks) were about private sector involvement. Tax payers of Germany and other European countries are already making a contribution he said. The IMF is pushing for the ECB to take a haircut or writedown on the $40 billion of Greek bonds it holds to supplement the haircut taken by bondholders of over 50%. Rosler said in an interview with the Journal that Athens should keep its side of the bargain by implementing reforms and not letting them just be on paper. On Germany or the EU directly taking responsibility over the Greek budget, Rosler said this should be the responsibility of the Greek parliament. At the same time he pointed out that its important to have a specific and rigorous montiroing process just to be fair to taxpayers in the EU....

Russian offers for settlement of Ukraine conflict in 2025 described as capitulation in the UK's Guardian- all of the eastern Donbass region and Crimea ceded to Russia, limits on its army and its long range weapons, leaving it too weak to defend itself. The UK, France oppose it. The new German government of CDU's Merz is increasing Germany's defense capabilities to shoulder the burden of defence in the EU in 2025-2026. Under this situation and with presure within the Republican party on DJT, it is unlikely that such a capitulation or agreement is likely to have a chance  for agreement. It is a restatement of Russian proposals in 2022.

Sofia Diego from the Southern European region of Spain and Portugal, says the idea of a multi-speed European Union as put forward by some in Brussels, including Jean-Claude Juncker, is not the answer- because at some point it makes the whole exercize of a united Europe futile with some countries choosing to ignore the very ideal of European unity. In fact she says we have come too far in that direction and it is necessary to pause and reflect what this means. France's leading presidential candidate Emmanuel Macron has called for a closer union as a better solution to eurozone financial stability with a tighter union. German public opinion and other opinion in the EU does not favor more concessions following Brexit. This opinion from a Southern European country shows how young people especially have developed a new attitude and feeling of togetherness as the European generation. Young people from all parts of Europe have a changed attitude compared to previous generation, and this is a valuable experience that needs to be nurtured with closer interaction to take the EU experiment to the next stage. ...

Krugman says voters in France, Greece, the UK and other countries are protesting against austerity measures imposed in the EU countries. The policies were based on the assumption made by the Chrisitian Democrats in Germany that the German model if applied in other countries would generate the kind of recovery Germany made in the last decade from the high unemployment under chancellor Gerhard Schroeder. German wage restraint agreement between unions, industry and government made this possible under the Hartz reforms, and France is already embarking on wage restraint, with the two major parties, unions and industry backing the plan. But for this to work France and other countries such as Spain and Italy have to be able to export to Germany or other countries. German workers are suffering from stagnant wages for many years, stemming from concessions made to reduce unemployment. Allowing wages to rise in Germany when there is a shortage of workers in industry, would benefit workers in Germany and help France and other EU countries increase exports. German industry is failing to make this normal adjustment in markets by insisting on smaller concessions, even though there is support within the government for higher wages. German growth was possible because of demand outside for its exporters. The "austerity measures" Germany supports would depress demand inside the domestic economies of France, Spain, Italy and other EU countries, and without the wage and inflation adjustments with Germany leave demand weak outside. Without needed demand output falls, unemployment rises and tax revenues decline, leaving deficits worse than before, and a dangerous downward spiral. Better management of finances as Germany has insisted has ceased to become the issue, as both Hollande in France and Rajoy in Spain, and Monti in Italy, are keen on getting control of finances, especially regional spending in Spain....

Germany's chancellor Merkel sees Britain as necessary for Europe and the European spirit. This even though she has differences with British prime minister Cameron on how to elect the new president of the EU following EU parliamentary elections in May 2014. She told the German parliament in June 2014- "Britain is really no cozy partner. Yet Germany and Britain share values and interests. Chancellor Merkel tells the newspaper "Sachsische Zeitung," that she sees a follow through on policies on refugees after reestablishing control over EU borders as one of the lessons learned from last years refugee crisis. This has reduced the flow of refugees and Merkel says the process of deportation of non-German nationals who had no residency permit had to be done rigorously and speeded up.  Having said this Merkel defended her policy on refugees as "coherent," and was clear about it- "I do not see a change of course, but coherent work over many, many months." Responding to Pegida and anti-immigrant sentiment in Dresden, Merkel said it is important to remember the lessons of history, that "we are the people" slogan used by the far-right is misplaced, that in a free society "we all are the people."

Mistakes under Merkel continue under the Greens and Social Democrats. Germany fails to invest in its solar industry even as the fight against climate change ramps up and the need for solar energy is growing rapidly. Manufacturers of solar cells in east Germany that remained under Merkel- surviving Chinese investment ramped up to overcome a German lead in solar- by pursuing niche markets, are still failing to get the federal government's attention and support. This NYT report shows the situation in Germany as Chinese imports of solar take up 97% of the market. China sends solar panels to Germany and the EU at below production costs this NYT report says, with the US having erected barriers to Chinese imports to build its own manufacturing capabilities with Biden's support. Product intended for America is now put in the European market pushing prices down even further.

US actions to conduct investigations on 18 countries under Section 301 of the Trade Act of 1974 - March 12 2026 after the Supreme Court asks DJT to use another law for tariffs. A key focus of the investigation is to show how industrial overcapacity is deliberately built through subsidies to push product into US markets and destroy American competition. US Trade Representative Jamieson Greer said March 11- "Our view is that key trading partners have developed production capacity that is really untethered from the market incentives of domestic and global demand." The US and DJT have repeatedly shown how this has been done over two decades to destroy the US industrial base. Another focus is on the used of forced or underpaid labor working in substandard working conditions and excessive hours. Greer says he will have the investigations results ready by mid-July when the presidents new tariff of 15% (after the SC ruling) expires. Other probes or investigations will also be conducted. All trade agreements signed with Germany, EU, Japan, UK, India, China, and other countries will remain in place. These countries have expressed a desire to keep them in place as that offers key benefit of removing uncertainty in making business decisions. ...

European Union elections are the largest elections after India. 450 million people elect 720 members of the EU parliament based in Strasbourg, France near the border with Germany. The elections are happening just as India completes its voting with results out by June 5 for 1.4 billion people. The EU and Indian elections have similarities. India has 28 states with different languages in most states. This is similar to the 27 independent countries in the EU and 27 national elections for EU parliament, 28 state elections for 543 members of the Lok Sabha, the Indian parliament. EU parliament does not run a government, it approves members of the European Commission that conducts affairs of the EU. Parties are from the Socialists, the Greens, the Right win parties and Centrist parties. Germany has 96 seats based on its population.

The European Union plans to rebuild its solar panel industry by manufacturing in the home country. This means shifting away from supply channels where China controls 80% of production. Chancellor Merkel failed to see the risks of letting German companies be decimated by China's subsidy program supporting solar panel makers in China. A system of customs duties failed when China threatened to retaliate with duties on German car exports. In the end Germany like the US under president Obama and Trump after 2010 failed to support domestic solar panel makers.  Now subsidies are accepted way of competing with China for both the US and the EU. The US under the Biden administration is fully committed to compete with China by developing its own solar panel manufacturing industry with the kind of help China is giving to its own solar panel makers. The EU is following the same path. From 200 gigawatts in 2023 the EU's target is 600 gigawatts from solar by 2030. The 400 gigawatts will come from through a policy of make at home in the EU, including raw materials, polysilicon, wafers, and assembly. Subsidies are now the way the US and the EU plan to get back what they lost to China, their critical manufacturing advantage through errors in policy. The European Commission is also changing the rules to accomodate the move. A story of one more critical advantage surrendered through the orthodoxy of free markets without policymakers understanding what they were doing. ...

Overall the European parliament elections shows the EPP with CDU in Germany winning over 30 percent of the vote, the SPD 14 percent and the Afd 15 percent, Greens 12 percent. In terms of next EU government the EPP, Socialists and Renew have 59.1% of the vote, and with the Greens included 62.6% of the vote of 360 million EU voters. The European parliament elections show the Renaissance Party that includes Macron En Marche and FDP in Germany losing 23 seats, with some seats going to Conservatives and the ID. Conservatives and Reformists right alliance led by Meloni of Italy including National Rally in France added 4 seats, ID of Denmark adding 9 seats. The Socialists including SPD lost 4 seats and the European People's Party including CDU/CSU led by Leyen won the most seats adding 10 seats. Greens/EFA lost 18 seats as the other parties adopted green energy planks. Leyen says the centrist parties held off challenges from the right and left parties. EPP of CDU's  Leyen has 186 seats, Socialists of SPD's Scholz 135, RE of Macron En Marche and FDP in Germany 79 seats, ECR of Meloni in Italy and National Rally in France 73 seats, ID of Denmark 58 seats, Greens of Germany's Baerbock 53 seats.  ...

French president Sarkozy, and German chancellor Merkel, announce the decision to seek treaty changes to make fiscal discipline a critical part of the new EU treaties. They issued an ultimatum to other EU countries to decide within a week whether they wanted to be part of a eurozone under this arrangement. In any case France and Germany will move ahead for a tighter union. Merkel stated- "We need structural changes. It is not possible to do this in the framework of the current treaties." Germany secured France's acceptance for having national budgets submitted for review by a supranational European body and automatic sanctions. France secured Germany's acceptance of a way to override this if automatic sanctions are blocked by a strong majority of members voting to this effect. On the issue of bondholders, of private creditors sharing in losses, France and Germany agreed to limit this to Greece. Merkel stated: "Greece is and will remain an exception," to which Sarkozy added, "the message to investors from across the world is that in Europe we pay back our debts."...

The expected EU turnout in 2024 is at a high of 68 percent. Over the years since its formation the early enthusiasm and vision was replaced by dry directives issued by bureaucrats in Brussels leading to lethargy. 1979's 62 percent voter turnout contrasts with 2014's 48% voter turnout. Boris Johnson, Donald Trump and Vladimir Putin have each in their way created new surge of interest in EU and the parliament in Strasbourg, says Caroline Gruyter from her conversations in France, Switzerland, Netherlands, Czech Republic. Today 74% of EU citizens polled say they support the European Union. Similar numbers even in the UK as Labor party is about to come back in a big way.  What happened? The war in Ukraine, Russia and NATO, US and NATO, the UK drift back to EU in sentiment, Italy's conservative parties called Right wing are supporting the EU under Meloni. Another reason for the sense of EU coming back to life comes from my visit to Germany, where after decades of disinvestment in infrastructure the rail station in Frankfurt is being rebuilt and new infrastructure is being built all over the city. Posters all over Frankfurt for EU parliament elections show a new spirit for Respect for workers, working families, and a sense that the FDP, SPD, CDU and Greens can take the decisions to give new vigor to the German democratic process.    ...

A behind the scenes account of the chain of events after the meeting of French President Sarkozy and German Chancellor Merkel at the seaside resort of Deauville, France, on October 18, 2010. Based on interviews with EU officials this account shows how these events are leading to closer union of the 16 nations of the European Union. At the seaside meeting Sarkozy met privately with Merkel. Merkel offered to take back the German demand for automatic penalties for nations failing debt guidelines. She insisted that bondholders should bear losses if a member nation of the EU defaults. The French president agreed to accept the German condition knowing that Germany was reluctant to support the bailout fund beyond 2013, and German public opinion was souring on the bailout. The European Central Bank president, Trichet, was furious that the two leaders were undercutting his efforts to create confidence in the euro. Trichet told Sarkozy, he must not understand how serious the situation was. Sarkozy told Trichet, "you must be talking to the bankers," "we are responsible to the citizens." Weeks of negotiating between the ECB and the Irish government followed, leading to the bailout of Ireland. The contagion effects on Portugal and Spain created more tensions for the euro. Merkel softened the German position and the EU leaders meeting in December 2010 moved in the direction of a closer union. Bondholders would still take losses but only if one of the EU member states were to become insolvent. And after months of discussion and debate the EU leaders realized that the only way forward for the European experiment was to build a closer financial union. Countries like Bangladesh, Pakistan, Sri Lanka and Nepal are severely affected by the war in Persian Gulf region in other ways that access to oil and fertilizer supplies. They are affected when the Gulf economy collapses and expatriate workers are laid off or return. The situation is dire in these countties because as the DW.com says remittances exceed exports in the case of Pakistan. Is such a model viable asks DW.com. All these countries are also affected by internal strife, with new governments in place in Bangladesh, Nepal and Sri Lanka after protests over economic conditions and jobs. The entire Middle East model for Gulf countries including Saudi, Iran are also facing a new situation as the Western countries, US and EU and Asia shift to nuclear energy, solar energy and find ways to conserve at an accelerated pace so that there will be less dependence on fossil fuels. Recently India announced on its national television channel that one third of peak demand is already being met by solar energy. India's PM Modi says in rallies across the country that he would make it possible for households to have zero electric bills because of solar panels on homes. Germany and Japan are further along on this path to create a renewable energy reliance and phasing out fossil fuels. ...

Axel Weber, former head of the Bundesbank, did economic and monetary research at the University of Siegen, Germany, where he received his doctorate. He joined the economics faculty at the University of Bonn in 1994. This is unlike others in central banking who rose through finance ministries or national central banks. He was made head of the Bundesbank in 2004. He resigned recently after expressing his dissent when the ECB made the decision to buy the government bonds of Greece and other financially troubled eurozone countries. In his view the ECB should stick to its mandate for setting monetary policy and not get involved in fiscal policy. He returned to academia and will teach central banking at the University of Chicago till May 2012. He brings an unconventional approach by his willingness to talk to the media and express his dissent over issues that affect Europe and the global financial system. Tesla which had 11% of the new electric cars registered in 2024 through July, suddenly goes into free fall with registrations dropping to 3% and a 33% decline in the European EV market. From being second only to VW in EV market in Germany Tesla is not with a model even in the top 10. Tesla had got the support of the Scholz government to put abig factory near Berlin. Tesla CEO Musk's politics is having some impact with endorsement of the AfD by Musk seen as interference in German elections. The Tesla Y is priced at $74,000 another hurdle for buyers. And now there are many rivals from Germany and China. In an expanding market Tesla has lost 60% in registrations in first half of 2025 showing how deeply. BYD of China has a entry model Dolphin Surf for $20,000 in Germany, and has increased sales by 290%. Still Chinese car makers will only have 12% of the EV market and it is VW that is a winner in the competitive market in Europe. VW has ID.3 Pure for under $30,000 and in 2026 plans ID.2 Pure for under $25,000. ...
